This article examines, in a comparative perspective, the integration policy of the two, in many respects, very similar, neutral states, with particular emphasis on the period after the signing of the Single European Act. Despite the converging political and economic objectives, the decisions of both countries were determined by different economic and political conditions. For Austria, the integration processes were perceived as an important step, towards reconstruction of the economy, the abolition of trade barriers with the most important economic partner. In political terms integration – enhanced Austria’s position within European Community. Unlike the Austrian Government, the authorities in Bern have acted under much more polarized conditions. Neutrality played still very important role in its international policies and the social fears connected mostly to the loss of political and economic independence were vivid. The Swiss authorities were thus forced to choose the bilateral path, which was not preferred by EU countries, but more socially acceptable, and therefore easier to implement.

The article deals with the concept of fiduciary activity of an attorney-at-law. The author analyzes foreign experience, in particular, the EU and the USA on fiduciary activity, and conducts a comparative legal analysis. The author examines the prospects for introducing such activities into national legislation on the advocacy. The author focuses on European legislation, in particular, the Common Code of Practice for Lawyers of the European Community. The author examines in detail the procedure for fiduciary activities in the EU and the USA, with special attention paid to the procedure for providing such activities by attorneys. The author emphasizes the advantages and disadvantages of fiduciary activities in foreign countries. The author examines the draft amendments to the national legislation on the Advocacy regarding the introduction of fiduciary activities. The author emphasizes that although the experience of foreign countries with regard to fiduciary activities is quite positive, one should not try to quickly and blindly implement European standards into national legislation, as this will take time. The author determines that a lawyer who manages client’s funds in the course of performing professional duties in the territory of one of the Community States must comply with the rules for managing client’s funds and maintaining financial records established by the competent authorities of the State of registration. The author of the article also establishes that the competent authorities of all Community countries have the right to control and confidentially examine the financial documents of an attorney-at-law on the client’s funds placed at his disposal in order to identify cases of violation of the rules to be observed by the attorney- at-law and to impose sanctions on him in case of the above violations. The advocate, who manages the client’s funds in the course of the performance of his or her professional duties in the territory of one of the Community states, shall comply with the rules for the management of client’s funds and the maintenance of financial records established by the competent authorities of the state of registration.

The European integration processes have had over the years many shapes, faces and, masks. European politicians noticed, as late as at the turn of 70s and 80s of 20th century that culture can signifi cantly influence the social life, economy, as well as international relations. At that time, however, they did not formulate any proposals of specific activity which could have lifted culture to supranational position, and the culture remained in the realm of national policies. In the early 80s, Ministers of Culture of the European countries, dissatisfied with cultural policy of the European Community, or rather lack of it, informally established intergovernmental Council of the Ministers. The council was announcing resolutions and recommendations for the European Commission, European Parliament, and European Council. The objective of this paper is analysis of the pioneering role of Ministers of Culture in integration processes at culture level. The research reveals that the intellectual and political work and influence of Ministers played a pivotal role in formulating the first paradigm of the Community’s cultural policy. They were also instrumental in creating fi rst programmes directed to culture and cultural operators in Europe.

Although the superiority and precedence of the communitarian law in legal orders of the member states is generally accepted from the systemic or structural perspectives, the implementation of the above principles is not uniform and unquestionable. This is due to the following: nearly every member state desires to retain as much sovereign power as possible, constitutions of the states specify the character of their legal systems, and the fact that the division of competences between the Communities and the member states is not always precise and clear-cut. The judgements passed by some local constitutional tribunals are a manifestation of national particularism. The picture becomes even more blurred if the constituent parts of a given state (regions or states) have a greater legal autonomy. The case of Italy provides an interesting and instructive solutions (also in the context of Poland's problems in this area), where Article 11 of the Constitution is invoked to introduce the self-executability of the treaties via ordinary legislation, and to resolve problems posed by substantial autonomy of local self-governments, especially regional ones. Moreover, every year a framework law is enacted in order to harmonise and execute the acquis norms.

W artykule przybliżono polskie reakcje na organizację wyborów do Parlamentu Europejskiego w 1979 roku. Skoncentrowano się na opiniach publicystów prasy polskiej, zwrócono także uwagę na reakcje Ministerstwa Spraw Wewnętrznych PRL na zapowiadany po 1975 roku proces unifikacji politycznej EWG. Przedstawiono również reakcje społeczeństw państw „dziewiątki” na niebagatelne wydarzenie, jakim były wybory do Parlamentu Europejskiego.
The paper shows insight into the Polish response to the elections to the European Parliament held in 1979. It focuses on the opinions presented by journalists in the Polish press, and also highlights the response of the Ministry of the Interior of the Polish People’s Republic to the EEC’s political unification process announced after 1975. The paper also presents the response of the public in the EEC ‘nine’ to the important event that the elections to the European Parliament were.

The systemic transformation in Poland after 1989 was hugely influenced by one of its key factors: Poland’s accession to the European Community. All the actions undertaken by Polish governments after 1989 were meant to prepare the Polish state for the successful accession process. 1 May 2004, when Poland and nine other countries became fully-fledged members of the Union, marks an unforgettable historic event. The paper brings the analysis of Poland’s accession to the EU and the consequences of its integration with the Community. The author also tries to present an image of a Pole as an European. In his reflection, the author makes reference to the future development of the European Union, also taking into account the latest crisis that has had its impact on the globalized world. What were the feelings that Poles experienced at the early days after the accession? What hopes and anxieties did they have? What changed in Poland after 1 May 2004, in their opinion? What is the role of Poland in the EU and of the Community in the world? How Poles evaluate Polish presence in the EU? What challenges does the EU face? These are only some of the numerous questions presented by the author of the article, dealing with the problem of Poland's accession from the perspective of political sciences, sociology and international relations.

