    Opis:
    The article examines the role of the Rural Development Programme (RDP) 2014–2020 investment funds in shaping the capabilities of the Polish agri-food processing industry to enhance its competitive advantages under new conditions dictated by the necessity of transitioning towards more sustainable production systems. The research is based on data from 783 agri-food processing enterprises that benefited from the 2014–2020 RDP support. The scope and directions of support offered during the previous programming period, public funding allocated to enterprises within individual sectors, strategies and investment priorities of the entities covered by the support, as well as the planned and achieved results across crucial areas have been scrutinised. The findings indicate that the RDP funds were effective in enhancing short-term competitiveness, primarily through modernising equipment and updating machine parks, which in turn expanded production potential. However, the role of these funds in facilitating the transition from traditional competitive strategies to more sustainable and innovative approaches was not as profound as required. Insufficient efforts were directed towards building a robust foundation to address growing climate, environmental, and socio-economic challenges, which is crucial for developing new competitive edges. Furthermore, in the group of enterprises studied, no material actions or investments were identified that would prepare companies for bolstering competitiveness through digital transformation. This suggests a pressing need for revisions in public support programmes designed for the agri-food sector enterprises in Poland.

    The second pillar of the Common Agricultural Policy is an important element of support for Polish rural areas, due to the need to improve the competitiveness of agricultural producers, to transform the employment structure, to boost infrastructure development and to implement tasks related to the protection of the environment. Thus, the size of the funds of the Rural Development Programme (RDP) for 2014–2020 and their allocation to different tasks is essential for the future of rural areas. The aim of the article was to evaluate the RDP for 2014–2020 from the point of view of the potential economic consequences of its implementation. This rating was made in two areas: the budget, and the construction of selected activities. Data on the budget and the allocation of funds in the new financial period indicate that the RDP limits expenditures on some of the objectives, primarily related to infrastructure and entrepreneurship. The priority actions are, however, pro-investment and modernization, and improving the position of farmers in the food chain. There are also programs of a social nature, aimed at small farms and activities with low added value (e.g. less favored areas, or LFA). Reducing the budget of the RDP forced implementation of some solutions, e.g. degressive payments and limits on the area and economic size of farms; thereby both the smallest and larger farms could be excluded from part of the support.
    II filar wspólnej polityki rolnej jest ważnym elementem wsparcia polskich obszarów wiejskich, ze względu na konieczność podniesienia konkurencyjności producentów rolnych, przekształcenia struktury zatrudnienia, potrzeb w zakresie rozwoju infrastruktury oraz realizacji zadań związanych z ochroną środowiska naturalnego. Tym samym wielkość funduszy PROW 2014–2020 i ich alokacja na poszczególne zadania jest kluczowa dla przyszłości wsi. Celem artykułu była ocena Programu Rozwoju Obszarów Wiejskich na lata 2014–2020 z punktu widzenia ekonomicznych aspektów jego realizacji. Ocena ta została dokonana w dwóch obszarach: możliwości budżetowych oraz konstrukcji wybranych działań. Dane dotyczące budżetu i alokacji środków pieniężnych w nowym okresie finansowym wskazują, iż w PROW kurczą się wydatki na niektóre cele, przede wszystkim związane z budową infrastruktury i przedsiębiorczością. Priorytetem stają się natomiast działania proinwestycyjne i modernizacyjne oraz poprawiające pozycję rolnika w łańcuchu dostaw żywności. Są także programy o charakterze socjalnym, skierowane do małych gospodarstw oraz działania o niskiej wartości dodanej (np. ONW). Redukcja budżetu PROW wymusiła ponadto wprowadzenie pewnych rozwiązań, np. degresywności płatności lub limitów powierzchni i wielkości ekonomicznej gospodarstwa, przez co wykluczone z części wsparcia zostały zarówno gospodarstwa najmniejsze, jak i wielkotowarowe.

    Objectives This paper focuses on the normative solutions established under the Polish Rural Development Programme (RDP) 2014–2020 for the support of water-law companies involved in the protection of agricultural production against the consequences of adverse weather conditions such as flooding, partial flooding or torrential rain. Material and methods The paper aims to determine to what extent, if any, the aid ensures the continued operation of an agricultural producer (farm sustainability). In terms of methodology, the research relies chiefly on a dogmatic analysis of legal texts. Legal considerations are supplemented with statistical data under access to public information regulations. Results The study of the research material has revealed that water-law companies are more inclined to invest in the protection of the producer’s workplace when presented with favourable financial terms and clear legal regulations.With regard to operations performed by water-law companies to protect agricultural production against the effects of adverse weather conditions such as flooding, partial flooding, or excessive dampness caused by flooding or torrential rain, this aid has a narrow thematic scope and addresses the need for public intervention due to drainage and irrigation hazards. Conclusions It may be assumed that the analysed form of ex-ante support dedicated to water-law companies – “Support for investments in preventive measures for the mitigation of damage caused by probable natural disasters, adverse climatic phenomena, and catastrophic events” – ensures farm sustainability with respect to the explicitly identified risks.

