This document describes the lessons learned from a United States Navy enterprise integration initiative called Web Enabled Navy (WEN). WEN was initiated in April 2001 with the foci of integrating navy resources and providing a single-point-of-access, Web environment to all business and operational applications. The navy's applications operate within a complex network environment that spans commands afoat, ashore, and overseas. The challenges addressed are similar to those faced by large, multi-national corporations and include some unusual characteristics including islands of intermittently, bandwidth-limited, connected information consumers. Both technical and management lessons learned will be described and denoted as either prerequisite or success factors.

In the 2010/11 academic year the Institute of Informatics at Wroclaw University of Technology issued ’Software Engineering Team Project’ as a course being a part of the final exam to earn bachelor’s degree. The main assumption about the course was that it should simulate the real environment (a virtual IT company) for its participants. The course was aimed to introduce issues regarding programming in the medium scale, project planning and management. It was a real challenge as the course was offered for more than 140 students. The number of staff members involved in its preparation and performance was more than 15. The paper presents the lessons learned from the first course edition as well as more detailed qualitative and quantitative course assessment.

Home broadband access is continuously demanding more bandwidth fueled by video streaming, entertainment and gaming applications. In 2010, a company INEA decided to roll-out new WiMAX-based services aimed to meet the needs of home users across theWielkopolska region of western Poland. It was decided to follow the 802.16e standard and the Time Division Duplexing (TDD) mode that oer the ability to adjust the downlink/uplink ratio and thus are well suited for data transmission. After an extensive testing period of equipment from various vendors, engineers at INEA have chosen the Motorola (currently Cambium Networks) PMP320 solution because it is compact and its components are space- and energy-ecient. The company choice was also influenced by its simple operation, management and installation, which ensured low costs of ownership. So far, this deployment has provided fast and aordable connectivity for Internet and telephony services to around 5,500 households across the 30,000 sq. km region. After 3 years of experience, INEA would like to share the lessons learned from this roll-out.

Since the end of 1989 defence policy of the Czechoslovakia and after its dissolution in 1993 defence policy of the Czech Republic has been permanently adapted to the challenges of the new political reality and evolving strategic environment. Political reality reflected the revolutionary shift in political system aiming at the development of modern democratic state. Challenges coming out from the strategic environment could be characterised by its growing dynamics, complexity, unpredictability and uncertainty. This article highlights some of the remarkable achievements in this two and half decade lasting transitional endeavours and underscores some of the most important lessons learned related to defence policy formulation, defence strategy implementation, defence planning, defence resource management and acquisition.

The paper is focused on the analysis of the lessons learned from the genocides in the 20th century for the existing situation in Ukraine. Apart from the short overview of the history behind the term genocide and the adoption of the convention for its prevention and punishment in the post-World War II period, the paper explores the main specifics of the selected genocides (Armenian genocide, the Holocaust, Cambodia, Rwanda, and Yugoslavia). On the basis of the identified specifics, several conclusions and lessons have been drawn, including the expectation that mass atrocities will happen again and that international justice is often slow and deals with a limited number of perpetrators.

Purpose – The purpose of this paper it to provide practitioner and researcher lessons learned from applying a  safety culture maturity model in the oil and gas industry in Thailand. It proposes a  roadmap to improve safety culture maturity in an organizationDesign/methodology/approach – A  safety culture maturity of 5 levels was chosen (Hudson’s model) to be applied in oil and gas company, and a  questionnaire survey was conducted with 2,251 employees or 74% of the target group across the company. The results were used to develop a  roadmap to improve the safety culture maturity of the company.Findings – Results from questionnaire survey showed a  safety culture maturity level of the company is at 3.3, or calculative, with correlations among competency, work planning, worksite techniques, hazard reporting, responsibility and benchmarking elements. Using these findings, a  roadmap was developed into 5 action plans to improve the safety culture maturity level for the company in the long term.Practical implications – This paper could serve practitioners as a  guideline and a  tool to understand and implement safety culture maturity concept in an organization. Originality/value - This paper also furnishes lesson learned for practitioners in the same and different industries on safety culture maturity implementation and assessment in organizations.

