This paper presents operability guidelines for seafarers on a product tanker which navigates in the Adriatic Sea during heavy weather. Tanker route starts from the Otranto strait in the south to the island Krk in the north of Adriatic Sea. Heavy weather is caused by south wind called jugo (blowing from E-SE to SS-E, sirocco family). Operability guidelines are given based on an operability criteria platform for presenting ship seakeeping characteristics. Operability criteria considered in this paper are propeller emergence, deck wetness and bow acceleration of a product tanker. Limiting values of mentioned criteria determine sustainable speed. Heavy weather is described by extreme sea state of 7.5 m wave height. Wave spectrum used in this paper is Tabain spectrum which is developed specifically for Adriatic Sea. Seafarer’s approach of decisions making in extreme weather is also shown and servers as a guideline for further research of the authors.
W artykule przedstawiono propozycję wytycznych operacyjnych dla żeglugi tankowca na Morzu Adriatyckim podczas pogody sztormowej. Rozpatrywany szlak zaczyna się w cieśninie Otranto na południu i prowadzi do wyspy Krk na północy. Założono, że pogoda sztormowa jest spowodowana przez wiejący z kierunku SS-E wiatr południowy Jugo z grupy wiatrów lokalnych Sirocco. Zalecenia operacyjne zostały opracowane na podstawie kryteriów użytecznych dla osób odpowiadających za wachtę morską. Za takie uznano przede wszystkim: aspekt wynurzania się śruby napędowej, czynnik zalewania pokładu i przyspieszenia rejestrowane na dziobie statku. Wartości graniczne wspomnianych kryteriów określają dopuszczalną prędkość statku. Pogoda sztormowa została opisana przez dopuszczalny stan morza wyrażony wysokością fal (7.5 m). Dla opisu spektrum fal zastosowano kryterium Tabaina, najlepiej opisujące specyfikę Morza Adriatyckiego. Zaproponowane podejście zostanie również wykorzystane przez autora w dalszych badaniach.

The increasing importance of better transport connectivity has indicated the need to develop high-speed road load monitoring technologies. The Belt and Road Initiative (BRI), Silk Road transportation programs considerable have developed the roads and highways networks in Kazakhstan and other Central Asian (CA) countries. Transportation services require proper maintenance and prompt track load monitoring. There is no holistic freight traffic management system that controls and monitors traffic flow in CA. A Weigh in Motion (WIM) technology can be used as an effective traffic management control system in the CA region. The WIM technology is designed to control axle and gross vehicle weight in motion. It has a wide range of applications, including pavement and bridge weight control, traffic legislation and state regulations. The WIM technology has advantages over conventional static weighing as it does not interrupt traffic flow by creating queues at monitoring stations. The WIM technology can be used not only as a weight control tool but also performs a comprehensive analysis of other traffic flow parameters. In cooperation with Korean UDNS experts with suport from KAIA, we test the application of WIM in Nur-Sultan city, North of Kazakhstan, with Siberian-type cold weather. These works create much challenges and innovative approach to test sensors in the harsh environment, from the extreme cold to hot temperatures, with intensive dust distortions. Our Talapker WIM pilot test site was installed in September 2020, and it performs Gross Vehicle Weight (GVW) and Axle of Weight (AOW) analyses. The Talapker WIM High Speed (HS) sensors are capable of detecting different driving patterns, including everyday driving, acceleration or deceleration more than 10km/h/s and eccentric driving (partial contact with the platform to avoid excessive weighting). The pilot Talapker HS WIM site has demonstrated a positive effect on implementing WIM technology in Kazakhstan. Every 10th car passing through the WIM site registered as an overloaded vehicle by gross weighting, and every 5th car is considered overloaded by axle weighting. GIS-based location allocation analysis (LAA) performed in the given study provided an understanding of a practical implementation of WIM sensors. Taking into consideration different geographical data, the WIM site map was developed to reveal 43 suitable locations. Further improvements for the CA road network and their WIM demand points will be the focus of future research investigations.

The 2030 Agenda for Sustainable Development has become the global blueprint for sustainable development. Sustainable development is supposed to change functioning of societies and economies in order to minimize negative ecological effects, at the same time providing for the needs of present and future generations. Due to its functions, transport is indispensable for meeting these needs, but it also generates demand for energy resources and has a negative impact on the environment. Appropriate shaping of transport systems is, therefore, an important element of the transformation of economies towards sustainable development and thus a key task for government policy. Rail is among the most energy efficient modes of transport for freight and passengers. The aim of this article is to assess the development of rail passenger transport in European Union countries on the basis of statistical data in the context of the need to transform mobility systems in accordance with the principles of sustainable development. The analysis of the data shows that the development of rail transport is low compared to road and air transport, which raises questions about the reasons for this fact and the further measures needed.
