    Opis:
    European SMEs can hardly access optimized transport solutions and normally generate a scattered demand producing a large number of transport means. The paper shows how the approach taken within the KASSETTS project based on proposed operational scenar-ios, developed in the Central Europe and ena-bled Central Europe manufacturing SMEs to jointly and effectively participate in the dynamic construction of efficient transnational transport solutions by means of knowledge and intelli-gent ICT services provided by the EU wide network of intermediary organizations acting as logistic coordinators. The proposed concept proved to have a positive impact on the effec-tiveness of transport routes.
    Europejskie małe i średnie przed-siębiorstwa mają niewielki dostęp do zoptyma-lizowanych rozwiązań transportowych. Niniej-szy artykuł pokazuje w jaki sposób zapropono-wane scenariusze w ramach projektu KAS-SETTS rozwinęły się w Centralnej Europie i pozwoliły na dynamiczne tworzenie skutecz-nych rozwiązań w transporcie dla małych i średnich przedsiębiorstw za pomocą wiedzy, inteligentnych usług IT dostarczanych przez organizacje Unii Europejskiej, które funkcjonują jako koordynatorzy logistyki. Zaproponowana koncepcja okazała się mieć pozytywny wpływ na efektywność w działaniach transportowych.

    The overview study contains the most important issues decisive for ensuring the security of logistics ICT networks in the context of contemporary threats, at the same time bearing in mind their military dimension. It highlights the determinants influencing the functioning of the networks used to transmit information. The aspect of the need to ensure the protection of ICT networks dedicated to logistics has not been presented in this approach so far. The author first of all compares economic and hierarchical organizations based on the example of the armed forces. He also referred to the ICT networks of logistics of other uniformed formations.

    In this paper the ICT network traffic analysis from the point of view of the varianceto- mean ratio is presented and discussed. The analysis is based on the real traffic captured at the West Pomeranian University of Technology. The results of averaged traffic analysis over different time scales shows the relation between variance-to-mean ratio and the level of self-similarity, which in turn affects the quality of service in ICT networks.

    When considering information management in transport, one may try to take several perspectives; omnichannel approach seem to be the most interesting one. The role information management plays in enhancing transport capabilities is considered crucial. What is more, contemporary technology development allows to build coherent network which would collect, store and perform preliminary analysis of the information acquired. Thus, one might receive the model of passing the information that would address best the needs expressed by contemporary citizen. The purpose of the hereby article is to present how to adapt omnichannel approach towards information management so that to boost its effectiveness. The research is theoretical, thus allowing the area for discussion of the proposed model, nevertheless, its character limits the possibility to verify it in practice; therefore it should be highlighted its findings ought to be followed with practical verification of the idea.
    Rozważając kwestię zarządzania informacją w transporcie, warto zastanowić się nad koncepcją omnichannel. Rola, jaką zarządzanie informacją odgrywa w zwiększaniu możliwości transportowych, uznawana jest za kluczową. Co więcej, rozwój współczesnej technologii pozwala na stworzenie koherentnej sieci zbierającej, przechowującej i dokonującej wstępnej analizy pozyskanych danych. Tym samym można stworzyć model przekazywania informacji, odpowiadający potrzebom współczesnego odbiorcy. Celem niniejszego artykułu jest zaprezentowanie, w jaki sposób można zaadaptować podejście omnichannel do zarządzania informacją, tak aby zwiększyć jej efektywność. Rozważania mają charakter teoretyczny, pozwalając na dyskusję nad analizowanym modelem; niemniej jednak należy podkreślić, że przedstawione informacje powinny przejść proces weryfikacji w praktyce.

