    In the article the author presents the genesis and evolution of the research on strategic culture. He also conducts an analysis of the conditions and factors shaping the Polish strategic culture and the role of the Polish national security strategy in it. Attempts are also made to evaluate the Polish strategic culture, with an emphasis on the perception of the role of military forces in it. The main research problem is as follows: Is strategic culture really present in Poland and what were the conditions for its development? Specific questions to be answered are: What has characterized strategic culture in Poland? What factors have determined the shape of Polish strategic culture? What is its impact on foreign policy and Poland’s security? How are armed forces perceived in Polish strategic culture? The main conclusion is that Poland has its own strategic culture, which has been shaped by historical experience.

    Artykuł porusza problematykę genezy procesu integracyjnego w Europie Zachodniej, a ściślej powstania Unii Europejskiej. Jej głównym motorem napędowym w obszarze bezpieczeństwa europejskiego jest Wspólna Polityka Bezpieczeństwa i Obrony. Autor w sposób syntetyczny przedstawia jej genezę, proces ewolucyjny, funkcjonowanie oraz jej zadania od 1992 r., czyli od podpisania Traktatu w Maastricht, aż do dnia dzisiejszego.
    The European Union fills Europe with itself – it also tries to do this by building its international identity. Its impact on the “rest of the world” is also shown by the EU position on economics, demographics and its political potential. The main goal of the EU is to play a key role on the international scene. Since the illegal annexation of the Autonomous Republic of Crimea by the Russian Federation and the Ukrainian-Russian Donbass conflict, the European Union remains firmly committed to Ukraine’s sovereignty and territorial integrity. The European Union’s response is to desire a strengthening of security in the activities of key entities for Polish security – NATO and the USA. But unfortunately the EU’s reaction to Russia’s actions proved inadequate to the ambition of playing a key role in the field of security and was limited primarily to diplomatic pressure and economic sanctions.

    Z kulturą trzeba się liczyć. Na początku XXI wieku przypomnieli o tym m.in. Lawrence E. Harrison i Samuel P. Huntington. Lata 90. oraz wydarzenia z 11 września 2001 r. dodatkowo wzmocniły znaczenie czynnika kulturowego w analizie stosunków międzynarodowych i przyczyniły się do rozwoju badań z wykorzystaniem paradygmatu cywilizacyjnego. Celem przedmiotowego artykułu jest analiza kultury strategicznej Polski, jej źródeł oraz cech. Została ona przeprowadzona w oparciu o literaturę fachową, mając na celu udzielenie odpowiedzi na następujące pytania: Co warunkuje polską kulturę strategiczną? Jakie są jej cechy oraz w jakich działaniach i zaniechaniach dochodzi do ich uzewnętrznienia?Podstawowym wnioskiem powyższej analizy jest potwierdzenie, że Polska posiada własną kulturę strategiczną ukształtowaną przez historyczne doświadczenie.
    Culture must be reckoned with. At the beginning of the 21st century, Lawrence E. Harrison and Samuel P. Huntington reminded us about it. The events of September 11, 2001 further strengthened the importance of cultural factors in the analysis of international relations and contributed to the development of research using the civilisation paradigm. The purpose of this article is to analyse Poland’s strategic culture, its sources and features. It was conducted on the basis of professional literature with the aim of answering the following questions: What determines Polish strategic culture? What are its features and what actions and omissions do they manifest?The main conclusion of the above analysis is confirmation that Poland has its own strategic culture shaped by historical experience.

    Over the last thirty years, the importance and interest in cultural factors in international relations and in international security has increased. The links between culture and security, and in particular the impact of culture on security, are issues whose importance is growing and which are being increasingly studied. They are regarded as a multifaceted problem, as cultural differences have become the cause of conflicts and wars, and tendencies of cultural domination have led to the destruction of cultures and entire civilizations. It therefore seems interesting to reflect on the process of developing an independent strategic culture of the Russian Federation. The purpose of the article is to discuss the process of shaping the independent strategic culture of the Russian Federation and to address four basic research problems: the sources of Russian strategic culture; the indication which of them are primary and which are secondary ones; determining whether Russian strategic culture underwent evolution; and determining whether then Cold War influenced the shape of today’s strategic culture of the Russian Federation. To achieve the intended purpose of the article, critical analysis of literature is applied, which allowed to find answers to the research questions.

    The author of the article attempted to examine the main conditions and characteristics of the French strategic culture, a country with huge arms traditions and the high social authority of the armed forces in society. All this means that France has made a huge contribution to the development of theory and practice in the field of military art and strategy, as well as in shaping the order of international security. The main strategic documents of France and its activity in the international arena confirm the traditional line of French security policy and strategic culture. It is a political culture of a superpower conscious of its great past which still radiates into current and global relations of France.