Robot competitions are effective means to learn the issues of autonomous systems on the field, by solving a complex problem end-to-end. In this paper, we illustrate Red Beard Button, the robotic system that we developed for the Sick Robot Day 2012 competition, and we highlight notions about design and implementation of robotic systems acquired through this experience. The aim of the contest was to detect, fetch and carry balls with an assigned color to a dropping area, similarly to a foraging navigation task. The developed robotic system was required to perceive colored balls, to grasp and transport balls, and to localize itself and navigate to assigned areas. Through extensive experiments the team developed an initial prototype, discovered pitialls, revised the initial assumptions and design decisions, and took advantage of the iteration process to perform successfully at the compe tition.

Even after one of the most severe multi-year crises on record in the advanced economies, the received wisdom in policy circles clings to the notion that high-income countries are completely different from their emerging market counterparts. The current phase of the official policy approach is predicated on the assumption that debt sustainability can be achieved through a mix of austerity, forbearance and growth. The claim is that advanced countries do not need to resort to the standard toolkit of emerging markets, including debt restructurings and conversions, higher inflation, capital controls and other forms of financial repression. As we document, this claim is at odds with the historical track record of most advanced economies, where debt restructuring or conversions, financial repression, and a tolerance for higher inflation, or a combination of these were an integral part of the resolution of significant past debt overhangs.

This paper documents the two debt restructurings that Grenada undertook in 2004–06 and 2013–15. Both restructurings emerged as a consequence of weak fiscal and debt situations, which became unsustainable soon after external shocks hit the island economy. The two restructurings provided liquidity relief, with the second one involving a principal haircut. However, the first restructuring was not able to secure long-term debt sustainability. Grenada’s restructuring experience shows the importance of (1) establishing appropriate debt restructuring objectives; (2) committing to policy reforms and maintaining ownership of the restructuring goals; and (3) engaging closely and having clear communications with creditors.

The lessons learned during wars and armed conflicts indicate that the main factor influencing the aerial defence of air bases were directly related to the rapid development of the combat capabilities of aerial threats. Air bases have been lucrative targets for enemy air strikes since the first documented attack by a British aircraft on a German airfield in 1914 and have remained so for contemporary military air operations. The article discusses the evolution of concepts and lessons learned in the field of aerial defence of air bases that resulted from armed conflicts and local wars. The analysis includes armed conflicts, which, according to the author, have reflected the changes in the organisation of the aerial defence of air bases, including the repulsion of air strikes against aviation on the ground. Attention was paid to the conditions related to the aerial defence of aviation on the ground during the First World War. A more thorough analysis was made of the Second World War period, focused on the Western Front and the defence of Poland. Particular attention was paid to the Battle of Britain, noting the importance of the organisation of the radar air surveillance system in the context of the effectiveness of air defence. The focus of the analysis then shifts to the aerial defence of air bases during armed conflicts after the Second World War: the Vietnam War (1965-1973), the Yom Kippur War (1973), the defence of air bases in the Yom Kippur War (1973), and NATO operations from the air against air bases during the Deny Flight / Deliberate Force (1992-1995) and Allied Force (1999) operations. The article also makes a preliminary assessment of the aerial defence of air bases during the ongoing conflict in Syria.

Theoretical background: The pandemic situation affected the functioning of each organization, including the assessment of quality management systems. The implementation of remote audits, including remote internal audits, has become an urgent necessity.Purpose of the article: The purpose of this article is to present the results of research on potential difficulties in conducting remote internal audit, from the perspective of auditors and auditees. The auxiliary goal is to collect and organize definitions of remote audit and describe its essence in the light of scientific literature and other sources of a formal nature.Research methods: A review and critical analysis of the literature, the method of a diagnostic survey, and then the method of synthesis and logical reasoning were used.Main findings: Several bottlenecks related to certain difficulties can be identified. Both auditors and audited persons should not waste time searching for relevant documents or records. There is a need to check in advance to what extent the applied information technology is efficient, effective and available to all interested parties during the audit. It is necessary to clarify the roles and tasks before and during audits, and to make sure in advance that all resources, both tangible and intangible, are available during the audit.

