Artykuł jest poświęcony problematyce międzynarodowych sankcji ifnansowych w kontekście wyzwań, jakie stawia dla ich skuteczności rynek kryptowalutowy. Punktem odniesienia dla tej analizy są sankcje nałożone przez Radę Unii Europejskiej (wspierane zastosowaniem komplementarnych sankcji przez część społeczności międzynarodowej) na Federację Rosyjską w związku z jej agresją na Ukrainę. Celem artykułu jest ukazanie różnych płaszczyzn oceny skuteczności sankcji, a zwłaszcza wskazanie przyczyn, dla których w większości wypadków, pomimo osłabiania potencjału gospodarczego sankcjonowanego kraju, nie realizują one pierwotnego celu ich nałożenia, czyli powstrzymania działań militarnych. W tym przedmiocie osią zainteresowania jest aktualny oraz prospektywny wpływ rozwiązań finansowych opartych na technologii blockchain na tworzenie istotnej luki w systemie sankcyjnym, która pozwala eliminować lub marginalizować skutki międzynarodowych sankcji ifnansowych. To zagadnienie jest oceniane także przez pryzmat aktualnie wdrażanych unijnych regulacji rynku kryptowalut, w tym zastosowania do transakcji kryptowalutowych tzw. travel rule.
The article focuses on the issue of international sanctions of a financial nature in the context of, in particular, the challenges to their effectiveness generated by the cryptocurrency market. An essential point of reference for this analysis is the current case of sanctions imposed by the Council of the European Union (supported by the application of complementary sanctions by part of the international community) on the Russian Federation in relation to that country’s military aggression against Ukraine. The aim of this article is to show different perspectives on the assessment of the effectiveness of sanctions and, in particular, to identify the sources why, in a key number of cases, while weakening the economic potential of the sanctioned state, they nevertheless fail to achieve the original objective of their imposition, i.e. the deterrence of military action. In this subject, the axis of interest is the current and prospective impact of blockchain-based financial solutions on the creation of an important loophole in the sanctions regime to eliminate or marginalise the effects of international financial sanctions. The issue is also assessed through the prism of the crypto-asset market regulation entering into force in the European Union in the near future and the implementation of the so-called travel rule for cryptocurrency transactions.

W trakcie realizacji tematu wytypowano medium błonotwórcze firmy Ferro, zdolne do wytwarzania trwałej powłoki po naświetlaniu promieniami UV, oraz pigmenty firmy Merck, umożliwiające uzyskanie powierzchni metalizujących. Doświadczalnie ustalono ilości medium i pigmentu niezbędnego do uzyskania lakieru o reologii zapewniającej jego drukowość. Lakiery, naniesione metodą sitodruku bezpośredniego na płytce szklanej i szkliwionej płytce ceramicznej, naświetlano promieniami UV w celu utwardzenia powierzchni, określając czas niezbędny do utwardzenia powłoki lakieru. Wydrukowane i utwardzone powierzchnie lakieru poddano ocenie wizualnej pod kątem jednorodności powierzchni, gładkości, siły krycia i efektu metalizującego. Wykonano badania odporności chemicznej i twardości utrwalonej powłoki oraz badania starzeniowe nieutwardzonych lakierów.
For the purpose of the research we selected a medium by Ferro able to form durable coatings after UV curing, and Merck pigments giving metal effect to surfaces. By means of experiments the correct amounts/of the medium and the pigments, required to obtain varnish with rheological properties ensuring its printability. After screen printing onto a glass plate or a glazed ceramic tile the varnishes were exposed to UV rays in order to harden the surface thus establishing the time necessary to harden the varnish coating. Next the printed and hardened surfaces were examined visually with regard to their surface homogeneity, smoothness, hiding power and metal effect quality. Aging tests and chemical resistance tests of the UV cured surfaces were also carried out.

Two granite complexes in Egypt, a sodic type and an aluminous type are characterized by Mössbauer spectroscopy. Mössbauer spectra (MS) of the sodic granite show a major doublet of ferric (Fe3+) iron that is attributable to octahedral coordination (M1) sites plus/minus a tetrahedron Fe3+ doublet plus/minus a doublet of ferrous (Fe2+) iron on the M1 sites plus/ minus another Fe2+ (M1) doublet and a sextet of Fe3+. The sextet is attributed to -Fe2O3 (hematite) and the other Fe components are due to NaCaFeSi2O6 (aegirine-augite) plus/minus minor contributions from (Ca2(Mg,Fe)5(Si,Al)8O22(OH)2 (magnesium-hornblende). Changes in the quadrupole splitting and width line of Fe2+ ions are likely composition-related. The MS of the aluminous-type granite, on the other hand, shows evidence only of single doublets containing Fe2+ or Fe3+ in the octahedral M1 sites, with parameters that remain almost constant. This consistency implies that the existing minerals – K(Mg,Fe2+)3 (Al,Fe3+)Si3O10(OH,F)2 (biotite), (Mg,Fe)6(Si,Al)4O10(OH)8 (clinochlore), (Na,K)Ca2(Fe,Mg)5(Al,Si)8O22(OH)2 (ferrohornblende and magnesiohornblende) – have similar iron positions. The intensity of iron oxidized (Fe3+/Fe) for the sodic granite is 79.1 to 100% and for the aluminous granite, 28.4 to 38.2%. The observed Fe3+/Fe differences between the two granites are source- -related and consistent with distributions of other redox-sensitive elements.