    Sieci między organizacyjne stają się coraz bardziej rozległe, przekraczając granice krajów i kultur. Tworzenie łańcuchów logistycznych w tych warunkach staje się skomplikowane i trudne, choć oczekuje się, aby logistyka nie tylko nie była barierą rozwoju sieci, ale wręcz jej stymulatorem. Pomocne w konstruowaniu procesów logistycznych są technologie informatyczne, których głównym zadaniem jest ułatwienie komunikacji pomiędzy potencjalnymi uczestnikami sieci i łańcuchów logistycznych. W artykule omówiono znaczenie informatycznych technologii integracyjnych, możliwości i korzyści wprowadzenia ontologii do logistyki sieci oraz przeanalizowano rolę operatorów logistycznych w tym zakresie.
    Organizational networks are becoming more extensive, crossing borders of countries and cultures. Creating logistics chains under these conditions becomes complicated and difficult, but it is expected that logistics does not create barriers to development network, but even is a network facilitator. In the construction of logistics processes ICT is the main enabler whose main task is to facilitate communication between potential participants in the network and logistics chains. The article discusses the importance of ICT in network integration, capabilities and benefits of ontologies to logistics networks, and investigates the role of logistics service providers in this field.

    The subject of the article is the surveillance of ICT networks, commonly known as network eavesdropping or network wiretapping. First, the author presents the basic technical aspects of wiretapping. The main part of the article discusses international regulations (the Convention on Cybercrime), European Union regulations (Directive 2013/40 on attacks against information systems) and Polish regulations (Penal Code) concerning network eavesdropping. The last part of the article contains conclusions from the comparison of the provisions of the Cybercrime Convention, Directive 2013/40 and the Polish Penal Code.

    Przedmiotem artykułu jest analiza sieciowych struktur organizacyjnych jako elementu systemu zarządzania organizacją. Rozważania zilustrowano na przykładach praktycznych: projektowania Systemu Informacji Naukowo-Technicznej (projekt SYNAT) oraz analizy zmian w koncernie Bayer CropScience (BCS). Zmiany w systemach zarządzania wynikają z potrzeby transformacji systemów hierarchicznych i prowadzą w kierunku powszechnego tworzenia organizacji globalnych. W zarządzaniu obserwujemy przejście od scentralizowanych struktur hierarchicznych do zdecentralizowanych struktur sieciowych. Postawiono tezy, że: budowa organizacji globalnych wymaga stosowania w nich sieciowych struktur zarządzania, a stosowanie sieciowych struktur jest możliwe dzięki postępowi w zastosowaniach informatyki. Struktury sieciowe umożliwiają stosowanie wysokiej jakości systemów komunikacyjnych, stąd też stwarzają techniczne warunki do zarządzania informacją i wiedzą.
    The subject of the article is an analysis of network organizational structures as part of the organizational management system. The considerations are illustrated in practical examples: System Information Science and Technology (design SYNAT) and the analysis of changes in the company Bayer CropScience (BCS). Changes in management systems are due to the need to transform hierarchical systems. The direction of change is the global creation of global organizations. In management, we observe the transition from centralized hierarchical structures to decentralized network structures. The paper argues that the construction of global organizations requires the use of network management structures in them, the use of network structures is possible through advances in ICT applications. Network structures provide opportunities for high-quality communication systems. Consequently, they create technical conditions for managing information and knowledge.

    Artykuł przybliża metodę badawczą, jaką jest analiza sieci wartości i jej praktyczne możliwości zastosowania przy realizacji wybranego projektu w firmie sektora ICT. W firmach tych przestrzeń realizowanych działań nie jest wyłącznie wyznaczona przez infrastrukturę techniczną, lecz zasoby wiedzy oraz umiejętności komercjalizacji informacji. Dominacja tych zasobów sprawia, że coraz częściej poszukuje się innych metod szczególnie dedukcyjnych do analizy współczesnych przedsiębiorstw.

    Modern economy, also called network economy, significantly affects the functioning of companies that recognize the value creation through their participation in networks. In particular, high-tech companies, including the ICT sector, form the engine of economic development in the market by providing innovative information and communication technologies whose primary ingredient is knowledge. The purpose of this article is to identify the key factors affecting the implementation of IT services with the support of ICT tools. The examples of such IT services may include programming, SEO, management, web hosting. The analysis was conducted from the perspective of an IT company (a company realizing an order). Those factors were determined based on the methodology of network thinking that allows to look at the problem and taking into account different criteria and to determine the strength and nature of the relationship of individual network elements.