EPPM 2016 was held in Bialystok, Poland in 21-23 September. The format of the EPPM 2016 Conference involved a mixture of keynote speeches, individual presentations on topical issues, and extensive panel discussions. It featured 89 papers in five thematic sessions across the two conference days. Over 115 delegates attended EPPM 2016 from more than 20 countries across Europe, Asia, and the rest of the world.

The transition from planned to market economy meant reconsidering the welfare model and was one of the most important components of the changes affecting post-communist societies. The abolition of the state-planned economy implied, among others, abandoning the full employment policy and the emergence of new social risks that communist state had not faced in the past. In this context, the welfare model was readjusted according to market economy, to the political and cultural past of each post-communist society (Inglot 2003, 2008, 2009). This paper looks at the changes of welfare state in Romania, by analysing the changes in social expenditures over a period of 16 years (2000 to 2016). Using data retrieved from Eurostat the article compares Romania with the other EU member states, particularly with the post-communist ones. Using four indicators, the share of mean-tested benefits, the share of in-kind benefits, level of familism and total aggregate social expenditures, the paper employs a k-mean cluster analysis aiming to find out the place of the Romanian welfare state within EU. The results point out that Romania belongs to a familist minimalist welfare regime, together with most of the other post-communist countries. Countries in this group have low social spending and high involvement of the family in the welfare provision.
Artykuł analizuje przemiany państwa opiekuńczego w Rumunii, skupiając się na zmianach wydatków socjalnych w okresie 16 lat (2000–2016). Opierając się na danych Eurostatu, w artykule porównujemy Rumunię z innymi państwami członkowskimi UE, szczególnie z krajami postkomunistycznymi. Dokonujemy analizy skupień z wykorzystaniem czterech wskaźników: udział świadczeń przyznawanych na podstawie kryterium dochodowego, udział świadczeń rzeczowych, poziom familializmu i wysokość łącznych wydatków socjal- nych kraju. Ma to na celu ustalenie miejsca rumuńskiego państwa opiekuńczego w UE. Wyniki wskazują, że podobnie jak większość innych krajów postkomunistycznych, Rumunia należy do rodzinnego minimalistycznego (familist minimalist) reżimu polityki społecznej. Kraje z tej grupy charakteryzują się niskim poziomem wydatków socjalnych i wysokim zaangażowaniem rodzin w zapewnienie dobrobytu mieszkańcom.

The most prominent issue in the field of fisheries management is the choice between the wellbeing of the fishermen and the promotion of conservation, either in an ecosystem level or as species−specific approach. However, recently, there has been a general shift towards a more holistic approach, through which both goals may be achieved, without sacrificing one in favour of the other. The ecosystem approach is supported by a large proportion of the academic community as the solution to avoid conflict between livelihoods and conservation. In the Shiretoko World Natural Heritage Site, the local stakeholders have managed to bridge the gaps through extensive consultation and, supported by the Japanese local and national governments and various academic institutions, have established a coordinating network of organisations, in order to build consensus among the stakeholders and adopt the ecosystem approach. As representatives from most stakeholder groups participate in the collaborating institutions, the interests of various sides, including tourism, fisheries, reforestation, agriculture, citizens, scientists and environmental groups, are voiced and supported during the decision−making process. The Shiretoko Natural Heritage Site Management Plan has made significant achievements, by adopting viable trade−offs between conservation, fisheries management and tourism, resulting in a sustainable and largely self−funded conservation scheme. The example of Shiretoko could function as a best case practice for many countries worldwide that face the same problem, especially insular ones, in order to achieve sustainable fisheries without sacrificing marine conservation.

The project presented in this article, which consists in designing and launching a three-stage suborbital rocket with a 40 kg payload covers the subjects of the rapid development of a multi-stage proof-of-concept vehicle with a limited time to deploy. These finite resources and a negligible percentage of the technology available tested in-house in advance led to the implementation of chosen, well-known industrial solutions into the concept for a winning strategy. This paper presents the recent achievements and lessons learned from the production phase of the components, namely: the rocket motor, control section compartment, guidance and navigation bay, together with recent achievements and future challenges. This set of components, derived from the project, will fill the gap in the technological chain for future Polish launchers and munition. The three-stage suborbital rocket development project is divided into three phases, which will last a total of three years. The first phase is the conceptual design stage, along with laboratory tests of solutions and subsystems used in the rocket. The second phase consists in flight tests for individual stages, together with the decisive flight of a three-stage rocket made to reach the Kármán line. The final stage involves the commercialization of the developed technology and the creation of a service for carrying research loads of up to 40 kg. The project is valued at approximately USD 5 million. The project is co-financed by the National Centre for Research and Development (NCRD) as part of dedicated support for the Polish space industry.

