    Opis:
    Public affairs and lobbying support the dynamics of today`s global business world, and are important as a result. Lobbying is not an industry that is well known and understood by many people. Only a few people have any real idea what lobbyists do and why. Therefore the aim of the paper is to explore this sphere of business, and to describe lobbying activities related to the process of the implementation of Directive 91/477/EEC in Czech legislation and the attitude of Czech society towards this directive. Our research showed that opinions are shared among the members of parliament, the government and interest groups regarding the implementation of this directive in Czech legislation, i.e. the directive violates current Czech legislation which restricts consumers and arms manufacturers. In addition, the adoption of this directive would significantly reduce the rights of citizens to carry weapons and limit the export of the products of arms manufacturers.

    We contrast public debate concentrating on Polish and American insurance industries and their positions in the healthcare and social insurance reforms announced by administrations of Donald Tusk in Poland and Barack Obama in the US. The analysis concentrates on the public debate and explores public appearances, speeches and documents generated by insurance industry associations, trade organizations, major corporations in the sector and public officials and assesses their wider impact. Media strategies and PR methods used by Polish and American businesses and organizations are identified in order to compare public relations industries in both countries, demonstrate common traits and obvious differences, as well as forecast future developments in public relations practices, especially in Poland.

    W artykule omówiono problemy dotyczące terminologii oraz istoty komunikacji strategicznej z punktu widzenia NATO. Komunikacja strategiczna to zespół skoordynowanych działań oraz środków komunikowania, w celu wsparcia polityki i operacji Sojuszu, które obejmują: dyplomację publiczną, cywilną działalność informacyjną, wojskową działalność informacyjną, operacje informacyjne oraz operacje psychologiczne. Postęp naukowo-techniczny oraz rozwój cywilizacyjny powodują powstawanie nowych zagrożeń, w tym szczególnie w sferze informacyjnej. Aktualnie wszystkie misje pokojowe, humanitarne, kryzysowe czy militarne, realizowane pod auspicjami ONZ oraz NATO są zabezpieczane przez struktury komunikacji strategicznej. Struktury dysponują najnowocześniejszymi środkami oddziaływania, wykorzystując nowoczesne technologie informacyjno-telekomunikacyjne. Oddziaływanie na zachowania i postawy odbiorców przyczynia się do osiągnięcia zakładanych celów politycznych, ekonomicznych czy militarnych prowadzonych misji.
    The paper presents problems of strategic communication according to NATO. Strategic communication is defined as the coordinated and appropriate use of NATO communications activities and capabilities – Public Diplomacy, Public Affairs, Military Public Affairs, Information Operations and Psychological Operations, as appropriate – in support of Alliance policies, operations and activities, and in order to advance NATO’s aims. Science-technical and civilization development pose new threats, especially in the information sphere. Currently all kinds of missions: peace, humanitarian, crises and military, under the auspices of UN and NATO are supported by strategic communication structures. The afore-mentioned units possess modern influence means, using new information-telecommunication technology to influence audience attitudes and behaviors in order to contribute to desired political, economic and military effects of realized missions.

    The article attempts to determine similarities and differences between various forms of social communication with special attention given to public relations. The author refers to the concepts of such handbook writers as: K. Wojcik, S. Black, and W. Furman, who tried to identify characteristic features of public relations, marketing, advertising, and publicity (campaigning). Various forms of social communication are discussed in praxiological and ethical context. From this perspective, public relations play the crucial role nowadays, however technological revolutions and tough (fierce) competition on the free market may cause far reaching unification of methods and techniques of social communication.

    Artykuł przybliża relacje XIX-wiecznych ojców (Wincenty Pol i Gustaw Zieliński) z dziećmi. Analiza ich korespondencji wydaje się potwierdzać tezę, że uczestniczyli w życiu swoich najbliższych nieco korespondencyjnie. Obaj ojcowie, osoby-instytucje, postaci ważne w polskim społeczeństwie, zaangażowane w obowiązki publiczne nie mieli wystarczająco dużo okazji, aby w pełni uczestniczyć w dorastaniu dzieci. Pobyty z bliskimi, czego świadectwem (opublikowana w przypadku Pola i ogłaszana po raz pierwszy w przypadku Zielińskiego) korespondencja – wypełnione były przygotowaniami do kolejnych podróży, wypraw i prac badawczych, organizowanych uroczystości. Brak ten rekompensowali więc systematyczną korespondencją.
    This article approaches the relationship of the 19th century fathers (Wincenty Pol and Gustaw Zieliński), with their children. The analysis of their correspondence, supports the theory, that they both participated in the lives of their loved ones, rather only by letters. Both fathers, men-institution, figures important in the Polish then society, involved in public duties, did not have enough chances to fully participate in reaching adolescence by their children. Stays with their families, about which testimony can be found (in already published corrspondence of Wincenty Pol, and for the first time being made public Gustaw Zieliński’s letters) – were filled with preparations for further journeys, expeditions, research works, and planned events. Such lack of their presence was compensated by regular correspondence.