Gneissic exotic pebbles from the Cisna beds (Dukla tectonic unit) in the region of Wołosate (Bieszczady Mts., Eastern Carpathians) were investigated. These exotic pebbles are from 9.5 to 13 cm in size. Basing on the structural features, the following groups of exotic pebbles were distinguished: granitic gneisses, laminated gneisses, flaser gneisses and mylonitic gneisses. Granite - granodiorite protolith was deformed in the shear zone; strain partitioning was probably an important process during deformation. The observed structures allow to determine the temperature of metamorphism as 500-550°C. The lower limit of pressure was determined basing on phengite geobarometer as 5 kbar. The nature and localization of the source area can be similar to the Bretila sequence from the Romanian Eastern Carpathians.

The depression effect of corn starch on the surface of muscovite mica powder at different pulp pH value was investigated. The experiments were performed on single mineral, and its flotation performance was studied by flotation tests, adsorption quantity measurement, zeta-potential technique and Fourier transform infrared (FT-IR). The results indicated that the depression effect was varied with the pulp pH value when dodecylamine chloride (DDA) was used as collector, the strongest inhibitory effect appeared at pH 2 and the zeta-potential of muscovite mica increased overall after conditioned with corn starch solution. It was confirmed by the FT-IR spectra that the corn starch indeed adsorbed on the surface of muscovite mica powder and physical adsorption was occurred between muscovite mica and corn starch. This study leads to a better understanding of the depression effect of corn starch on the surface of muscovite mica powder.

Opis:
Physicochemical properties of bovine plasma fibrinogen (Fb) in electrolyte solutions were characterised, comprising the diffusion coefficient (hydrodynamic radius), electrophoretic mobility (zeta potential) and the isoelectric point, found to be at pH=5.8. Similar electrokinetic measurements were performed for the mica substrate using the streaming potential cell. The kinetics of Fb adsorption on mica under diffusion-controlled transport was also studied. The surface concentration of Fb on mica was determined directly by AFM counting. By adjusting the time of adsorption, and bulk Fb concentration, monolayers of desired coverage were produced. It was confirmed that Fb adsorbed irreversibly on mica both at pH=3.5 and pH=7.4 (physiological value). It was postulated that in the latter case, where both the substrate and fibrinogen molecules were negatively charged, adsorption was due to heterogeneous charge distribution over the protein molecule. In order to check this hypothesis, monolayers of Fb on mica were studied using the colloid enhancement (CE) method, in which negatively and positively charged latex particles were used. Results of these experiments were quantitatively interpreted in terms of the fluctuation theory assuming that adsorption sites consisted of two and three Fb molecules, for pH=3.5 and 7.4, respectively. This allowed one to determine limits of applicability of the classical DLVO theory and confirm a heterogeneous charge distribution over the Fb molecule. It was also concluded that the CE method can be used for a sensitive determination of the Fb bulk concentration for the range inaccessible for other methods, i.e., for 0.1ppm and below. Another effect of vital significance confirmed in this work was that for some range of fibrinogen coverage both the negative and positive latexes efficiently adsorbed. This indicates the formation of superadsorbing surfaces having potential significance for various filtration processes.

The research objective of the publication is expressed in its content devoted to the general analysis of the solutions adopted in the draft regulation of the European Union on the digital asset market. The entry of this legal act into force will fill the so-called ‘regulatory gap’ as the digital asset sector is not regulated in the EU. The research approach has been determined by the subject of the legal analysis, namely the provisions of the proposed new EU regulation on the digital asset market. The study describes the proposed legal regulation and its systemic importance, as well as indicates the similarity of the proposed solutions to well-known legal institutions in the area of the capital market. The main theses are as follows: the proposed legal act will order the digital asset market in terms of law (firstly); the proposed legal act in terms of content is based on solutions provided for in the capital market law (secondly); the proposed legal act provides for legal institutions ensuring the so-called safety of trading (thirdly). The results should be considered original because the publication constitutes a pioneering study on the proposed legal act. With its entry into force (the date is unknown), a discussion on specific topics will begin in the science of law. Therefore, it is worth speaking up and evaluating the proposed regulation before the new law is passed. The cognitive value of the publication results from its pioneering nature, and the impact on social relations is significant. The digital asset market is developing extremely dynamically, and the interest in this sector is very high.

