The Global Navigation Satellite System (GNSS) can be used to determine accurate and high-frequency atmospheric parameters, such as Zenith Total Delay (ZTD) or Precipitable Water Vapour (PW), in all-weather conditions. These parameters are often assimilated into Numerical Weather Prediction (NWP) models and used for nowcasting services and climate studies. The effective usage of the ZTDs obtained from a ground-based GNSS receiver’s network in a NWP could fill the gap of insufficient atmospheric water vapour state information. The supply of such information with a latency acceptable for NWP assimilation schemes requires special measures in the GNSS data processing, quality control and distribution. This study is a detailed description of the joint effort of three institutions – Wrocław University of Environmental and Life Sciences, Wrocław University, and the Institute of Meteorology and Water Management – to provide accurate and timely GNSS-based meteorological information. This paper presents accuracy analyses of near real-time GNSS ZTD validated against reference ZTD data: the International GNSS Service (IGS) from a precise GNSS solution, Weather Research and Forecasting (WRF) model, and radiosonde profiles. Data quality statistics were performed for five GNSS stations in Poland over a time span of almost a year (2015). The comparison of near real-time ZTD and IGS shows a mean ZTD station bias of less than 3 mm with a related standard deviation of less than 10 mm. The bias between near real-time ZTD and WRF ZTD is in the range of 5-11 mm and the overall standard deviation is slightly higher than 10 mm. Finally, the comparison of the investigated ZTD against radiosonde showed an average bias at a level of 10 mm, whereas the standard deviation does not exceed 14 mm. Considering the data quality, we assess that the NRT ZTD can be assimilated into NWP models.

In Poland, isolated serpentine rocks are exclusive habitats of some Asplenium species, reaching here their north or northeastern border range. One of them was Asplenium onopteris, a diploid European species native to Mediterranean and Atlantic areas. Since the nineteenth century, Polish out-of-range sites of A. onopteris have been quoted in literature without critical verification. Thus, to verify occurrence of this species in Poland, we analyzed the nuclear DNA content and micromorphological features as well as critically reviewed the literature data. We proved that all individuals from Polish populations resembling A. onopteris were tetraploids and should be classified as A. adiantum-nigrum. In addition, we validated a taxon silesiacum reported as co-occurring with A. onopteris. The proposed diagnostic features are insufficient to indisputably delimit this taxon, and distinguishing it as a separate unit is not justified. Analyses of the DNA content revealed also the presence of a triploid A. ×centovallense, a new hybrid for Polish flora.

The article describes the estimation of covariance parameters in Least Squares Collocation (LSC) by Leave-One-Out (LOO) validation, which is often considered as a kind of cross validation (CV). Two examples of GNSS/leveling (GNSS/lev) geoid data, characterized by different area extent and resolution are applied in the numerical test. A special attention is focused on the noise, which is not correlated in this case. The noise variance is set to be homogeneous for all points. Two parameters in three covariance models are analyzed via LOO, together with a priori noise standard deviation, which is a third parameter. The LOO validation finds individual parameters for different applied functions i.e. different correlation lengths and a priori noise standard deviations. Diverse standard deviations of a priori noise found for individual datasets illustrate a relevance of applying LOO in LSC. Two examples of data representing different spatial resolutions require individual noise covariance matrices to obtain optimal LSC results in terms of RMS in LOO validation. The computation of appropriate a priori noise variance is however difficult via typical covariance function fitting, especially in the case of sparse GNSS/leveling geoid data. Therefore LOO validation may be helpful in describing how the a priori noise parameter may affect LSC result and a posteriori error.