    Celem artykułu jest ranking województw Polski ze względu na poziom wykorzystania technologii informacyjno-telekomunikacyjnych w przedsiębiorstwach, w 2010 r. W badaniach wykorzystano metody wielokryterialnego wspomagania decyzji: AHP (ang. Analytic Hierarchy Process) i ANP (ang. Analytic Network Process). Uzyskane, za pomocą dwóch metod, wyniki porównano i na tej podstawie wykazano różnice pomiędzy zastosowanymi podejściami. Wykorzystane algorytmy pozwoliły na analizę położenia województw z uwagi na różne zaawansowanie obszarów w przestrzeni teleinformatycznej.
    The article ranks Polish voivodships in terms of utilization of information and telecommunication technologies in enterprises during the year 2010. In the research, there have been used multi-criteria decision support methods: AHP (Analytic Hierarchy Process) and ANP (Analytic Network Process). Results, obtained through the two methods, have been then compared, which gave us a clear picture of differences between approaches applied in the process. The algorithms which have been used, enabled the analysis of voivodships’ positions in the ranking with regard to varying advancement of specific areas in the ICT area.

    Entrepreneurial network creation can be considered one of the important factors of regional development. The paper focuses on the problem of entrepreneurial network development in entrepreneurially weak regions. It shows that digital technologies are key elements of a modern entrepreneurial ecosystem. Systematization of network effects allowed for the conclusion that the main conditions for their occurrence are trust and ICT-based platforms. The paper draws on quantitative and qualitative data from interviews with owner-managers from a study of SMEs in an entrepreneurially weak region of Belarus to assess the nature of their networking activity. The survey did not identify any formal networks of SMEs in the form of consortia or temporary arrangements in the Vitebsk region, and showed that the problems hindering the development of SME cooperation in the Vitebsk region are lack of information about potential partners, a low level of trust between entrepreneurs, lack of infrastructure and services for business community cooperation support. This article offers a regional system for entrepreneurs networking development using three types of ICTbased platforms: a public-private partnership (PPP) platform, entrepreneur’s partnership groups (EPG) platforms and Living Labs platform. The proposed policy measures for regional authorities would be expected to allow them to contribute to creating an effective entrepreneurial ecosystem in entrepreneurially weak regions.
    Tworzenie sieci przedsiębiorczości można uznać za jeden z ważnych czynników rozwoju regionalnego. Artykuł koncentruje się na problemie rozwoju sieci przedsiębiorczości w regionach słabych pod względem przedsiębiorczości. Pokazuje, że technologie cyfrowe są kluczowymi elementami nowoczesnego ekosystemu przedsiębiorczości. Systematyzacja efektów sieciowych pozwoliła stwierdzić, że głównymi warunkami ich występowania są zaufanie i platformy oparte na ICT. W artykule wykorzystano dane ilościowe i jakościowe z wywiadów z właścicielami – menedżerami z badania MŚP w słabo rozwiniętym pod względem przedsiębiorczości regionie Białorusi w celu oceny charakteru ich działalności sieciowej. Badanie nie zidentyfikowało żadnych formalnych sieci MŚP w formie konsorcjów lub tymczasowych porozumień w regionie witebskim i wykazało, że problemami utrudniającymi rozwój współpracy MŚP w regionie witebskim są brak informacji o potencjalnych partnerach, niski poziom zaufania między przedsiębiorcami, brak infrastruktury i usług do wspierania współpracy środowisk biznesowych. W artykule przedstawiono regionalny system rozwoju sieci przedsiębiorców za pomocą trzech rodzajów platform opartych na ICT: platformy partnerstwa publiczno-prywatnego (PPP), platformy grup partnerstwa przedsiębiorców (EPG) i platformy Living Labs. Oczekuje się, że proponowane narzędzia mogą przyczynić się do stworzenia skutecznego ekosystemu przedsiębiorczości w regionach słabych pod względem przedsiębiorczości.