The remediation of buildings with elevated radon concentrations is generally straightforward. However, in some cases a number of attempts may be needed to reduce concentrations to below the reference level and, occasionally, it may be impossible to reduce concentrations to below the reference level in a cost effective way. This paper details the work carried out between 2004 and 2012 to reduce radon concentrations in a house with initial radon concentrations of almost 1500 Bq/m3. Over this period, high radon levels were consistently recorded despite the introduction of various radon remedial measures. Remedial work was carried out on ten occasions with 29 radon tests carried out to measure the effect of this work. The paper describes the structure of the house and the karst geology that it is built on and the likely contribution of these factors to the difficulties encountered reducing concentrations. Ultimately, radon concentrations were reduced to about 450 Bq/m3 but no further reductions were considered practicable without substantial and costly renovation to the house. Nonetheless, the remedial work carried out to date has resulted in a significant reduction in the risk to the homeowner of developing lung cancer. This work has also added to the understanding of radon remediation techniques in Ireland, particularly for houses built on karst limestone.

Allende is a CV3 carbonaceous chondrite that fell in Mexico on February 8th, 1969. Its Calcium-Aluminium-rich Inclusions (CAIs) revealed to be 4567.72±0.93 Myr old and helped to approximate the age of the solar system. CAIs’ isotopic composition indicate high level of 26Al at the moment of their birth. This led to the hypothesis of a supernova being the triggering event for the formation of the solar system from the protosolar nebula. Specific Fractionation and Unidentified Nuclear isotope CAIs (FUN CAIs) raise questions regarding other families of objects that were born in the protosolar viccinity. Questions regarding the conditions of the early protoplanetary disk come from the examination of chondrules which were born later than CAIs. Furthermore, the newest researches tie CV3 meteorites to the beginnings of the formation of life – it is possible that the earliest polymerized amino acids and proteins have been born there.
Rok 1969 był wielkim rokiem dla nauk o kosmosie. 20 lipca 1969 dwóch członków załogi misji Apollo 11 wylądowało na powierzchni Księżyca, gdzie Neil Armstrong wypowiedział swoje słynne słowa o małym kroku dla człowieka i wielkim dla ludzkości. Pół roku wcześniej miał miejsce spadek meteorytu Allende – jednego z najlepiej zbadanych przez naukę meteorytów. Nadlatujący obiekt musiał być bardzo duży, bo jedynie w ciągu pierwszych pięciu miesięcy zebrano około 2 tony materiału wielkości od 1 g do 110 kg. Pole spadkowe miało długość 50 km, prawdopodobnie przekraczało 300 km2 powierzchni i było jednym z największych w historii pomiarów. Meteoryt Allende to chondryt węglisty typu CV3 (ang. CV3 carbonaceous chondrite). Chondryty stanowią najczęstszy rodzaj spadków. Typ CV wskazuje jednak na podgrupę chondrytów węglistych w typie meteorytu Vigarano, co stanowi już jedynie 4% ogółu spadków. Chondryty węgliste typu CV3 stanowią rodzinę najstarszych znanych nam obiektów w Układzie Słonecznym (US). Najstarsze fragmenty Allende mają 4,56772±0,0093 miliardów lat i wyznaczają wiek samego US. Z tego względu meteoryty typu CV3 są bardzo cenne, bo mogą odpowiedzieć nam na pytania dotyczące tego, jak z gazu i pyłu dysku protoplanetarnego, narodziło się Słońce, planety i inne obiekty. Chondryty nie są w swym wyglądzie jednolite. Składają się ze zbitych ziaren materii preplanetarnej i pyłu, tworzących brekcję. Poszczególne elementy tej struktury zachowują indywidualne właściwości. Kluczowe z punktu widzenia kosmogonii są chondrule oraz tzw. inkluzje wapniowo-glinowe (CAI, calcium-aluminium-rich inclusions), uważane za najstarsze obiekty w US. CAI są zwykle bardzo małe i w przypadku większości chondrytów węglistych nie przekraczają 1 mm szerokości, jednak w meteorytach typu CV3 mogą osiągać 2–3 cm. Da się je wyróżnić na tle innych składowych brekcji za sprawą ich jaśniejszej barwy: białej, różowej, a czasem niebieskawej. Główne hipotezy związane z CAI twierdzą, że: powstały one w jakimś ograniczonym rejonie dysku protoplaneternego, bardzo blisko proto-Słońca; uformowały się w bardzo krótkim czasie (prawdopodobnie w mniej niż 100 tysięcy lat); zachowały w sobie skład izotopowy dysku protoplaneternego z tego okresu. Skład izotopowy CAI wskazuje na to, że zdarzeniem, które uruchomiło tworzenie się US była supernowa. Chondrule i CAI typu FUN to kolejne elementy brekcji Allende. Chondrule są obiektami młodszymi, mogącymi odpowiadać na pytania o kolejne procesy zachodzące w dysku protoplanetarnym. Natomiast FUN CAI, które odznaczają się trudnym do wytłumaczenia składem izotopowym, mogły powstać bądź to przed innymi CAI, bądź być osobną rodziną obiektów zrodzonych w okolicach proto-Słońca. Ponadto, meteoryty typu CV3 mogą także dawać odpowiedzi na pytania związane z początkami życia na Ziemi. Porównując tego typu meteoryty, w tym Allende, odkryto (w obiekcie Acfer 086) obecność pozaziemskich białek, a wcześniej spolimeryzowanych aminokwasów (Allende i Murchinson).

