In this article, we describe and assess the implementation of several methods of multi-criteria decision-making using a web-based computer application. Such an application makes it easier to determine the effectiveness of decisions. The methods adopted in this application are SMART (Simple Multi-Attribute Rating Technique), AHP (Analytic Hierarchy Process), and ANP (Analytic Network Process). Each of these methods has distinctive characteristics in determining the best alternative for the user. This study assesses the feasibility of each method in the application. The application is assessed based on functionality, reliability, efficiency, and usability. (1) Functionality is tested according to the appropriateness of the decisions made, (2) Reliability is assessed using stress testing, (3) Efficiency is assessed according to the computational effort, and (4) System usability is tested according to the user's answers to the Computer System Usability Questionnaire authored by J.R. Lewis. This research results in a decision support system based on SMART that has been appropriately tested and is ready for use.

There are increasing concerns for the promising future of atmospheric water harvesters (AWH). AWH have been analysed theoretically and experimentally using different technologies such as Vapour Compression (VC) Thermoelectric (TE), Sorption (absorption, adsorption) and shape-based techniques. These techniques are suffering from low water harvesting or high energy consumption. The ammonia vapour absorption system (VAS) (which can be operated using renewable energy sources) has not yet been analysed experimentally. In this study, the AWH based on ammonia VAS has been studied experimentally, the effect of air flow velocity and ambient conditions have been analysed. The comparison between the existing techniques and VAS was performed to explore the possibility of implementing biomass, geothermal and solar energy in generating water from atmosphere, thus reducing the cost of the m3 of water produced.

Opis:
Induction motors (IMs) have a crucial and significant role in various industrial sectors. With the prolonged operation of IMs, faults tend to develop that can be classified into five major categories, i.e., broken rotor bars, stator winding faults, air-gap eccentricity, bearing faults, and load torque fluctuations. If the faults go undetected, it may lead to catastrophic failure. Hence, the predictive-based condition monitoring technique has evolved as a real-time fault diagnosis that exploits the revolutionary idea of cyber-physical system (CPS). Furthermore, motor current signature analysis (MCSA) is a non-invasive fault diagnosis technique of a motor that can be used to investigate the presence of five fault types. However, the major constraint that industries face today is the on-field implementation of MCSA-based fault diagnosis involving CPS-based architecture, executed in an automated manner. Hence, the present article depicts algorithms that aim at real-time monitoring of IMs through a CPS framework. The proposed methodology is automated, does not involve any human intervention, and has been validated with real-time experiments, depicting its effectiveness and practicality.

The environmental state of rice irrigation systems (RIS) is determined by many factors, including natural ones (soil, topographical, hydrogeological, and climatic factors) and technological ones (irrigation norm, design, and parameters of irrigation and drainage networks, etc). The most significant influence on the ecological reclamation state of the RIS carries is effected by its drainage network (DN). The need to maintain a flushing water regime with specific filtration rates to prevent secondary salinization in the Danube Delta’s rice systems is a crucial aspect of managing these agricultural areas. In the saline areas of rice systems located in the Danube Delta, the DN must ensure the maintenance of the flushing water regime with the rates of filtration ranging between 10 to 12 mm/day. This is a prerequisite for preventing secondary salinization of irrigated lands of these rice systems. According to the results of studies, the filtration from the surface of the irrigation checks of the Danube Delta RIS has been established, and its values in the area of the rice check vary significantly. Different intensity of filtration in the area of rice checks causes the difference in mineralization of groundwater and in the content of salts in the soil. This leads to the fact that the same rice check created various natural reclamation conditions and different productivity of cultivated crops.