In this paper we compare the following MERIS processors against sea-truthing data: the standard MERIS processor (MEGS 7.4.1), the Case 2 Regional processor (C2R) of the German Institute for Coastal Research (GKSS), and the Case 2Water Properties processor developed at the Freie Universit¨at Berlin (FUB). Furthermore, the Improved Contrast between Ocean and Land processor (ICOL), a prototype processor for the correction of adjacency effects from land, was tested on all three processors, and the retrieval of level 2 data was evaluated against sea-truthing data before and after ICOL processing. The results show that by using ICOL the retrieval of spectral reflectance in the open sea was improved for all processors. After ICOL processing, the FUB showed rather small errors in the blue, but underestimated in the red −34% Mean Normalised Bias (MNB) and 37% Root Mean Square (RMS). For MEGS the reflectance in the red was underestimated by about −20% MNB and 23% RMS, whereas the reflectance in the other channels was well predicted, even without any ICOL processing. The C2R underestimated the red with about −27% MNB and 29% RMS and at 412 nm it overestimated the reflectance with about 23% MNB and 29% RMS. At the outer open sea stations ICOL processing did not have a strong effect: the effect of the processor diminishes progressively up to 30 km from land. At the open sea stations the ICOL processor improved chlorophyll retrieval using MEGS from −74% to about 34% MNB, and TSM retrieval from −63% to about 22% MNB. Using FUB in combination with ICOL gave even better results for both chlorophyll (25% MNB and 45% RMS) and TSM (−4% MNB and 36% RMS) in the open Baltic Sea. All three processors predicted TSM rather well, but the standard processor gave the best results (−12% MNB and 17% RMS). The C2R had a very low MNB for TSM (1%), but a rather high RMS (54%). The FUB was intermediate with −16% MNB and 31% RMS. In coastal waters, the spectral diffuse attenuation coefficient Kd(490) was well predicted using FUB or MEGS in combination with ICOL (MNB about 12% for FUB and 0.4% for MEGS). Chlorophyll was rather well predicted in the open Baltic Sea using FUB with ICOL (MNB 25%) and even without ICOL processing (MNB about 15%). ICOL-processed MEGS data also gave rather good retrieval of chlorophyll in the coastal areas (MNB of 19% and RMS of 28%). In the open Baltic Sea chlorophyll retrieval gave a MNB of 34% and RMS of 70%, which may be due to the considerable patchiness caused by cyanobacterial blooms. The results presented here indicate that with the MERIS mission, ESA and co- workers are in the process of solving some of the main issues regarding the remote sensing of coastal waters: spatial resolution; land-water adjacency effects; improved level 2 product retrieval in the Baltic Sea, i.e. the retrieval of spectral reflectance and of the water quality products TSM and chlorophyll.

Opis:
Understanding the impacts of pandemics on public health and related societal issues at granular levels is of great interest. COVID-19 is affecting everyone in the globe and mask wearing is one of the few precautions against it. To quantify people's perception of mask effectiveness and to prevent the spread of COVID-19 for small areas, we use Understanding America Study's (UAS) survey data on COVID-19 as our primary data source. Our data analysis shows that direct survey-weighted estimates for small areas could be highly unreliable. In this paper, we develop a synthetic estimation method to estimate proportions of perceived mask effectiveness for small areas using a logistic model that combines information from multiple data sources. We select our working model using an extensive data analysis facilitated by a new variable selection criterion for survey data and benchmarking ratios. We suggest a jackknife method to estimate the variance of our estimator. From our data analysis, it is evident that our proposed synthetic method outperforms the direct survey-weighted estimator with respect to commonly used evaluation measures.

Opis:
Interpolation of precipitation data is a common practice for generating continuous, spatially-distributed fields that can be used for a range of applications, including climate modeling, water resource management, and agricultural planning. To obtain the reference field, daily observation data from the measurement network of the Institute of Meteorology and Water Management – National Research Institute was used. In this study, we compared and combined six different interpolation methods for daily precipitation in Poland, including bilinear and bicubic interpolation, inverse distance weighting, distance-weighted average, nearest neighbor remapping, and thin plate spline regression. Implementations of these methods available in the R programming language (e.g., from packages akima, gstat, fields) and the Climate Data Operators (CDO) were applied. The performance of each method was evaluated using multiple metrics, including the Pearson correlation coefficient (RO) and the correspondence ratio (CR), but there was no clear optimal method. As an interpolated resulting field, a field consisting of the best interpolations for individual days was proposed. The assessment of daily fields was based on the CR and RO parameters. Our results showed that the combined approach outperformed individual methods with higher accuracy and reliability and allowed for generating more accurate and reliable precipitation fields. On a group of selected stations (data quality and no missing data), the precipitation result fields were compared with the fields obtained in other projects-CPLFD-GDPT5 (Berezowski et al. 2016) and G2DC-PLC (Piniewski et al. 2021). The variance inflation factor (VIF) was bigger for the resulting fields (~5), while for the compared fields, it was below 3. However, for the mean absolute error (MAE), the relationship was reversed - the MAE was approximately half as low for the fields obtained in this work.