While European nations are in the process of schooling large numbers of refugee youth from the Middle East and Northern Africa, empirical research on successful methods of social integration of this vital next generation of citizens is sparse. To address this void of knowledge, we review relevant lessons learned about school-based interethnic relations in the United States (U.S.) that offer some insights into successful social integration. By focusing on refugee youth’s needs to feel safe and connected in school, we focus specifically on social policies and educational practices that separate vs. integrate different ethnic groups together in schools and classrooms. To understand how and why segregation of groups fosters prejudice, while diversity promotes greater school safety and connectedness, we specifically highlight the role of cross-group friendships and the development of multiple social identities. Recommendations for new research directions on refugee youth are also provided.

This paper mainly relies on qualitative research methodology and secondary data. The paper examines the existing legal framework for land use right auction in Vietnam and its practical implementation, focusing on acquiring agricultural land for non-agricultural purposes. It shows the limitations of sharing information and the disadvantages in distributing and balancing the benefits among different stakeholders who participated in the land use right auction. Also, this paper analyses and propounds the key lessons learned from the 2020 Economics Nobel Prize in creating the information sharing and benefit-sharing mechanism among participants. The paper applies these lessons learned from the 2020 Economics Nobel Prize to create a foundation for policy change the legal regulations of land use right auction in Vietnam in order to bring benefits to households, investors, and the State.

The Mechanical Engineering Department at Institut Teknologi Bandung (ITB) was established in 1941 during the Dutch colonial rule as the first mechanical engineering program in Indonesia. The Master's Degree program in mechanical engineering was added to the Study Program much later in 1987. Both programs (Sarjana and Master's Degree Programs) have been awarded an 'A' grade from the Indonesian National Accreditation Board/Badan Akreditasi Nasional (BAN). However, over the years participation in the Master's Degree program has been low, with an average of less than 20 students per year. The stringent application requirements to enter the program and the lucrative salary packages offered by the industries might be the most common reasons why people refrain from pursuing a Master's Degree that requires them to spend a 1.5 to 3 years of study time. Since 2008, two new approaches have been introduced into the Master's Degree program. First, the Fasttrack Program, which allows high-achieving students to accomplish both the Sarjana and Master's Degree programs in 5 years. The other is called Credit Earning Activity (CEA), which allows industrial employees to attend the Master's Degree program without having to retire or take a leave from their work. This paper discusses the experiences and lessons learned from 25 years of administering the Master's Degree Program in Mechanical Engineering at ITB. Several efforts have been made to improve the quality of the program.