    Podnoszenie zdolności instytucji państwowych do podejmowania skutecznych działań na rzecz wzmacniania tożsamości i dziedzictwa narodowego jest ważnym celem bezpieczeństwa narodowego. Przykładowym projektem urzeczywistniającym tego typu cele był pomnik pt. Ławka Niepodległości. Realizacja tego typu zadań nie jest łatwa ze względu na to, że polskiemu społeczeństwu bardzo rzadko podobają się projekty artystyczne opracowywane na zlecenie instytucji rządowych. Zazwyczaj stają się one elementem krytyki wyspecjalizowanych środowisk artystycznych, eksperckich, wzmacnianej przez podmioty życia społecznego zaangażowane politycznie i będące w opozycji do rządu. Z punktu widzenia autora niniejszego artykułu jednym z możliwych rozwiązań zmniejszającym ryzyko popełnienia błędów merytorycznych i strat wizerunkowych w realizacji projektów podobnych do Ławki Niepodległości (pomników) jest zlecanie ich wykonania elitarnym, eksperckim organizacjom pozarządowym, silnie związanych z szeroko rozumianym artystycznym środowiskiem zawodowym.
    Increasing the capacity of state institutions to take effective measures to strengthen national identity and heritage is an important goal for national security. An project exemplifying this goal was the monument entitled Independence Bench. The implementation of this type of task is not easy due to the fact that Polish society is rarely fond of art projects commissioned by government institutions. They usually become an element of criticism of specialized artistic and expert circles, reinforced by entities of social life engaged politically and opposed to the government. From the point of view of the author of this article, one of the possible solutions reducing the risk of substantive errors and image loss with the implementation of projects similar to the Independence Bench (monuments) is commissioning their implementation to elite, expert non-governmental organizations, strongly associated with the artistic professional environment.

    Opis:
    The governance theory has experienced an important evolution throughout history of political models known until present day. Specialists and scholars agree unanimously on the representative system being the preferred instrument of modern democracy to organize the state authority and competences. Politicians and rulers are elected according to a subjective approach, with the obligation to establish and realize public issues. This is a process in which the will of voters is used to prove the legitimacy of the power; however, it is deprived of an impact on direct politicians’ decisions. In another dimension, the Islamic governance theory offers a different postulate which is constructed on a clear division between the public and private interests. “Shura”, that is a consultative system of governance, is determined by divine provisions as a unique governance model, in which the impact of individuals has a direct impact on appointing rulers and on decision making, as well. This system provides a preventative control and monitoring which allow consultants’ or advisors’ interference in the decision making process and also during the executive phase to avoid disturbance or violation of the goals established in public issues, according to provisions and rules of Shari’ah.

    The paper deals with the constitutional right of the residents of municipalities and territorial units, which entitles them to take part in the conduct of public affairs within the Slovak republic. The citizens can directly or indirectly participate in sustainable development and good governance due to legal arrangements, in particular, such as the local referendum, the municipality inhabitant’s assemblies, the right to petition, the right to file motions, suggestions and complaints with the municipality bodies, and etc. It focuses on the rights of the residents to comment and to be hear within the activities and actions of the municipal authorities, but not only within the administrative procedures, but also within the decisions making processes, which have the impact on the performance of their other rights.

    For the purposes of this article it has been assumed that public opinion is a rapidly changing state of consciousness of large social groups, made up of more or less stable ideas and beliefs, relating to debatable issues, which has a direct or indirect impact on the current or future interests of society by its properties. This article aims to analyze the impact of public opinion on Polish foreign policy after 1989. The article assumes that: the public opinion has an impact on decisions affecting foreign policy, although the extent of this impact is very different and often is purely indirect; impact of public opinion in Poland on foreign policy increases, but still shall be defined only as incidental impact; public opinion in Poland does not determine foreign policy.

