Many research studies on personnel management are focused on commercial enterprises. This study seeks to understand the components of personnel management that are applied in social enterprises. The main aim of the study is to identify the components of personnel management used in social enterprises based on the obtained data and to propose possible solutions for the given enterprises in this area. The research used the qualitative method of a structured interview in social enterprises in the Slovak Republic; while evaluating the interview, a phenomenographic approach was employed, hence the answers were analyzed, then interpreted and a specific system was created in the obtained set of opinions and knowledge. A difference was assumed in the components of personnel management in social enterprises compared to ordinary commercial enterprises, especially in the components such as motivation, education and remuneration. The results of the research will contribute to the knowledge and proper implementation of the personnel components that are needed in social enterprises, which play a large role in their development and success.

Research background: The fundamental conclusions about the relationship be-tween personnel management and organizational performance can be also applied to personnel management in primary and secondary schools,  which play an important role in the society. There is no doubt that headmasters, deputy headmasters and other school managers who want to achieve excellent performance of their schools, must pay special attention to management of all employees (including teaching and non-teaching staff) because their abilities, motivation and performance determine the desired results of schools. Purpose of the article: The purpose of the article is to define particular categories of man-agers in Czech primary and secondary schools and specify their responsibilities and competencies in personnel management in order to propose an optimal organization of personnel management at Czech schools. Methods: Achieving the purpose of the article is based on the analysis of available scientific literature and the results of the authors' questionnaire survey on the organization of personnel management at Czech primary and secondary schools. The survey was conducted from January to March 2017. The respondents were headmasters, deputy headmasters and other managers of Czech primary and secondary schools. The relevant data were obtained from 90 respondents. The data analysis was based on the calculation of relative frequencies and the evaluation of the dependence of responses using contingency tables and chi-square tests of independence. Findings & Value added: The findings show that responsibilities for managing teaching and non-teaching staff at Czech schools belong not only to headmasters, but also to other managers at schools, including deputy headmasters, head teachers, heads of school clubs, heads of school canteens, educational consultants, school psychologists, treasurers, or school caretakers. Anyone who influences and directs others in the organization should be involved in personnel management and participate in various personnel management activities related to employee selection, appraisal, compensation or training. The significant competencies of headmasters and other managers in personnel and school management include managerial competencies (the ability to manage others), personal competencies (the ability to manage yourself), or professional competencies (the ability to manage the school).

Usługi są ważnym obszarem działalności gospodarczej, a także są szczególnym produktem, bowiem usługę definiuje się jako czynność, którą jeden człowiek (usługodawca) świadczy drugiemu człowiekowi (usługobiorcy). Personel odgrywa zatem szczególną rolę w przedsiębiorstwie usługowym. W procesie zarządzania personelem w przedsiębiorstwie usługowym coraz częściej podnosi się kwestię znaczenia etyki. Niezależnie od wielkości przedsiębiorstwa, osoby zarządzające nim muszą postępować w sposób etyczny, dojrzały i świadomy. Zarządzanie personelem może zapewnić korzyści dla pracodawców i pracowników. Pracownik uważany jest za najcenniejszy zasób przedsiębiorstw usługowych. Tworzenie trwałych zespołów, minimalizowanie wskaźników rotacji to jedno z głównych zadań zarządzania personelem w usługach na konkurencyjnym rynku. W przedsiębiorstwach, gdzie pracownicy są doceniani i odpowiednio traktowani, poprawia się ich morale, tworzą się właściwe normy etyczne, co wpływa na długotrwałe i pozytywne relacje między pracodawcą a pracownikiem. Efektem jest silniejsza więź między pracownikami, do czego przyczynia się przyjazne i stymulujące środowisko pracy. Niniejszy artykuł koncentruje się na problematyce znaczenia etyki w zarządzaniu personelem w przedsiębiorstwach usługowych i ma charakter przeglądowy, opiera się na krytycznej analizie literatury przedmiotu w badanym obszarze oraz danych pochodzących z dostępnych raportów i badań rynkowych. Celem artykułu była analiza wybranych problemów etyki zarządzania personelem w działalności usługowej, ze szczególnym uwzględnieniem budowania relacji w środowisku pracy w różnych grupach pokoleniowych. Postawiono następujące pytania badawcze: Jakie znaczenie ma etyka pracy w firmach usługowych? oraz: Czy możliwe jest budowanie dobrych i etycznych relacji w środowisku wielopokoleniowym firm usługowych? Przeprowadzona analiza literatury przedmiotu oraz dostępnych na rynku danych wtórnych pozwala na stwierdzenie, że etyka pracy ma bardzo istotne znaczenie dla budowania konkurencyjności firm usługowych, a tym samym wpływa na jakość usług i zadowolenie klientów. Odpowiedź na pytanie, czy możliwe jest budowanie dobrych i etycznych relacji w środowisku wielopokoleniowym, nie jest jednoznaczna. Z pewnością wymaga to świadomości pracodawcy, by rozumiał różnice w podejściu do pracy wśród pracowników różnych pokoleń i potrafił je odpowiednio wykorzystać w zarządzaniu personelem. Problematyka podjęta w opracowaniu wymaga dalszych, pogłębionych badań i analiz.
Services are an important area of business activity and a special kind of product, as services are defined as an activity rendered by one person (service provider) to another (service recipient). Thus, personnel plays an important role in a service company. In the process of personnel management in a service enterprise, the importance of ethics is increasingly being raised. Regardless of the size of the enterprise, those managing it must act in an ethical, mature, and conscious way. Personnel management can provide benefits for both employers and employees. Employees are considered as the most valuable asset of service enterprises. Forming lasting teams and minimizing turnover rates are among the main tasks of personnel management in service companies in a competitive market. In enterprises where employees are praised and treated appropriately, their morale improves, and proper ethical norms are established, leading to long-lasting and positive relationships between employers and their employees. It results in a stronger bond among employees, fostered by a friendly and stimulating work environment. This article focuses on the importance of ethics in personnel management in service enterprises. It is a review article based on a critical analysis of the subject literature and data from available reports and market research. The aim of the article is to analyse selected issues related to the ethics of personnel management in service enterprises, with a special emphasis put on building relationships in a multigenerational working environment. The following research questions were raised: What is the importance of work ethic in service enterprises? Is it possible to build good and ethical relationships in a multigenerational work environment in service enterprises? The conducted literature review and analysis of the available data showed that work ethic is of utmost importance for boosting the competitiveness of service enterprises, thus influencing the quality of services and customer satisfaction. Definitely, it requires the employer’s awareness of multigenerational differences in the approach to work and the application of this knowledge in the personnel management process. The issue touched upon in this article requires further, deeper studies and analyses.

