Opis:

The aim of this paper is to analyze the possibilities of using evaluation models – developed within the constructivist paradigm – in early education. The author’s field of interest included responsive evaluation, dialogic evaluation, deliberative democratic evaluation, participatory evaluation, empowerment evaluation and stakeholder-based evaluation. Responsive and dialogical evaluation have been found to be particularly useful in early education. The scope of in-depth analyzes is aimed to present the specificity of responsive dialogical evaluations compared to other constructivist models and their distinctiveness from neoliberal evaluations and those subordinated to the gold standard ideology. The content of the second part of the paper is devoted to analyze the problems of designing, planning and conducting programs implemented in early education.

Opis:

Evaluation as way of institutional reflectivity became obligatory instrument in educational practice in Polish school after special ministerial regulation since 7th October 2012. Unfortunately “the instrument” obtained very administrative role and is treated more as a accreditation, audit and control than developmental dialogue and participatory discourse of the educational stakeholders. That is why there are a lot of social, interactive but also methodological reductions that make evaluation process very technocratic without possibilities for learning and supporting internal potentials inside the school’s communities. Discovering developmental features of the evaluation process treated as a kind of educational interaction is a chance for exploring its pedagogical dimensions. At this way evaluation leads to understanding educational values of the schooling process and stimulates its human aspects.

Evaluation culture in Poland is still in its initial phase. We are still far from Anglo-Saxon models of socializing evaluation studies, in which both the researcher - the evaluator and the respondents, managers and others involved have the impact on the design and the course of the research. Social evaluation is a difficult research model, requiring the inclusion of diverse participants. However, its value is directly proportional to the effort put into making it since it gives rise to increased involvement, understanding and utilisation of its results.
Kultura ewaluacyjna w Polsce jest wciąż w fazie początkowego jej stanowienia. Daleko nam wciąż do anglosaskich modeli uspołeczniania badań ewaluacyjnych, w których zarówno badacz – ewaluator jak i badani, zarządzający i inni zainteresowani mają wpływ na projekt i przebieg badań. Ewaluacja społeczna jest trudnym do przeprowadzenia modelem badawczym, wymagającym rozumiejącego włączenie różnorodnych uczestników. Jednak jej wartość jest wprost proporcjonalna do włożonego wysiłku w jej przeprowadzenie. Daje bowiem wzrost zaangażowania, zrozumienia i wykorzystania jej rezultatów.

Opis:

Aim/purpose - The paper explores the issue of building interdisciplinary research teams from the point of view of the evaluation requirements for Polish researchers and research units. The main aim of the paper is to determine the possibility of creating interdisciplinary research teams involving management and economics researchers. Design/methodology/approach - The author searched 30,404 journals. An assumption was made that team creation should reflect the evaluation requirements of several measurement factors of similarity between disciplines, these were duly developed. An analysis of the possibility of developing effective interdisciplinary teams to maximise the possible number of places for publications and points scored was performed and discussed. The analysis was performed by considering all of the scored journals useful for the development of young researchers and well-regarded journals publishing original research prepared by experienced scientists. Findings - The analysis indicates that the relevant journals are not evenly spread among the various scientific disciplines examined. Considering the possibility of finding many shared journals for publication while achieving favourable interdisciplinary research outcomes and scoring a high number of evaluation points, researchers in the fields of economics as well as finance and management and quality sciences should mainly cooperate with researchers in the field of socio-economic geography and sociological sciences. Research implications/limitations - The analysis was based on the Polish national research evaluation system, which may limit the generalisation of the results. Originality/value/contribution - The results presented in the paper may be useful for researchers, research team managers and authorities who run research units and create effective research teams.

Evaluation is like Corporate Social Responsibility deeply involved in institutional, cultural and social values of the real communities. It means that evaluation process is not a “mechanical”, valuefree data assessment , but is an interactive discourse engaged in human interests, attitudes, needs and images. Evaluators are responsible for designing research activity with own type of human relations, but also human rights, with respect to dignity each social group. From this point of view social ethics of evaluation has three dimensions according to responsibility of purpose, a way of conducting and application as a final value of valuing. Ethical aspects of evaluation should be one of the most important feature tested in evaluation practice as a level of evaluation culture in the new model of the knowledge based society.

Opis:

W niniejszym artykule prezentuję miejsce ewaluacji wśród pozostałych form nadzoru pedagogicznego z uwzględnieniem zawiłości definicyjnych pojawiających się w tym obszarze. Omawiam stan prawny ewaluacji w Polsce oraz historię badań ewaluacyjnych od pierwszej do czwartej generacji, wskazując na różne sposoby rozumienia ewaluacji. Prezentując wyniki badań empirycznych, przeprowadzonych we wrześniu 2015 roku, uzasadniam tezę, że rozumienie ewaluacji w szkole jako badania oceniającego utrudnia stosowanie jej w celu wspomagania szkoły. Dzieje się tak, mimo że ewaluacja sama w sobie jest działalnością mającą na celu wspomaganie zainteresowanych nią podmiotów. Podjęty w badaniu problem został sformułowany jako pytanie: Jaki jest stosunek emocjonalny nauczycieli wobec ewaluacji? Jakościowa analiza treści zawartych w wypowiedziach na forach internetowych dla pedagogów pozwoliła wyłonić dziesięć kategorii opisujących nastawienia nauczycieli wobec ewaluacji: ewaluacja jako „narzędzie dominacji”, „bzdura”, „straszak”, „szkoła przetrwania”, „pożeracz kosztów”, „zło konieczne”, „tajemnica”, „droga do rozwoju”, „rozczarowanie” oraz „potwierdzenie – jesteście dobrzy”. Analiza wykazała, że wśród nauczycieli można zauważyć intensywne natężenie nastawień negatywnych, które są związane z pojmowaniem ewaluacji jako oceny. Przyczynami tego zjawiska mogą być: prowadzenie w szkołach ewaluacji zewnętrznej oraz kontroli przez te same instytucje, niezrozumienie istoty ewaluacji przez osoby pracujące w szkołach oraz wyznaczanie poziomów spełniania poszczególnych kryteriów przez szkoły poddawane badaniu. Zagadnienia te wskazują na potrzebę dalszego szerzenia rzetelnych informacji na temat ewaluacji oraz na pożytek płynący z proponowanego oddzielenia instytucji przeprowadzających ewaluację i kontrolę.
The paper presents the role of evaluation in the Polish education system. The system is based on three forms of supervision: evaluation, audit and support. They are described in the context of their complex definitions, different meanings, historical roots and law regulations. The description of evaluation is based on E. Guba’s and Y.S. Lincoln’s conception of four generations of evaluation. Evaluation can be identified as assistance or assessment. Notwithstanding its influence on human’s development, it can be seen as a kind of barrier to advancement. The thesis is that understanding evaluation in school as assessment research inhibits schools’ and teachers’ development.According to empirical research conducted in September 2015, the paper presents the main research problem worded in a question: What is the affective component of a teachers’ attitude toward evaluation in school? Qualitative content analysis of the posts in the three biggest Polish internet forums for teachers enabled ten categories to be distinguished which describe the affective aspect of attitude toward evaluation in the teaching profession. Due to the study, evaluation is seen by them as: “a tool of domination”, “nonsense”, “fear generator”, “survival school”, “costs generator”, “necessary evil”, “a secret”, “way of development” and “certification of good job”. The analysis showed that there are strong negative attitudes and that a negative attitude is often connected with understanding evaluation as the process of assessment. Further research would provide an explanation and recommendations for the modification of teachers’ attitudes toward evaluation in schools.

Opis:

Evaluation as type of judgement aggregation specifies expected or factual effects of a public intervention. The main goal of evaluation in public administration is to support decision-making processes and therefore increase the quality, efficiency and coherence of public help. That aim is supported by three main functions of evaluation: the function of accountability (executing responsibility), the cognitive function and the function of improvement stimulation within an organization. Among the advantages of performing objective and specified evaluations of public interventions one may name improvements in planning, implementing processes, improvements in quality control, supporting learning processes within institutions, strengthening the feelings of partnerships and joint ownership. For those among other reasons a number of international institutions (e.g. European Union) put emphasis on the development of evaluation culture. On the basis of the results of a project carried out by Centrum Ewaluacji i Analiz Polityk Publicznych UJ (The Center for Evaluation and Analysis of Public Policies) several elements occurring frequently in evaluations in Poland that may inhibit the development of evaluation culture have been identified. Those elements are the perception of evaluation among public administration workers, the way party ordering evaluations uses evaluation criteria, the existing procurement law and lack of rules concerning the reception of evaluation report.
Ewaluacja dostarcza informacji dotyczących oczekiwanych lub faktycznych efektów interwencji publicznej. Najważniejszym jej zadaniem jest wspieranie procesu decyzyjnego w administracji publicznej, czego docelowym efektem ma być poprawa jakości, skuteczności i spójności pomocy publicznej. Cel ten jest realizowany przez trzy główne funkcje ewaluacji: funkcję rozliczenia (egzekwowania odpowiedzialności), funkcję poznawczą oraz funkcję stymulowania usprawnień organizacyjnych. Wśród korzyści z przeprowadzania obiektywnej i ukierunkowanej oceny interwencji publicznej wymienia się: poprawę planowania, wdrażania i kontroli jakości, wspieranie procesu uczenia się instytucji, partnerstwa oraz poczucia współwłasności. Właśnie w trosce o zapewnienie tego typu korzyści płynących z poprawnie wykonanej ewaluacji wiele instytucji międzynarodowych dba o rozwój kultury ewaluacyjnej. Na podstawie badań przeprowadzonych przez Centrum Ewaluacji i Analiz Polityk Publicznych UJ można wskazać problematyczne z punktu widzenia rozwoju kultury ewaluacyjnej elementy typowe dla ewaluacji w polskich jednostkach administracji publicznej. Wśród tego typu barier najważniejsze to: 1) podejście do badań występujące u zleceniodawców tych badań, 2) sposób traktowania przez nich kryteriów ewaluacyjnych, 3) obowiązująca procedura zamówień publicznych oraz 4) brak reguł dotyczących odbioru raportów ewaluacyjnych.

The present article provides research data elicited from the leading managers (experts) of a private security concerning the evaluation of competences. The article offers classifications of the security guard competences and an algorithm for the computation of the level of their importance. The findings show the distribution of competences falling into the categories of very important, important, and slightly important competences. Investigation into the correlation of findings indicates that the system for the evaluation of security guards competences ought to be characterised by a larger number of indices under evaluation.

