    Opis:
    Higher education policy is an element of soft power in the international politics of the PRC. This has become possible because, for two decades, universities in China have been developing and undergoing profound changes. PRC authorities have set ambitious goals for their universities, e.g. making some of the universities top higher education institutions worldwide. Universities in China are abandoning the “copy-paste” pattern, developing their own technological innovations, and consistently raising their position in international rankings. Development goals set for Chinese universities are connected with the global economic expansion of the PRC. The scientific diplomacy of China is primarily executed through the Confucius Institutes network. European Union universities are a strategic goal of this policy as they possess the resources, practices and customs China needs to strengthen its universities. The paper analyzes selected issues of employing higher education policy as a soft power in Chinese diplomacy.

    Opis:
    The aim of this article is to present the possible relationship between the level of financing of R+D, the R+D personnel rate (particularly in the higher education sector) and the presence of Polish academic research in the world demonstrated by prestigious publications indexed in the Web of Science (WoS). The research findings concern the analysis of changes in time and show a clear, strong and positive correlation between the level of financing of research and development activity and the number of publications listed in the WoS. The received result indicates with a wellfitting regression model that there is a direct relationship between the expenditure on research and the presence of Polish scholars in the international science.

    W artykule przedstawione zostały podstawowe zasady, na których oparty został proces przygotowania nowej ustawy o szkolnictwie wyższym i nauce, która ma stanowić fundament reformy sektora akademickiego w Polsce. Ramą dla rozważań są wybrane zasady przygotowania istotnych zmian regulacyjnych, czy szerzej, instytucjonalnych. Należą do nich: celowość, trafne rozpoznanie mechanizmów przyczynowych, wariantowość, partycypacja, zaplanowanie oceny skutków wdrożenia i realizm. W świetle tych zasad został zaprezentowany toczący się od ponad roku proces prac nad nowymi rozwiązaniami dla nauki i szkolnictwa wyższego oraz kluczowe obszary wprowadzanych zmian, które mają służyć doskonałości naukowej, jakości kształcenia i pozycji nauki w społeczeństwie oraz jej odpowiedzialności względem społeczeństwa.
    The article presents the basic principles on which the process of preparing the new act on higher education and science is based, which is to form the cornerstone of the reform of the academic sector in Poland. The framework for considerations is a selection of principles for the preparation of significant regulatory, or broader, institutional changes,. These include: purposefulness, accurate identification of causal mechanisms, variability, participation, the appropriate planning of the impact evaluation, and realism. In light of these principles, the article describes the process of developing new solutions for research and higher education and the key areas of change that are to be pursued with the aim of achieving scientific excellence and the highest quality of education as well as raising the status of science and its responsibility towards society.

    Artykuł dotyczy dwóch problemów badawczych z historii PZPR okresu 1948-1968. Pierwszy to próba określenia pozycji Komitetu Uczelnianego Politechniki Warszawskiej w strukturze organizacyjnej aparatu partyjnego. Autor starał się dociec, jak dużym stopniem samodzielności cieszyła się ta komórka w stosunku do nadrzędnych instancji – warszawskiej i centralnej. Drugim poruszonym w artykule zagadnieniem, jest wpływ uczelnianej organizacji PZPR na politykę kadrową. Formalnie Komitety Uczelniane miały w tej materii bardzo ograniczony zakres kompetencji – każda decyzja personalna wymagała konsultacji z Komitetem Warszawskim lub Centralnym. Z drugiej strony jednak, jest mało prawdopodobne, aby zwierzchnie instancje mogły objąć skutecznym nadzorem tak szerokie spektrum. Możemy zatem przypuszczać, że czasem Komitety Uczelniane faktycznie podejmowały decyzje samodzielnie. Siedziby akademickich komórek partyjnych były także uważane za miejsca, gdzie można skutecznie załatwić wiele spraw lub przyspieszyć ich bieg. Dotyczyło to zarówno problemów dnia codziennego, „spraw bytowych” jak je nazywano, ale też nadawania stopni naukowych. Zarówno formalny, jak rzeczywisty status KU PZPR na uczelni w dużym stopniu zależał od wydarzeń na ogólnopolskiej scenie politycznej. W drugiej połowie lat pięćdziesiątych, społeczność akademicka uzyskała autonomię za sprawą postępującej destalinizacji. Poskutkowało to osłabieniem struktur PZPR działających w tym środowisku. Sytuacja zmieniła się po 1968 r., kiedy autonomię cofnięto, a Komitety Uczelniane po raz pierwszy uzyskały reprezentację w ustawowych organach szkół wyższych.
    The article concerns two main issues of the history of former Polish United Worker’s Party in a period of 1948-1968. First is the structural positioning of the academic communist cell at the Warsaw University of Technology. The Author tries to figure out, how independent it was, from it’s higher authorities of Central and Warsaw Committees. The second issue taken under consideration, is how big was their impact on the human resource policy? The answer seems not to be that obvious. From the formal point of view, the Communist Party at the basic level (like those at an University) was granted very little power. Almost every decision had to be consulted with the higher authorities. On the other hand, the latter, could have had an limited chance to embrace such a wide field. We may then come to the conclusion, that sometimes University Committees actually were making independent decisions. They were also considered being able to speed the things up – from the accommodation and everyday living problems – to an academic degree promotion. Both – the organizational and actual status of the members of Polish United Worker’s Party, was firmly affected by main political background. In late fifties, as a result of de-Stalinization, the polish academic society gained a limited autonomy. This has resulted in the weakening of the Communist Party structures operating in this environment. When the autonomy was legally halted and then backed in 1968 r., there was a good opportunity to rebuild the status of the communist University Agenda.
