In the last ten-odd years we have been observing a discussion held in the European Union on the change of the regional policy paradigm in terms of its objectives, priorities, tools and the geographical scope of intervention. Changing development conditions require modification of the European cohesion policy model, the main priority of which still is to equalize the level of development of regions in the Community Member States. At the turn of the centuries we can see changes in the way the European cohesion policy is implemented and also the orientation of the equalization policy (which compensates the social and economic backwardness of regions) towards the development policy (which supports competitiveness, takes advantage of the endogenous potential for development and eliminates various barriers). Such policy is to contribute to a more effective use of the potential for development in the entire Community to stimulate growth, employment and cohesion. This paper aims at attracting attention to the evolution of the European cohesion policy model towards a place-based policy.

Opis:
Social and economic cohesion is the essence of the European Union’s activities regarding regions. The level of development in many regions is below the EU average. For this reason, investments used by the EU’s Cohesion policy to achieve more coherence in the EU at the regional level. The aim of the paper is to assess the differentials of socio-economic cohesion among Polish regions for 2010 and 2015. The chosen aspects (such as affluence, health, education, innovativeness, entrepreneurship, regional infrastructure), which characterize socio-economic development, were analysed. The taxonomic method and cluster analysis were used to accomplish the goal. The analysis is crucial to assess the disparity between Polish regions regarding the level of development in terms of the effects of the cohesion policy.
Spójność społeczno-gospodarcza stanowi istotę działań UE w odniesieniu do regionów. Poziom rozwoju wielu z nich jest poniżej średniej UE. Dlatego inwestycje realizowane z funduszy polityki spójności zmierzają do osiągnięcia większej spójności na poziomie regionalnym. Celem artykułu jest ocena zróżnicowań spójności społeczno-gospodarczej województw w latach 2010 i 2015. Do analizy przyjęto wybrane aspekty charakteryzujące rozwój społeczny i gospodarczy, takie jak zamożność, zdrowie, edukacja, innowacyjność, infrastruktura regionalna. Do realizacji celu zastosowano metodę taksonomiczną (Z. Hellwiga) oraz analizę skupień (metoda Warda). Analiza istotna jest dla oceny dystansu dzielącego województwa pod względem poziomu rozwoju w aspekcie efektów polityki spójności.

The article discusses potential changes in the European Union’s Cohesion Policy after 2013. The planned revision of the EU budget announced for 2008-2009 may become an excuse for starting talks on revising both the Common Agricultural Policy (CAP) and Cohesion Policy, the author says. The 15 old EU member states may seek to limit the scope of activities under the Cohesion Policy in a situation in which their own regions may be deprived of structural funds. The main arguments may include the limited effectiveness of Cohesion Policy and the low absorption of funds in new EU member states. Theoretical studies and empirical research show that moving away from Cohesion Policy throughout the EU would be unfavorable to most new member states as well as the European Commission and regional authorities in EU15 countries. Paradoxically, it could also negatively influence the economic development of the less well developed regions in old member states. This explains why the European Commission may be forced to propose far-reaching changes in a bid to increase the effectiveness of cohesion programs and increase the attractiveness of Cohesion Policy for old EU member states, Rokicki notes. The article includes a simulation of the potential effects of such changes, but, for reasons of space, the author only discusses several possible solutions.

Rural areas in Poland are underdeveloped in comparison to urban areas and lag much behind their counterparts in the EU-15. Thus, there is still a need to support their development to accelerate their socio-economic convergence with better-off parts of the EU. Rural development is part of CAP objectives, but it is also supported from cohesion policy, especially as part of regional development. The analysis presented tries to assess which of these policies is better suited to support rural development in Poland. The research is based on document analysis and meta-evaluation of earlier studies. The results show that rural development measures within the CAP and instrument under cohesion policy are generally complementary to one another. However, there is much room for closer cooperation between the two policies to enlarge their positive impact on rural development. It seems that CAP can be regarded as better suited for rural development as it is directly devoted to rural areas. Yet, it is still too agriculture-orientated and thus it offers insufficient amount of resources and not enough instruments for other sectors of rural economy.