The development of cities and peri-urban areas is exerting an increasingly strong impact on the natural environment and, at the same time, on the living conditions and health of people. Problems and challenges that need to be addressed include increasing air pollution in these areas, formation of a surface urban heat island (SUHI), water management disruptions (water scarcity or excess), and the destruction of natural habitats. One of the solutions that contributes to climate change mitigation is the introduction of blue-green infrastructure into the city space and urbanised areas. The research objective was to identify spatial features (geodata) that determine the optimum location of selected blue-green infrastructure (BGI) components, acquire them, and then use the Geographical Information System (GIS) to determine their optimum locations. As the first step, cartographic models were developed which indicated areas that enable the development of selected blue-green infrastructure components in the Olsztyn city area, Warmińsko-Mazurskie Province, Poland. The models were juxtaposed with other two models developed by the authors, i.e. a surface urban heat island model and a demographic model that showed the age structure of the city’s population. Consequently, maps with potential locations for the blue-green infrastructure were developed, while taking into account reference data from the National Land Surveying and Cartographic Resource and Landsat 8 images. Purpose: This study is aimed at measuring the efficiency of 37 OECD countries for 2020 using the Data Envelopment Analysis (DEA) method. Besides, it is aimed at ranking the efficient decision making units by using the super-efficiency DEA model. Design/methodology/approach: In the study, analyses were carried out with input-oriented Charnes, Cooper and Rhodes (CCR), input-oriented Banker, Charnes and Cooper (BCC) models and super-efficiency models of these models by using 4 inputs and 3 outputs. Findings: As a result of the analysis, 14 countries in the CCR model and 20 countries in the BCC model were efficient. According to the results of the super-efficiency models, the efficient countries were ranked. Research limitations/implications: The limitations of the study are the analyses are based on input-oriented DEA models and the research was conducted in OECD countries. Originality/value: Performance evaluation of health systems has gained importance in recent years. Many countries are making efforts to improve their health systems. Due to epidemics such as COVID-19, OECD countries, like many countries around the world, have increased the share of health expenditures in GDP. Because of this situation, the evaluation of the performance of OECD countries in the field of health has emerged as a very important research topic.
Cel: opracowanie ma na celu pomiar efektywności w 37 krajach OECD w roku 2020 za pomocą metody granicznej analizy danych (Data Envelopment Analysis – DEA), a ponadto uszeregowanie efektywnych jednostek decyzyjnych przy użyciu modelu DEA z nadefektywnością. Metodologia: w ramach badania przeprowadzono analizy z wykorzystaniem zorientowanych na nakłady modeli Charnesa, Coopera i Rhodesa (CCR), zorientowanych na nakłady modeli Bankera, Charnesa i Coopera (BCC) oraz tych modeli z nadefektywnością przy użyciu czterech nakładów i trzech wyników. Wyniki: przeprowadzona analiza wykazała, że efektywnością cechuje się czternaście krajów w modelu CCR i dwadzieścia krajów w modelu BCC. Kraje efektywne uszeregowano zgodnie z wynikami modeli z nadefektywnością. Ograniczenia/implikacje badawcze: ograniczeniami badania są analizy oparte na modelach DEA zorientowanych na nakłady oraz to, że zostało ono przeprowadzone w krajach OECD. Oryginalność/wartość: ocena efektywności systemów opieki zdrowotnej zyskała w ostatnich latach na znaczeniu. Wiele krajów podejmuje starania na rzecz poprawy swoich systemów opieki zdrowotnej. Z powodu epidemii, takich jak COVID-19, kraje OECD, podobnie jak wiele krajów na całym świecie, zwiększyły udział wydatków na opiekę zdrowotną w PKB. W związku z tą sytuacją ocena efektywności krajów OECD w dziedzinie zdrowia stała się bardzo istotnym tematem badawczym.

Whiteleg shrimp (Litopenaeus vannamei) farming is a major activity in the coastal areas of many tropical countries. To meet the demand in this market, the culture system has expanded using intensive technology, which has resulted in the emission of effluents that threaten the surrounding aquatic ecosystem. Therefore, proper aquaculture management is needed to ensure both economic and ecological benefits. This led to the emergence of eco-green aquaculture. Water quality monitoring is a critical part of aquaculture management and when performed regularly, it yields a large and complex dataset. In this study, the authors aimed to analyse the dynamics of water quality characteristics and the relationships between these variables in whiteleg shrimp ponds in a tropical eco-green aquaculture system from 2020 to 2022. Since the data includes nine parameters and is quite complex, the principal component analysis (PCA) approach was used. This method enables to identify the factors that determine water quality, which will help ensure effective and efficient aquaculture management. Consequently, the water quality variables in the studied area were reduced to five dimensions and salinity, ammonia, and pH were found to be the key factors responsible for the changes in water quality characteristics. Hence, these variables should be the focus of farming management systems.

The European Union has been recognised as an international system whose decisions and actions are conditioned by environmental determinants, which is a dynamic process of change. The article attempts to explain the EU’s decisions based on the conclusions of the European Council in 2010–2022. 93 documents containing the conclusions of the European Council adopted during that period were analysed. It was found that the determinants of EU decisions and actions function – firstly – at the international system level and, secondly, at the level of the domestic systems of the Member States. In addition, the article: 1) reconstructed the discussion in the science of international relations on behavioural determinants, 2) reconstructed the perception of determinants in the conclusions of the European Council; 3) a model for organising the analysis of the determinants of the decisions of the European Council was proposed.

In this paper, a new MRL assessment approach for a multi-state standby system is considered. The three-state system is backed up with a binary cold standby unit. Given that the system is at a specific state at time t, obtaining the MRL is worth considering in conducting the maintenance and repair plans of the system. For different degradation rates and time points, MRL results are examined. An HCTMP is considered for the degradation. Therefore, when the system is observed to be at its perfect state, the MRL decrease with an increase in all the failure rates of the system. However, when the system is observed to be at its partial state, the MRL is not affected by the increase in the failure rate pertained to the perfect state. The MRL when the system has known to be failed before time t and backed up with the standby unit increases with the time increase whereas the MRL when the system is at its perfect(or partial) state is constant when time increases. Moreover, cost evaluation of the system is analyzed. The results are supported with numerical examples and graphical representations.