Opis:

Accountability and evaluation have become an integral part of education systems and the day-to-day practice of educators in many countries around the world. The purpose of this presentation is to share an exploration of the links among evaluation, accountability and democracy which draws on the work of the French philosopher Jacques Rancière. It will be argued that evaluation and accountability intertwine not just as a condition for democracy and its improvement but also as a challenge for democracy. Firstly, the notion of evaluation and its relevance to accountability will be outlined. A more detailed outline of accountability will follow in order to present evaluation and accountability as ´explanatory scheme´ (Rancière, 2010); that is, an structure that primarily serves to explain and provide justification. To conclude, connections between accountability and democracy will be discussed and challenges posed by the former one to the latter one are explored.

This paper includes discussions about the issue of evaluating CROs. They are an expression of the theoretical exploration of factors and criteria which may have a significant impact on such an evaluation. It should be noted that evaluation of CROs is an important and complex problem, because today, in the real environment dominated by conflicts and crises, there is a real need to involve some of the resources of third party countries to resolve tensions in unstable areas. The need for a response from multinational forces (national, alliance) is dictated by the dynamics of the changes taking place in the security sphere, the multi-dimensionality of crises and conflicts, and their unpredictability (Iraq, Afghanistan). Today it is emphasised that such a commitment will form the basis of future international relations.

Opis:

The article analyzes modern types of students educational achievements assessment based on secondary schools (summation and molding), defines the functions, specifics, psychological peculiarities of the influence of the above evaluation types on self-esteem and schoolchildren personal self-development. Examples of the use of summative assessment (in different formats of test tasks) have been given, the justification of the expediency of using self-assessment and mutual evaluation, intra-group and inter-group assessment evaluation (within the framework of formative evaluation) during the study of Ukrainian and foreign literature has been presented. Purpose. Based on the practical experience of work, the purpose is to analyze application features of summative and molding types of secondary school students achievements assessment, to outline the psychological factors of their influence on the peculiarities of individual self-development, and show the importance of the collective goal determination at the beginning of classes. Methods. Theoretical (analysis, synthesis, interpretation of literature from the topic of study), studying school documentation, empirical (attending lessons of Ukrainian literature in order to observe the educational process and, in particular, on the course and results of assessing academic achievements of students). Conclusions. Summative (efficient) and formative (auxiliary and motivating) evaluations are important in the formation of competences in students of general educational institutions. Failure to properly evaluate their successes overlaps the understanding of mistakes made by other schoolchildren. The way from self-assessment through mutual assessment to inter-group assessment – is a difficult path of personal growth which is accompanied by the development of critical thinking and formation of such important skills as analysis, synthesis, argumentation, interpretation and values acquisition – attentiveness, tolerance, lenience.
У статті проаналізовано сучасні види оцінювання навчальних досягнень учнів середніх навчальних закладів (формувальне й сумативне), визначено функції, специфіку, психологічні особливості впливу окреслених видів оцінювання на самооцінку та особистісний саморозвиток школярів. Наведено приклади застосування сумативного оцінювання (у різних форматах тестових завдань) і подано обґрунтування доцільності використання самооцінювання, взаємооцінювання, внутрішньогрупового та міжгрупового оцінювання (в рамках формативного оцінювання) під час вивчення української та зарубіжної літератури. Мета дослідження. Ґрунтуючись на практичному досвіді роботи, проаналізувати особливості застосування формувального й сумативного видів оцінювання навчальних досягнень учнів середніх навчальних закладів, окреслити психологічні чинники їхнього впливу на особливості саморозвитку особистості, показати важливість колективного цілевизначення на початку навчального заняття. Методи: теоретичні (аналіз, синтез, інтерпретація літератури з теми дослідження), вивчення шкільної документації; емпіричні (відвідування уроків української літератури з метою спостереження за навчальним процесом і зокрема за перебігом і результатами оцінювання навчальних досягнень школярів). Висновки. Сумативне (результативне) і формативне (допоміжне, мотивуюче) оцінювання відіграють важливу роль у формуванні компетентностей і компетенцій в учнів загальноосвітніх навчальних закладів. Невміння оцінити належним чином свої успіхи суттєво ускладнює розуміння помилок інших школярів. Шлях від самооцінювання через взаємооцінювання до міжгрупового оцінювання – складна траєкторія особистісного зростання. Вона супроводжується розвитком критичного мислення, формуванням таких важливих умінь, як аналіз, синтез, аргументація та інтерпретація, а також набуттям цінностей – уважності, толерантності, терпимості.

The article discusses the importance of evaluation in shaping effective public policies. Its purpose is to answer the question of whether and in what conditions evaluations can be a tool for improving the efficiency of public policies. The article has a theoretical nature and is based on studies of both domestic and foreign literature. The analysis presented in the paper shows that from a theoretical point of view the evaluation (along with its methodology and analytical tools) can be an effective instrument for improving the efficiency of public policies. In practice, however, this efficiency mainly depends on such factors as: the model of governance or the mentality of public administration representatives.

In this paper, a new focusing evaluation method based on local 2/8 center windows is proposed for an autofocusing system. We have proposed an evaluation function which improved the Roberts function with eight-neighborhood or four-neighborhood. The approximate optimal criteria window is selected by a 2/8 rule. Comparative experiments implemented with other methods have shown that the 2/8 rule method not only can find the approximate optimal evaluation window quickly, but also has better generality. This evaluation function of improved Roberts’ function has higher sensitivity and better real-time performance.

Purpose: To evaluate the marital relationships, the thoughts about femininity and sexual identity, and the self-evaluation and changes in the self-esteem of women having a hysterectomy operation, during the period of both before and after surgery. Material and methods: This study was designed according to the principles of the comparative descriptive research carried out between 15 January 2013 – 15 June 2014 at Ondokuz Mayis University, Faculty of Medicine Clinic of Obstetrics and Gynaecology. The power sample size was determined to be 72. The research included 88 contactable women who were admitted to the clinic at the time of the research, who had agreed to participate in the study, and who lived in the province where the research was conducted (as the final tests were done via home visits). A questionnaire form, the Coopersmith Self Esteem Scale, and the Social Comparison Scale were used in the collection of the data. Descriptive statistics and x2 and Paired t tests were used in the data analysis. Results: Changes in the self-esteem of women having a hysterectomy were examined before surgery, one week after surgery, and three months after surgery; while there weren’t any changes in self-esteem one week after surgery, a significant decrease in the women’s self-esteem was discovered three months after surgery (p<0.01). Conclusion: It was discovered that a change in self-evaluation and self-esteem occurs after hysterectomy surgery in women.

This paper describes the manually use of the lazy evaluation code optimization method in the component environments such as Java VM, MS .NET, Mono. Despite the implemented solutions in optimizers, there are occurrences when manual code optimization can accelerate execution of programs. In component environments, due to the optimization performed during JIT (Just In Time) compilation, the code cannot be fully optimized because of the short time available. JIT optimization takes place during execution of the currently used part of the code. That is the reason why the time spent on searching the best optimization methods must be balanced between the program response time and the choice of optimal optimization. This article presents optimization method ending with conclusion to answer in which component environment is recommended to use a given method manually. The presented method is called lazy evaluation.
Artykuł opisuje użycie metody optymalizacji kodu “lazy evaluation” w środowiskach komponentowych (Java VM, MS .NET, Mono). Pomimo zaimplementowanych rozwiązań w optymalizatorach, występują przypadki, gdy doraźne zoptymalizowanie kodu skutkuje przyspieszeniem pracy programu. Optymalizacja kodu jest przeprowadzana podczas kompilacji JIT (Just In Time) w środowiskach komponentowych, dlatego kod nie może zostać w pełni zoptymalizowany. Optymalizacja i kompilacja następuje w momencie wywołania danej części kodu przez aplikację. Skutkuje to ograniczonym czasem, który jest dostępny na poszukiwanie najlepszej optymalizacji. Dostępny czas musi zostać zbalansowany pomiędzy czas odpowiedzi programu, a wybór optymalnej metody optymalizacji. Artykuł zakończono wnioskami, które pozwalają odpowiedzieć na pytanie, kiedy użycie metody “lazy evaluation” jest zalecane.

The main purpose of this paper is to present the preliminary findings of the research focused on the relationship between teachers’ identity processing styles and their attitudes towards external and internal evaluation, as well as teachers’ self-evaluation. This goal allowed for formulating the following research questions: (1) What are teachers’ attitudes toward the three types of evaluation? (2) What are their identity processing styles? and (3) What relationships between the above variables exist? The average was highest on the informational style scale and lowest on the diffuse-avoidant style scale. The study demonstrated a clear differentiation of teachers’ attitudes: from a negative attitude towards external evaluation to a positive one towards self-evaluation. Although the study did not find statistically significant relationships, it contributed to some conclusions on how to study teachers’ attitudes towards evaluation in the future. The research is a step towards finding the factors that positively and negatively influence teachers’ perceptions of evaluation research in their work.

Artykuł prezentuje problematykę ewaluacji nauczania w szkolnictwie wyższym. Każda z trzech części artykułu stanowi próbę odpowiedzi na konkretne pytanie: czym tak naprawdę jest (lub powinna być) ewaluacja zajęć, jak przeprowadza się ewaluację w uznanych światowych ośrodkach akademickich oraz czy opinie wyrażane przez studentów w ankietach ewaluacyjnych są wiarygodnym źródłem danych. W pierwszej części autorzy wyjaśniają pojęcie ewaluacji, zwracając uwagę na fakt, że obejmuje ona nie tylko surowe dane, ale także element interpretacji, oraz podkreślając jej podwójny: formatywny i sumatywny charakter. W części drugiej przedstawiono „dobre praktyki” funkcjonujące w ramach systemów ewaluacji na wybranych uniwersytetach z kręgu anglosaskiego. Autorzy wspominają tutaj o takich problemach, jak: transparentność systemu, triangulacja zbieranych danych, procedury ewaluacyjne, zaangażowanie studentów itp. Trzecia część dotyczy zagadnień rzetelności i trafności ocen studenckich oraz czynników, które mogą wpływać na tę formę pomiaru.
The paper discusses the issue of evaluating teaching in tertiary education. It consists of three parts, each being an answer to one question: what the evaluation of teaching really is (or should be), how it is conducted at well-known universities throughout the world, and whether students’ evaluations of teaching are indeed a valid and important source of data. In the first part, the authors explain the very idea of evaluation, which includes not only raw data, but also interpretation, underlining its formative and summative character. In the second, various “good practices” from Anglo-Saxon universities are presented. Such issues as system transparency, data triangulation, evaluation procedures, student involvement etc. are mentioned. In the third part, the authors focus on the reliability and validity of student ratings, and on factors that may affect this kind of measurement.