In this study, the effects of calcite and mica contents in nepheline syenite (NS) samples beneficiated by high intensity dry magnetic separation and flotation methods on ceramic bodies were investigated in detail. The NS samples were, first, sintered to observe the physical and surface roughness properties, and characterized based on the change of NS samples such as color, shrinkage, water absorption, and surface roughness after the sintering process. L-a-b color and Ra, Rz, Rt values for the NS samples were determined. The decrease in calcite and mica contents affected the surface of sintered specimens positively by reducing roughness values. Additionally, the water absorption values were found to be directly proportional to Ra values for unglazed surfaces. In conclusion, calcite and mica minerals in NS samples negatively affected surface quality by forming pinholes due to dehydroxylation and outgassing reactions in the sintering process.

The multilinear structure of Tucker and the essential uniqueness of BSS methods allow MBSS to estimate each component matrix separately from an unfolding matrix in each mode. Consequently, alternating least squares (ALS) iterations, which are considered as the workhorse for tensor decompositions, can be avoided and various robust and efficient dimensionality reduction methods can be easily incorporated to pre-process the data, which makes MBSS extremely fast, especially for large-scale problems. Identification and uniqueness conditions are also discussed. Two practical issues dimensionality reduction and estimation of number of components are also addressed based on sparse and random fibers sampling. Extensive simulations confirmed the validity, flexibility, and high efficiency of the proposed method. We also demonstrated by simulations that the MBSS approach can successfully extract desired components while most existing algorithms may fail for ill-conditioned and large-scale problems.

This article focuses on the very first working draft of new crypto-asset regulation within the European Union. The primary aim of this article is to evaluate the newly defined institutes in the draft and confirm or disprove the hypothesis that this new system of crypto-assets may be implemented to the actual regulation of capital markets as well as payment system, in effect within the European Union. As mentioned above, hypothesis will count on an ideal adoption of the MiCA regulation into the existing legal framework of both, capital markets as well as payments regulation in the European Union, not interfering with existing laws or regulations. Within the first part of this article, synthesis will be used as well as compilation for the description of crypto-asset categories and of the issuers of crypto-assets or crypto-asset service providers. Subsequently, analysis will be applied for the specification of missing elements for the purpose of finding the right connection and implementation into the existing regulation of capital markets and payments industry.

Opis:
Solution route was applied to synthesize new family of free-fluoride synthetic clay. All starting solutions were made by applying carbon tetra-chloride (CCl4) as a solvent. The selected sample of synthetic free fluoride – Na-4-mica was having the general formula (Na4Mg6M4Si4O22•nH2O) where M = Cr3+ was exposured to two different ɤ-irradiation doses 1st dose = 1.5 MR/h and 2nd dose = 3 MR/h at 25 cm distance. Structural parameters such as lattice constants, volume and phase quality were monitoring carefully by using both of XRD and SEM evaluating grain size of the mica bulk. Structural investigations proved that Cr-clay exhibits monoclinic phase accompanied with structure quality in comparison with both of Bi-and Al-clays

Opis:
The paper presents systematic studies on influence of state of dynamic adsorption layer (DAL) induced at the rising bubble interface on time-scale of the bubble attachment to quartz and mica surfaces immersed in pure n-cetyl-trimethylammonium bromide (CTAB) and mixed octanol/CTAB solutions of different concentrations. It was found that in the case of pure CTAB solutions, the influence of DAL on time of bubble attachment and the three-phase contact (TPC) formation (tTPC) strongly depends on solution concentration. Generally, two solution concentration regimes were distinguished – low and high - for which different degree of solid surfaces hydrophobization was observed. It was determined that for low concentration regime the solid surface is only slightly hydrophobized while for high regime, hydrophobicity of the solid surface is much higher. Consequently, wetting film rupture for low concentration regime is governed by electrostatic interactions while for high concentration regime significance of these interactions is much smaller. As a result, the DAL influenced the film rupture in these two regimes in a quite different manner. For mixed n-octanol/CTAB solutions it was found that CTAB molecules presence is necessary condition for wetting film destabilization. Moreover, thanks to the developed approach, allowing control of initial adsorption coverage over the bubble surface (independently on concentration), it was proved that constant adsorption degree of CTAB molecules at the bubble surface in the mixture, leads to identical times of the TPC formation.