10 years after the biggest enlargement of the European Union, the community is not free from problems. The decline in the share of industry in GDP of the Union and the plans to stop this decrease by the newly created reindustrialization policy belong to the most serious ones. Another important problem is the declining competitiveness of the European economy and insufficient technical and scientific progress. Also fiscal issues adversely affect the functioning of the EU economy and, in particular, the individual Member States.

Purpose: The study concentrated on the process of evaluation of public programs currently implemented with the support of European Union funds in Poland. The aim was to show how the evaluation practice was adopted in the regional administration within programming and implementation of Regional Operational Programs 2007–2013 (ROP). The author analysed what types of decisions are primarily supported by evaluation and what functions evaluation serves. Methodology: The quantitative analysis was based on data drawn from documentation of the full population of ROP evaluations completed in 2007 to 2012, which was acquired from 16 ROP evaluation units. Findings: The practice of evaluation was well adopted in regional administration and has grown rapidly in recent years. 236 studies, costing more than 16 million PLN, were completed by the end of 2012. However, most studies were of limited value as they concentrated on the implementation process, not on the effects and justification of intervention. Implications: This study focused on quantitative aspects of the knowledge production process (evaluation reports). It omitted the question of actual evaluation use, which together with evaluation process quality and development of evaluation culture should be a subject of further investigation. Originality: This study was the fi rst review of ROP evaluations in Poland. It went far beyond the scope of data collected previously by the Ministry of Regional Development and proposed novel categorizations of evaluation subjects that may be useful for other than ROP evaluations.

Reintroduction of local government in 1990 was one of the main pillars of the post-socialist transformation in Poland. Municipalities assumed several tasks previously performed by the central administration and its territorial agencies. This paper presents the results of mass surveys conducted among Polish municipalities and compares the findings with similar surveys conducted almost 20 years earlier. The results prove that the learning process among representatives of local governments in Poland is regionally differentiated, and that the differences can be attributed to the historical trajectories of particular macro-regions of Poland.

Polityka spójności odgrywa kluczową rolę dla dynamiki procesu integracji europejskiej, stanowi w pewnym sensie „barometr” siły i kierunku przebiegu tego procesu, wokół którego w ostatnich latach toczy się debata europejska. Polityka ta w obecnym okresie programowania (2014-2020) ma wyraźny „wymiar terytorialny“, tzn. pozwala na dopasowanie charakteru wsparcia do specyfik i potrzeb określonych terytoriów. Celem niniejszego artykułu jest zwrócenie uwagi na istotę koncepcji terytorialnego paradygmatu rozwoju oraz wskazanie przykładów jego aplikacji przez polityki rozwoju. Szczególna uwaga w tym kontekście została poświęcona europejskiej polityce spójności, której polskie regiony są największym beneficjentem.
Cohesion policy plays a key role in the dynamics of the process of European integration. It is in a kind of "barometer" of strength and direction of the integration process, around which in recent years there is a debate in Europe. This policy in the current programming period (2014-2020) has a clear "territorial dimension", i.e. adjust the nature of the support to the specific needs and certain territories. The purpose of this article is to draw attention to the essence of the concept of territorial development paradigm and identify examples of its application for development policy. Particular attention in this context has been dedicated to European cohesion policy, the Polish regions are the biggest beneficiary

The aim of this paper is to offer an empirical insight into the spatial effects of growth of regional income and disparities across EU regions (NUTS 2). Since regions are spatial units and there are interrelated standard linear regression is not sufficient to evidence the convergence process. Two models (Spatial Lag Model – SLM and Spatial Error model – SEM), derived from spatial econometrics, have been used to identify and explain spatial effects in convergence clubs—all EU countries (EU-28), countries that entered the EU in 2004 (EU-13) and countries that were in EU prior to 2004 (EU-15). Unconditional and conditional β-convergence has been examined in the period 2000-2015 thus covering two financial perspectives (including n + 2 rule3). Dummy variables have been also applied to catch the country-specific effects, such as national policies, legislation, technology progress, etc.