Currently due to the scientific and technological progress as well as the implementation a new standard known as LTE system, cellular telecommunication becomes the basic element of the modern broadband telecommunication infrastructure and internet services. Growing importance of the mobile systems is also connected with great popularity of new mobile terminals – smartphones and tablets. These terminals together with the technology known as cloud computing changed also the ICT market. The paper relates to the situation in many countries, but mainly to Poland.

    Celem artykułu jest wielokryterialna analiza województw ze względu na wykorzystanie przez przedsiębiorstwa technologii informacyjnych i telekomunikacyjnych (ICT) w 2015 r. W badaniu zastosowano metodę ANP, zaliczaną do metod wielokryterialnego podejmowania decyzji. W pracy uwzględniono ekspercką wiedzę specjalistów ICT zatrudnionych w przedsiębiorstwach biorących udział w badaniu GUS. Na tej podstawie dokonano doboru atrybutów ICT i skonstruowano sieciową strukturę kryterialną. Preferencje w przypadku kryteriów głównych ustalono z uwzględnieniem mocnych i słabych stron województw. W wyniku klasyfikacji metodą k-średnich utworzono grupy województw ze względu na wykorzystanie ICT przez przedsiębiorstwa. Preferencje w przypadku subkryteriów wyznaczono, kierując się zasadą, że najwyższą wagę mają kryteria charakteryzujące najnowsze kierunki rozwoju ICT. Uzyskane wyniki mogą posłużyć do oceny przestrzeni teleinformatycznej oraz stopnia zaangażowania przedsiębiorstw według województw w korzystanie z nowoczesnych technologii.
    The aim of the article is a multi-criteria analysis of voivodships with regard to the use of information and communication technologies (ICT) by enterprises in 2015.The ANP method, which is classified as one of multi-criteria decision-making methods, was used in the research. Expert knowledge of ICT specialists employed in enterprises participating in the survey of Statistics Poland was applied. On this basis, ICT attributes were selected and a criterion structure was constructed. In the case of main criteria, preferences were determined considering strengths and weaknesses of voivodships. As a result of the -means method classification, groups of voivodships were established due to the use of ICT by enterprises. Preferences in the case of sub-criteria were based on the principle that the criteria characterizing the latest trends of ICT development are of the highest importance. The obtained results can be applied to evaluate the ICT space and the degree of enterprises involvement in modern technologies usage by voivodships.

    The article describes some preliminary results of the implementation of Work Package 4 (WP4) “Selection and testing new ICT tools” within a framework of the international research network IRNet and researchers from partner institutions from Poland, Slovakia, Ukraine and Australia. These results concern analyzing and studying some categories of ICT tools for making didactic videos. The whole package period was divided into several main stages 1-5. The role of multimedia in teaching is considerable since they offer various information presentation formats simultaneously. The advantage of combining text, audio, images, animation, video and hyperlinks lies in the use of both main channels - visual and verbal - for making didactic videos in an efficient way. Features of an effective presentation and examples of computer programs which may be used for this purpose have also been shown in the paper. The authors presented a ranking list based on the quality and quantity assessment of choosing ICT tools, proposed some recommendations of features of good didactic videos and analyzed some mistakes users make most frequently while elaborating didactic videos.

    The article is devoted to the problems of the security management for the dispersed organizational structures. The security is one of the system criteria that determine the factual value of the organization, what tends to expose the information and decision-making processes in an article. These processes determine the efficiency of modern business units and directly affect the level of the overall security of dispersed organizations. The security of an organization can be seen in various aspects ranging from the system security (general, global) through the economic security to the information security. The process nature of the relationships between the links of an dispersed structure indicates the need for the creation of the operational security. A particular role is played by the ICT as a strengthening factor for the widely understood potential of the company and its economic security in this area, e.g. in the framework of stimulating processes of a group learning, using of dispersed databases, or verifying generated knowledge in terms of the efficiency and certainty of the decision-making processes in dispersed structures. This article is a kind of an outline of the concept of the new H-H type structural solution (the hybrid of the hierarchical and heterarchical configurations), taking the criterion of an information and economic security into an account.