    Artykuł dotyczy stosunku władz polskich do obrządku wschodniosłowiańskiego w okresie  międzywojennym. Po rewolucji bolszewickiej Cerkiew w Rosji doznała olbrzymich prześladowań. Stolica Apostolska pragnęła przywrócić jedność rosyjskiego prawosławia z Rzymem. Z tym większą siłą propagowano obrządek neosłowiański, jako formę nowej unii religijnej, zbliżonej pod względem obrządku do prawosławia, a pozostającej w jedności z papieżem. Polska posiadająca dość liczną ludność prawosławną była terenem eksperymentalnym dla wprowadzania nowego obrządku. Polskie władze były przeciwne temu działaniu, uznając, że może się to stać zaczynem generowania nowego nacjonalizmu wśród ludności ruskiej. Wszystko to wiązało się z bardzo złymi doświadczeniami Polaków co do obrządku greckokatolickiego, na podstawie którego rozwijał się ze szczególną siłą antypolski nacjonalizm ukraiński w Małopolsce Wschodniej.
    Mieczysław Ryba’s article is concerned with the Polish State authorities’ attitude towards the Eastern Slavonic rite in the period between the two World Wars. After the Bolshevik Revolution the Orthodox Church in Russia suffered relentless persecutions. The Holy See wanted to restore the unity of the Russian Orthodox Church and Rome. Hence the neo-Slavonic rite was strongly propagated as a form of a new religious union, similar to Orthodoxy and being united with the Pope. Poland that had a considerable Orthodox population was an experimental area for introducing the new rite. The Polish authorities opposed this action as they thought that it might trigger off the rise of a new nationalism among the Ruthenian population. All this was connected with Poles’ bitter experiences with the Greek-Catholic Church that was the basis for the especially strong development of anti-Polish Ukrainian nationalism in Eastern Lesser Poland.

    Postanowienie o stopniu dozoru i opieki rządu nad duchowieństwem rzymskokatolickim i funduszami przez nich posiadanymi zostało podpisane przez cara Aleksandra I 6/18 marca 1817 r. Nigdy jednak nie zostało ogłoszone w Dzienniku Praw Królestwa Polskiego. Mimo to obowiązywało przez cały okres zaborów. Regulowało status prawny, nie tylko duchowieństwa, ale także Kościoła katolickiego jako instytucji religijnej w sprawach: kontaktów ze Stolicą Apostolską, komunikacji duchowieństwa z rządem, obsadzania urzędów kościelnych i przyjmowania do zakonów, karności kościelnej oraz funduszów kościelnych. Do przestrzegania tego aktu prawnego zobowiązano wyraźnie wskazane w nim podmioty w hierarchicznym ustroju Kościoła katolickiego oraz władze administracyjne Królestwa Polskiego różnych szczebli z Komisją Rządową Spraw Duchownych i Oświecenia Publicznego na czele.
    The decision on the degree of government supervision and protection concerning the Roman Catholic clergy and the funds in their possession was signed by Tsar Alexander I on 6/18 March 1817. However, it was never published in the Journal of Laws of the Kingdom of Poland. Nevertheless, it was in force throughout the entire period of the partitions. It regulated the legal status of not only the clergy but of the Catholic Church as a religious institution in the matters of: contacts with the Holy See, communication between the clergy and the government, making appointments to church offices, admissions to religious orders, church discipline, and church funds. Compliance with this legal act was binding and the entities in the hierarchical structure of the Catholic Church and the administrative authorities of the Kingdom of Poland at various levels, especially the Government Commission for Religious Affairs and Public Enlightenment, were clearly indicated in this context.

    The article examines the application of the principle of the active role of the court in the administrative proceedings of the Republic of Kazakhstan and foreign countries. The attention is paid mainly to the identification of the main function and the system of application of this principle. The scientific novelty lies in the study of important subordinate guiding principles, the influence of which is decisive when applying the principle of the active role of the court in the administrative proceedings of the Republic of Kazakhstan. The authors conclude that the judge should apply the principle of the active role of the court in order to have a fair trial within a reasonable time.