This article tackles the issue of territorial cohesion, which is an integral part of the European Union cohesion policy. The analysis refers to the method of abstracting the territorial cohesion policy set from the other policies, economic cohesion policy and social policy, showing the course of its evolution and sanctioning in the European Union normative sphere. The analysis concerns both internal and external (global) situation of the Union which affects the dynamics of the development of territorial cohesion and policies related to it. Finally, the article presents concrete examples of programs which reflect the main goals and objectives of territorial cohesion policy, their creation and place in the Union lawmaking.
Niniejszy artykuł podejmuje kwestię spójności terytorialnej Unii Europejskiej, będącej integralną częścią jej polityki spójności. Analizy dotyczą sposobu wyodrębnienia polityki spójności terytorialnej na tle innych polityk - polityki spójności gospodarczej oraz społecznej - jej ewolucji oraz usankcjonowania w unijnej przestrzeni normatywnej. Rozważania obejmują tak sytuację wewnętrzną Unii jak i zewnętrzną – globalną, wpływającą na dynamikę rozwoju spójności terytorialnej oraz polityk z nią związanych. Artykuł zawiera także wiele egzemplifikacji - zaprezentowane zostały konkretne przykłady programów odzwierciedlających główne cele i założenia polityki spójności terytorialnej Unii Europejskiej, ich powstanie oraz umiejscowienie w prawodawstwie unijnym.

The article takes a critical look at the system for monitoring and evaluating the European Union’s cohesion policy in Poland from 2007 to 2013. This system is a key component of structural policy. It is largely based on a set of monitoring indicators whose target values are determined on an ex ante basis at the programming stage. The achievement of these values largely determines the results of evaluation of the effectiveness of programs carried out, according to the European Commission. The analysis is primarily based on an overview of conclusions included in studies of Poland’s cohesion policy monitoring and evaluation system, and on studies of the future reform of the European cohesion policy. Another source of information used in the analysis are experiences gathered by the author during a number of evaluation studies in which he has taken part. According to Rokicki, the results of the analysis show that the monitoring and evaluation system is inefficient and does not measure up to expectations. Mistakes made at the stage of developing the system may adversely affect the effectiveness of structural policies. But this problem seems to apply not only to Poland, but all EU member countries, Rokicki says. The author does not limit himself to criticizing the existing monitoring and evaluation system, but proposes specific changes as the cohesion policy is expected to undergo reform.

The cohesion policy is among the most important European policies. Its influence is particularly strong in the new member states, which have become the major recipients of aid under this policy. Cohesion policy is very wide and extends into many areas of development, such as for example education, transport or innovation support so in some member states it strongly influences national policies in various areas. This article aims to analyse the interaction between cohesion policy and national sectoral policies on some examples from Central European countries. It turns out that cohesion policy often leads to a significant reduction in national policies and in some cases may even negate their intentions. The governments need to pay more attention to coordination of these policies and also to proper institutional environment.

The paper describes the possible evolution of the European Union’s structural policy in a new policy and budget programming period starting after 2013. The paper consists of an introduction that describes the current situation in this area and follows up with an analysis of conditions resulting from the changing model of the European cohesion policy. A key part of the article is a discussion of some vital problems that should be subject to debate, including the comprehensive nature of structural policy, the “Lisbonization” of the EU’s policies, more effective use of EU funds, territorial cohesion, and the relationship between economic policy and employment in the context of the new structural policy. The authors also define the role of regions and states in this policy and look at the benefits of cohesion policy for environmental protection and natural values. In the final part of the paper, the authors comment on the current organization and course of debate on the reform of cohesion policy and list challenges faced by Poland’s policy makers in the context of European policy reform. The analysis takes into account the EU’s strategic guidelines included in its key documents such as the 2007 Cohesion Report. The authors look at the matter from a Polish perspective and outline Poland’s priorities in the ongoing debate on the need to reform the EU’s structural policy.

The aim of the cohesion policy is to accelerate the socio-economic development of Member States and their regions. Poland as well as its closest neighbour, the Czech Republic, have benefi ted from structural funds and the Cohesion Fund. The effects of provided aid have already become apparent but they differ given the scale of problems, including regional issues existing in these countries, and the amount of funds allocated. The aim of the article is to present the directions and the effects of the implementation of the cohesion policy in Poland and the Czech Republic with particular focus on the financial perspective of 2007–2013. The results of the evaluation of programmes for the years 2007–2013 show that EU funds are mostly spent on transport infrastructure. However, the support of entrepreneurship and innovation and human capital should be an important objective in the current programming perspective in order to transform and modernise the structure of economies.