The paper is devoted to the issue of communication processes at enterprise, the quality of which is largely determined by the organizational information culture. The phenomenon of information culture is considered as a component of mankind culture, which has peculiarities at the level of personality, society and enterprise staff as a local community. The essence of information culture is a set of material and spiritual values of person or community in the field of information activity. Information culture of enterprise is a part of its organizational (corporate) culture and interacts with it, as well as its development is influenced by the interaction of subcultures in the organization. Study of information culture at this level is important not only due to the fact that the comfort of staff, formal and informal communication depend on it, but also due to the fact that effectiveness of communication affects quality and efficiency of the of production tasks and enterprise mission implementation. Purpose. The purpose of the paper is to determine the place of organizational information culture in the system of objects of personnel management and the possibilities of managerial influence on its development. Methods. The following methods have been used in the article: critical analysis of scientific sources and results of practical experience, structural-functional analysis (used to determine the structure of the information culture in relation to its functions), modeling (to specify the methods of managerial influence on the development of information culture), systematization (for the analysis of existing definitions of the "information culture" concept), generalization (in the formation of intermediate conclusions and final conclusions). Results. Organizational information culture is understood in the author's conception as the unity of three components: 1) a set of tools and technologies for searching, producing, storing and transmission of information; 2) competencies of the staff to work with information and to implement the communication process; 3) basic principles, norms, ideas (both official and informal) about organization of communications at enterprise. It is at the enterprise level that system purposeful management of the information culture development has the greatest potential. The main ways of managing the organizational information culture development are: organizing of trainings, master classes, other forms of intensive training as a part of information work; software and office equipment upgrading; providing clear transparent system of requirements for the communication establishing, their promotion and encouragement of the staff to comply with them.

The aim of the text is to present various approaches towards personnel management in the building industry. The difference in the analysed approaches is partially caused by the fact that sectors within building industry also differ substantially. The paper is divided into five sections dealing among others with personnel management and its efficiency, tools used to measure and improve personnel management efficiency and characteristics of specific problems of personnel management. The principle methods of inquiry used in the text include literature study and case study. The author stresses the fact that construction industry is demanding in terms of personnel management, as it has to deal with special requirements stemming from employment area, including: the seasonal nature of the building works, spasmodic nature of works on individual projects, required qualification of workers in the building industry, building technology and system operations. The author concludes that due to constantly changing environment the building industry uses flexible personnel work systems and that the challenge is to adapt the personnel management system efficiency to the variable environment and make the building industry personnel management flexible.

The main problem of paper was formulated as follows: What should be the structure of the Fleet Monitoring System and Personnel Management, taking into account national and international legal regulations and existing threats? The following specific problems resulted from the mentioned problem: What advantages and disadvantages have identified vehicle monitoring systems in the world and in Europe? What should be the functional, communication and physical structure of the Fleet Monitoring System and Personnel Management? What should cover the requirements of devices included in the system? Main hypothesis: The Fleet Monitoring System for Vehicles and Personnel Management should ensure proper, undisturbed organization of transport, monitoring of means of transport and threats, which depends mainly on the professional competences of employees, and secondly on the technical condition of infrastructure and road fleet. While submitting the main hypothesis to the process, detailed hypotheses were formulated: Professional competences of employees (KZP) are a key element of the smooth functioning of the system. The technical condition of the infrastructure (STI) has a significant impact on the smooth functioning of the system. Requirements for devices should include standards, standards and modern solutions in the field of ITS (Intelligent Transport Systems).
