Opis:
Accession to the European Union (EU) significantly impacted the structure and volume of Poland’s Official Development Assistance (ODA). Since 2004, most of the Polish aid has been distributed through multilateral channels (annually 73% on average), with the dominant position among them of the EU (annually 90% of multilateral ODA and at the same time 66% of total ODA). The EU remains the main administrator of Polish aid resources. Therefore, the main aim of this article is to define the contribution (both in political and financial terms) that Poland makes to the European Union’s development policy. It is no less important to verify the state’s activity level in shaping this policy, which is related to promoting foreign policy interests (long-term and short-term) in the EU forum.
Przystąpienie do Unii Europejskiej (UE) znacznie wpłynęło na strukturę i wielkość polskiej Oficjalnej Pomocy Rozwojowej (ODA). Od 2004 roku większość pomocy przekazywana jest przez Polskę kanałami wielostronnymi (średniorocznie 73%), z dominującą wśród nich pozycją UE (rocznie 90% wielostronnej i jednocześnie 66% całości ODA). Głównym dysponentem polskich funduszy pomocowych pozostaje więc UE. Głównym celem niniejszego artykułu jest określenie wkładu (zarówno politycznego, jak i finansowego) Polski w politykę rozwojową Unii Europejskiej. Nie mniej istotna jest weryfikacja poziomu aktywności państwa w zakresie kształtowania tej polityki, co wiąże się z promowaniem własnych interesów (długo- i krótkoterminowych) na forum UE.

The aim of this paper is to present and describe the EU’s policy with regard to environmental protection and countering climate change in Africa, in the context of the broader objective of reducing, or eliminating poverty. It is increasingly accepted that we need an integrated approach to climate change and development; only by linking these issues together can we show the entire complexity of the multidimensional issue of poverty. Global development requires taking into account issues related to susceptibility and adjustment to climate change. The paper seeks to answer the questions of the extent to which climate change is a serious and lasting threat to devel- opment, and about the relations between climate change and development. It presents the role and significance of climate change and environmental protection in EU development policy; it describes the major relevant documents and decisions. The author focuses particularly on discussing the issues of climate change and development in the relations between the EU and Africa, and points out the key challenge related to the implementation of policies combining climate and development. Although there is a general conviction about, and awareness of the interrelation of these two phenomena (processes), still too few of the necessary actions are being taken, and the activities related to development and climate are often approached and executed separately.

Cohesion Policy has provided new impulses for development in Central and Eastern European Countries (CEECs) that continue to be challenged by regional disparities. This paper investigates the effects of the European Union Cohesion Policy on regional development. After presenting historical development patterns of the investigated area and opportunities afforded by this policy, its effects on a variety of indicators are analysed for the period 2007–2014. The analysis allowed confirming positive effects of EU Cohesion Policy on the development of CEE regions. However, these effects differ across the investigated area. Moving forward, it will be crucial to develop institutions and policies characteristic to each region that are stable and efficient without external funds.

The paper presents the concept of bio-economy formulated in the EU documents published since the beginning of 2012. It discusses the reasons and factors for its development, and different ways of perceiving it from both the theoretical and practical point of view. Contemporary internal, European and global challenges of bio-economy development were shown as well as the strategy and the action plan of its implementation in the EU. The attention is drawn to the not yet formed in full definition of the bio-economy, trends in its understanding and a broad cross-disciplinary and cross-sectorial linkages.
Praca przedstawia koncepcję biogospodarki sformułowaną w dokumentach UE publikowanych od początku 2012 roku. Omawia przesłanki i czynniki jej rozwoju oraz różne sposoby postrzegania zarówno od strony teoretycznej jak i praktycznej. Przedstawione są współczesne wyzwania wewnętrzne, europejskie i globalne rozwoju biogospodarki oraz strategia i plan działań służący jej wdrażaniu w UE. Zwrócono uwagę na nieukształtowany jeszcze w pełni sposób definiowania biogospodarki, kierunki zmian w jej pojmowaniu oraz szerokie powiązania międzydyscyplinarne i międzysektorowe.

Purpose – The aim of this article is to investigate how the use of financial instruments influences the development of Regional Development Funds (RFR) in Poland and to assess the maturity and coherence of the regional development financing system in this country. Design/methodology/approach – The methodology is based on the multilevel governance literature and on data collected during 26 in-depth interviews in regional, national and international institutions. Findings – The authors demonstrate that the use of financial instruments stimulates new kinds of cooperation between several institutions and contributes to the establishment of RFR. The authors also show that the Polish regional financing system is still developing and formulate recommendations about necessary improvements. Originality/value – The main contribution of this article, in addition to taking up a new, relevant topic for the regional development policy in countries benefiting from European Union (EU) cohesion policy, is the application of the multilevel governance (MLG) concept to explain the development of the Polish regional development financing system. Moreover, the significant added value of this study comes from the use of data collected during 26 in-depth interviews (IDI) in regional, national and international institutions on the use of repayable instruments in regional development policy.

