Opis:
What reasons stood behind the instability of the power position of Russia over the last 130 years? This analysis, covering three periods of time: 1890–1913, 1980–1991, and 2000–2020, reveals astonishing similarities of structural economic problems that led to severe economic and socio-political crises. Despite different causes, each time the crisis was triggered by insufficient savings compared to needs resulting from a program of economic modernisation and imperial policy, low competitiveness of industry, and dependence on export of raw materials. These vulnerabilities of Russia became especially apparent under extraordinary circumstances (wars, economic blockades, sanctions).
Co decydowało o niestabilności mocarstwowej pozycji Rosji w ciągu minionych 130 lat? Analiza, prowadzona dla lat 1890-1913, 1980-1991 i 2000-2019, wskazuje na uderzające podobieństwo strukturalnych problemów ekonomicznych, prowadzących kraj do ciężkich kryzysów gospodarczych i polityczno-społecznych. Mimo różnych źródeł, za każdym razem był to niedostatek oszczędności w stosunku do potrzeb finansowych związanych z programem modernizacji i polityki imperialnej, niska konkurencyjność przemysłu oraz uzależnienie od eksportu surowców. Tworzyło to dla Rosji zagrożenia, które ujawniały się w pełni w warunkach nadzwyczajnych (wojny, blokady gospodarcze, sankcje).

Tom zawiera również refleksję na temat znaczenia funduszy europejskich dla rozwoju Polski oraz bilansu korzyści i kosztów członkostwa dla polskiego sektora rolno-spożywczego.
The publication takes a cross-sectional look at the consequences of Polish membership in the European Common Market (ECM). It explores the benefits gained from Poland’s membership in the European Union and estimates the economic results of participating in the ECM: the transfers (structural funds and funds linked to the common agricultural policy), the balance of benefits and costs for Poland resulting from the four single market freedoms: free movement of goods, capital, persons and freedom to establish and provide services. The volume contains reflections on the importance of European funds for the development of Poland, as well as the balance of costs and benefits of the membership for the Polish agri-food sector.

Opis:
The goal of the paper is to present the results of studies concerning the development of a method of implementation of business processes in Smart Cities systems. The method has been developed during studies carried out within the building of a Smart Cities system for Gdańsk, and is based on basic development project management mechanisms (drawing from best practices, and in particular from the RUP methodology) and business-oriented development principles, where the role of business process modeling is crucial for the implementation of functionalities of IT systems.
Celem artykułu jest prezentacja wyników badań nad opracowaniem metody implementowania procesów biznesowych w systemach Smart Cities. Metoda została opracowana w trakcie badań prowadzonych w ramach budowy systemu Smart Cities dla Gdańska i bazuje na podstawowych mechanizmach zarządzania projektami wytwórczymi (czerpiąc z dobrych praktyk m.in. metodyki RUP) oraz zasadach biznesowo zorientowanego wytwarzania, gdzie rola modelowania procesów biznesowych jest kluczowa dla implementacji funkcjonalności systemów informatycznych.

Opis:
This article looks at the problem of measuring economic competitiveness of countries. It begins with describing various definitions of this phenomenon which are sometimes quite vague and close to tautology. The indicators of competitiveness which are most commonly used lack theoretical background, while the results depend on arbitrary choice of variables used for their construction. The author makes a proposal of an alternative way of measuring the competitiveness which is simple and well rooted in the theory. However, given the complexity of the problem, the proposed measurement does not solve all the problems. Its results allow for making the assessment of the development model of Poland and, in particular, formulating a hypothesis that Poland is underperforming in the field of the competitiveness given its level of economic and institutional development.