In Polish conditions, in many areas, evaluation departs from its more than 100-year-old tradition of social applied research, whose main purpose is to support development. The term “evaluation” is often overused, and a tendency to replace other diagnostic methods, such as measurement, parameterization, accreditation, audit or assessment, with this term is noticed. Control and bureaucratic functions are unjustly attributed to evaluation, while omitting its animation, socializing, motivational and formative potentials. In this way, evaluation loses its reliability and takes the form of sham activities, that is, those which do not achieve the assumed goals, or do not fulfill the assumed functions, although they are carried out in accordance with the intentions of parties.
W polskich warunkach na wielu obszarach ewaluacja odchodzi od ponad stuletnich tradycji społecznych badań stosowanych, których głównym celem jest wspieranie rozwoju. Określenia ewaluacja często się nadużywa, zastępując tym pojęciem inne metody diagnostyczne, takie jak: pomiar, parametryzacja, akredytacja, audyt, ocena. Niesłusznie przypisuje się ewaluacji funkcje kontrolne i biurokratyczne, pomijając jej potencjały animacyjne, uspołeczniające, motywujące czy formatywne. W ten sposób traci ona społeczne zaufanie i przyjmuje formę działań pozornych, a więc takich, które wbrew założeniom nie realizują zakładanych celów ani nie spełniają założonych i określonych jej tożsamością funkcji, choć przebiegają zgodnie z procedurami przyjętymi przez zleceniodawców.

Contemporary system of education becomes more and more dynamic, meets the requirements of transforming reality and responds to demands of the new technics and strategies of development and management. Evaluation is one of such strategies that also changes its functions and undertakes challenges of contemporary system of education (There are four generations of evaluation). Evaluation as a strategy of applied research is something more than measurement of organizational efficiency, it is reflective cognition of social values by responsive character of the evaluation process. That is a model of developmental evaluation that facilitates discussion about how to evaluate the schools experience, transformations and challenges.
Współczesny system edukacji, stając się coraz bardziej dynamicznym i odpowiadając na coraz szybsze tempo przemian rzeczywistości, wymaga równie dynamicznych narzędzi wspomagających jego rozwój. Takim instrumentem jest wykorzystywana coraz szerzej i efektywniej ewaluacja, która również zmienia swoje funkcje, dostosowując się do wyzwań współczesnego świata (generacje ewaluacji). Należy przy tym podkreślić, że ewaluacja to coś więcej niż pomiar skuteczności działań, to refleksyjne rozpoznanie wartości konkretnego działania, w wyniku procesu o charakterze uspołecznionym. Współczesna ewaluacja musi uwzględniać dynamikę ewaluowanych instytucji, zachować elastyczność, podejmując działania na rzecz interakcyjnego postrzegania zależności skutkowo-przyczynowych w procesie ewaluacyjnym. Jest to model ewaluacji rozwojowej, podejmowany w niektórych obszarach systemu oświaty, marginalizowany przez biurokratyczne wymogi sprawozdawczości europejskiej.

Purpose – The article aims to justify the main objectives, indicators and methods of strategic evaluation of enterprise relationships with the economic impact groups. Design/Methodology/Approach – In the article, which is the result of a case study, the methodological basis of the study is fundamental provisions on enterprise development strategy in the context of its cooperation with economic impact groups and methods of strategic evaluation of this cooperation.Findings – Methods of strategic evaluation of enterprise cooperation with the main economic impact groups have been developed.Originality/Value – Scientific substantiation of possible ways of strategic evaluation of enterprise cooperation with internal and external economic impact groups feasibility and effectiveness.Article type – Original paper.

This review addresses the need to evaluate the biological effects of novel foods, how this can be achieved and the role of animal models in this process. The selection of an appropriate model or combination of approaches is most important, together with an awareness of the shortcomings of that particular method. In mammals the gastrointestinal tract not only acts as the site of absorption of nutrients and non-nutrients, but provides a protective barrier between the environment and the body. As such this interface is exposed to relatively high concentrations of the individual chemicals that are dietary components. It is therefore essential to understand how novel foods can change the structure, growth and function of the gut in particular. Effects may be both beneficial and detrimental and have an impact on the function of other organs in the body. However, due to the wide-ranging implications of this broad topic, the discussion here will focus on events within the gastrointestinal tract, in the context of the evaluation of novel foods.

The instrument of evaluation is being more and more valued, and the need to deploy it is perceivable in almost every field of activity. Evaluation should impose rational actions, therefore it has the same importance for the public sector as the market mechanism for the private sector. The visibly growing popularity of evaluation research results from modern tendencies of organization management (among others Total Quality Management, New Public Management), and in the context of the European Union from the increasing role of structural funds. This paper has a survey character and deals with problems of evaluation in the wide perspective. The essential aspect of study is the methodology conducting evaluation of structural fund. In this paper the peculiarities of using different methods during individual evaluation phases have taken into account and preliminarily assessed their usefulness. Author has done the review of literature, legislation and Polish and UE documentation, as well as evaluation reports with the aim of indicating tendency in the application of quantitative data in evaluation.
Ewaluacja staje się coraz bardziej doceniana, a potrzeba jej prowadzenia zauważana jest w niemal każdej dziedzinie działalności. Ewaluacja powinna wymuszać racjonalność działań, jest więc dla sektora publicznego tym, czym mechanizm rynkowy dla sektora prywatnego. Obecna rosnąca popularność badań ewaluacyjnych wynika ze współczesnych tendencji w zakresie zarządzania organizacjami (m.in. Total Ouality Management, New Public Management), a w kontekście Unii Europejskiej z wzrastającej roli funduszy strukturalnych. Niniejsza praca ma charakter przeglądowy i porusza problematykę ewaluacji w szerokim ujęciu. Kluczowy aspekt analizy stanowią zagadnienia metodologiczne związane z ewaluacją funduszy strukturalnych. Autorka dokonała przeglądu literatury przedmiotu, aktów prawnych oraz dokumentacji polskiej i unijnej, a także raportów ewaluacyjnych w celu wskazania tendencji w zakresie aplikacji metod ilościowych w ewaluacji.

Opis:

Mathematical Theory of Evidence (MTE) enables upgrading models and solving crucial problems in many disciplines. MTE delivers new unique opportunity once one engages possibilistic concept. Since fuzziness is widely perceived as something that enables encoding knowledge thus models build upon fuzzy platforms accepts ones skill within given field. At the same time evidence combining scheme is a mechanism enabling enrichment initial data informative context. Therefore it can be exploited in many cases where uncertainty and lack of precision prevail. In nautical applications, for example, it can be used in order to handle data feature systematic and random deflections. Theoretical background was discussed and computer application was successfully implemented in order to cope with erroneous and uncertain data. Output of the application resulted in making a fix and a posteriori evaluating its quality. It was also proven that it can be useful for calibrating measurement appliances. Unique feature of the combination scheme proven by the author in his previous paper, enables identifying measurement systematic deflection. Based on the theorem the paper aims at further exploration of practical aspects of the problem. It concentrates on reduction of hypothesis frame reduction and random along with systematic errors identifications.

Celem niniejszego artykułu jest przedstawienie wyników badania dotyczących oceny i samoceny zajęć z języka angielskiego dla seniorów prowadzonych przez studentów filologii angielskiej w ramach praktyk pedagogicznych. Analiza wyników dowiodła, że sukcesem procesu dydaktycznegojest z całą pewnością dopasowanie stylu nauczania do potrzeb osób w trzecim wieku. Mowa tutaj przede wszystkim o zwróceniu uwagi na rozwijanie umiejętności komunikacyjnych na podstawie słownictwa funkcyjnego oraz prostych struktur gramatycznych niezbędnych do interakcji w życiu codziennym. Nauczyciele pracujący z seniorami powinni także pamiętać o prostych poleceniach do zadań oraz o zdecydowanie wolniejszym tempie zajęć, które pozwala na przetworzenie i zrozumienie informacji w języku angielskim. Znamienny jest również fakt, że wspierająca atmosfera wpływa pozytywnie na wysoki poziom aktywnego zaangażowania słuchaczy UTW, umożliwiając im dzielenie się swoją wiedzą językową w grupie.
The main objective set to the paper is to investigate the most significant factors which ought to be taken into account while teaching third agers. The findings of a study conducted among the English philology students clearly show that the knowledge of senior students’ needs is of pivotal importance, and the success of educational process is based on conscious adaptation of teaching styles. As evidenced in the study, a supportive atmosphere not only helps seniors be more willing to communicate in English, but it also fosters motivation to cooperate actively in different patterns of interaction. What should also be emphasised here is that topics need to be selected precisely to match seniors’ interests, and the choice of vocabulary is to be limited to the functional one. In a similar vein, didactic materials as well as the teacher’s quality of voice emission must be adapted to potential disorders of hearing or sight since third agers require far more time to process and comprehend foreign language input. Nowadays smart phone users can choose between millions of mhealth applications, but the huge selection raises an important question: how should the user choose? The information that is most readily available to the users, such as the star rating in app stores, reviews left by previous users short descriptions and attractive screenshots do not address many points which are important during use How do users know that the application they are downloading is reliable professionally relevant and living up to its promise for example? Several studies have already tried to answer this question and come up with models to help evaluating health applications It is important to note that while applications focusing on more serious health areas are subject to more complex regulations there are fewer rules for lighter topics such as weight-loss fitness smoking cessation or drinking water Thus evaluation frameworks usually created for serious health topic related apps that are easy to use and understand for users can play an important role for the less serious applications as well The purpose of this article is to find and compare these models to identify commonalities and any missing elements In the second part of the article the number one free application in the health and fitness category (considering in-app purchase revenue) MyFitnessPal is evaluated with the selected models It will also be determined how these evaluating systems can be utilized from the users’ point of view for hobby type mhealth apps and if the suggested criteria are available for the average user at all Design/methodology/approach After a literature review was conducted four evaluation models were selected With those one of the most popular apps in the health and fitness category was assessed This approach enabled the evaluation of the usability of the models from end user point of view At the end of the article a common set of criteria is presented based on the models that were introduced and the usability of the evaluation criteria in them Findings The paper points out the many possible angles that can be considered during an assessment of an application Although not all the systems were created for end users all are beneficial to them Each model has criteria that is unique for them and that was not mentioned in other models but there also were similarities Although the authors were familiar with the application that is assessed with the models before the evaluation was started with the various questions from the models lot of new useful information was found At the end of the article a possible useful blend of the assessment aspects is also presented Research limitations/implications The authors of this paper selected various models for investigation but the final selection was based on personal preferences to fit the aim of the article precisely Practical implications Understanding the possible aspects of evaluating a mobile application is crucial for end users especially if the app they are going to use is for health topics Getting familiar with the models and assessing the application with a critical approach will help users to find more reliable research based secure applications Social implications The secondary aim of the article is to raise awareness of the several aspects of using a mobile application A lot has to be considered from end user point of view but also from app provider view to make sure that users have the right information to trust the app Originality/value The value of this paper is that it compares and describes the various methods for application evaluation then it shows a possible blend for end users that would like to use applications more carefully It points out that although there are end user focused models that help assessing an application several other details can be checked that help deciding about an application which are just as important for developers as for end users