The European Union identifies the regional level as the ideal spatial scale for resources’ redistribution, in so doing turning European regions into key spatial development players. This raises challenges due to the heterogeneity of the EU in terms of administrative configurations, and spatial governance and planning systems. The contribution of this article draws on the results of three interlinked ESPON research projects to shed light on the matter. Building on an overview of the institutional variables that may influence successful regional development, it proposes a typology of multi-level regional development governance in the EU and reflects upon the potentials for delivering economic, social, and territorial cohesion.

The increasing dominance of neoliberalism as the key steering mechanism of the European Union (EU) since the early 1990s has implied the competitiveness-oriented reshaping of cohesion policy. The aim of this paper is to initiate a debate from a critical political economic perspective on the implications of this shift for Central Eastern European (CEE) member states. To this end, the paper discusses the formation of EU centre-periphery relations from a CEE point of view and formulates some preliminary suggestions as to how cohesion policy would need to be rethought in order to ensure the better integration of lagging CEE regions.

W artykule podjęto zagadnienie współczesnych wyzwań środowiskowych wynikających z działalności gospodarczej człowieka oraz gospodarki o obiegu zamkniętym jako odpowiedzi na te problemy. Celem artykułu jest porównanie wysiłków krajów UE we wdrażaniu modelu gospodarki zamkniętej, a także wskazanie strategicznych celów UE w tym obszarze. Ponadto, artykuł wskazuje argumenty za pilną zmianą paradygmatu opartego na modelu liniowym w celu osiągnięcia bardziej sprawiedliwego podziału dóbr w granicach możliwości Ziemi. Artykuł oparto na analizie źródeł wtórnych – literatury przedmiotu, aktów prawnych i licznych raportów. Dane statystyczne wykorzystane w pracy pochodzą głównie z baz danych Eurostatu i PlasticsEurope. Analiza prowadzi do jednoznacznych wniosków, że w dzisiejszym świecie zanieczyszczonym do granic możliwości, z ograniczonymi zasobami, z szybko rosnącymi liczbą ludności i wskaźnikiem urbanizacji, dalsze wykorzystanie modelu liniowego nie jest już możliwe. Model gospodarki zamkniętej dostarcza też ekonomicznych argumentów – przejście na CE pociąga za sobą nowe inwestycje (np. innowacyjne modele produkcji i wykorzystania surowców wtórnych, zaawansowane sortowanie lub recykling chemiczny) i przyczynia się do redukcji kosztów (oszczędność surowców). Gospodarka o obiegu zamkniętym stała się strategicznym celem na poziomie UE, podobnie jak w poszczególnych krajach UE, które już wcześniej dostrzegły potrzebę zmiany modelu swoich gospodarek i korzyści z tego wynikających.
This article discusses contemporary environmental challenges resulting from human economic activity and the idea of the circular economy (CE) as a response to these problems. The aim is to compare EU countries in terms of the efforts they are making to implement the CE model and to indicate EU strategic goals in this area. Furthermore, the article looks at arguments for an urgent change of the paradigm based on a linear model to achieve more equitable prosperity within planetary boundaries. The article was written on the basis of a secondary sources review, including relevant literature, legal regulations and reports. Statistical data come mainly from Eurostat and PlasticsEurope databases. The analysis leads to the clear conclusion that in today’s resource-constrained world of rapid population growth, urbanisation and pollution, the linear model is no longer fit-for-purpose. The CE is also attractive economically. The transition will entail new investment (e.g. better design of production and recyclable materials, advanced sorting and chemical recycling) and contribute to cost reduction (saving of raw materials). For these reasons, the CE has become a strategic goal at the EU level as individual member countries have already acknowledged the need to modify their economies and grown aware of the benefits of the new model.