Artykuł analizuje statystyczne zależności między wielkością napływu środków z Unii Europejskiej do Polski a procesami wzrostu gospodarczego jednostek terytorialnych (województw, NUTS3 oraz powiatów). Analiza korelacji wskazuje, że jednostki słabiej rozwinięte, które otrzymały relatywnie więcej środków UE w przeliczeniu na mieszkańca, rozwijały się wolniej niż wyżej rozwinięte, co powoduje, że korelacje te są ujemne (w skali województw) lub też bliskie zeru (dla NUTS3 i powiatów). Taki obraz sugeruje, że jak dotychczas wykorzystanie środków UE prowadzi do silniejszego efektu popytowego niż podażowego. Należy postulować, by w kolejnym okresie programowania (2014–2020) środki UE w większym stopniu przyczyniały się do stymulowania rozwoju kraju i jego regionów niż – jak to było dotychczas – do poprawy warunków życia.
The paper analyzes statistical relationships between the inflow of EU financial resources to Polish territorial units (voivodeships, NUTS3 and poviats) and the pace of their economic growth. Correlation analysis reveals that the less developed units which enjoyed relatively more massive inflows per capita grew more slowly than the better developed ones – the correlation coefficients are negative (for the voivodeships) or close to zero (for NUTS3 and poviats). This suggests that until now, the EU funds have led to a stronger demand effect than the supply effect in the Polish economy. It may therefore be claimed that in the next programming period 2014–2020, more funds received from the EU should be devoted to the support of economic development than to the improvement of living conditions.

The Supreme Audit Office of Poland has carried out an audit of the preparations of the structural policy implementation system for the years 2014–2020. The objective of the audit was to examine, among others, the regularity and effectiveness of the activities undertaken by the Minister of Infrastructure and Development, and the managements of all the 16 regions with regard to the development of the partnership agreement, as well as national and regional operational programmes. Before the audit, a panel of experts was organised, with the participation of scientists, representatives of the government and self-government administration, non-governmental organisations and a member of the European Parliament. The audit approach adopted was not a typical one, since the audit was carried out in the course of the development of the programming documents for the years 2014-2020, and it covered the period until the end of April 2014.

The article discuss the objectives of European cohesion policy for the period 2014- 2020. The article next presents the trends which are required in terms of stimulating the development of polish regions in the future. Regional policy in Poland is dominated by European cohesion policy. Most of the funds which finance investment projects in the regions come from the EU budget, despite the fact that European cohesion policy is supposed to be complementary, and not dominant, in relation to national policies. The challenge of Polish regional policy is to develop the kind of operating model in which participation of the country and regional governments in decision-making and financial matters is dominant.

A number of managerial difficulties arising from the geographical location of Poland's eastern provinces, amongst which are their trans-border and peripheral location as regards major economic centers as well as the abundance of valuable natural resources that restrict forms of economic activity, have exacerbated the threat of economic marginalization particularly in the rural areas of regions characterized by low rates of economic development. This raises the need to implement development strategies aimed at overhauling of both local and regional economic infrastructures to enable the realization of regional coherence policies both at national and EU levels. A key external factor for powering development processes in recent years has been the possibility to source EU funds to co-finance infrastructural investments aimed at ensuring both suitable living conditions as well as economic involvement.

Purpose: The paper discusses issues associated with using funds that support the development of entrepreneurship – the purpose of the paper is to answer questions regarding the purposefulness and effectiveness of financial instruments from EU funds aimed at the development of�emerging businesses (startups). Methodology: The paper analyzes previously conducted research studies in the fi eld of the discussed topic, it systematizes and describes the fi nancial instruments from EU funds supporting self- employment and startups in their early stages of activity. It also provides an overview of evaluation reports concerning these instruments. The paper also contains a case study: an analysis of the effectiveness of a selected project supporting the development of entrepreneurship (co-fi nanced from EU funds), in which the method of evaluating the net effect of the support in the short term has been used. Findings: An analysis of previously conducted research studies has shown that properly designed State aid targeted at those starting up their own business is sensible, as it provides them with seed capital and it helps them survive the most diffi cult period of the so-called “startup”. However, there is a lack of comprehensive studies to confirm the positive impact of business support interventions carried out using EU funds. The methodology of evaluating the net effect used by the Author in the conducted study has made it possible to identify the actual size of the – positive – impact of the selected project on the growth of self-employment. Limitations: The study revealed some limitations – the method and time of the study allow to capture the phenomenon on a micro-scale, in the short term. The institutions that are involved in the process of allocating funds should develop a comprehensive methodology that implements the idea of evaluating the net effect, allowing to assess the effectiveness of the support at regional and national level in the long term. Originality: The originality of the paper consists in applying the theories and results of previous studies to the Polish practice of supporting businesses at their early stages of development as well as applying the method of evaluating the net effect, which allows to determine the actual impact of the intervention.

