This paper offers an analytical discussion on the terminology and timeframes related to the future of shipping. The discussion is based on issues that have surfaced within the Swedish research project Autonomy and responsibility. The paper argues that the concept ‘autonomous ships’ has become an indicator of that seafarers soon will become obsolete – which may have negative consequences for the supply of maritime competence in coming years - and that the proper definition of the term ‘autonomous’ describes something that will never apply to a ship. Ships can be given the possibility, but hardly the full right or condition of self-government. It is argued that ‘smart ships’, or perhaps ‘intelligent ships’, are more appropriate, since these terms describe the current and future state of technology without predicting how humans will prefer to use it. The estimated timeframes for implementation of unmanned ships suggest no threat to the seafaring occupation for coming generation. The content of the occupation will of course change due to the phase of implementation of degree of digitalization, but there will always be a need for maritime knowledge and understanding.

The main goal of the article is to present the problems of the development of autonomous ships and to characterize the most important challenges. The article provides a description of autonomous ships and studies the existing relevant projects. It presents a spectrum of applications and possibilities of unmanned ships in the field of security. Currently, high hopes are placed on the functioning of unmanned ships. They are not only to be more economical but also to contribute to environmental protection. Developing a technology that allows the construction of ships and their safe operation is not the only task faced by enthusiasts of unmanned vessels. It is also important to develop and implement proper regulatory framework that will allow the legal operation of such ships.
Artykuł definiuje funkcjonowanie żeglugi autonomicznej i analizuje istniejące ważne projekty mające na celu opracowanie i wdrożenie odpowiedniej technologii. Opisano problematykę rozwoju statków autonomicznych oraz scharakteryzowano najważniejsze wyzwania. Przedstawiono spektrum zastosowań i możliwości statków bezzałogowych w dziedzinie bezpieczeństwa. Obecnie duże nadzieje pokłada się w funkcjonowaniu statków bezzałogowych. Mają być nie tylko bardziej ekonomiczne, ale także przyczyniać się do ochrony środowiska. Opracowanie technologii pozwalającej na budowę statków i ich bezpieczną eksploatację to nie jedyne zadanie stojące przed entuzjastami żeglugi autonomicznej. Ważne jest również opracowanie i wdrożenie odpowiednich ram regulacyjnych, które pozwolą na legalną eksploatację takich statków

W publikacji przedstawiono najważniejsze zmiany, jakie zostały wprowadzone w szkolnictwie ponadgimnazjalnym zawodowym. Szczególną uwagę poświęcono nowej strukturze programów nauczania – głównie w zawodach z branży TSL – pod kątem odniesień do założeń CSR. Następnie dokonano analizy zapisów tych dokumentów pod względem możliwości wystąpienia zagrożeń w realizacji zapisanych tam celów oraz zadań.
The paper presents the most important changes that have been made in vocational upper secondary education. Particular attention was paid to the new structure of the curriculum - primarily in the competition of the TSL sector - in terms of their new structure and references to the principles of CSR. Then an analysis of the provisions of these documents in terms of the potential risks in the implementation stored there objectives and targets.

Exploitation of new technology has a strong impact on the role of the human maritime professional. New knowledge and new skills are needed. This is a challenge for institutions responsible for education of the maritime professionals. The education system is challenged by the following facts: Firstly, the typical lifetime of a commercial ship is several times longer than the typical age of a generation of a computer-based system or application. Secondly, the graduating student should possess necessary skills and knowledge to work efficiently and safely on board a 30-year-old ship and a brand-new ship with the latest technology. Thirdly, the STCW convention by IMO must be strictly applied in education of seafarers, which makes it difficult for the education institutions to include necessary contents on the latest technology in the curriculum. In this paper, the challenge of education of maritime professionals is discussed and the possibilities of modern simulator technology in testing and demonstration of intelligent shipping solutions and in training of seafarers are presented. Satakunta University of Applied Sciences has established a simulator-based environment, called Intelligent Shipping Technology Test Laboratory (ISTLAB), for development of new applications and for training of maritime professionals to cope with emerging intelligent shipping solutions such as remote monitoring and control of ships and remote pilotage. The structure and functions of the ISTLAB system, remote pilotage as its primary use case, and possible ways of using it in research and education are presented. International co-operation in research of remote pilotage is discussed in the end of the paper.

This paper explores the decoupling trend between GDP and freight volumes in the ECOWAS states to develop short sea shipping model for the ECOWAS sub-region aimed at reducing the cost per transported unit within the sub-region. The research is based on cross-sectional data from ECOWAS countries spanning from 2000 to 2013 and sourced from the ECOWAS Commission and National Bureaus of Statistics of some member countries. The data were analysed using arc elasticity which is a transport demand modelling tool, to determine the level of variations among trade volumes in the ECOWAS sub-region. It was discovered that total freight volume improved proportionally with growth in GDP for most of the periods in the ECOWAS member countries. This is confirmed by the coefficients of elasticity close 1 or higher than 1. In certain periods, however, the coefficient of elasticity of total freight volumes was found to be approximately zero, thus, indicating that considerable potential freights were lost. More stable values have the coefficients of general elasticity below 1. In most of the ECOWAS countries, the coefficients of general elasticity are unstable, both negative and positive values have a range of values (from -43.709 to 52.364). Hence, freight traffic volume and GDP in the ECOWAS region is highly decoupled. This has raised a serious question as to the prudence of continued dominance of road transport mode for intra-regional freight movement in the ECOWAS sub-region. The result of the study revealed a strong correlation between GDP, the population of member states and the volume of freight in the ECOWAS member countries. The research also showed that the development of short sea shipping model in the sub-region would depend considerably on growth in GDP, improvement in the productivity of the population and increase in seaport corridors of the ECOWAS sub-region.

Rapid changes in technologies and digitalization challenges caused by Industry 4.0 with the integration of the AI, machine learning algorithms, internet of things’ technologies, introduction of maritime autonomous surface ships and the development of digital shipping and logistics processes require proper education and training of specialists working in maritime industry to ensure safety and security of people, oceans, goods and environment. The shipping and logistic processes and operations, including the decision-making processes, on the global scale and on the scale of whole-organisation ecosystems become more dependent on the manipulation of data from different unstructured open sources and private data sets, increased amount of data stream from sensorial systems. The specialists working with automated systems need competences to use and interpret special data, engineering and analysis algorithms, and skills in using modelling tools of optimised solutions in shipping and logistics. Educational institutions have to be ready to present effective solutions to educate quickly adaptable specialists able to meet volatile labour market needs able to meet digitalization challenges. The case study of the Lithuanian Maritime Academy (LMA) presented in the paper is based on the use of an integrative approach and work integrated learning with the aim of enabling the educational environment to develop proper competencies of the specialists of shipping and logistics information systems.

This article presents the activities of the European Union (EU) and Poland to develop inland waterways as an environmentally-friendly transport method. The paper presents positive aspects of transferring part of the load from other methods of transport, such as railways or cars, to inland vessels. It shows the level of development of inland navigation in the EU and indicates favorable natural conditions for doing so. The article addresses the issues of the insufficient state of waterway infrastructure in Poland and presents measures to improve it. It also identifies the main EU and government programs seeking to standardize a common transport space of the EU by developing inland navigation.
