Opis:
The objective of this article is to analyze income inequality and poverty issue among ethnic groups in Malaysia. The government in spite of the historic, social and economic determinants inherited from British colonists, has managed this problem efficiently. This was achieved thanks to actual focus on the matter, during the long term development programs realization since the early 70s. These programs’ implementation caused an immediate outbreak of violence targeted to the wealthiest Chinese in 1969. Nowadays Malaysia can be an example of the country that is managing successfully with inequality and poverty reduction together with the high economic growth. It has to be highlighted that during the decades of income inequality elimination between Bumiputera and other ethnic groups, the political and social inequalities raised. Presently, they have an effect on Malaysian economy and population and also impact the country destabilization.

Background. Microbial keratitis which is also known as corneal ulcer, is a common ocular infection that can result in debilitating monocular visual impairment. Identifying the prevalence and the latest trend of the causative agents will be useful in the management of corneal ulcer. Objectives. To evaluate the demographic and epidemiology factors of microbial keratitis at a tertiary hospital in a rural state of Malaysia. Material and methods. This is a retrospective review with a total recruit of 137 patients who were admitted to the Ophthalmology ward in Hospital Universiti Sains Malaysia. A retrospective review of the demographic data and results of corneal tissue sampling were documented. Results. Demographic data showed similarity to other studies where it affected most commonly in the productive age. It was also more commonly seen in male patients than in female. Bacterial keratitis (51.1%) was found to be more common than fungal keratitis (24.8%). In cases of bacterial keratitis, Pseudomonas spp. was the commonest causative agent, while in cases of fungal keratitis, Fusarium spp. was the commonest fungus microbial agent. Conclusions. With the knowledge of the demographical and epidemiological factors of microbial keratitis of a region, clinicians will be able to initiate prompt treatment at the early stages of the disease. Thus, less complications will arise from the disease and a better visual outcome provided.

The purpose of this article is to present the Chinese diaspora in two Southeast Asian countries, Malaysia and Singapore, and the influence of this group on the society and economy of these countries. Chinese people, who left the country, for instance, for political or remuneration reasons and settled in Southeast Asia, have a significant impact on the region. The influence of this group on countries like Malaysia, Singapore, Thailand and Indonesia, where it has been present for centuries, is substantial. The attitudes of the Islamic Malaysian and secular Singapore governments to overseas Chinese is completely different. In spite of many political, social and economic difficulties, the Chinese diaspora has been able to preserve its culture, language and tradition, and has achieved significant economic success. This economic success has been often associated with aversion to the local community.  In modern Southeast Asian history, there are the examples of social tensions that have been turn into anti-Chinese riots. Nevertheless, the Chinese diaspora has contributed actively to the economic development of Malaysia, as well as the economic and political development of Singapore, basically during one generation, on a significant scale.

Due to the increasing Islamisation, in contemporary Malaysia, non-veiled Muslim women have become the minority in many domains of public life, including the workplace (Hochel 2013; Izharuddin 2018; Mouser 2007). As the veil is widely regarded as a signifier of a Muslim woman’s identity and her level of piety (Ruby 2006; Stirling & Shaw 2004), a woman’s decision to not wear it can result in discriminatory treatment, such as exclusion from the religious community (Othman 2006).  In this paper we give these often discriminated against women a voice and describe some of the challenges that they experience at work. Our particular focus is how these non-veiling women construct their identities – as religious Muslims, “good” women, and successful professionals – in a socio-cultural context where veiling is the norm (Hochel 2013; Izharuddin 2018; Khalid and O’Connor 2011). Drawing on 20 interviews with such women and using Bucholtz and Hall’s (2005) relationality principle, we demonstrate how through their stories of personal experience these women mobilise and orient to a range of different identities – including gender, religious and professional – which are intertwined  with each other in complex ways.

The presented paper shares the perception of Integrated Cumulative Grade Point Average (iCGPA) as an integrated grading system. The iCGPA system is one of the key initiatives outlined for implementation under the Malaysia Education Blueprint (Higher Education). A qualitative approach through discussion with the focus group was applied for information gathering. The sample populations were seven lecturers and fifty students who are directly involved in the iCGPA pilot project. Their perceptions on iCGPA were explored during the interviews. The findings show that iCGPA is evidently able to identify the students’ actual ability, knowledge, skills, and attitude. The analysis of interview data yielded four major themes. The iCGPA assessment not only aids students to improve their performances but also directly helps lecturers in varying their teaching methodologies. Further research on the effects of different contexts and factors is necessary to make a systematic evaluation of iCGPA.