    The information society is a product of the intersection of socio-historical-technological contexts, where the development of science and industry has a global reach. The pervasiveness of new information and communication technologies makes it an essential component of a new civilization, afecting every country in varying degrees. Although this techniques approach is grounded in some truth, it neglects other vital aspects that challenge the idea of an information society that prioritizes human needs. The leading nations have achieved this through active research and development, driven by government involvement and the signicfiant contributions of universities. Furthermore, the collaboration of diverse economic, institutional, social, and civic actors has played an essential role in its advancement. However, constructing and promoting an information society transcends infrastructure. It involves political actions that consider the socio-technological nature of this development and its impact on society and other sectors of activity. The objective of this article is twofold. On the one hand, the study analysed the situation of Algeria and its position in relation to other countries regarding the information society, and the other examined the factors that influence the development of the information society in Algeria, trying to identify the most important ones. Finally, the authors proposed a development strategy in this area. The research thesis was formulated as follows: What are the key variables that have an impact on the development of digitalization and the information society in Algeria? Thus, the regulatory frameworks of the most advanced countries are central to the initiatives aimed at its development. To foster the emergence of an information society in Algeria, solidarity must be strengthened, diversity promoted, and the potential of all citizens catalysed.
    Zjawisko społeczeństwa informacyjnego łączy problemy społeczno-historyczno-technologiczne, gdzie rozwój nauki i przemysłu ma zasięg globalny. Wszechobecność nowych technologii informacyjnych i komunikacyjnych sprawia, że jest to niezbędny składnik nowej cywilizacji, wpływający w różnym stopniu na każdy kraj. Ten pogląd jest jednak jednostronny i pomija inne istotne aspekty, które podważają ideę społeczeństwa informacyjnego, stawiając na pierwszym miejscu ludzkie potrzeby. Wiodące państwa osiągnęły to dzięki aktywnym badaniom i rozwojowi, napędzanym zaangażowaniem rządów i badaniami naukowymi. Współpraca różnych podmiotów gospodarczych, instytucjonalnych, społecznych i obywatelskich odegrała zasadniczą rolę w rozwoju społeczeństwa informacyjnego. Budowanie i promowanie społeczeństwa informacyjnego wykracza poza odnoszenie się jedynie do infrastruktury, obejmuje bowiem działania polityczne, które uwzględniają społeczno-technologiczny charakter tego rozwoju i jego wpływ na społeczeństwo i inne sektory działalności. Cele artykułu stanowią analiza sytuacji Algierii i jej pozycji w stosunku do innych krajów w zakresie społeczeństwa informacyjnego, badanie czynników wpływających na rozwój społeczeństwa informacyjnego w Algierii, a także zidentyfikowanie najważniejszych z nich. W artykule zaproponowano strategię rozwoju w tym obszarze. Problem badawczy sformułowano następująco: jakie są kluczowe zmienne wpływające na rozwój cyfryzacji i społeczeństwa informacyjnego w Algierii? Ramy regulacyjne najbardziej rozwiniętych krajów mają kluczowe znaczenie dla inicjatyw mających na celu ich rozwój. Aby wspierać powstawanie społeczeństwa informacyjnego w Algierii, należy wzmocnić solidarność, promować różnorodność i pobudzić potencjał wszystkich obywateli.

Aby móc z nich skorzystać konieczna jest bezpieczna infrastruktura, która spełni nie tylko wymagania bezpieczeństwa oferowane przez technologię teleinformatyczną, ale również zapewni zgodność z wymaganiami wypracowanymi przez metrologię. Perspektywa taka tworzy nowe możliwości w obszarze prac badawczych i nadzoru, aby zapewnić bezpieczeństwo cyfrowe infrastruktury pomiarowej.
    The development of technology in the field of ICT leads to the creation of new classes of functionality and services with regard to creating, processing and using data. Solutions of virtualization and the use of network resources also appear more often in the design of new measuring instruments. Communication possibilities, the remote control of instruments, collecting measurement data sent by network, creating central databases and their analysis, open wider opportunities for metrology. In order to benefit from them, secure infrastructure is necessary, which will fulfil not only security requirements offered by ICT but also will ensure compliance with the requirements developed by metrology. Such perspective provides new opportunities in the field of research works and supervision to ensure the digital security of metrological infrastructure.