The concept of “good governance,” reflected in legislation, modifies the nature of the activity of public authorities. It is currently being promoted by international institutions, including the European Union, particularly with regard to its cohesion policy, which should be based on the principles of openness, participation, accountability, effectiveness and cohesion. Therefore, the existing mechanisms of cross-sectoral cooperation are being modified and new organisational and legal forms are emerging. They meet the requirements of openness, partnership and dialogue of public administration with social partners, thus increasing the effectiveness of bodies of public administration. As a result of consultation, as well as through the direct involvement of social partners in the implementation of tasks, the public are more trusting and the actions of public authorities are gaining more legitimacy.

In his article, the author discusses the system for the implementation and auditing of spending of European funds within the realisation of the Cohesion Policy in the 2014–2020 programming period, which stems from the regulations of the act on the rules for the realisation of Cohesion Policy programmes financed in the 2014−2020 financial perspective. The article takes into account the context of the EU regulations concerning the implementation of the Cohesion Policy in the following programming period. The new provisions are also discussed in relation to the differences with the present regulations on the system for the implementation and auditing of spending in the 2007−2013 financial perspective. In the first part of the article, the author focuses primarily on the analysis of the institutional system for the implementation of the EU funds, by presenting the responsibilities of individual institutions in the process of operational programmes realisation, and also by describing the designation procedure that is required for payment applications submitted to the European Commission.

The main objective of the EU is to achieve a high rate of economic development. High rate of economic growth can be achieved, inter alia, by increasing economic cohesion. In the last period, the Community put special emphasis on the creation of a single electricity market. This market has led to lower prices, provided more secure supplies and facilitated the optimization of production plants based on renewable sources and thus their development. The aim of this article is a synthetic presentation of the problems that transmission system operators have with unscheduled electricity flows as a consequence of the production of renewable energy, which is difficult to predict. Solving this problem is crucial to the integration of the electricity market in the EU and thereby economic cohesion.

The cohesion policy of the EU plays a key role in overcoming territorial disparities. The emergence of the policy was accompanied by a debate on a place-neutral or place-based approach. In the case of Hungary, the first fully implemented programming period of 2007−2013 and the still ongoing 2014−2020 period provide a good tool for comparison. Overall, the aim of the research was to provide an in-depth look into the change of territorial patterns of EU-funding distribution, on the example of the Baranya county, being part of one of the 20 least developed regions of the EU; how territorial patterns of EU funding changed between the two periods and how the county-level territorial objectives were reflected in the funding patters. The introduction of the paper provides a review of relevant literature on EU cohesion policy, then the selection of the Baranya county as a case study is justified. The following part shortly presents the framework of regional development in Hungary, highlighting the relevant documents for the case study county. The presentation of the empirical study is divided into two parts. First, as qualitative research perceptions of the stakeholders of the key levels of regional policy decision-making are analysed. Second, a quantitative analysis of the territorial funding patterns of the two periods is presented, in light of established territorial objectives.

For 10 years Poland, as a member of the European Union, has been implementing the EU’s cohesion policy aimed at reducing the disparities in the social, economic and spatial development. The article is an analysis of the importance of cohesion policy instruments in the development of regional spatial information systems in Poland during the first 10 years of its membership in the EU. The identification of regions which capitalized on the opportunity given by the EU is provided and the level and structure of the EU funds used for that purpose are described. In conclusion, the effectiveness of activities related to the implementation of the cohesion policy, in the context of the development of Regional Information Systems in Poland, was confirmed.