Travelling away from the “artsy post-modern lefty-pinko university”. Noor's transcultural experience and the duties of the intellectualThe volume Qur'an and cricket consists of several travelogues produced by a Malay intellectual, Farish A. Noor, during his trips to the most problematic places of the world, marked by the contemporary “battles of God”. This book is interpreted in terms of a quest for transcultural condition understood as a dimension of experience transcending the multiplicity of cultural orders in dissent. Noor sketches his own definition of the intellectual, contrasted in this article with the visions given by Gramsci, Adorno and Said. The subject of the transcultural condition is defined as “itinerant scholar” transgressing the limitations of the academia by his nomadic immersion in the world. The attitude of the traveller is marked by openness and readiness to listen, even if he is confronted to irrational mumbling. Precisely the mumbling of anger and hate becomes the most difficult challenge to the intellectual unable to deal with it rationally. The only remaining answer is a sheer presence and love, emotional attachment to the world, as the scholar rejects the temptation of the ivory tower that would isolate him from the otherness. The modality of speech that opposes the hateful mumbling isn't based on clear, persuasive argumentation, but on ironic ambivalence conjugated with directness and the rejection of euphemism. Most importantly, the “itinerant scholar” is not a preacher. In opposition to the leftist tradition of defining the intellectual as a secular figure, the “itinerant scholar” remains deeply immersed in religion. Noora do najbardziej problematycznych miejsc świata, gdzie toczone są „bitwy o Boga”. W niniejszym artykule jest ona interpretowana jako zapis poszukiwania kondycji transkulturowej, polegającej nie na zajmowaniu pozycji pomiędzy stronami konfliktu lub też poza nim, ale na poszukiwaniu przestrzeni doświadczenia mieszczącej się ponad porządkami kulturowymi. Noor szkicuje własną koncepcję intelektualisty, która w artykule zostaje skontrastowana z zapatrywaniami Gramsciego, Adorno i Saida. Podmiotem kondycji transkulturowej ma być „wędrowny uczony”, przełamujący ograniczenia akademickich zapatrywań dzięki nomadycznemu doświadczaniu świata w podróży. Stanowi ona sposób wyjścia ku innemu z gotowością do wysłuchania, nawet jeśli jedynym, co się pojawia, jest bełkot. Właśnie bełkotliwość gniewu i nienawiści stanowi wszakże największe wyzwanie dla intelektualisty, który nie może jej sprostać racjonalną argumentacją, w jakiej jest biegły. Jedyną możliwą odpowiedzią jest więc obecność i miłość, emocjonalne przywiązanie do świata, odmowa porzucenia, opuszczenia, zdystansowania się wobec niego. Natomiast sposobem mówienia, jaki przeciwstawia się bełkotowi nie jest jasność i jednoznaczność dyskursu perswazyjnego, lecz przeciwnie, niejednoznaczność i ambiwalencja wypowiedzi ironicznej. „Wędrowny uczony” nie jest więc kaznodzieją, lecz ironistą. W przeciwieństwie do lewicowej tradycji definiowania sylwetki i powinności intelektualisty, „wędrowny uczony” zostaje scharakteryzowany, choć w bardzo dyskretny sposób, jako postać zakorzeniona w wymiarze religijnym. Wyzwanie zbudowania przestrzeni transkulturowej powiązane jest więc z potrzebą ocalenia i pomieszczenia w niej autentycznego doświadczenia religijnego w dobie „bitew o Boga”.

This paper is mainly focused on analyzing the impact of four advertising appeals, namely love appeal, humor appeal, happiness appeal and excitement appeal on purchase intention for women fashion products in Malaysia. Primary data were collected from 303 respondents using selfadministered online questionnaire that was distributed among social media users in Malaysia. The collected data went through an extensive process of screening and sorting to prepare for the analyses. Several important tests were conducted using analytical tools, namely IBM Statistical Package for the Social Sciences (SPSS) and its added module, AMOS to reach the fi ndings. Among them are a descriptive analysis, reliability tests, an exploratory and confi rmatory factor analysis, and hypothesis testing. In addition, two-stage structural equation modeling (SEM) was used to test for the fi tness of the proposed model. The fi ndings from the study revealed that two out of four advertising appeals, namely excitement appeal and love appeal, had signifi cant positive impacts on consumers’ purchase intention. Meanwhile, humor appeal and happiness appeal were found to have insignifi cant impacts. This research provides invaluable insights for marketers, especially those in women’s fashion industry in Malaysia, in creating eff ective advertising campaign to promote their fashion products to consumers in Malaysia. A unique attempt to investigate the individual impact of love appeal, humor appeal, happiness appeal, and excitement appeal on purchase intention is the strength of this research. Further, this study is also invaluable because of its main consideration, which was women’s fashion products.