Ewaluacja towarzyszy interwencjom publicznym od prawie 100 lat. Przynajmniej od momentu rozpowszechnienia modelu NPM (new public management) nie powinno ulegać wątpliwości, że ewaluację należy traktować jako narzędzie zarządzania i jej rola oraz efektywność powinny być analizowane w tym kontekście. Tymczasem relacja procesów ewaluacji i zarządzania nie wydaje się być szeroko omawiana w literaturze. Niniejszy artykuł jest próbą wypełnienia tej luki. Prezentuje wybór literatury poświęconej zarządzaniu (głównie strategicznemu) i ewaluacji, odnoszącej się do miejsca ewaluacji w cyklu zarządzania interwencją publiczną. Następnie proponuje model ewaluacji jako procesu towarzyszącego zarządzaniu interwencją publiczną, który może stanowić podstawę przyszłych analiz wykorzystania ewaluacji.
Evaluation has accompanied public interventions for almost 100 years. At least since the prevalence of the NPM model evaluation should be regarded as a management tool and its role and effectiveness ought to be analyzed in this context. Meanwhile, the relationship of evaluation and management processes does not seem to be widely discussed in the literature. This article is an attempt to fill this gap. It presents a selection of the literature on management (mainly strategic) and evaluation relating to the place of evaluation in the management cycle of public intervention. Then it proposes a model of evaluation as the process accompanying the management of public intervention, which may be the basis for future analyzes of the use of evaluation.

The article presents the spatial differentiation of tourism attractiveness in the gmiiia of Dubeninki. The author uses two basic methods: an objective ranking method, and an individualised ranking method based on the perceptions of the gmina's inhabitants and tourists. The aim of this paper is twofold. Firstly, I present the scholarly book publications patterns of Polish scholars. Secondly, I show how scholarly book publications are assessed in various European research evaluation systems. Moreover, I argue that the diversity of evaluation models depends on the scientific policy aims in a given country. This presentation of European models allows me to discuss a new Polish science policy instrument, that is the list of publishers prepared for the upcoming evaluation exercise in 2021. In 2018, the Ministry of Science and Higher Education in Poland implemented a new model of scholarly book publication assessment based on the list of publishers. On the one hand, such a science policy instrument might be a way to appreciate the best quality scholarly books and give them more points than articles in the evaluation exercise. On the other hand, it is a so far unknown instrument which differentiates publications that have been treated the same up to date. Additionally, this paper aims to shed some light on how the new Polish model was prepared.

There has been a long-standing discussion in Poland about the efficient and effective functioning of the social welfare and integration system. The transformations it has been undergoing for years in connection with the possibilities of benefiting from the EU funds and as a results of its attempted reforms and rationalisation demonstrate that the issue of professionalising the social worker profession is actually of little interest to anybody, despite the fact that this is a regulated profession with quite a strong presence in the current scientific discourse. If performed in a professional manner, methodical social work is a very important tool which may significantly contribute to increasing the efficiency and effectiveness of social interventions, thereby improving the quality of the public sphere in this segment. In this context, an important role is played by evaluation, understood as analysing the value of a specific action – with reference to social projects and programmes. Of particular importance here is the latest generation evaluation, which makes use of action research, thereby increasing the chances to raise the level of social participation and simultaneously reduce the problem of social exclusion. On the other hand, it is necessary to note the crucial role that evaluation may play in reinforcing and sustaining the professional identity of social workers, especially in the face of the constant changes and reforms of the social welfare system.

Based on literature research 38 urban catalysts were chosen and evaluated using 19 parameters. This shows changes of urban catalysts through history. Four different groups of urban catalysts were framed after analyzing them with the SPSS statistics program. The main task of this evaluation was to better understand the origins of urban catalysts, reasons for their interconnectedness and further outcomes, as well as discover a basis for later city fabric modelling. The observed relation between the configuration of the first point and its influence on the surroundings might suggest a strategy for urban planners and architects in attempting to revitalize abandoned territories or bring economic and social changes to the existing neighborhoods in the future.

Scripting and expression evaluation engines are popular tools in the Java software ecosystem which is understood as any environment using Java Virtual Machine (JVM) to execute code (which does not have to be generated from Java language). With the current, wide-spread popularity of Java and Java byte code compliant languages it means that both: traditional, stand-alone Java programs as well as enterprise systems run on application servers or even systems deployed in microservices architecture can be considered. Expression evaluation engines are often used for purposes like defining document templates, enhancing various static configuration formats with dynamically evaluated snippets or defining data binding for user interfaces. However, most of these solutions employ dynamically typed languages and suffer from limited performance and lack of any concern for security. This effectively makes it impossible to use expression language as a feature exposed to end users. This paper presents a new approach to implementing an expression engine. It uses Scala as the expression language and leverages its static type system as well as its rich feature set to create an expression evaluation engine with expressive and concise language, high evaluation performance and fine grained security control. In the paper we present use case built for the domain of telecommunication networks. In large telecommunication networks one can find hundreds of devices for which configuration has to be updated either periodically or on-demand when a given event occurs. Contents of configuration files may have to be generated dynamically (based on some data associated with a given device). On top of that, since communicatinon networks are heterogeneous environments with hardware delivered by different providers, exact form of each config file may vary depending on a type of a device and its manufacturer. Moreover, as structure and size of telecommunication networks evolve as new devices are added, there is a need to dynamically and remotely support completely new types of devices with a completely new format of configuration. This paper presents how the problem can be solved by using configuration file templates with placeholders that would be filled by some data associated with a given device. Each template is an expression that evaluates to exact configuration file. Performance is crucial (due to size of network) and so is security: the solution should allow to control what kind of configuration and by whom may be applied to devices while still allowing network operators to use a Graphical User Interface to define (or redefine) configuration file templates.

Purpose: The study concentrated on the process of evaluation of public programs currently implemented with the support of European Union funds in Poland. The aim was to show how the evaluation practice was adopted in the regional administration within programming and implementation of Regional Operational Programs 2007–2013 (ROP). The author analysed what types of decisions are primarily supported by evaluation and what functions evaluation serves. Methodology: The quantitative analysis was based on data drawn from documentation of the full population of ROP evaluations completed in 2007 to 2012, which was acquired from 16 ROP evaluation units. Findings: The practice of evaluation was well adopted in regional administration and has grown rapidly in recent years. 236 studies, costing more than 16 million PLN, were completed by the end of 2012. However, most studies were of limited value as they concentrated on the implementation process, not on the effects and justification of intervention. Implications: This study focused on quantitative aspects of the knowledge production process (evaluation reports). It omitted the question of actual evaluation use, which together with evaluation process quality and development of evaluation culture should be a subject of further investigation. Originality: This study was the fi rst review of ROP evaluations in Poland. It went far beyond the scope of data collected previously by the Ministry of Regional Development and proposed novel categorizations of evaluation subjects that may be useful for other than ROP evaluations.

The amendment to the Public Procurement Law (PPL) [7], which came into effect on 19 October 2014, introduced new principles of tender evaluation. The price may no longer be the sole criterion, unless the conditions listed in the PPL occur. The purpose of the article is to analyze the tender evaluation process in the public procurement of works in the situation where contracting authorities are obliged to apply also other criteria apart from price. Undoubtedly, it will result in a reduced number of procedures where price is the only criterion. The paper presents the results of the research illustrating the scale of this phenomenon and the way of using the new regulations by contracting authorities. The paper contains a brief description of legal bases, new principles of applying tender evaluation criteria and the present practice in this area. The article presents the results of the analysis of notices of contracts on works, published in the Public Procurement Bulletin (PPB) [2] after the amendment to the PPL. The analysis focused on the type, number and frequency of applying the criteria and on their weightings in contracts on works concerning different types of building structures. The conducted research shows that the type of the subject matter of the contract does not influence the choice of criteria. The main criteria, apart from price, include guarantee (period and conditions) and time limit for completion. The number of procedures in which price is the only criterion has decreased significantly. The research reveals that in the tender evaluation process regarding contracts on works contracting authorities take practically no account of life cycle costs and do not apply the so-called environmental criteria.

This article addresses the issues involved in monitoring the teaching and learning of science in a changing world. It examines the development of cross-cultural studies of educational achievement, particularly in the field of science, including the theoretical basis of the studies and the models advanced and used in evaluation and more recently in the monitoring of change over time. In addition ten specific issues are identified for investigation into the critical problems facing learning and teaching of science across the world at the beginning of the twenty-first century with particular reference to the PISA studies being conducted by the Organisation for Economic Cooperation and Development.
W artykule omówiono zagadnienia związane z monitorowaniem procesu nauczania w zmieniającym się świecie. Autor podkreśla konieczność rozwoju międzykulturowych badań dotyczacych osiągnięć edukacyjnych, szczególnie w dziedzinie nauk ścisłych. Istotna wydaje się być również analiza podstaw teoretycznych tych badań oraz poszukiwanie najlepszych modeli do ich ewaluacji. W artykule zidentyfikowano 10 obszarów badawczych, obejmujących najbardziej krytyczne na chwilę obecną problemy dotyczące nauczania nauk ścisłych na świecie. Odwołano się w szczególności do badań w ramach projektu PISA prowadzonych przez Organizację Współpracy Gospodarczej i Rozwoju.

The sitting comfort of office chairs with different ergonomic layouts (inferior, superior) was examined. Fifty participants were randomly assigned to a 2 × 5 factorial experimental design with 2 different conditions of ergonomic chair layout (inferior or superior) and 5 different conditions of instruction to explore the chair. Four conditions were created to differentiate between various levels of perceptual awareness and processing of chair-related information (guided exploration and developed evaluation). In a 5th condition, participants remained uninstructed (free exploration and intuitive exploration). Under guided exploration, the participants’ perception of sitting comfort was in line with objective differences in the chair layout. Different conditions of guided exploration, however, did not influence the evaluations. Under free exploration, the participants’ perceptions did not match the ergonomic chair layout. In contrast to participants under guided exploration, they even rated the ergonomically inferior office chair more favourably than the ergonomically superior chair.