The paper critically discusses several widespread views about regional development and how it can be stimulated by regional policy. It is argued that in the current development paradigm it is neither possible nor expedient to achieve regional convergence, which in effect would lead to a deep change in understanding the very assumptions of the EU Cohesion policy. It is indicated that external stimuli do not lead to an accelerated growth in lagging regions, which is especially true in the case of infrastructural projects, especially those which are related to incidental events, like expositions or sports championships. One of the most broadly used models for an ex ante evaluation – the HERMIN model – is also discussed.

Artykuł przedstawia wybrane nurty dyskusji na temat przyszłości polityki spójności po roku 2013, która toczyła się w Europie w latach 2008–2010. Odbywała się ona pod silnym wpływem kryzysu gospodarczo-finansowego, a także turbulencji w strefie euro. Ponadto na jej przebieg wpływała dyskusja na temat spójności terytorialnej, nowej strategii gospodarczej Unii Europejskiej (UE) na lata 2010–2020 oraz kolejnej wieloletniej perspektywy finansowej UE po roku 2013. W trakcie dyskusji prezentowane były różne koncepcje i paradygmaty rozwoju. Doświadczenie wskazuje jednak, że największe znaczenie dla przyjmowanych decyzji mają interesy głównych aktorów politycznych, zwłaszcza największych państw członkowskich, a także promowane przez nie cele polityczne. Uwarunkowania polityczne odgrywają więc większą rolę aniżeli dyskusja ekspertów i argumenty merytoryczne dotyczące efektywności realizacji polityki spójności. Analiza przedstawiona w artykule skupia się na wskazaniu najważniejszych propozycji zmian w polityce spójności, a także ich ocenie z punktu widzenia poprawy konkurencyjności gospodarek krajów i regionów słabiej rozwijających się. Taki kierunek reform w polityce spójności jest tym większym wyzwaniem, gdyż w ostatnim okresie maleje znaczenie wpływów politycznych tych obszarów w UE.
The article presents the main topics of the European debate on the EU Cohesion Policy after 2013, i.e. a discussion of territorial cohesion, the new EU economic strategy 2010-2020, and the next EU financial perspective after 2013. The debate has been continuing in the shadow of the financial and economic crises (2008-2010) and the trouble in the Euro zone (2010), which were caused by continued structural differences between the Member States. The Cohesion Policy is too weak an instrument to solve these problems. The author’s analysis focuses on the main proposals of changes in the Cohesion Policy put forward during the debate, which were shaped mainly by political interests of the dominant actors, and based on experts’ opinions and scientific concepts. In the conclusion, the author presents some recommendations for future Cohesion Policies.

Cohesion Policy has provided new impulses for development in Central and Eastern European Countries (CEECs) that continue to be challenged by regional disparities. This paper investigates the effects of the European Union Cohesion Policy on regional development. After presenting historical development patterns of the investigated area and opportunities afforded by this policy, its effects on a variety of indicators are analysed for the period 2007–2014. The analysis allowed confirming positive effects of EU Cohesion Policy on the development of CEE regions. However, these effects differ across the investigated area. Moving forward, it will be crucial to develop institutions and policies characteristic to each region that are stable and efficient without external funds.

The present study concerns the issue of financing the budget of the European Union. The article presents selected factors in the evolution of EU finances and delineates the attempts at replacing the sources of financing taken up in 2011 and pertaining to the financial perspective of 2014–2020. Scenarios for EU development have been indicated, with particular emphasis on their implications for the future shape of the EU budget. The article also presents the main priorities and assumptions of EU financing after 2020 in the context of accepted multiannual financial framework.

 National borders constitute barriers to social, economic and political processes and, thus, tend to contribute to the peripheralisation of border regions. The paper compares the evolution of two euroregions in peripheral central European border regions, whose objective is to overcome such negative border effects by promoting cross-border cooperation at the regional level. On a theoretical level, the paper argues for an understanding of euroregions as soft spaces. Rather than viewing them primarily as instances of state rescaling, the paper emphasizes their role as adaptive service providers for local constituencies. It is suggested that their long-term stability depends on their relation to, and the internal dynamics of, politico-administrative hard spaces at the regional, national, and supranational level. While hard spaces are associated with the notion of the Weberian bureaucratic state, soft spaces combine many of the ideas of the New Public Management literature. Building on an organizational ecology perspective, the paper forwards the argument that stable, resourceful, and accessible hard spaces constitute a predictable and engaging environment within which softer arrangements may compete for the delivery of services. However, the interplay between soft and hard spaces tends to have an impact on the euroregions’ agendas. While EU cohesion policy provides incentives to strengthen horizontal cross-border coordination, the organizational integration of the two euroregions remained rather loose, testifying to the continued importance of domestic prerogatives.