Aim: There is little good practice guidance with respect to methods and skills for conducting lessons learned evaluations of community-based development projects. In this paper we utilise a mixed methods approach to evaluate the lessons learned by the team members and stakeholders of a funded five year ‘test-and-learn’ sustainability initiative. The approach combines a statistical and a qualitative thematic analysis of transcribed textual data and presents an analytic framework with which to track the lessons learned by community development projects.   Design/ Research methods: A mixed methods approach combining text and sentiment mining complemented by a qualitative thematic analysis is applied to the same data collected from stakeholder responses to an on-line survey and the transcribed audio recordings of four focus groups in which stakeholders participated.   Conclusions/ findings: Employing replicable tools, augmented by qualitative research methods, provide a framework for a systematic approach to elicit and capture lessons learned by a sustainable community development project. These bear on how project activities, from engagement to supporting the local food economy, have been experienced by stakeholders and their learning acquired over the course of the project. Implications for future project design and funding options are considered.   Originality/ value of the article: Despite the evident value of its contribution to improving project design and funding options, the evaluation of lessons learned in community-based sustainability work remains under-researched. The combined use of text and sentiment mining techniques with qualitative thematic analysis on the same data offers an original contribution to research in this field.

This paper formulates a research approach based on the experience of practitioners with more than fifteen years of project management (PM) experience. The author explores the created assumptions of a project management office (PMO), which underlie this research, and provides a research literature review of specific PM research originating from this perspective. The author concludes by summarizing the findings of expert interviews and providing questions into the way ahead of future research. In this way, attention is refocused on PMO learned lessons, context-dependent judgment, situational ethics and reflexivity which enables PM stakeholders to see how the relations function in the context of PMO typology and benefits.

This study presents an experiment aimed at the design of short learning courses in the context of LAMS, using a number of specific context-free collaboration design patterns implemented within LAMS. In fact, 25 Prospective Computer Engineers (PCEs) participated in this experiment. The analysis of the data shows that PCEs fully used these context free collaboration patterns - mostly realized in combination - and designed interesting sequences of learning activities. PCEs also used most of the tools provided within LAMS. However, PCEs were presented with difficulties in integrating collaboration strategies with thinking dimensions in terms of communication, decision making, concept formation, problem solving and inquiry based learning.

While studying the law, for the students is very important to be in touch with legal issues and the real needs of the society. A legal clinic, also called a law school clinic or law clinic, is a program organized through a law school that allows students to receive law school credit as they work part-time in real legal service atmospheres. In legal clinics, students perform various tasks just as an attorney would do in the same job position, such as doing legal research, drafting briefs and other legal documents, and interviewing clients. Many jurisdictions even allow students to appear in court on behalf of clients, even in criminal defense. Legal clinics is part of the academic law program in the most of the law faculties all over the world and it has a great impact in the community’s life. Throughout legal clinics students not only get the opportunity to be part of an important experience, but also they can be effective and help the people in need with their work. This paper aims to bring attention to the importance of clinical education in the formation of young lawyers and how one can learn from experience. There will be discussed important issues about legal clinic, the objectives and its mission, how to apply it and the benefits legal clinic brings not only for the academic area but also for the society.

Cooperative banks have to consider their institutional and commercial development in order to be a full-fledged and relevant part of the banking system. This implies to offer carefully-designed financial products according to the level of development of their members/customers, of the regions and of the financial system in which they are embedded. The paper analyses the emergence of rural cooperative banking structures in Russia that developed after 1990 by referring to Chick/Dow`s »stages-of-banking-model« and issues of corporate governance. The analysis suggests that the institutions need to achieve further elements of modern banking for becoming significant market players in the country. In addition, the regulation and supervision by the Russian government has to be balanced vis-à-vis the size and importance of single rural credit cooperatives in comparison to other – by far larger – elements of the financial system.