The article presents the general description of the waste energy recovery systems in the marine Diesel power plants. Both, the simple as well as the complex recovery systems have been discussed. The substantial part of the article concerns the overview of the evaluation methods of the recovery systems arrangements. There have been presented the rudiments of the thermodynamic evaluation which in the effect provides the material for the determination of the energetic and exergetic efficiency of the recovery systems. The significant issue is also the description of the method of the arrangements economic evaluation, including the method of the determination of the annual profit ensuing from the operation of the waste energy recovery system and the dynamic methods of the economic analysis with the particular emphasis on the investment outlay payback period index. There have been presented the examples of the dependence of the waste heat turbo-generators on the main engine power output, the estimated payback times of the investment outlays incurred in connection with the discussed systems and the payback time of the outlays with reference to the main engine power output in the function of its power output.

W artykule zostały zaprezentowane syntetyczne wyniki przeprowadzonych badań innowacyjności wybranych grup producenckich w aspekcie: kreowania nowej wiedzy, nowoczesności i technologii ICT, intensywności (inwestycji, B+R, innowacji organizacyjnych), produktywności energii, a w konsekwencji uzyskanych efektów.
The article presents the results of a comparative analysis of the innovativeness of selected groups of products that were subject to analysis in one of the research tasks of the "Innovative Systems of Technical Support for Sustainable Development of Economy" Strategic Programme. The synthetic evaluation of the strengths and weaknesses of the innovativeness of selected producer groups of industrial processing was conducted using the European Innovation Scoreboard methods including an original set of indicators proposed by the author. The article presents the synthetic results of the conducted analysis of the innovativeness of selected produce groups in the context of creation of new knowledge, novelty and ICT technologies, intensity (of investment, R&D, organisational innovations), productivity of energy, and the possible consequences of the obtained results.

Cel. Artykuł skupia się na analizowaniu charakterystyk i roli jednostek leksykalnych z elementami ewaluacyjnymi jako najbardziej specyficznych dla wyrażania emocji w dyskursie politycznym. Metodologia. Badania przedstawione w tym artykule są przeprowadzane w ramach badań dyskursowych, które pozwalają badać zarówno parametry językowe, jak i pozajęzykowe kategorii oceny na tle szerszego kontekstu społeczno-kulturowego. Wyniki. Badania wykazują, że leksemy ewaluacyjne są najważniejsze dla pełnienia funkcji współczesnego angielskiego dyskursu politycznego jako środka manipulacyjnego. Ewaluacja obejmuje całe słownictwo języka dyskursu politycznego i jest uważane przede wszystkim za wyraz stosunku mówcy do tematu mowy. Ocena konotacji pozwala politykom wyrazić swoją postawę wobec różnych wydarzeń, a jednocześnie wpływać na opinię publiczności, zatwierdzając lub potępiając niektóre wydarzenia i/lub sytuacje. Główną warstwą słownictwa mającą na celu wyrażenie ewaluacji w dyskursie politycznym są przymiotniki używane zarówno oddzielnie, jak i w ramach cliché. Oryginalność. Wyraźność emocjonalna kategorii oceny została zidentyfikowana jako jedna z cech wyróżniających współczesny dyskurs polityczny. Badania wykazały, że leksykalne jednostki denotujące ewaluację są powszechnie wykorzystywane przez polityków do osiągnięcia swoich celów w zdobywaniu wiarygodności, uwagi, sympatii i zaufania obywateli. Praktyczna wartość. Wyniki badań można rozważyć przy opracowywaniu zaleceń dotyczących optymalizacji komunikacji politycznej w ogóle, nauczania na specjalistycznych kursach angielskiej retoryki, studiowania dyskursu politycznego, prowadzenia debaty politycznej i szkolenia studentów w publicznym przemawianiu.
The article focuses on studying and analyzing the characteristics and role of lexical units with evaluative components as the most specific ones for expressing emotions in political discourse. Methodology. The research presented in this article is performed in the frame of discourse studies, which allows investigating both linguistic and extra-linguistic parameters of the evaluation category against the background of a wider socio-cultural context. Results. The research shows that evaluation lexemes are the most significant for performing the functions of the modern English political discourse as a means of manipulative influence. Evaluation covers the entire vocabulary of political discourse language and is regarded primarily as an expression of a speaker’s attitude to the speech subject. Evaluation connotative component makes it possible for politicians to express heir attitude to different events and simultaneously influence the audience’s opinion by approving or condemning certain events and/or situations. The main layer of vocabulary designed to express evaluation in political discourse are adjectives used both separately and as a part of a cliché. Originality. Emotional expressiveness of the evaluation category has been identified as one of the distinguishing features in modern political discourse. The research has proved that lexical units denoting evaluation are widely used by politicians to achieve their goals in winning credibility, attention, sympathy and trust of citizens. Practical value. The research outcomes can be considered when developing recommendations for optimization of political communication in general, teaching special courses in English rhetoric, studying political discourse, practicing political debate and training students in public speech.
Стаття присвячена дослідженню мовних засобів на позначення категорії оцінки у сучасному англомовному політичному дискурсі. Специфіка об’єкта дослідження як засобу мовленнєвого впливу зумовлює його актуальність. Мета цієї роботи полягає у розгляді особливостей і ролі лексичних одиниць з оцінним компонентом як найбільш специфічних для вираження експресії та емоції у політичному дискурсі. Категорія оцінки виділена у якості однієї з відмінних рис політичного дискурсу. Доведено, що оцінне значення є основним компонентом змісту та слугує вирішальним чинником у здійсненні комунікативно-прагматичної мети впливу.

The paper presents an original evaluation model for innovative research projects that can be used by entrepreneurs and other institutions in the process of project management. The model has two aims: to be a support for the organisations, which plan to submit the project proposal (ex-ante evaluation) and, on further stages of the project (on-going, ex-post, follow-up), to decide if the topics undertaken in the project are worth being continued or terminated. The requirements of the evaluation process from the 2014–2020 perspective are considered in the model as this perspective is directed to companies, although the research institutions also can take part in the projects. The aim of the 2014–2020 perspective is to support companies in developing products that should be successfully implemented in their business activity or on the market; therefore, the evaluation must be performed precisely and carefully, and it should indicate the elements that are compulsory for the ex-ante evaluation, and which must be considered when applying for funds.
Artykuł przedstawia autorski model ewaluacji innowacyjnych projektów badawczych, który może zostać zastosowany przez przedsiębiorstwa i inne instytucje w procesie zarządzania projektem. Model ma dwa cele: być narzędziem wspomagającym dla organizacji, które planują złożyć propozycję projektu (ewaluacja ex-ante) oraz, na dalszych etapach projektu (on-going, ex-post, follow-up), umożliwiać podjęcie decyzji, czy uruchomione tematy należy kontynuować, czy zaprzestać. W modelu uwzględniono wymagania dotyczące ewaluacji w perspektywie finansowej 2014–2020, jako że ta perspektywa skierowana jest głównie do firm, mimo że inne instytucje również mogą brać udział w projektach. Celem perspektywy finansowej 2014–2020 jest wspomaganie przedsiębiorstw w opracowywaniu produktów, które powinny być pomyślnie wdrożone w ich działalności gospodarczej lub na rynku, dlatego też ewaluacja musi być prowadzona starannie i dokładnie i powinna uwzględniać elementy, które są obowiązkowe w ewaluacji ex-ante propozycji projektu.

The main aim of this paper is to present recent knowledge about the assessment and evaluation of low frequency noise and infrasound close to the threshold of hearing and the potential effects on human health. Low frequency noise generated by air flowing over a moving car with the open window is chosen as a source of noise. The noise within the interior of the car and its effects on a driver’s comfort at different velocities is analyzed. An open window at high velocity behaves as a source of specifically strong tonal low frequency noise which is annoying. The interior noise of a passenger car was measured under different conditions; while driving on normal highway and roadways. First, an octave-band analysis was used to assess the noise level and its impact on the driver’s comfort. Second, a Fast Fourier Transform (FFT) analysis was used for the detection of tonal low frequency noise. Finally, the paper suggests possibilities for scientifically assessing and evaluating low frequency noise but not only for the presented source of the sound.

The purpose of the research. The purpose of the research is an examination of evaluation and evaluative approach as the technology of innovative rise of education quality in the aspect both management of the school and improvement of teaching and educational process. Methods of the research. Generalization and comparison method was used for defining the content and the role of evaluation in modernization of inclusive educational environment. System analysis method was used to determine the specificity of the evaluative research of the system of inclusion. Comparative analysis method was used for identification of the peculiarities of general education for healthy children and kids with special educational needs. Results. It is important to determine the real social value of the results during the evaluation of inclusive education which means that they have to correspond to social norms, values, expectations from this activity and to the expenses of the subject for its realization. The level of satisfaction can be estimated during the evaluation as the systematical examination of the quality of education. The evaluation is the mechanism which orients the teaching of the disabled students, having in mind the vector of international standards, national system of quality and level of school development and because of its basic characteristics such as pragmatism, dialogueness and intellectuality. Because of such variety of standards the evaluative approach allows to establish democratic values in all areas of activity of the school, to open up innovative creative potential, to form active life position of all participants of teaching and educational process.

To test the reliability of the evaluation of musical performances by musical experts, the protocols of the jury of an international music contest have been subjected to statistical analysis. The object of the analysis were 2156 jurors’ points and rank ratings, given by 28 members of the jury, assessing 77 different performances of one of Fryderyk Chopin’s polonaises, evaluated during the first stage of an international music competition. The analysis revealed the following: 1. very large interpersonal (inter-rater) differences of the jurors’ ratings, 2. despite these differences, there was a very high level of statistical significance of the inter-rater agreement (p<.ool) of the jurors’ evaluation, 3. despite the high level of statistical significance of inter-rater agreement of the evaluation of musical performance, this accounts for only 1/3 of the general variance of ratings. Conclusion: individual ratings of musical performance are not a reliable measure of musical achievement, even when given by music experts of the highest level.

In this way the space surrounding us and its sequences remain disregarded. Therefore, there is a need to work out such a method of investigation which will satisfactorily include all three dimensions.

