    Thin Layer Chromatography (TLC) was used for the quantitative measurement of the composition of stabilizers used to retard chemical decomposition of single-base (SB) propellants i.e. diphenylamine (DPA), and its initial reaction products due to natural ageing of these propellants under natural (ambient) conditions with test results and certain observations in this matter, are presented. The quantitative determination of DPA and its reaction products was possible by a combination of TLC with the densitometric spectrophotometry technique in the UV detection region. The crucial stage of TLC analytical quantitations was complete extraction of the substances to be analysed from SB propellants nitrocellulose (NC), which was done by rapid dissolution of the SB propellant samples followed by dilution of the solutions obtained to such degree as to make possible TLC separation of the substances to be analysed from the NC "matrix" in which they are "trapped" when the solution is too viscous. Initial chemical changes of DPA in SB propellants resulting in the appearance of DPA initial daughter reaction products such as N-nitroso-DPA, 2-nitro-DPA and 4-nitro-DPA, gave important information on the natural ageing of these homogeneous propellants starting from their very short storage period (some days, weeks or months just after their manufacture) up to long storage lasting even 50 years.

    Opis:
    In many laboratories, investigations aimed at replacing diphenylamine (DPA, propellant stabilizer) with other, less harmful substances are being carried out. For instance, good effects have been obtained in experiments with triphenylamine (TPA), which cannot produce - due to its structure - carcinogenic nitroso derivatives. In this work, a new, cheap and fast method for testing stabilizing properties of propellant stabilizers that have been used or being developed is presented. It consists in dispersing a stabilizer within silica gel followed by the measurement of the stabilizer transformation kinetics during its nitration with nitrogen oxides. The method combined with thin layer chromatography (TLC) provides a fast evaluation of stabilizing effectiveness.

    This paper briefly introduces side channel attacks on cryptographic hardware with special emphasis on differential power analysis (DPA). Based on existing countermeasures against DPA, design method combining power equalization for synchronous and combinatorial circuits has been proposed. AES algorithm has been implemented in Xilinx Spartan II-E field programmable gate array (FPGA) device using the standard and power-equalized methods. Power traces for DPA have been collected using XPower tool. Simulation results show that standard AES implementation can be broken after N=500 encryptions, while power-equalized counterpart shows no correlation between power consumption and the cipher key after N=2000 encryptions.

    Istnienie niezależnych organów nadzorczych powszechnie jest uznawane za jeden z najistotniejszych czynników na drodze do skutecznej ochrony danych osobowych. Europejski system ochrony danych jeszcze pod rządami poprzedniej dyrektywy obligował państwa członkowskie do powołania organów właściwych do badania zgodności procesów przetwarzania z obowiązującym prawem. Gruntowna reforma unijnego prawa ochro- ny danych osobowych, zwieńczona przyjęciem ogólnego rozporządzenia o ochronie da- nych wprowadziła szereg nowych instytucji związanych z szeroko pojęta ochroną prywatności. Co oczywiste zmiany te dotknęły również krajowych organów nadzorczych. Polski ustawodawca dostosowując przepisy krajowe do nowej sytuacji prawnej zadecydował o powołaniu nowego organu nadzorczego. Tym samym Prezes Urzędu Ochrony Danych Osobowych zastąpił dotychczasowego Generalnego Inspektora Ochrony Danych Osobowych. Lektura obecnie obowiązujących przepisów zrodziła jednak liczne pytania o miejsce Prezesa Urzędu w polskim porządku prawnym. W związku z powyższym celem niniejszego artykułu jest szczegółowa analiza przepisów unijnych i krajowych oraz próba zdefiniowania pozycji ustrojowej polskiego organu nadzorczego
    Independent data protection authorities are of critical importance to the effective protection of personal data. Even under the previous Directive EU Member States were obligated to provide a designated supervisory authority. The fundamental reform of EU data protection law and adoption of General Data Protection Regulation has introduced a num- ber of changes in the data protection law area. It also affected the provisions on national data protection authorities. To adapt to the new regulatory regime Polish legislator has decided to establish a new supervisory authority. The President of Personal Data Protection Office has replaced the previous Inspector General for Personal Data Protection. However it needs to be noted that current provisions raised questions about the position of The President in the whole regulatory framework. Therefore the aim of this paper is to review current law and to define the legal position of Polish data protection authority.

    Dynamically implemented mandatory management systems resulting from legal requirements in maritime transport since 2006 [1-3], very often (especially in the first years of implementing the requirements) functioned independently by the optional procedural approach - ISO [4-5]. It is now common practice to integrate requirements in both - the mandatory and voluntary areas. Legal requirements and recommendations do not define and recommend a specific form of extending existing management systems. The publication describes the relationship between the requirements for the management systems currently applicable in maritime transport resulting from legal requirements (Safety Management System - SMS) and voluntary implementations (Quality Management and Environmental Management System). The common areas identified for the analysis of system requirements (for obligatory and optional systems) will facilitate the integration and broadening of the management culture in maritime transport organizations.

    Judgment of the Supreme Administrative Court in Warsaw of February 9, 2023, III OSK 3945/21 concerns the decision of the President of the UODO regarding inadequate security measures used by the Morele.net online store, which resulted in unauthorized access to the store’s customer database. One of the disputed issues resolved is whether the President is competent to independently assess whether the technical and organizational measures used by a party to administrative proceedings to protect personal data were “adequate”, which undoubtedly requires special knowledge. The court’s position is that the President should not ascribe expertise to himself just by virtue of being a public administration body, even with a special status. The judgment should prompt the President to develop an effective methodology for its control activities. Otherwise, the authority won’t be able to refute the accusation of subjectively created objectivity shaped in jurisprudence, as well as the selective equality of administrators.
    Wyrok Naczelnego Sąd Administracyjnego w Warszawie z 9 lutego 2023 r., sygn. akt III OSK 3945/21 dotyczy decyzji Prezesa UODO wydanej w sprawie nieodpowiednich zabezpieczeń stosowanych przez sklep internetowy Morele.net., następstwem czego nastąpił nieautoryzowany dostęp do bazy danych klientów tego sklepu. Jedną ze spornych kwestii rozstrzygniętych w głosowanym wyroku jest określenie, czy Prezes UODO posiada kompetencję w zakresie własnej wiedzy specjalistycznej do samodzielnej oceny, czy stosowane przez stronę postępowania administracyjnego środki techniczne i organizacyjne służące ochronie danych osobowych były „odpowiednie”. Stanowisko sądu sprowadza się do stwierdzenia, że Prezes UODO nie powinien przypisywać sobie wiedzy eksperckiej z samego faktu bycia organem administracji publicznej, nawet o szczególnym statusie. Wyrok powinien skłonić Prezesa UODO do opracowania skutecznej metodyki prowadzonych działań kontrolnych. W przeciwnym razie organ nie będzie w stanie obalić kształtowanego w judykaturze zarzutu subiektywnie kreowanego obiektywizmu, jak i wybiórczej równości administratorów