The Bugis community in Malaysia has to adapt to a more dominant local language, namely Malay language, for survival. The objective of this study is, (1) to identify the languages used by the community, (2) to analyse the language choice used in the primary domains that have been identified, namely family and employment domains, and (3) to discuss the factors involved in the language choice used in this community. The research methods utilized in this study are fieldworks, questionnaire, semi-structured interviews, and observations. Data collection was carried out in Pontian and Pasir Gudang, Johor as well as in Pandamaran, Selangor. A total of 200 informants who were randomly selected from the Bugis community participated in this study. Data analysis was carried out based on the Fishman’s (1972) domain analysis. The results of the study reveal that most of the bilingual Bugis community prioritize Malay as the main language in their daily communication. This study provides information on the language choice of the bilingual Bugis community in Peninsular Malaysia, which has adapted to the local language. This study might be beneficial to nation building through the mastery and use of Malay language among minority communities in Malaysia.

The aim of this paper is to compare the educational language policing in Ireland, Singapore, and Malaysia. While distant geographically, the three countries experience similar linguistic processes when it comes to anglicisation, and propose different solutions to the issue of balancing linguistic rights, and promotion of English as the language of globalisation. This comparison aimed to find out what influences language policing in postcolonial countries, and in what ways language shift can be prevented. The aspects of language policing strategies are presented as a way of protecting linguistic human rights, but also as a way of dealing with the aftermaths of the policies implemented by the British Empire. Similarities and distinctions in the language policies of Ireland, Singapore, and Malaysia prove that the weak position of native languages originates not in the “natural” decline of a language, but rather in the policy of promoting English by the colonial forces. Ethnic and linguistic discrimination favouring English speakers in Ireland, Singapore, and Malaysia, originates in similar, imperial linguistic ideologies, which are still reflected in the current language policies of countries of colonial past. While the countries approach their bilingual educational policing in different ways, ultimately the outcomes seem similar when it comes to linguistic attitudes and prestige.

Sabah, Malaysia is moving steps forward by announcing the gazettement of some areas as geoparks. Part of the areas include the district of Ranau, Kota Marudu and Kota Belud. Some of the areas involved if not all are under a national park program prior to this. This gazettement undoubtedly has the potential to bring economic benefit to the state. It has the potential to increase land value, stimulating economic activities especially in the services sector via tourism activities, enhancing protection for environment and as a mean to control aggressive use of land for development. On the other hand, there are some concerns of stakeholders. Issues such as potential restriction for farmers to do agriculture related activities and relocation of village among others are potential concern among communities in Ranau, Kota Marudu and Kota Belud. In this regard, in order to examine the real concerns of various stakeholders, some series of roundtable discussions and interviews have been undertaken. Based on the preliminary assessment, very small number of individuals have worry about the geopark idea. Majority look at it positively.

Opis:
Re-delimitation of rainfall regions plays an important role in determining the rainfall pattern of an area. This study aims to reconstruct the delimitation of rainfall regions for the western region of Peninsular Malaysia. This study involved only the collection of rainfall data at 133 stations from 1960 to 2010. These data were obtained from the Department of Irrigation and Drainage, Malaysia. The analysis methods applied include kriging, contouring and topology using a geographical information system. The results showed that the new delimitation of the western region has been formed with an area reduction of 10% compared to the original western region found by Dale. This is due to some areas in the western region have not received rainfall between 2540 and 2794 mm. The area that getting the rainfall between 2540 and 2794 mm is 46,413.6 km2, in contrast to the sized of Dale’s western region of 51,596.2 km2. The area that frequently getting rainfall of between 2540 and 2794 during 1960s to 2010 are Parit Buntar, Taiping, Kuala Kangsar, Ipoh, Teluk Intan, Tanjong Malim, Batang Kali, Cameron Highlands, Subang, Petaling Jaya, Klang, Kajang and Bangi. The new delimitation formed through this study can be used as a guide by the agencies that manage water resources in Perak, Selangor and Negeri Sembilan in planning a more efficient water supply system.

This study aims to investigate the effects of lean management implementation on public sector performance along with the critical success factors of its implementation. The cross-sectional quantitative survey collected 131 responses from public organisations in Malaysia selected through a stratified random sampling procedure. Data were analysed using the structural equation modelling (SEM) approach with SmartPLS 4 professional. Lean resources, lean culture, and lean knowledge management are critical success factors for implementing lean management in the Malaysian public sector. Subsequently, the holistic implementation of lean management will enhance their performance. This study provides a practical viewpoint for practitioners to understand and validate the potential benefits lean management can sustain if implemented with the critical success factors. As a result, practitioners and policymakers could use the insight from this study to tailor strategies for leveraging public sectors' performance in Malaysia.