Albanian efforts to fulfill European standards and norm in its Public Administration and service delivery, are becoming a research argument for academics and practitioners as well. Even if significant efforts have been made in this direction there is still a gap in analyzing the link between the communication process which creates and delivers the public service, effect of the used tools in service provision and delivery, the performance evaluation of this sector and the future of the sector itself affected by the intersection of these factors. This brings a great necessity to watch very close those evolutions, processes and the impacts they have in the Albanian social tissue. At the same time, it is very important to understand what streamline has been followed till now by micro and macro huge progresses which have affected the systems, the relations between pairs which not necessarily are being expressed in standards. There is no sustainable change or improvement, if they aren’t built at the cellular level, and when we talk about the state, institutions and citizens, the way they relate, if it is standardized or not by laws or procedures, it becomes the most important reading that we must do to understand the substratum of those progresses. Relations, communications and the future of the communicative situations between citizens and public operators including the public administration during the public service proceedings, indicate the quality and sustainability of Albanian evolutions in social view, as well as the forecasting we can do regarding their impact in the future. Tools by which strategies have been applied, seems to affect the process as well as affect pairs perception of fairness, justice and low conformity. This oblige us investigate about effects and impacts they have had during the service proceedings. We may judge the transparence’s perception related to how much equal citizens consider they are being treated by public operators, what’s its influence in trust climate, notably on the citizens trust towards public administration, whose salaries are being paid by public and who theoretically must carry over public interest. We may, as well, investigate the impact that this variable has had in the new dimension of accountability which is a strong indicator of the evolution of public administrations in Albania, showing how the way public services are being delivered and how much the public itself is actually ruling through a careful reading of the communications hold between them and public administrations.

The paper discusses the importance of student-generated feedback, that is, peer feedback and self-assessment in public service interpreter training. The importance of peer feedback and self-assessment is widely recognised in teaching and learning and benefits include: promoting analytical and critical thinking skills, students’ active participation in the learning process, promoting a collaborative model of teaching and learning, students’ responsibility and autonomy, to name but a few. However, their beneficial character can also be observed in public service interpreter training. The aim of the pilot study conducted among trainee interpreters (MA students) of public service interpreting course was to examine interpreting quality and compare positive (strengths) and negative aspects (weaknesses) of trainee interpreters’ performance identified by them by means of peer feedback and reflection (self-assessment). The trainees participated in simulated public service interpreting sessions and later were asked to reflect on their own as well as their peers’ performance. As seen from data analysis, there are discrepancies between peer feedback and reflection in the perception of students’ strengths and weaknesses and a negative trend can be observed in the case of reflection.
Dieser Artikel soll die Schlüsselrolle der Evaluation durch Studierende, d.h. der Selbstevaluation (reflective practice) und der Peer-Evaluation (peer feedback) in der Didaktik des Dolmetschens hervorheben. Als Vorteile der Selbst- und Peer-Evaluation im didaktischen Prozess kann Folgendes genannt werden: Förderung des kooperativen Lernens, Einbeziehung und Aktivierung der Studierenden, Entwicklung kritischer und analytischer Denkfähigkeiten sowie Erhöhung der Autonomie und Verantwortung der Studierenden. Ziel dieses Artikels ist es, die Ergebnisse einer Pilotstudie zur Wahrnehmung der eigenen und fremden Übersetzung im Hinblick auf die Übersetzungsqualität vorzustellen, sowie die Stärken und Schwächen der Übersetzung vergleichend zu analysieren, auf die die Studierenden mittels der Selbstevaluation (reflective practice) und der Peer-Evaluation (peer feedback) verwiesen haben. Die Untersuchung wurde unter Studierenden der englischen Philologie (Fachrichtung: Übersetzungswissenschaften) im Unterricht im Gerichts- und Behördendolmetschen durchgeführt. Die Ergebnisse zeigen, dass es signifikante Unterschiede zwischen der eigenen Evaluation der Übersetzung und der Peer-Evaluation gibt. Im Fall der Selbstevaluation herrschen negative Urteile vor, wodurch eine Tendenz der Studierenden zur Selbstkritik zu beobachten ist.

Einführung und Ziele: Die polnischen Fremdsprachenlehrer sind eigentlich frei in der Wahl der Lehrwerke. Das, was ihnen deutlich vorgeschrieben wird, sind die Unterrichtsstufen (A1, A2, B1, B2, C1, C2), auf denen der Lehrprozess realisiert werden muss. Da aber das Lehrbuch eines der wichtigsten Elemente des glottodidaktischen Gefüges ist, von dem im hohen Grad die Unterrichtsergebnisse abhängen, ist die Begutachtung des Lehrwerkes und dessen Wahl eine wichtige Handlung des Fremdsprachenlehrers vor dem Beginn des Fremdsprachelehrens. Materialien und Methoden: Das Studium der Gegenstandsliteratur, die durchgehende, evaluative Diagnose und das Beobachten der glottodidaktischen Praxis, sowie die Verallgemeinerung der besten praktischen Erfahrungen in diesem Bereich. Ergebnisse: Um dem Fremdsprachenlehrer die Wahl des Lehrwerkes zu erleichtern, wurde ein Katalog von Evaluationskriterien erarbeitet, der in diesem Artikel in deskriptiver und tabellarischer Form dargestellt wurde. Fazit: Die auf Grund dieser Kriterien durchgeführte Beurteilung der fremdsprachlichen Unterrichtsmaterialien soll dem Lehrer helfen, die Wahl eines der Unterrichtssituation adäquaten Lehrbuches zu treffen.
Introduction and aim: Polish language teachers are in principle free to choose the manual. Imposed on them are primarily educational levels (A1, A2, B1, B2, C1, C2) which must be implemented learning process. Because the book is one of the most important elements of the glottodidactic system from which are highly dependent on the learning outcomes, evaluation and selection manual is an important step language teacher before teaching in a foreign language. Material and mathods: Study of secondary literature, longitudinal evaluation diagnosis, observation of glottodidactic practice and summarize the best practical experience in the field. Results: To help teachers select the manual was developed evaluation criteria catalog, which this article was presented in a descriptive and tabular. Conclusion: Carried out on the basis of these criteria, evaluation of materials for teaching a foreign language will help the teacher to choose the manual tailored to the particular teaching situation.

Quality evaluation is very important for haptic rendering. In this paper, an objective evaluation method for a haptic rendering system based on haptic perception features is proposed. In the method, the haptic rendering process is compared to the real world perception process in a simple standardized procedure based on feature extraction and data analysis. A complete evaluation process for a simple haptic rendering task of pressing a virtual spring is presented as an example to explain the method in detail. Compared with the traditional objective method based on error statistics, the method is more concerned about the consistency of human subjective feelings rather than physical parameters, which makes the evaluation process more consistent with the haptic perception mechanism. The results of comparative analysis show that the method presented in this paper is simple, gives reliable results reflecting the consistency with subjective feeling and has a better discrimination ability for different kinds of devices and algorithms compared with the traditional evaluation methods.

The paper presents the problem of designing transportation system for goods distribution with usage of multicriteria decision supporting method. The general characteristic of transportation system as an element of distribution system was presented. Moreover, the distribution system was identified as a one of the most important elements of supply chain which aims in making products available in place and time matching client needs. In further part the problem was mathematically formalized to optimization task. Analyzing the problems of modeling conveying system forces claim that decisions taken within area of transport organization consist in solving complex decision problems. Complexity follows from the demand of best decision according to many aspects. Solution must ensure othe best realization of all partial criteria (aims) taken into account during decision making process. The article contains characteristics of methods of multicriteria evaluation with regard to short literature review. The emphasis was placed on ELEKTRA and MAJA methods which can be applied in the evaluation of complex decision problems in transportation systems. The last part of the article is verifies of presented issues by tneans of numerical experiment.

Based on a sample of comments gleaned from the Onet.pl portal, the author discusses positive and negative evaluations (axiological charge) found in internet language, and she examines some of the language devices used in such evaluations. In internet comments, it is definitely negative evaluation that prevails, and the positive evaluation of a single object creates only a background for a negative object. Samples which encode aggression and insults can also be found in the data. In the material under inspection, Internet users mploy all sorts of language devices used in an evaluative function; most of them are illustrative of economic, social and ethical values. Along with these values, emotions are also frequently expressed. Internet users resort to all sorts of language devices to signal evaluative functions, a number of them are marked and illustrate a colloquial style.

Opis:

The article presents the review of literature on the notion, elements and factors influencing development of evaluation capacity. Analysis of practical examples allows to indicate the key factors contributing to development of evaluation culture. Experiences of many countries show that predominant motive to introduce evaluation practice is an outside pressure, as a precondition of external financial support (the World Bank, the European Union). However, in those countries evaluation practice proved to be less developed and durable. International research suggests that countries which introduced evaluation as a consequence of internal forces, connected with reforms of the public sector, developed mature and durable evaluation culture.
Artykuł przedstawia przegląd literatury dotyczącej pojęcia, najważniejszych elementów oraz czynników rozwoju potencjału ewaluacyjnego. Analiza przykładów pozwoliła na określenie najważniejszych czynników przyczyniających się do budowy kultury ewaluacyjnej. Doświadczenia wielu państw wskazują, że częściej występującym motywem wprowadzenia ewaluacji jest presja z zewnątrz, jako warunek otrzymania wsparcia od międzynarodowych organizacji (Banku Światowego, Unii Europejskiej). Jednakże praktyka ewaluacyjna jest tam zwykle mniej trwała. Wyniki międzynarodowych badań sugerują również, że państwa, które wprowadzają i rozwijają ewaluację w rezultacie wewnętrznej motywacji związanej z reformą sektora publicznego, częściej osiągają dojrzalszą kulturę ewaluacyjną.

The problem discussed in the article refers to a wider context of the empirical research realized within the doctoral dissertation. The research aims at proving the influence of the educational evaluation of the intercultural competence on the development of personal communicative competence of the first year students of French in the College of Foreign Language at the University of Adam Mickiewicz. The evaluation of the competence was conducted in the institutional conditions with the use of traditional media materials in French and Polish. The article introduces the concept of the educational evaluation of intercultural competence. The author also presents the results of the empirical research from its initial phase. The main focus is on the issue of students' metacognitive readiness to perform this type of evaluation. The article aims to show that the positive role of the educational evaluation of intercultural competence in developing personal communicative competence of learners depends to a large extent on the level of metacognitive awareness they managed to reach.

Opis:

Novadays the success of the military operations largely on the domination in the airspace. Although the traditional air threats, fixed wing and rotary wing aircraft, are still useful and formidable, the 21st century proliferation trend includes unmanned threats such as: tactical ballistic missles, cruise missles, unmanned aerial vehicles or rocket artillery and mortars munitions. Technological transformation from manned to the unmanned aircraft and their armaments makes more and more often to be expected with new, previously rarely evaluated air threats. This situation prompted the author of the article to review modern military air constructions and the concept of their use in both warfare and asymmetrical conflicts. This writing presents also methods of enemy air threat evaluation which are used in the decision-making process, focusing on the three essential: normative, capacitive, and objective one.