System-based research remains an important yet usually outdated and internally contradictory approach in political science and international relations. Based on concepts borrowed from physiology, cybernetics, and general system theory, the system-based approach popularised in the 1960s was cast away as outdated and ill-focused. Despite those systems, the theory was developed in natural sciences, eventually creating a paradigm more applicable to domestic and international politics. The weakest element of past systems (like the one proposed by D. Easton) was that they did not allow for a sudden and catastrophic transformation and lacked emergence. This paper aims to present a model that would allow for the system’s ordinary and catastrophic transformation. The complex adaptive system features were defined using relevant literature on a paradigm of complexity. Connecting it with the propositions of D. Easton, R. Axelrod, and M. Cohen, as well as R. Jervis, such a model was constructed. The theoretical introduction is supplanted with a general case study of the early phases of the Arab Spring in Tunisia. The model mirrors the complex systems’ dynamics, considering the agent-structure problem.

The article discusses the requirements for measurement systems in the automotive industry. Meeting these requirements is possible, among others, through the use of the PPAP procedure, which includes the analysis of measurement systems – the so-called MSA (8 points PPAP). The overriding goal of analyzing measurement systems is improvement. The measurement system fulfills an important function in the production process, because each decision of the operator (assessor) entails a specific benefit or loss for the organization. MSA for non-measurable features, described in this article based on the Kappa method, is used when the product is assessed and not measured (most often there are two categories in the assessment according to the adopted criteria: 0 – non-conforming product, 1 – compliant product).

W niniejszym artykule podjęto próbę analizy zawartości głównych wydań audycji informacyjnych trzech największych nadawców telewizyjnych w Polsce – publicznego i dwóch komercyjnych. Łącznie autorzy przeanalizowali 42 główne wydania „Wiadomości” TVP1, „Faktów” TVN i „Wydarzeń” Polsatu w latach 2014 i 2021 (po dwa środkowe dni z każdego tygodnia sierpnia). W badaniu szczególną uwagę zwrócono na przemiany w telewizji w ostatnich latach, zwłaszcza w kontekście sposobu relacjonowania polityki w mediach i respektowania zasady pluralizmu, który zmienił się po wyborach w 2015 roku. Pod tym kątem skupiono się najbardziej na sprawdzeniu, jak nadawca publiczny realizuje wymogi zawarte w art. 21 ustawy o radiofonii i telewizji.
This article attempts to analyze the content of the main news broadcasts of the three largest television broadcasters in Poland – the public one and two commercial. In total, the authors analyzed 42 main editions of “Wiadomości” TVP1, “Fakty” TVN and “Wydarzenia” Polsat in 2014 and 2021 (two middle days of each week in August). The study paid particular attention to changes in television in recent years, especially in the context of the way how politics is reported in the media and how media respects for the principle of pluralism, which changed after the 2015 elections. In this respect, the main focus was on checking how the public broadcaster meets the requirements contained in art. 21 of the Broadcasting Act (polish media law).

The harsh environmental loads may lead to strength failure in the turbine in an aero-engine. To accurately assess the strength reliability of the turbine under multiple loads, the stress distributions of 41 danger sites of a turbine under thermal, centrifugal, and pneumatic loads were determined by the flow-thermal-solid coupling analysis using ANSYS. Second, based on the flow-thermal-solid coupling analysis and response surface method, the probabilistic analysis model of stress at the danger site was established. And the probabilistic distribution of stress was determined by sampling and hypothesis testing. Finally, the reliability model of the turbine with multi-site damage and failure dependency was established, by which a reliability of 0.99802 was calculated. And the actual reliability of the turbine was 0.99626 determined by the Monte Carlo simulations, which verified the model in precision. The results indicated that the reliability model has a high efficiency and higher precision than the traditional reliability model with failure independence.

To improve comfort and reduce vibrations in the bicycle frame both front and rear shock absorbers are used. The use of traditional shock absorbers increase the weight of the bike and its price. The work characterizes a modern damping system, Softtail type, designed by AG Motors. In this case, the damping element (elastomer) was placed directly in the rear fork. Analyses of polyurethanes of various hardness were carried out in terms of the possibility of using them as a vibration damper. A numerical and experimental analysis of the bicycle frame was performed, adapted to the a new shock-absorber system. Strength, fatigue and impact tests were carried out in accordance with the relevant bicycle standards. Research has shown that the frame bicycle with the Softtail system, meets the requirements of the standards.

Opis:
The safety risk management is crucial for aviation industry companies. Each of aviation organizations (i.e. airlines, aerodrome operators, General Aviation entities, etc.) has different specificity and deals with different factors. Numerous studies on safety risk management have been conducted, however authors of presented paper have seen a need to review one of the its’ numerous aspect - the risk assessment from the perspective of aerodrome operator. The variety of risk assessment tools and techniques gives many possibilities, but can also cause disarray if rules or selection criteria for their use have not been developed. The aim of the article is to present the risk assessment tools and techniques, that may be the most beneficial and useful for selected safety aspects of aerodrome functioning. For this purpose, existing risk assessment techniques and tools were collected and briefly reviewed, as well as their usefulness for the aerodrome operator was verified according to the proposed issues related to the safety of aerodrome operations. Analysis have shown that a manual summarizing and reviewing risk assessment tools and techniques could be useful for aerodrome operators.