In many countries, the police, as a part of public administration, have witnessed many changes during the last few years. This article explores the process of the reform of the Polish police force, which took place between 2015 and 2017. Doing so examines in detail the process of implementing an IT tool – The National Security Threat Map – by paying particular attention to the mechanism of engaging external stakeholders. This study is conceptual but empirically focused. The paper posits that, despite the hierarchical nature of the police administration structure, it is possible to build an engagement of external stakeholders.

Celem artykułu jest poznanie znaczenia i roli, jaką doświadczenia projektowe odgrywają w zarządzaniu wiedzą w projektach. W opisywanym badaniu przeprowadzono studia empiryczne w zakresie praktyk gromadzenia i wykorzystywania doświadczeń projektowych w przedsiębiorstwach prowadzących działalność na terenie Polski. W wyniku weryfikacji hipotez badawczych dowiedziono występowanie korelacji pomiędzy praktykami gromadzenia i stosowania doświadczeń projektowych, a osiąganiem korzyści w projektach. Ponadto udowodniono jak kultura organizacyjna w organizacjach sprzyja uczeniu się z przeprowadzanych projektów oraz wskazano bariery i trudności w gromadzeniu i wykorzystywaniu doświadczeń projektowych.
The aim of this article is to establish the meaning and role of lessons learned in project knowledge management. The paper in question describes an empirical study devoted to lessons learned collection and application practices in organization running operations in Poland. In a result of hypothesis verification, there was a correlation established between lessons learned collection and application practices and benefits realization in projects. Moreover, it was depicted how organizational culture enhances learning lessons from conducted projects and how specific barriers and obstacles block lessons learned collection and application practices.

Strefa Gazy jest w XXI wieku obszarem działań zbrojnych organizacji Hamas oraz Palestyńskiego Islamskiego Dżihadu przeciwko Izraelowi. W odpowiedzi na aktywność islamskich ugrupowań siły zbrojne Izraela przeprowadziły cztery duże operacje wojskowe. Celem niniejszego opracowania jest przedstawienie tego asymetrycznego konfliktu prowadzonego w terenie zurbanizowanym oraz użytych tam nowych rodzajów technologii wojskowych, w oparciu o doświadczenia z przeprowadzonych tam operacji wojskowych. Przewaga jaką uzyskiwał Izrael wynikała m.in. z wykorzystania metod wywiadowczych i rozpoznania, a także zastosowania oprogramowania opartego na sztucznej inteligencji. Wojska izraelskie ponosiły jednak dotkliwe straty ludzkie, co wskazuje, że w walkach miejskich przewaga taktyczna i technologiczna nie zawsze się sprawdza. Dzięki przygotowaniu podziemnych instalacji i tuneli Palestyńczycy mogli neutralizować przewagę wojsk izraelskich, stosując zasadzki, skryte manewry pododdziałami, wyjścia na tyły wojsk izraelskich, czy też możliwość szybkiej ucieczki. Brakowało im jednak skuteczności w starciu z ultranowoczesnym systemem przeciwlotniczym Iron Dome, czy z pojazdami pancernymi. Zaprzecza to opiniom o nieprzydatności broni pancernej w walkach miejskich. Doświadczenia zebrane w opisanych operacjach wojskowych powinny być wykorzystane w przyszłych konfliktach zbrojnych prowadzonych w zurbanizowanej Europie.
The Gaza Strip has been an area of military operations in the 21st century by the Hamas organization and Palestinian Islamic Jihad against Israel. In response to the activity of the Islamic groups, the Israeli armed forces have conducted four major military operations. The purpose of this paper is to present this asymmetric conflict conducted in urban terrain and the new types of military technology used there. The evaluation is based on the experience of the military operations conducted there. The advantage that Israel gained was due to, among other things, the use of intelligence and reconnaissance methods, as well as the use of software based on artificial intelligence. However, Israeli troops suffered heavy human losses, which indicates that in urban combat tactical and technological superiority does not always work. By preparing underground installations and tunnels, the Palestinians were able to neutralize the Israeli army’s advantage by using ambushes, stealthy maneuvers by subdivisions, exits to the rear of the Israeli army, or the ability to make a quick escape. However, they lacked effectiveness against the ultra-modern Iron Dome anti-aircraft system, or against armored vehicles. This contradicts opinions about the unsuitability of armoured weapons in urban combat. Experience gained in described military operations should be used in future military conflicts conducted in urbanized Europe.