    Traditional management methods and structures are failing to adequately accommodate a complex reality, which is characterized by discontinuous change, hypercompetition and the exponential explosion of information science. Therefore, it demands a fundamental rethink and the development of a management paradigm that can withstand the pressure of rapid change in a borderless, connected, and wired world relying more and more on virtual structures. Inevitable changes in business environment and the redefinition of management methods and styles address new challenges for computer science in offering new services and products tailored to virtual organisational structures. The paper explores more attentively the potential and advantages of the usage of advanced information and communication technologies for support of network-based virtual organisations. The paper presents a specialised computer system, i.e. Computer PINF Platform designed to support virtual organisations in the efficient exchange, diffusion, and transfer of knowledge and innovations. The main features and functions offered by the PINF Platform were selected based on in-depth analyses of its potential users and stakeholders, i.e. research institutions, academia, and SMEs. The genesis of performed scientific and application works, architecture, main functions, and practical areas of the application of the Computer PINF Platform are also revealed in the paper. The implemented computer PINF Platform is a complex, modular IT tool to support geographically distributed entities of virtual organisations that aims at efficient transfer of knowledge and innovation into science, industry, and the business sector.
    Tradycyjne metody i style zarządzania nie spełniają już wymogów adekwatności w stosunku do złożonej rzeczywistości, która charakteryzuje się nieustanną dynamiką oraz wszechobecnością technologii informatycznych. Zatem konieczne jest wprowadzanie nowych paradygmatów zarządzania, takich jak struktury wirtualne, które w bardziej efektywny sposób odpowiadają na zachodzące w otoczeniu gwałtowne zmiany ekonomiczne, technologiczne, społeczne i kulturowe. Nieuchronne zmiany w otoczeniu biznesowym, które wymuszają redefinicję metod i stylów zarządzania, mają także ogromny wpływ na pojawiające się nowe wyzwania stawiane informatyce oraz technologiom ICT w zakresie oferowania nowych usług i produktów dostosowanych do tzw. wirtualnych struktur organizacyjnych. W artykule przedstawiono potencjał wykorzystania technologii teleinformatycznych w zakresie wspomagania funkcjonowania organizacji wirtualnych (OV). Artykuł prezentuje specjalizowany system komputerowy w formule Platformy informatycznej PINF, która należy do instrumentarium systemów komputerowych dedykowanych do wspierania funkcjonowania wirtualnego klastra instytucjonalnego ukierunkowanego na dyfuzję innowacyjnych technologii oraz wyników prac badawczych. Analiza potrzeb informacyjnych z zakresu szeroko pojętej innowacyjności wśród przedstawicieli jednostek badawczych i przedsiębiorstw sektora MSP umożliwiła opracowanie założeń technicznych oraz struktury logicznej i fizycznej efektywnego narzędzia komputerowego w formule platformy informatycznej. W artykule zaprezentowano genezę architektury, funkcjonalności oraz praktyczne obszary wykorzystania opracowanej Platformy informatycznej. Opracowana multisycyplinarna platforma PINF stanowi kompleksowe, modułowe i elastyczne narzędzie wspomagające pracę interdyscyplinarnych zespołów badawczych oraz efektywny transfer wiedzy i innowacji do sektora nauki, przemysłu oraz biznesu.

    The paper presents the concept of e-Municipality, which corresponds to the today observed changes, as the consequence of the development of ICT and the information society. Particular attention was paid to the technological determinants of e-Municipality implementation, i.e. network infrastructure of e-Municipality and there was considered the impact of ICT, used as a part of discussed concept, on the functioning of local governments and their citizens, as well as local businesses.