Opis:

The aim of this article is to assess critically institutional and policy arrangements for evaluation within Lithuanian public administration in order to manage the support of the European Structural Funds and the use of evaluation requirements of EU structural funds as a limited cased study. What has been changed in the administrative arrangements of EU Structural funds support during the two programming periods 2004-2006 and 2007-2013? A key research question is to assess administrative arrangements for evaluation within Lithuanian public administration in order to manage the support of the European Structural Funds and use of evaluation requirements of the EU structural funds as a limited case study to map how these arrangements are or are not developed, and isolating the key explanatory factors. Methodologically, we used semi-structured qualitative interviews and quantitative online surveys of officials, academics and evaluators. The research results show that isomorphism and donor-oriented evaluation dominates in the evaluation system of the EU Structural and Cohesion funds. Lithuania transfers the elements necessary for support evaluation to the public administration systems. From the intervention approach, supporting many programmes and projects, there is a change to the approach based on long-term planning, programming and consulting with the stakeholders. The current paper covers three significant topics (a) the evaluation of the EU Structural support to Lithuania; (b) the institutional and policy arrangements for evaluation within Lithuanian national government; (c) evaluation capacity for public policy evaluation within Lithuania. The research itself contributes to the spread of evaluation theory and practice in the new EU member states. State officials will be able to learn and compare the implementation of evaluation in other member states, what aims were reached, what the scope and significance of evaluation is dependent on evaluation coordination and system centralization-decentralization and what the influence of cultural aspects on evaluation implementation is. The evaluation community could learn about the differences of evaluation systems, possibilities and restrictions, the applied evaluation methods and means of evaluation quality management in order to work in a certain market.

Opis:

A technological quality method was used to compare two methods of sodium tripolyphosphate (STPP) production. The first method was the classic spray method (CM) and the second was a dry single-stage method (DSM). The assessment criteria were environmental, based on Life Cycle Assessment (LCA) evaluation and economic, based on production costs. The technological quality assessment of CM was 6.5% lower in comparison to DSM. LCA environmental analyses showed that the partial environmental quality of DSM was lower by only 4.4% compared to CM. Partial economic quality was lower by 10.3%, mainly due to the lower energy costs (on average 52%) for DSM. The advantage of the new DSM method is the technological progress achieved, mainly due to the application of new technology, design, and apparatus solutions; thus, the basic elements of the activities proposed in the methodology allow for cleaner STPP production.

W artykule autorka nawiązuje m.in. do satysfakcji respondentów ze studiów, oceny poziomu wiedzy i umiejętności uzyskanych w toku studiowania oraz ich przydatności na stanowisku pracy, a także antycypowanego przebiegu kariery zawodowej.
The article presents a fragment of the author’s own research into students’ evaluation of their vocational preparation. The research was conducted in April 2013 and included a group of final year post-graduate MA students of pedagogy with rehabilitation major and with the major of pedagogy of work combined with HR management (Kazimierz Wielki University in Bydgoszcz). The article refers to e.g. respondents satisfaction with the studies, their evaluation of the knowledge and skills levels achieved in the course of their studies and their usefulness at work as well as the students’ anticipated career path.

The purpose of this article is to introduce a new analytical framework dedicated to measuring performance of recommender systems. A standard approach is to assess the quality of a system by means of accuracy related statistics. However, the specificity of the environments in which recommender systems are deployed requires paying much attention to speed and memory requirements of the algorithms. Unfortunately, it is implausible to assess accurately the complexity of various algorithms with formal tools. This can be attributed to the fact that such analyses are usually based on an assumption of dense representation of underlying data structures. In real life, though, the algorithms operate on sparse data and are implemented with collections dedicated for them. Therefore, we propose to measure the complexity of recommender systems with artificial datasets that posses real-life properties. We utilize a recently developed bipartite graph generator to evaluate how the state-of-art recommender system behavior is determined and diversified by topological properties of the generated datasets.

Proposals of the technological evaluation of structure of special handles were presented. Quantitative criteria of the evaluation of functional and technological features were adopted, mainly in the aspect of the assembly of the instrumentation. The suggested method can be particularly useful in designing technical objects by less experienced or in the process of education of mechanicstechnologists.

The conception of durable and sustainable development has been created on the ground of the crisis in the European agriculture. The construction of the tools and models for the estimation of farms sustainable development level is necessary in foreseeable future in Poland. The mythological trial of systematization of the principal indicators groups on this estimation is presented in this paper.
Celem niniejszej pracy jest próba systematyzacji i zdefiniowanie kryteriów oceny stopnia zrównoważenia produkcji w gospodarstwach rolnych. Autor określa podstawowe grupy parametrów i cele szczegółowe, które powinny być brane pod uwagę. Praca przedstawia wstępne wyniki badań nad ustaleniem indykatorów zrównoważonego rozwoju i na tym etapie rozważań, w założeniu autora, ma służyć głównie przybliżeniu problematyki i wywołaniu dyskusji na temat projektowania gospodarstw ukierunkowanych na zrównoważony rozwój. Problematyka jest ważna - w raporcie Konferencji Narodów Zjednoczonych na temat Środowiska i Rozwoju, Agenda 21 (rozdz. 40), zaleca się ustalenie wskaźników trwałego rozwoju, by umożliwić podejmowanie decyzji i kontrolować ich zgodność z zasadą trwałego rozwoju.

The paper addresses complex evaluation of safety culture in Slovak manufacturing enterprises by utilizing specific determinants. To accommodate conditions of enterprises in Slovakia, a specific research method was developed for the study of safety culture, which can also be used for manufacturing and non-manufacturing enterprises. We have selected the questionnaire method. Due to the scope of the research, we have defined ten determinants, which form the basis for evaluation of safety culture elements. When determining the level of the specific ten determinants of safety culture, we studied interdependence between the enterprise’s industry, its size (small, medium, large) and points assigned to each determinant. The results of the study are evaluated using a 3D point graph. The discussion shows parts that were evaluated the highest or lowest and outlines suggested approaches to improve the current state.

Is it possible to find any specificity of research carried out by psychologists in their own country, justifying publication also in their native language? The question posed by Brzeziński (2014) requires considering different types of psychological research: studies regarding universal issues have to be diffused in a shared scientific format and in an international language, while studies regarding specific applicative aspects, linked to particular contexts, can be published in a language easily accessible to the psychologists living in a specific country. This kind of research and publication, if conducted with correct methodology, should not be considered of secondary scientific value. As regards the question of what indices should be used to determine a psychologist’s position in world science, I will discuss the assumption of “objectivity” in this kind of evaluation: objectivity is very difficult to obtain using numeric criteria, while pre-determined scientific and teaching criteria and thresholds could be more suitable to achieve a full evaluation for habilitation or for other scientific or academic purposes. As regards reactions to scientific pathologies such as fabrication, falsification, or plagiarism of data, meta-analysis based on cumulative research on research could permit to detect unexpected outliers and to discover “file drawer effects,” allowing replications and enhancing respect for scientific rules and ethics.

The objective of the qualifying evaluation is to confirm whether nominated auditors are still appropriate for doing their job. The evaluation also provides important information for auditors on how their supervisors perceive the way they perform their duties, and guides them on what should be improved, and on how to achieve a better quality of their work. However, there is no close connection between the qualifying evaluation and auditors’ career. The law only regulates the consequences in the case of two negative evaluation results in a row. A positive evaluation, even the best possible, does not guarantee any concrete benefits. Opis:

Port shoreline resources are the basis of port and shipping development, and its assessment method has become one of the hot issues in port research. On the basis of constructing a reasonable index evaluation system, this paper constructs the fuzzy evaluation matrix based on the triangular fuzzy analytic hierarchy process and constructs the fuzzy evaluation matrix by using the fuzzy comprehensive evaluation method, and obtains the maximum membership degree of the port shoreline resources. Compared with the traditional port shoreline Resource evaluation methods, the new one got more advantages in objective and quantitative. Finally, Combined with the Nanjing section of the Yangtze River as a case for verification, the results show that the model can accurately solve the problem of resource evaluation of port shoreline.

Opis:

The paper describes the connections between cultural anthropology and educational evaluation. It starts from the history of anthropologically oriented educational evaluation, when a qualitative-oriented approach emerged from a dominant, post-Tyleran tradition. It analyses connections between anthropological evaluation and anthropological paradigms, in particular the phenomenological one. The next section explores the notion of culture, a central category for ethnographic research, making anthropological evaluation distinctive from other research using a qualitative methodology. It presents the discussion about the notion of culture and the meaning of an inclusive approach to the research on school cultures. The third part describes distinctive features of anthropological evaluation, contrasted to the “traditional” anthropology. In the fourth part, conclusions from a postmodern critique of the linguistic turn are described: involvement in the power/knowledge relationships, an ontoepistemological status of collected data, fluidity and ambiguity of the evaluator’s roles. The next section covers probably the most obvious aspects of anthropological evaluation – the methodological implications. The last, sixth part presents challenges for doing evaluations in anthropological settings: keeping the integrity of the roles, reflecting on the biases, limitation in influence on change, “competition” with the postpositivist approach, and logistic difficulties.
Artykuł jest próbą zarysowania związków między ewaluacją edukacyjną a antropologią kultury. W pierwszej części przedstawiono początki rozwoju ewaluacji zorientowanej antropologicznie, od wyodrębnienia się nurtu badań jakościowych z dominującego podejścia osadzonego w Tylerowskiej tradycji począwszy. Przeanalizowano także związki ewaluacji antropologicznej z antropologicznymi paradygmatami, w szczególności znaczenie nurtu fenomenologicznego. Kolejna część została poświęcona kategorii kultury, centralnej dla badań etnograficznych i ewaluacji antropologicznej, wyróżniającej się spośród innych nurtów sięgających po metodologię jakościową. Przedstawiono dyskusję dotyczącą pojęcia kultury i znaczenie inkluzywnego podejścia do badania kultur szkoły. Część trzecia zawiera omówienie cech dystynktywnych ewaluacji antropologicznej, rysowanych w opozycji wobec „tradycyjnej” antropologii. W części czwartej omówiono wnioski wynikające z postmodernistycznej krytyki okresu zwrotu lingwistycznego: kwestie uwikłania w relacje władzy/wiedzy, ontoepistemologicznego statusu gromadzonej wiedzy oraz płynności i wieloznaczności ról ewaluatora. Kolejna część poświęcona jest zapewne najbardziej oczywistemu aspektowi ewaluacji antropologicznej, czyli metodologicznym implikacjom dla uprawiania ewaluacji edukacyjnej. W ostatniej, szóstej części przedstawiono wyzwania związane z realizacją ewaluacji w nurcie antropologicznym: utrzymania integralności ról, urefleksyjnienia przedsądów, ograniczeń w inicjowaniu zmiany, „rywalizacji” z orientacją postpozytywistyczną i trudności logistycznych.