Regression methods are used for the valuation of real estate in the comparative approach. The basis for the valuation is a data set of similar properties, for which sales transactions were concluded within a short period of time. Large and standardized databases, which meet the requirements of the Polish Financial Supervision Authority, are created in Poland and used by the banks involved in mortgage lending, for example. We assume that in the case of large data sets of transactions, it is more advantageous to build local regression models than a global model. Additionally, we propose a local feature selection via regularization. The empirical research carried out on three data sets from real estate market confirmed the effectiveness of this approach. We paid special attention to the model quality assessment using cross-validation for estimation of the residual standard error.

Opis:
Collision avoidance is one of the high-level safety objectives and requires a complete and reliable description of the maritime traffic situation. The radar is specified by the IMO as the primary sensor for collision avoidance. In this paper we study the performance of multi-target tracking based on radar imagery to refine the maritime traffic situation awareness. In order to achieve this we simulate synthetic radar images and evaluate the tracking performance of different Bayesian multi-target trackers (MTTs), such as particle and JPDA filters. For the simulated tracks, the target state estimates in position, speed and course over ground will be compared to the reference data. The performance of the MTTs will be assessed via the OSPA metric by comparing the estimated multi-object state vector to the reference. This approach allows a fair performance analysis of different tracking algorithms based on radar images for a simulated maritime scenario.

Badania dotyczą alternatywnego podejścia do oceny jakości metod interpolacji niewielkich i zróżnicowanych zestawów danych. Podstawowa analiza statystyczna oparta na klasycznej walidacji krzyżowej nie zawsze daje jednoznaczne wnioski. W przypadku analizowanego zestawu danych (niezgodnego z rozkładem normalnym) trzy metody interpolacji zostały wybrane jako najlepsze (zgodnie z procedurą klasycznej walidacji krzyżowej). Niemniej jednak mapy powstałe na podstawie tych metod wyraźnie się od siebie różnią. To jest powód, dla którego dogłębna analiza statystyczna była konieczna. Zaproponowano alternatywne podejście do tego zagadnienia, które uwzględnia szersze spektrum parametrów opisujących badany zestaw danych. Głównym założeniem tej metodyki jest porównanie nie tylko odchylenia standardowego estymatora, ale również trzech dodatkowych parametrów. To powoduje, iż końcowa ocena jest znacznie dokładniejsza. Analizę wykonano za pomocą programu Surfer (Golden Software). Zapewnia on możliwość wykorzystania wielu metod interpolacji wraz z różnorakimi, regulowanymi parametrami.
The research concerns an alternative approach to the evaluation of interpolation methods for mapping small and imbalanced data sets. A basic statistical analysis of the standard cross-validation procedure is not always conclusive. In the case of the investigated data set (which is inconsistent with normal distribution), three interpolation methods have been selected as the most reliable (according to standard cross-validation). However, maps resulting from the aforementioned methods clearly differ from each other. This is the reason why a comprehensive statistical analysis of the studied data is a necessity. We propose an alternative approach that evaluates a broadened scope of parameters describing the data distribution. The general idea of the methodology is to compare not only the standard deviation of the estimator but also three additional parameters to make the final assessment much more accurate. The analysis has been carried out with the use of Golden Software Surfer. It provides a wide range of interpolation methods and numerous adjustable parameters.

The combined effect of climate change and steadily increasing seawater demand for industrial and domestic purposes in the Arabian Gulf region has a significant impact on the ecosystem in this region. Additionally, this effect may reduce the efficiency and increase the operating costs of industrial facilities that utilize seawater for cooling and other purposes. In this context, it is important to know various statistical characteristics of the sea surface temperature (SST) and their trends, in addition to the mean climatological characteristics. The analysis conducted in this study utilized a 17-year Group for High Resolution Sea Surface Temperature Level 4 dataset of 0.01 × 0.01° spatial resolution. First, the dataset was compared against a 2-year seawater temperature measurements at the ten offshore buoys in the relatively shallow coastal waters of the United Arab Emirates between Ras Ghumais and Dubai, which showed a reasonably good agreement between the two datasets, with the estimated root mean square deviations ranging from 0.5 to 0.9°C. Subsequently, several statistical SST characteristics were calculated. The trend analysis showed not only positive tendencies in the mean SSTs of up to 0.08°C/year in the northern Gulf, but also the trends in the annual percentile exceedances, particularly the 95th percentiles (near-maximum SSTs), which increased by approximately 0.07°C/year in the western United Arab Emirates and eastern Qatar waters. On the contrary, the 5th percentiles (near-minimum SSTs) decreased by up to 0.1°C/year, especially in the waters around Bahrain, Qatar, and the western United Arab Emirates. These results indicate that extreme hot and cold SST events in the Gulf are becoming more frequent and more extreme than before.