W artykule, w pierwszej części, autor analizuje proces przechodzenia od pojęcia przestrzeni i regionu do pojęcia terytorium jako nowego paradygmatu rozwoju. Rewolucja technologiczna i związana z tym globalizacja wywołały głębokie zmiany w gospodarce światowej. Zjawiska te spowodowały zakwestionowanie dominujących do lat 70. XX wieku w naukach ekonomicznych koncepcji teoretycznych. W ekonomii regionalnej konieczność przeformułowania dotychczasowych poglądów wymuszona została przez niemożność wyjaśnienia, na podstawie wcześniejszych koncepcji i doktryn, nowych tendencji w rozwoju przestrzennym. W drugiej części artykułu pokazano, jak w debatach na temat europejskiej polityki regionalnej i w oficjalnych dokumentach Unii Europejskiej terminy: „terytorium”, „terytorializacja”, „terytorialność” zastępują takie pojęcia jak „region” czy „przestrzeń”.
In the first part of the paper the author analyses the process of moving from the concepts of space and region to the notion of territory as a new development paradigm. The technological revolution and resulting globalisation processes have brought about deep changes in the world economy. These phenomena have called into question the theoretical concepts dominating in economic sciences since the 1970s. In regional economics the necessity to reformulate previous concepts has been triggered by the inadequacy of existing conceptions and doctrines to explain new tendencies in spatial development. The second part of the paper demonstrates how concepts such as territory, territorialisation and territoriality gradually replace the notion of region or space in debates on European regional policy and in official EU documents.

W opracowaniu podjęto próbę przedstawienia zasadniczych problemów związanych z koniecznością zapewnienia zrównoważonego rozwoju społeczno-gospodarczego i ekologicznego krajów UE, ze szczególnym uwzględnieniem Polski. W części pierwszej przedstawiono mechanizm i rodzaje instrumentów polityki klimatycznej UE. Część druga prezentuje koncepcje zrównoważonej gospodarki i zrównoważonego rozwoju w aspekcie dotychczasowych teorii wzrostu i rozwoju gospodarczego. Część trzecia zawiera syntetyczne omówienie ekonomicznych, społecznych i środowiskowych ryzyk wynikających ze zmian klimatycznych oraz prezentację możliwości wykorzystania tzw. metody „tunelowania” w celu ich minimalizacji. W części czwartej zostały przedstawione wyniki przeprowadzonych analiz empirycznych, zawierające porównawcze zestawienie kształtowania się podatków ekologicznych w krajach UE w latach 2005-2013 oraz analizę zmian współczynnika określającego relacje emisji gazów cieplarnianych per capita do PKB per capita krajów UE w okresie 2005-2012. W końcowej części opracowania dokonano podsumowania przeprowadzonych badań.
The study aims to present the essential dilemmas associated with the need to ensure sustainable socio-economic and ecological EU countries, with particular emphasis Polish. The first chapter presents the mechanism and instruments of EU climate policy. The second chapter presents the concepts of sustainable and balanced development in its existing growth theory and economic development Chapter three gives a synthetic overview of the economic, social and environmental risks arising from climate change and the presentation possibilities of using so-called the method of “tunneling” to minimize them. The fourth chapter is presented the results of empirical analysis, including comparisons of the evolution of environmental taxes in the EU in the years 2005-2013 and the analysis of changes in the ratio defining the relationship emissions of greenhouse gases per capita GDP per capita of EU countries in the period 2005-2012. In the final part of the paper summarizes the research.

W połowie 2004 roku rozpoczęły się prace rządu nad dwoma dokumentami programowymi dotyczącymi polityki gospodarczej o kluczowym znaczeniu dla rozwoju kraju w latach 2007-2013. Pierwszym jest Narodowy Plan Rozwoju, który jest najważniejszą strategią rozwoju gospodarczego i społecznego Polski w kolejnym okresie naszego członkostwa w Unii Europejskiej. Ważną częścią składową tego dokumentu, oprócz szeregu strategii sektorowych rządu, będzie drugi dokument programowy, o fundamentalnym znaczeniu dla procesów rozwojowych w Polsce Narodowa Strategia Rozwoju Regionalnego. Niniejszy tekst stanowi głos w debacie programowej na temat polityki regionalnej w Polsce po roku 2006. Przedstawia propozycje założeń do rządowej strategii rozwoju regionalnego, uznając, że polityka regionalna państwa wymaga tego typu dokumentu planistycznego. W pierwszej części artykułu zostały omówione najważniejsze problemy dotyczące zróżnicowań regionalnych w Polsce, które warunkują kierunki interwencjonizmu rządu w województwach. Na tej podstawie zaproponowano kierunkowe priorytety polityki regionalnej państwa po roku 2006. Następnie zostały przedstawione propozycje dotyczące zasad rozwoju regionalnego oraz najważniejsze instrumenty realizacji omawianej polityki. Na zakończenie zaproponowano rozwiązania dotyczące kryteriów wsparcia finansowego polityki regionalnej województw przez rząd.
In light of setting up strategic documents in Poland for regional and developmental policy after 2006 the article proposes arguments for discussion about state-government regional policy in Poland. Nowadays there is no strategic document devoted to state intervention in Polish regions (voivodeships), which could be named governmental strategy for regional development. The article presents basic thesis for such document, including review of Polish regional problems, which needs governmental intervention, key priorities of state action in regions, basic rules of state-government policy for regional development, and major criteria of state financial support for regional self-governments.