The term ‘beneficiary’ used for the purposes of spending the EU aid funds was introduced into the Polish legal system before Poland became member of the European Union. Initially, the national legislator used this term only in the domestic regulations on the basis of which public funds were transferred. Over time, the legislator also introduced the definition of the beneficiary to national regulations adapted to the needs of the cohesion policy. It can be observed that the legislator, while initially providing own definitions of the beneficiary, recently has only referred to particular provisions of the directly applicable EU regulations. Obviously, national authorities must operate in an integrated legal system, in which there are many sources of binding law that define ‘beneficiaries of funds allocated to the implementation of the cohesion policy’. In this context, one can speak of the Europeanisation of national law with regard to the implemented policy.

The article aims to identify factors determining the effectiveness of local governments in securing funds from the European Union. Local government authorities across the European Union are responsible for carrying out various public projects in keeping with the principle of subsidiarity followed in most countries in Europe. As part of a decentralization policy, the central government delegates authority to local areas and provides regional authorities with funds to carry out their responsibilities. According to the author, there is continued debate over whether budget funds available to local governments are sufficient to finance their projects. The European Charter of Local Self-Government, adopted by the Council of Europe in the mid-1980s, commits the ratifying member states to guaranteeing the political, administrative and financial independence of local authorities. Due to considerable limitations in the amount of funds available to local governments, they often use external funds while carrying out major infrastructure projects. Nonrefundable assistance from the EU is an especially desirable source of outside funding. An analysis of EU funds secured by individual districts in Poland’s Podlaskie province points to considerable differences in the scope of support obtained. Wyszkowska sets out to check what factors are responsible for these disproportions and why some districts obtain funds for a dozen or so projects, while others receive no support. Contrary to popular belief, securing funds from the EU depends not only on the financial status of the beneficiary, Wyszkowska concludes, but also on many other-institutional, administrative, personnel, organizational and political-factors.

Objective: The aim of the present study is to examine whether the European Union budget comprises significant resources for financing measures relating to social cohesion. The analysis is based on the contents of the Europe 2020 Strategy. Given the constraints of space and for the sake of clarity of the argument, the author focuses on the role of the EU budget rather than all measures aimed at social cohesion undertaken by EU institutions or targeted by policies of individual Member States.Methodology: Documents, studies and reports published by the European Commission constitute the main source of information. In addition, the author has taken into account macroeconomic data demonstrating the deterioration of the social situation since 2009, as well as the instruments that the European Commission has deployed since 2013 in order to respond to post-crisis challenges.Conclusions: It can be roughly estimated that more than 40 percent of total resources within the Multiannual Financial Framework 2014–2020 shall be allocated to the social cohesion policy. Opportunities afforded by the implementation of the Europe 2020 Strategy include primarily the definition of objectives whose priority is indisputable and the introduction of the hitherto neglected analysis of certain socio-economic indicators, classified by country or region and, in certain cases, examined in more detail than required by the European Commission. The monitoring of objectives is conducive to the introduction of new solutions and implementation tools, as exemplified by the new instruments within the Multiannual Financial Framework 2014–2020, as well as the adjustment of available funds in light of the most pressing challenges. The European Semester has facilitated the task of comparing progress in strategy implementation by individual Member States, as well as the provision of recommendations for each of them and an individualized approach.Research implications: This article contributes to the discussion on further integration of the European Union’s social dimension, with particular emphasis on the need to work out a common approach to immigration policy.Originality: The author presents her own opinions regarding current events in terms of the post-crisis social cohesion policies of the European Union, taking into account the European Commission’s financial instruments.