    Po II wojnie światowej władze państwowe Polski Ludowej w planowy sposób odeszły od zasady neutralności światopoglądowej państwa. W jej miejsce pojawiła się teza głosząca konieczność daleko posuniętej interwencji w sprawy sumienia i wyznania obywateli. Skutkiem tego władze komunistyczne starały się ingerować zarówno w ludzkie sumienia, jak i utrudniać realizację prawa do publicznego wyznawania wiary. Szczególną rolę w polityce wyznaniowej państwa odgrywał powołany w 1950 roku Urząd do Spraw Wyznań. Jego prawdziwym zadaniem było nadzorowanie i zwalczanie Kościoła katolickiego oraz innych wyznań. Nie prowadził on w zasadzie samodzielnej polityki, ale wykonywał zadania wyznaczone przez biuro polityczne KC PZPR. Z kolei w województwach politykę wyznaniową realizowały wydziały do spraw wyznań. Wydział w Zielonej Górze, spośród wielu akcji wymierzonych w funkcjonowanie Kościoła gorzowskiego, ingerował w sprawowanie kultu publicznego. Jego działania polegały na utrudnianiu przeprowadzania pielgrzymek, nabożeństw i uroczystości. Apogeum wrogich wobec Kościoła działań wydziału przypadło na czas peregrynacji obrazu Matki Bożej Częstochowskiej i milenium chrztu Polski, kiedy to wszelkimi możliwymi, a przy tym niejednokrotnie bezprawnymi metodami, pracownicy administracji wyznaniowej starali się uniemożliwiać udział wiernych w nabożeństwach. Stosowane represje wobec duchowieństwa i wiernych świeckich nie przyniosły jednak spodziewanych efektów. Nie udało się wyrugować z przestrzeni publicznej uzewnętrznionych form religijności, co więcej, próby ingerencji w wykonywanie kultu publicznego nie tylko nie skutkowały ateizacją społeczeństwa, ale powodowały jeszcze liczniejszy udział wiernych w uroczystościach religijnych.
    After World War II, the state authorities of the People’s Poland in a planned way departed from the principle of ideological neutrality of the state. In its place came the thesis stating the need for far-reaching intervention in matters of conscience and religion of citizens. As a result, the communist authorities tried to interfere in both human consciences and impede the exercise of the right to public profession of faith. The Bureau for religious affairs established in 1950 played a special role in the denominational policy of the state. His real task was to oversee and fight the Catholic Church and other denominations. He did not run an independent policy, but performed the tasks assigned by the political bureau of the Central Committee of the PZPR. In voivodeships, in turn, policy towards religion was implemented by departments for religious affairs. The department in Zielona Góra, among many actions aimed at the functioning of the Gorzów Church, interfered in the exercise of public worship. His actions consisted in hindering pilgrimages, services and celebrations. The apogee of the department’s hostile actions towards the Church occurred during the peregrination of the image of Our Lady of Częstochowa and the millennium of the baptism of Poland, when by all possible and often unlawful methods, religious administration employees tried to prevent the participation of the faithful in services. The repression used against the clergy and lay faithful did not bring the expected results. The externalized forms of religiosity could not be removed from the public space, what is more, attempts to interfere in the performance of public worship not only did not result in atheisation of society, but resulted in even greater participation of the faithful in religious ceremonies.

    Opis:
    Przedmiotem artykułu są zadania i kompetencje Ministra Spraw Wewnętrznych i Administracji związane z przygotowaniami do stanu wojny i w trakcie zaistnienia tego stanu. Omówiono w nim podstawy prawne działania Ministra w tym stanie państwa, wskazując na istniejące sprzeczności i postulując niezbędne zmiany w ustawodawstwie. Szczególną uwagę zwrócono na funkcjonowanie obrony cywilnej, który to system nie odpowiada aktualnym wymaganiom wobec ochrony i ratownictwa ludności. Autor postuluje zasadnicze zmiany w tym systemie, zwłaszcza w zakresie powiększenia jego zasobów materialno-technicznych i kadrowych. Także zadania i kompetencja Ministra w stanie wojny wymagają ponownego przemyślenia i dopracowania, tak, aby państwo i społeczeństwo było lepiej przygotowane do ewentualnego zagrożenia zewnętrznego. Wymaga to od teoretyków i praktyków bezpieczeństwa wspólnego namysłu nad teoria i praktyką oraz sformułowania nowych propozycji co do stanu gotowości obronnej państwa.
    The article is focused on goals and capacities of Minister of Internal Affairs and Administration regarding preparations to state of war and in the time of war. It discusses legal foundations of Minister's activities in that state, pinpointing the contradictions and signalling necessary changes in law. Particular attention is paid to functioning of territorial defence - where the existing system is not compatible with requirements in the field of protecting and rescuing the people. Author is suggesting critical changes in the system, especially the enlarging its equipment-, technical- and human resources. Also goals and capacities of the Minister in the time of the state of war require rethinking and elaborating to ensure that the state and the society are better prepared to eventual outer threat. It requires theoreticians and practitioners of the security system to discuss theory and practice, and also formulate new propositions regarding defence readiness of the state.