Prowadzenie skutecznej polityki, nieulegającej ideologicznym manifestacjom, może opierać się na unijnym instrumentarium nawet pomimo aktualnego kryzysu integracji europejskiej. Rozsądną odpowiedzią na dylematy geopolityczne Rzeczpospolitej nie wydaje się tzw. „idea jagiellońska”, gdyż potencjalnie stanowi ona przeciwieństwo istniejących filarów bezpieczeństwa narodowego, tj. NATO i UE. Redukowanie polskiej polityki do anachronicznych fantazji o wspólnocie środkowoeuropejskiej może powodować obniżenie znaczenie Polski w strukturach euroatlantyckich. Członkostwo w instytucjach świata zachodniego, polegające m.in. na współpracy z Niemcami, stanowiło do tej pory o bezpieczeństwie Rzeczpospolitej, choć obecnie nie przystaje ono do historycznej koncepcji tzw. „polityki piastowskiej”, głównie z uwagi na obserwowany proces dezintegracji wspólnoty europejskiej.
Conducting an effective policy, without ideological manifestations, can be based on the EU instruments, regardless of the crisis of the European integration. Reasonable answer to the Polish geopolitical dilemmas is not the so-called “Jagiellonian idea”, which can be perceived as opposition to existing pillars of national security, i.e., NATO and the EU. Reduction of the Polish policy to anachronistic fantasies about Central European community may diminish the importance of Poland in the Euro-Atlantic structures. Membership in the institutions of the Western world, relying inter alia on the cooperation with Germany, has served so far as a guarantee of the Polish security, however currently it does not suit entirely to the historical concept of the so-called “Piast policy”, mainly due to the noticeable process of disintegration of the European community.

This article is both a thread and a complementation of the issues surrounding programmes of Aleksander Bregman entitled “Kaleidoscope”, broadcast in 1960–1966 by the Munich–based station of Radio Free Europe. The overall subject of the programmes, as well as the precise delineation of relations between politics and media and society have been undertaken in separate papers; however, the course and evaluation of the integration process of the old continent’s western part in Bregman’s commentaries, deserves an individual consideration. Several reasons dictate that it should be so. Primarily, the complexity of this subject matter should be emphasised. The author of “Kaleidoscope” perceived the unification of Western Europe in several aspects, therefore the structure of the text should incorporate, albeit setting it apart, Bregman’s personal and subjective impressions, associated with his stay in Brussels and the observation of Union institutions at work. These were delivered to the listeners in a series of special programmes in the shape of objective accounts, which explained formal decisions taken by governing bodies of individual states. At the time, Bregman lived in London, therefore the attitudes of the government and society of Great Britain occupied a particular place in his programmes, as did the assessment of the Whitehall’s standpoint and decisions among the member states.“Kaleidoscope” was typified by a tremendously broad thematic scope in terms of issues addressed by the author. One of the most important among those which interested him was the aforementioned issue of the run of integration processes in the early 1960s, with particular emphasis on the initial solicitation and accession talks of the Brits with the states of “the six”. This thread, being the chief subject of this paper, is nevertheless extended to include the standpoint of other member of the British Commonwealth on Britain’s attempts do join the Common Market. Also, the then situation within the Commonwealth as well as the further expediency of its existence has been analysed. The commentaries of A. Bregman concerning the general operation of the authorities in Brussels, have been discussed separately.

The primary objective of this paper is to examine the response of the authorities of the Polish People’s Republic to the extending scope and range of European integration in 1961–1973. The following countries applied for EEC membership in this period: the United Kingdom, Ireland and Denmark. The main role in European integration process was played by prominent European politicians called „Fathers of Europe” or „Builders of European Unity”. The federalists predominated among them. They dreamed of common and strong European state similar to the United States. The prime minister of Great Britain – Winston Churchill in his reference to mutual tradition of European nations – inspired the possibility of creating the United Europe in Zurich on 19-th Sept. 1946. This project was supported by Robert Schuman, Konrad Adenauer, Paul Henri Spaak, Altiero Spinelli, and Alicide De Gasperi. Jean Monnet proposed a sector method when perceiving ineffectiveness of the original project. For this reason he suggested the concept of small steps in constructing European structure oriented toward tightening interstate links. This way, the first stage of this concept was implemented through linking French and German sectors of coal and steel. This proposal was supported by French Minister of Foreign Affairs – R. Schuman on 9 May 1951 and named by his surname. The creation of federal structure of Europe was the ambition of „Fathers of Europe”. However, strong reluctance of some states and politicians caused integration mainly in the area of economy. The dynamic political and economic integration occurred after appointing European Union in 1992 based upon federalism. At present the European Union is neither federation nor confederation, because each state possesses its own sovereignty and freedom in the sphere of international relations. In essence, the European Union has an institutionalized form of cooperation between states. Consequently, the European Union can be understood both as international organization and a specific union of states. The success of „Fathers of Europe” is the United Europe, which engulfs the majority of European states and tends to further enlargement. However, the progress in integration of European Union is significant, the process of limiting the role of national states in favor of European Commonwealth is yet a distant project.

The article presents the opinions and views of the outstanding British politician and thinker, Edmund Burke (1730– 1797), on the situation of the Commonwealth. Burke devoted little attention to Polish affairs, but using its example, he formulated some theses on the internal and external reasons for the collapse of states. These views he developed in the last years of his activity, focusing on the French revolution.