About 94.8 per cent of Malaysian trade is depending on collective inter/intra-regional maritime networks. Straits of Malacca is an important strait and the only strait that connecting Indian Ocean and South China Sea which contributes to the nation's economic growth significantly. This strait plays a key character to enable the trade connection between east and west of the globe. In average, about 63,000 different types of vessels passing through the strait per year and the number of the vessels keep accelerating every year. Conversely, the introduction of Thai Canal to detour the trade voyage between Indian Ocean to South China Sea is expecting to reduce about three to four days journey time between these two passages. Although the development of this canal is predicted to provide substantial benefits to shipping lines, the grey area or disadvantages change to implications of this canal need to be explored especially on Malaysian trade and infrastructure. Therefore, a qualitative approach has been employed to achieve the aim of this paper. Face-to-face interviews with experts from various agencies had been conducted to gather information on the impact of Thai Canal on Malaysian trade and infrastructure. The outcome of this paper indicates that the implication of Thai Canal reduces the productivity of Malaysian seaports, transformation of seaports in northern region as a major hub of the nation, enforcing equal regional development between west and east coast Malaysia and administering dramatic progress on multimodalism in each state. The outcome of this research is important as an input for the preparation of Malaysian seaport system due to any significant changes in the trade route. Although, the development of Thai Canal reduce the overdependence on Malacca Straits, the impact of this this new canal will affects the trade performance of this region. Hence, this paper is significant to understand the implications that might occur to this nation due to dynamism of maritime logistics.

Performance measurement system in supply chain management (SCM) has been receiving increasing attention by business organizations as a way to evaluate efficiency in supply chain activities. Assessing the performance of supply chain uncovers the gap between planning and actual performance as to trace the potential problems thus ascertain necessary areas for improvement. This research aims to investigate the application of performance measurement system in SCM as well as exploring its relationship with organization’s performance among Malaysian manufacturing firms. By utilizing the questionnaire method, respondents involved were requested to indicate the extent to which they use a number of 24 selected performance measures that are related to SCM. The results show that the majority of the observed manufacturing firms utilize specific performance measurement tools in evaluating the supply chain performance. The current performance measurement techniques, the Balanced Score Card is adopted by around a quarter of the total responding firms followed by Supply Chain Operations References Model – SCOR, which attracts total users of only a fifth of the total respondents. In particular, performance measures under customer service category recorded the highest number of usage followed by cost-based performance measures and operations management. The results of this investigation also unveil few major points that are important to be highlighted. Firstly, the obtained outcomes of this study bring to light the significant relationships between the utilization of supply chain performance measures under customer service, operations management and organizational performance. In addition, this study discovered a significant correlation between the size of the organization and the extent of use of supply chain performance measures and how these two variables positively correlated. Lastly, the findings also suggested that the performance measures for SCM has been playing a crucial role in enhancing the performance of the organizations and is increasingly operated as the firms grow in size. Based on the brief highlighted points listed above, it is not an exaggeration to say that this research contributes new information to the body of knowledge in performance measurement system in SCM and its associations with organizational performance.

Space weather has a close connection with the interaction of the Earth and the Sun. As equatorial country, the characteristic features of the climate of Malaysia are uniform temperature, very high humidity and copious rainfall. Malaysia has an average of temperature of 26.7 °C per year. Therefore, it is suitable to monitor the Sun. In the following work, we will emphasize the development of Sun monitoring in Malaysia. The number of observatories are increasing. A dedicated work to understand the Sun activity in radio region is a part of an initiative of the United Nations together with NASA in order to support developing countries participating in „Western Science‟ research. Realizing how important for us to monitor the space weather, therefore, we have been utilizing the new radio spectrometer, CALLISTO (Compound Low Cost Low Frequency Transportable Observatories) spectrometer. Malaysia is one of the earliest country from South- East Asia (ASEAN) that involve this research. One of the advantages to start the solar monitoring in Malaysia is because our strategic location as equator country that makes possible to observing a Sun for 12 hours daily throughout a year. We strongly believe that Malaysia as one of contributor of solar activity data through E-CALLISTO network. This is a very good start for developing a space weather in Malaysia. With the implementation of CALLISTO systems and development of solar monitoring network, a new wavelength regime is becoming available for solar radio astronomy. Overall, this article presents an overview of space weather in Malaysia. With the present level of the international collaboration, it is believed that the potential involvement of local and international scientist in space weather will increase.