    Rozważania koncentrują się na analizie regulacji zawartych w Programie Rozwoju Obszarów Wiejskich 2014-2020 dotyczących instrumentów wsparcia inwestycji zapobiegających zniszczeniu oraz przywracających potencjał produkcji rolnej. Ich celem jest próba odpowiedzi na pytanie, czy i w jakim stopniu te formy wsparcia chronią producenta rolnego i zapewniają trwałość jego warsztatu pracy. W konkluzji autor stwierdza, że dwie z nich, czyli „Inwestycje mające na celu ochronę wód przed zanieczyszczeniem azotanami pochodzącymi ze źródeł rolniczych” oraz „Wsparcie inwestycji w środki zapobiegawcze, których celem jest ograniczenie skutków prawdopodobnych klęsk żywiołowych, niekorzystnych zjawisk klimatycznych i katastrof” ze względu na korzystne możliwości finansowe oraz jasne regulacje prawne przyczyniają się do przyjmowania przez rolników postawy aktywnego zarządzania ryzykiem działalności rolniczej, a tym samym do zwiększenia ich odporności na pojawiające się sytuacje kryzysowe. W przypadku „Przywracania potencjału produkcji rolnej zniszczonego w wyniku wystąpienia klęsk żywiołowych” narzędzie to nie wpływa istotnie na ochronę warsztatu producentów rolnych i wymaga zmian legislacyjnych.
    Le considerazioni svolte si concentrano sull’analisi della regolazione contenuta nel Programma di Sviluppo Rurale 2014-2020 in merito agli strumenti di sostegno a investimenti per la prevenzione e il ripristino del potenziale produttivo agricolo. L’obiettivo è di rispondere alla domanda se e in che misura i tipi di sostegno evocati tutelino il produttore agricolo e riescano a preservare l’impresa agraria. Nella parte conclusiva, l’Autore afferma, tra l’altro, che due di essi, ovvero “Investimenti effettuati al fine di proteggere le acque dall’inquinamento provocato da nitrati provenienti da fonti agricole” e “Sostegno agli investimenti in azioni di prevenzione volte a ridurre le conseguenze di probabili calamità naturali, avversità climatiche ed eventi catastrofici”, grazie ai finanziamenti a condizioni favorevoli e alle regolazioni giuridiche chiare, contribuiscono a far crescere l’interesse degli agricoltori ad adottare determinati atteggiamenti di fronte al problema di gestione attiva del rischio nell’attività agricola, aumentando così la loro resistenza alle situazioni di crisi. Nel caso di “Ripristino del potenziale produttivo agricolo danneggiato da calamità naturali”, lo strumento non incide in modo significativo sulla tutela dell’impresa agraria dei produttori agricoli e richiede modifiche legislative.
    The deliberations focus on the analysis of regulations included in the Rural Development Programme 2014-2020 concerning the instruments of support for investments that prevent destruction and restore the potential of agricultural production. They aim at answering the question whether and to what extent these forms of support protect the agricultural producer and ensure the durability of his workplace. The author argues, among other things, that two of them: “Investments aimed at protecting waters against nitrate pollution from agricultural sources” and “Support for investments in preventive measures aimed at reducing the effects of probable natural disasters, adverse climatic events and catastrophes,” owing to favourable financing conditions and clear legal regulations introduced, contribute to an increased protection of farmers’ interest by adopting specific attitudes towards active risk management in agricultural activity, and thus increase their resilience to emerging crisis situations. In the case of “Restoring the potential of agricultural production damaged by natural disasters” however, this tool does not significantly affect the protection of the agricultural producers’ workplaces and requires legislative changes.

    Artykuł omawia etapy projektowania i wdrażania funduszy europejskich na przykładzie Programu Rozwoju Obszarów Wiejskich na lata 2014–2020. Przedstawia odpowiedzialne za programowanie środków na rozwój obszarów wiejskich organy i instytucje po stronie Unii Europejskiej, jak i państwa członkowskiego. Wskazuje na najważniejsze wydarzenia i dokumenty niezbędne do uruchomienia pomocy finansowej ze środków Europejskiego Funduszu Rolnego na rzecz Rozwoju Obszarów Wiejskich. Koncentruje się na programowaniu pomocy z EFRROW w postaci PROW, który w Polsce realizowany jest jako jednolity program, wraz z przedstawieniem alokacji środków oraz jej zmian pomiędzy wstępnym a finalnym projektem programu. Analiza wdrażania PROW 2014–2020 uzupełniona jest o obszar zarządzania, w którym podział kompetencji pomiędzy instytucjami i organami państwa jest zróżnicowany. Artykuł wskazuje również na problemy i zaniedbania we wdrażaniu wybranych działań PROW, którego całkowity budżet w perspektywie finansowej 2014–2020w Polsce wynosi 13,5mld PLN.
    The paper presents the implementation phases of EU funds illustrated by the example of Rural Development Programme for 2014–2020. The author emphasizes the role of authorities and institutions, both the European Union and member states which are responsible for programming EU funds for rural development. The paper indicates the most relevant events and documents necessary to organize financial support from the European Agricultural Fund for Rural Development in Poland. Furthermore, it focuses on the programming of EAFRD assistance in the form of the RDP, which is implemented in Poland in the form of a single programme, together with the presentation of the allocation of funds and their changes between the initial and the final programme. The analysis of the implementation of the RDP 2014–2020 is complemented by a management area in which the division of competencies between institutions is diversified. The article also highlights problems and negligence in the implementation of selected RDP actions, whose total budget in the financial perspective of 2014–2020 in Poland is 13.5 billion zlotys.