The objective of this paper is to present the results of research carried out to develop a design method for Smart Cities systems. The method is based on the analysis of design cases of Smart Cities systems in cities, the selection of the city appropriate to the requirements for implementation and application. The Case Based Reasoning method was used to develop the proposed design methodology, along with mechanisms of the conversion of project processes and roles to Rational Unified Processes (RUP). The prerequisite for the proposed method is that the enterprise manager must be knowledgeable about high-level Smart Cities system architecture and the design framework applied. The authors, being themselves knowledgeable about architecture of this kind and about project environments which implement KPI models, propose a generic solution applicable to any environments and system architectures.
Celem artykułu jest prezentacja wyników badań nad opracowaniem metody projektowania systemów Smart Cities. Metoda ta bazuje na analizie przypadków projektowania systemów Smart Cities w miastach, wyborze spełniającego wymagania zdecydowanego na wdrożenie ośrodka i zastosowaniu. Do budowy proponowanej metody projektowania wykorzystano Case Based Reasoning oraz mechanizmy konwersji procesów i ról projektowych do procesów zunifikowanych RUP. Warunkiem stosowania proponowanej metody jest wiedza kierującego przedsięwzięciem o wysokopoziomowej architekturze systemu Smart Cities oraz stosowanych ramach projektowych. Autorzy posiadając wiedzę o takiej architekturze, a także o środowiskach projektowych implementujących modele KPI, proponują rozwiązanie generyczne, które mogą być wykorzystywane dla dowolnych środowisk i architektur systemów.

This paper presents a model of an integration bus used in the design of Smart Cities system architectures. The model of such a bus becomes necessary when designing high-level architectures, within which the silo processes of the organization should be seen from the perspective of its ontology. For such a bus to be used by any city, a generic solution was proposed which can be implemented as a whole or in part depending on the requirements posed by those cities with respect to the construction of such buses. The work is divided into four main parts. The first part presents a model of high-level architectural design processes, using ontologies and a data integration bus, which constitutes the generalized experiences of the authors drawn from the design processes of Smart Cities systems. The second part contains a description of the environment in which Smart Cities systems are developed, illustrated with two guidelines and the implementation processes of these guidelines. In the third part, two components of that environment are identified: the data integration bus and the ontologies of city processes. This is done to demonstrate how Smart Cities systems are designed and to show the processes of the permeation of data and the ontologies of city processes in the creation of a high-level architecture. The fourth section contains a description of how the proposed model is applied in the construction of a common integration bus for data and ontologies. The paper summary presents recommendations concerning the applicability of the proposed model.
W artykule przedstawiono propozycję modelu szyny integracyjnej wykorzystywanego w projektowaniu architektur systemów Smart Cities. Model takiej szyny staje się niezbędny przy projektowaniu architektur wysokopoziomowych (ang. high level architecture), w ramach których procesy silosowe organizacji powinny być widziane z pespektywy jej ontologii. Aby taka szyna mogła być wykorzystywana przez dowolne miasta zaproponowano rozwiązanie generyczne, które może być implementowane w całości lub części w zależności od wymagań miast stawianych w stosunku do konstrukcji takich szyn. Artykuł został podzielony na cztery główne części. W części pierwszej został przedstawiony model procesów projektowania architektury wysokopoziomowej z wykorzystaniem ontologii i szyny integracyjnej danych, który jest uogólnieniem doświadczeń autorów wyniesiony z procesów projektowania systemów Smart Cities. Część druga zawiera opis środowiska wytwarzania systemów Smart Cities zobrazowany dwoma wytycznymi oraz procesami implementacji tych wytycznych. W części trzeciej wyodrębniono dwie składowe stanu tego środowiska: szynę integracyjną danych oraz ontologię procesów miasta dla zobrazowania sposobu projektowania systemów Smart Cities i pokazania procesów przenikania się danych i ontologii procesów miasta w budowie architektury wysokopoziomowej. Część czwarta zawiera opis zastosowania proponowanego modelu do budowy wspólnej szyny integracyjnej danych i ontologii. Artykuł podsumowują rekomendacje dotyczące możliwości zastosowania proponowanego modelu.

The article contains deliberations concerning the modeling of inflationary phenomena on the scale of the national economy on the basis of data provided by the analysis of situation and functioning of enterprises. Proceeding from an assumption about (mostly) cost character of the Polish inflation in the seventies and the eighties, the author analyzes the process of growth of production costs pointing at them as a direct cause behind price increase. The conclusions which can be drawn from attempts at the modeling of inflationary phenomena constitute a statistical confirmation of theses contained in the article. The main conclusions are: existence of a strong inflation loop in the Polish economy causing that price rises do not constitute an effective way of balancing the market; the functioning of the cost formula of prices, which does not provide proeffectiveness stimuli; decisive role of wages in formation of inflationary phenomena and disequilibrium. Hence the necessity of changing the present mechanisms of the functioning of enterprises, and especially the shaping of relationships between wages, labour productivity and prices.