Opis:
Managers’ requirements for modern hospital performance measurement systems emphasize the need for including in the analysis clinical data. A hospital’s financial status cannot be fully and reliably evaluated without access to such data. The existing research concerning the hospital performance measurement systems using financial and non-financial data in the process of managing healthcare facilities is limited. Therefore the aim of the study was to develop a new measure - the clinical efficiency index - which can be used to evaluate the operational efficiency of a hospital based on both, costs and clinical factors. The study showed that conclusions drawn from financial analysis differs when covering clinical aspects. The main contribution of this work is to provide healthcare professionals with a more focused perspective towards incorporating clinical factors into the hospital performance measurement system.
Oczekiwania menedżerów dotyczące nowoczesnych systemów oceny dokonań szpitali obejmują uwzględnienie w nich danych klinicznych. Nie można w pełni i wiarygodnie ocenić sytuacji finansowej szpitala bez dostępu do takich danych. Dotychczasowe badania dotyczące systemów pomiaru i oceny dokonań szpitali – wykorzystujących dane finansowe i niefinansowe w procesie zarządzania placówkami opieki zdrowotnej – są ograniczone. Dlatego celem przeprowadzonych badań było opracowanie nowego miernika – wskaźnika sprawności działań na oddziale, który to można wykorzystać do oceny wydajności operacyjnej szpitala na podstawie zarówno kosztów, jak i czynników klinicznych. Uwzględnienie aspektów klinicznych w systemie oceny dokonań szpitala pozwala na bardziej wyczerpujące wnioski oraz wskazuje na pożądane kierunki zmian szpitalnych systemów pomiaru dokonań.

W artykule przeprowadzono analizę zbioru danych za pomocą dwóch metod walidacji krzyżowej. Wykorzystano program RSES do identyfikacji kluczowych właściwości i relacji w zbiorze. Wyniki wykazują wpływ niektórych parametrów na potencjalną dokładność wyników.
This article presents an analysis of a dataset using two cross-validation methods. The RSES program was employed to identify key properties and relationships within the dataset. The results indicate the impact of certain parameters on the potential accuracy of the outcomes.

Opis:
A geoid or quasigeoid model allows the integration of satellite measurements with ground levelling measurements in valid height systems. A precise quasigeoid model has been developed for the city of Krakow. One of the goals of the model construction was to provide a more detailed quasigeoid course than the one offered by the national model PL-geoid2011. Only four measurement points in the area of Kraków were used to build a national quasigeoid model. It can be assumed that due to the small number of points and their uneven distribution over the city area, the quasigeoid can be determined less accurately. It became the reason for developing a local quasigeoid model based on a larger number of evenly distributed points. The quasigeoid model was based on 66 evenly distributed points (from 2.5 km to 5.0 km apart) in the study area. The process of modelling the quasigeoid used height anomalies determined at these points on the basis of normal heights derived through levelling and ellipsoidal heights derived through GNSS surveys. Height anomalies coming from the global geopotential model EGM2008 served as a long-wavelength trend in those derived from surveys. Analyses showed that the developed height anomaly model fits the empirical data at the level of single millimetres – mean absolute difference 0.005 m. The developed local model QuasigeoidKR2019, similar to the national model PL-geoid2011, are models closely related to the reference and height systems in Poland. Such models are used to integrate GNSS and levelling observations. A comparison of the local QuasigeoidKR2019 and national PL-geoid2011 model was made for the reference frame PL-ETRF2000 and height datum PL-KRON86-NH. The comparison of the two models with respect to GNSS/levelling height anomalies shows a triple reduction in the values of individual quartiles and a mean absolute difference for the developed local model. These summary statistics clearly indicate that the accuracy of the local model for the city of Krakow is significantly higher than that of the national one.