Participation in operations abroad is an important instrument of the State’s security policy as well as foreign policy, which can impact on the international security. In addition to the implementation of the political, national and strategic objectives, engagement of Polish Armed Forces (PAF) in operations also results in gathering new experiences, enabling the improvement of existing and acquisition of new operational capabilities. This is particularly true of emergency response capabilities and conducting combat operations with unequal military strengths, which include factors such as: training, quality of human resources, weapons and military equipment. In light of the potential challenges associated with the continued growth of operational capabilities in terms of changes in the security environment, an analysis of the conclusions and experiences has been conducted. They will probably have the greatest impact on the development of the PAF as well as the whole NATO.
Udział SZ RP w misjach i operacjach zagranicznych jest ważnym instrumentem polityki bezpieczeństwa państwa, jak i polityki zagranicznej. Jednocześnie udział ten jest cennym źródłem nowych doświadczeń umożliwiających poprawę istniejących i pozyskiwanie nowych zdolności operacyjnych SZ RP. Jest to szczególnie ważne w kontekście zdolności reagowania kryzysowego i prowadzenia operacji w środowisku asymetrii potencjałów stron. W związku z tym, w świetle potencjalnych wyzwań współczesnego środowiska bezpieczeństwa, celem niniejszego artykułu jest przedstawienie w uogólnionej formie doświadczeń przede wszystkim poziomu polityczno-wojskowego z udziału SZ RP w sojuszniczych misjach i operacjach, które w opinii autora stanowią wartość dodaną w zachodzących aktualnie procesach profesjonalizacji i transformacji polskiej armii oraz jej integracji w ramach Sojuszu.

The aim of the paper is to study the challenges concerning organizational behaviors crucial for Lessons Learned capabilities in military organizations as well as to indentify the solutions and recommendations to develop and strengthen positive organizational culture, climate and behaviors fostering experiential learning. The attention is focused around positive behaviors recognized by NATO as the key success factors for Lessons Learned capabilities such as: the engagement of leaders, positive mindset, willingness to share information and stakeholder involvement. The contents of the paper are mainly based on the interviews with Lessons Learned experts and practitioners representing both NATO commands, bodies and national Lessons Learned military organizations. Moreover, the outcomes of the analysis of selected military documents and the literature survey contributed to the study.

W artykule podjęto próbę analizy efektywności polityki regionalnej Unii Europejskiej i Finlandii wobec obszarów peryferyjnych w pierwszym dla tego państwa okresie programowania 1995–1999. Szczególna uwaga została poświęcona Laponii. Ze względu na niekorzystne warunki przyrodnicze region ten borykał się z wieloma problemami, spośród których pierwotnym wydaje się być depopulacja. Polityka regionalna prowadzona wobec Laponii miała na celu zahamowanie tego procesu. Jednak błędy popełnione przy planowaniu skutkowały jej niepowodzeniem. Można zatem postawić hipotezę, że nie wysokość nakładów finansowych przeznaczonych na zwiększenie konkurencyjności regionu, ale znajomość jego specyfiki może przynieść pożądane efekty. Tymczasem, w kontekście polityki regionalnej wobec Laponii, okres 1995–1999 charakteryzował się niewłaściwym planowaniem opartym na zbyt powierzchownych analizach.
The article attempts to analyze the effectiveness of the regional policy of the European Union and Finland towards peripheral areas in the first programming period for this country, 1995–1999. Particular attention was devoted to Lapland. Due to unfavorable natural conditions, the region struggled with many problems, the primary of which seems to be depopulation. Lapland’s regional policy aimed to stop this process. However, mistakes made in its planning resulted in its failure. Therefore, it can be hypothesized that it is not the amount of financial outlays intended to increase the competitiveness of the region, but the knowledge of its specificity, that may bring the desired results. Meanwhile, in the context of regional policy towards Lapland, the period 1995–1999 was characterized by inadequate planning based on overly superficial analyzes.