Aiming at a closed-loop water system of HVAC engineering, the authors put forward an evaluation method of systems' stability based on sensitivity. It has three evaluating indexes: [alfa] - the summation of flow changes in other subcircuits influenced by resistance change in a certain subcircuit [Beta] - the summation of flow changes in a certain sub circuit influenced by resistance changes in other subcircuits; [gamma] - average [Beta] (or [alfa]) value of each subcircuit, reflecting the strength of regulating interference between subcircuits. The method is used to analyze the stability of a reverse return system (RRS) and a direct return system (DRS). The DRS subcircuit farthest from the heat source and the middle RRS are the least stable. Stability of the whole RRS is inferior to that of the DRS.

Coastline is one type of valuable non-renewable resources. From the perspective of economic theory, it can gather population, promote traffic construction, and then improve the level of international trade. The research object of this paper is the coastline resource in Dafeng area. Firstly, we have a brief summary of the existing coastline evaluation literature, then introduce the location and natural attributes of the coastline resources in Dafeng. Following that, the Analytic Hierarchy Process (AHP) model is used to build the economic evaluation index system based on the characteristics of coastline in Dafeng. Specially, this index system consists of 6 factors, and a total of 41 detailed indicators were chosen including water depth, GDP, etc. On this basis, we use the assignment method to quantify the weight of each index, and calculate the comprehensive score of coastline resource by using the YAAHP software. The final conclusion is as follows: The total score of economic evaluation of coastline resource in Dafeng is 0.87. Therefore, the coastline resource in Dafeng will eventually be constructed a unique coastal economic zone, where the implemented port industrial projects will include shipbuilding, logistics, mechanical processing etc.

Background. There are many methods how specialists can evaluate return of online marketing activities. Most of the methods out there are designed for versatile use, but each online marketing tool has its own unique specific metrics that should be taken into account when measuring the return of marketing activities. The Authors believe that the methods designed to evaluate online marketing activities should also be more specific. Hence, the Authors believe that more specific online marketing revenue determination methods should be proposed. Objectives. The aim of this paper is to propose a formula that can be used to evaluate the return of social media activities while taking into account different consumer purchase decision stages. Methodology. To achieve the aim of this paper, following research methods were used: theoretical literature analysis, expert surveys, grouping and statistical analysis methods. Data. The proposed formula was based on the data that was collected from theoretical literature analysis and expert surveys. Results. The main result of this paper was to propose a formula, which can calculate the return of social media activities while taking into account different consumer purchase decision stages. Main contribution of the paper. This paper offers a new approach to evaluating the return of social media activities, depending on which purchase decision process stage online marketing activity was meant to influence. This paper can be used as a basis for further research where social media activity revenue evaluation methods are discussed. Marketing specialists can use this paper as an example of how to evaluate the return of social media activities.

This paper presents the outline of the valuation method of development projects in which there are real option situations. The proposed method takes into account the dependence of the project as a result of two independent random economic factors, which are called state variables. Based on binomial trees, and uses multicriteria dynamic programming. Its use should allow not only to make the right decisions about the project, but also to support decision making during its implementation.

The purpose of this paper concerns the relation between delivery of electronic services (e-services) and evaluation of public administration performance. Public sector organizations should pay attention and determine the strategies to be followed in order to increase the satisfaction of citizens and businesses in relation to delivery of electronic services. The study aims to review the demands toward progress to the competitiveness, the sustainability, efficiency and effectives in public administration that have rapidly enforced the wide reforms in the public sector, in order to modernize the initiatives to offer better electronic services for the citizens. The article aims to present that the transformation process toward providing electronic services to the citizens should be assessed continuously, in light with challenges, demands and process of globalization, in order to strengthen the capacities of public administration and make it more efficient. In this regard, the regular evaluation and measurement of the public administration performance leads toward the promotion of enhanced public services and higher level of accountability. Through receiving the e-services, citizens can save their time, can reduce the expenses and create an easier access of communication with all levels of the government.

The main purpose of communication activity is not only to describe events, but also to evaluate them emotionally or expressively. This article describes emotional evaluation, expressiveness and emotionality (emotivity) in relation to the vocabulary of the Russian language. The author suggests criteria for identifying this type of impact and analyses it in detail. The results of the presented Emotional-evaluative dictionary EMOS can be taken into account in lexicographical description and in automatic translation, as well as in teaching Russian as a foreign language.
Nasza działalność komunikacyjna polega nie tylko na tym, żeby opisywać wydarzenia, lecz również oceniać je w sposób emocjonalny lub ekspresywny. Niniejszy artykuł poświęcony jest opisowi fenomenów kategorii oceny, ekspresywności i emotywności na materiale języka rosyjskiego. Autor proponuje kryteria wyodrębnienia konkretnego rodzaju oddziaływania i poddaje go szczegółowej analizie na materiale słownictwa rosyjskiego. Wyniki zaprezentowanego słownika wartościującego mogą być wykorzystane zarówno do opisu leksykograficznego, jak i w przekładzie automatycznym, a także w procesie nauczania języka rosyjskiego jako obcego.

The article provides the results of the practical application of evaluation methodology in the Development of Innovative Systems of Manufacturing and Maintenance 2004-2008 (PW-004) multiyear strategic research programme in the area of technical solutions. Findings from this study indicate the evaluation criteria and methods used at different stages and levels of evaluation – project, thematic area and the entire programme levels. The author indicates the importance of the evaluation process, which contributed to the achievement of the practical results in the programme. However, the author also underlines shortcomings of the methodology and identifies additional elements needed to make the evaluation methodology complex.
W artykule zaprezentowano wyniki praktycznego zastosowania metodyki ewaluacji w ramach krajowego wieloletniego programu strategicznego w obszarze innowacji technicznych Doskonalenie systemów rozwoju innowacyjności w produkcji i eksploatacji w latach 2004-2008 (PW-004). Wskazano kryteria i metody zastosowane na różnych etapach i poziomach ewaluacji – poziomie projektu badawczego, poziomie grupy tematycznej oraz poziomie programu strategicznego w ujęciu całościowym. Autor podkreśla istotę procesu ewaluacji, którego wyniki przyczyniają się do osiągania praktycznych rezultatów zaplanowanych w programie. Jednakże, wskazuje również na braki w metodyce i identyfikuje dodatkowe elementy niezbędne do wprowadzenia, aby ewaluacja uzyskała charakter kompleksowy.

W aktualnej rzeczywistości edukacyjnej konieczne są informacje dotyczące procedury oceny efektów szkolnej edukacji religijnej. Nazywana jest ona fachowo ewaluacją. Istotą nowego typu postępowania jest obecnie odejście od zwyczajowego nadzoru pedagogicznego jako działalności diagnostyczno-oceniającej na rzecz działania mającego na celu ocenę efektów aktywności edukacyjnej w szkole. Ewaluacja ma swoje strategiczne cele oraz rozbudowane narzędzia badawcze, także w ramach wyznaniowej lekcji religii. Wiążą się z nią ważne zagadnienia etyczne, które czynią z niej działanie wiarygodne w ocenie systemu kształcenia religijnego oraz nauczycieli religii w nim zaangażowanych. Kluczowe znaczenie posiada zagadnienie możliwości wykorzystania nowej procedury ewaluacyjnej w nauczaniu religii. Nauczyciele religii powinni przekonać się do korzystania z możliwości badawczych ewaluacji w celu interpretowania informacji dotyczących edukacji religijnej w szkole z intencją jej udoskonalania.
In modern educational reality information is necessary that concerns the evaluation procedure of the results of school religious education. The essence of the new type of procedure is now departure from the usual pedagogical supervision as a diagnostic evaluating activity, in favor of an activity aiming at evaluating the effects of educational activity at school. Evaluation has its strategic aims and developed research tools, also within a denominational religion lesson. Important ethical issues are connected with it, that make it a credible activity in the evaluation of the system of religious education and of religion teachers involved in it. The problem of the possibility of the use of the new evaluation procedure in the teaching of history has a key importance. Religion teachers should take to using the research possibilities of evaluation in order to interpret the information concerning religious education at school, with the intention of perfecting it.

Opis:

The purpose of this paper is to reflect on the importance of evaluation and measurement as a vital field of public relations campaigns. The author gives an insight into the existing literature relevant to the measurement approaches and evaluation of Public Relations programs. This paper also presents the advantages and disadvantages of three different models of measurement and evaluation of PR communication – AVEs, Barcelona Principles and AMEC’s (2015) new Integrated Evaluation framework. The author suggest that measurement and evaluation programs must be part of communication strategy but also it has to have a model, matrix or guideline for analysing and measuring PR effectiveness within an organisation and the targeted audience it is aiming to reach.
Celem niniejszego artykułu jest zastanowienie się nad istotnością ewaluacji i pomiaru jako kluczowego obszaru kampanii public relations. Autor artykułu daje wgląd w istniejącą literaturę istotną dla podejścia do pomiarów i oceny programów Public Relations. Niniejszy artykuł także prezentuje zalety i wady trzech różnych modeli pomiaru i ewaluacji komunikacji PR – ekwiwalent reklamowy (AVE), Zasady Barcelońskie oraz nowy Schemat Zintegrowanej Ewaluacji AMEC (2015). Autor sugeruje, że programy pomiaru i ewaluacji muszą być częścią strategii komunikacji, ale także musi ona mieć model, matryce, lub wytyczne do analizy i pomiaru efektywności PR wewnątrz organizacji i docelowych odbiorców, do których chce dotrzeć.

The usage of the evaluation concerning IT projects by software producers constitutes a crucial element of their preparation and realization. From many generally accessible methodologies the authors chose two methods (Delphi and UCP1 ) as well as undertook an attempt of analyzing obtained results. Conducted results will support the evaluation of newly realized projects. The objective is an attempt of comparing the efficiency of selected methods of pricing the software with indicating the areas of their usage as well as factors which influence the realization of those projects.

Opis:

The article is arguing that town planning requires a new restructure of design methodologies. It is stating that the complex aspects of planning require division of the whole process and should concentrate not only on the physical development phase but on all the complex growth procedures and tendencies. It should start from visionary socio-economic ideas and restrictions which would lead to futuristic interpretations of human needs and environmental aspects. Because of the complex aspects, the approach should be divided into three tears. The complexity of urban procedures should be robust in the upper tears but flexible in detailed interpretations. This only will provide the opportunity to respond adequately to the changing circumstances in urban development tendencies. The attached maps and graphs provide clear indication of the required activities, topics and procedures for a modern approach to urban planning.