W ostatnich latach w otoczeniu największych polskich miast i zespołów miejskich zachodzą intensywne procesy suburbanizacyjne. Do gmin stref podmiejskich napływają nowi mieszkańcy, zaś niezagospodarowane dotąd tereny podlegają silnym przekształceniom funkcjonalnym, głównie w kierunku jedno- i wielorodzinnej zabudowy mieszkaniowej. Zjawiska suburbanizacyjne, zwłaszcza te o charakterze żywiołowym i rozproszonym (urban sprawl), wiążą się z występowaniem licznych negatywnych procesów, z którymi borykają się nie tylko mieszkańcy, ale także władze gmin podmiejskich. Artykuł prezentuje wyniki analizy wpływu projektów realizowanych w ramach polityki spójności Unii Europejskiej okresu programowania 2004–2006 na przeciwdziałanie niekorzystnym skutkom suburbanizacji w potencjalnych strefach suburbanizacyjnych dużych polskich miast. Wyniki analizy świadczą o koncentracji podejmowanych działań na zaspokajaniu bieżących potrzeb mieszkańców stref podmiejskich oraz znikomym ukierunkowaniu projektów na długofalowe zapobieganie negatywnym skutkom procesów suburbanizacyjnych.
In recent years, the largest Polish cities have experienced intensive suburbanization processes. People migrate to suburban communes and hitherto undeveloped areas change their function towards single- or multi-family residential neighbourhoods. Spontaneous and dispersed suburbanization processes (urban sprawl) have many negative consequences that might become a serious problem, not only for the inhabitants but also for the local authorities in the suburban areas. The article presents the results of the evaluation of the role of Cohesion Policy projects in counteracting negative effects of suburbanization processes in potential suburban zones of the largest Polish cities. The results of the evaluation indicate that in suburban areas there is a major focus on meeting the current needs of residents, whereas strategic prevention of negative effects of suburbanization processes is neglected.

The article presents the level and spatial structure of the absorption of EU funds within Cohesion Policy and Common Agricultural Policy during the 2007–2013 EU financial framework in Poland. The data analysed include all of the payments from European programmes, divided into two groups: the support dedicated for the development of agriculture and rural areas, and the cohesion policy. It has been demonstrated that the level and structure of delivery of these funds is spatially diversified. The index of the absorption of EU funds per capita is negatively correlated with the level of socio-economic development, which results from the allocation of payments dedicated for development of agriculture and rural areas. The distribution of cohesion funds is not correlated with the level of socio-economic development in poviats.

The progressive process of European integration has shaped and developed the policy of the European Community. The structural policy meant the Community intervention in the economic structures of the Member States. This policy, however, did not include the Community interventions in a social structure. The concept of the regional policy appeared in the 30's of the twentieth century and it was used only at the state level. The cohesion policy for 2007–2013 has aimed at the increase of economic growth and employment in all regions and cities of the European Union. It has been implemented mainly by two structural funds, namely: the European Regional Development Fund (ERDF), European Social Fund (ESF) and the Cohesion Fund (CF). In the perspective of 2007–2013 the differences between the legal bases for the operations of the European Regional Development Fund and the European Regional Development Fund and the Cohesion Fund have been blurred. In November 2013, the European Parliament adopted a budget for 2014– –2020. For the first time the multiannual financial framework for the EU will actually lower than the previous ones.

Celem artykułu jest analiza potencjału innowacyjnego sudeckiego przygranicznego obszaru górskiego (SPOG). W artykule pokazano znaczenie innowacyjności w odniesieniu do regionów jako jednego z głównych priorytetów polityki spójności. Posługując się danymi o liczbie złożonych wniosków patentowych, przeprowadzono analizę porównawczą potencjału innowacyjnego na poziomie jednostek terytorialnych wchodzących w skład sudeckiego przygranicznego obszaru górskiego oraz krajowym. Badania wykazały, że SPOG charakteryzował się niskim poziomem innowacyjności, w szczególności w gałęziach przemysłu, które można uznać za nowoczesne. Artykuł został przygotowany w oparciu o analizę desk research danych wtórnych: raportów, sprawozdań i komunikatów oraz materiałów kartograficznych.
The aim of the article is to analyze the innovative potential of the Sudeten border mountain area. The article demonstrates that innovation is one of the main priorities of cohesion policy. Using the data on the number of submitted patent applications, a comparative analysis of the innovation potential at the level of territorial units included in the Sudeten border mountain area and at national level was carried out. Studies show that Sudeten border mountain area was characterized by a low level of innovation. The article was prepared on the basis of desk research analysis of secondary data: reports, communicates and cartographic materials.