    Croatian national health ICT implementation strategy is determined by Croatian national health strategy and plan, Croatian ICT development strategy for 21st century, and requirements specifications for the health information system. National health ICT implementation strategy components are accented: purpose of the ICT implementation strategy, information principles, needs and ICT enablement in domains of patients, healthcare professionals, policymakers and managers and public. Telemedicine and telecare positions and implementation steps are described. Based on the determinants, three organizational levels have been established - government, ministerial and project levels. General architecture of Croatian healthcare information system and respective pilot projects and results of pilot implementations as well as national ICT environmental accelerators for health ICT implementations are presented.

    Opis:
    In this article the existing solutions within the scope of e-maintenance services for machines used in the construction industry have been presented. The major factors influencing the quality of e-maintenance services from the point of view of the service recipient, i.e. the user of a machine, have been identified. Owing to the conducted analysis, it was also possible to formulate auxiliary assumptions for creating and modifying a technology for equipment remote diagnosis and monitoring.
    W prezentowanym artykule przedstawiono i porównano istniejące rozwiązania z zakresu usług świadczonych w ramach koncepcji e-maitnenace stosowanych w maszynach wykorzystywanych w przemyśle budowlanym. Zidentyfikowano najważniejsze czynniki wpływające na jakość usług e-maintenance z punktu widzenia odbiorcy usługi, czyli użytkownika maszyny. Dzięki przeprowadzonej analizie, możliwe było także sformułowanie założeń pomocnych przy tworzeniu i modyfikacji technologii zdalnego diagnozowania i monitoringu urządzeń.

    This article, prepared by an international team of authors - researchers from different scientific areas, connected with ICT, e-learning, pedagogy, and other related disciplines - focuses on the objectives and some results of the IRNet international project. In particular, this article describes the research tools, methods and some procedures of the WP3 “Analyses and Evaluation of the ICT Level, E-learning and Intercultural Development in Every Participating Country”: Objec- tives, Tasks, Deliverables, and implementation of research trips. Except that, the article presents more important events, such as (video)conferences, semi- nars, workshops, an e-round table debate; among these events are ICTE2014, DLCC2014, “New Educational Strategies in Modern Information Space,” “High- tech information educational environment,” during which some more important results of the project research were presented. The list of publications includes 32 papers and a manuscript with WP3 results. Researchers from Poland, Russia, Ukraine, the Netherlands, Spain, Slovakia, Portugal, Czech Republic and Australia analysed the results of WP3 in the context of the next stages and Work packages of IRNet project - International Research Network.

    W artykule przedstawiono technologię MPLS (ang. MultiProtocol Label Switching), która reprezentuje nowy poziom w rozwoju standardów wykorzystywanych w połączeniach technologii przełączania warstwy drugiej modelu odniesienia ISO/OSI z technologią routingu w warstwie trzeciej. Podstawowym celem procesu standaryzacyjnego MPLS jest stworzenie elastycznej struktury sieci, która będzie posiadała dużo większą efektywność niż dotychczasowe systemy sieci oraz będzie w dużo większym stopniu skalowalna. Analizując wyniki otrzymane w badaniach symulacyjnych, można stwierdzić, iż zastosowanie sieci MPLS jest w stanie zagwarantować optymalną jakość usług dla różnego rodzaju aplikacji.
    The article presents MPLS (Multiprotocol Label Switching), which represents a new level in the development of standards used in combinations of switching technology of the second layer ISO/OSI reference model and routing technology in the third layer. The primary objective of the standardization of MPLS is to create a flexible network structure, which will be much more efficient than existing systems and networks, and will be much more scalable. Having analyzed the results obtained in the simulation tests, we can conclude that the use of MPLS network is able to guarantee optimal quality of service for all kinds of applications.

    The article describes some preliminary results of the implementation of Work-Package 4 (WP4) “Selection and testing new IT tools” in the framework of the international research network (IRNet) and researchers from partner institutions from Poland, Slovakia, Ukraine, and Australia. These results concern analysis and study of some categories of IT tools for making multimedia presentation. All the package period has been divided into 5 main stages. The role of multimedia in teaching is considerable as it offers various formats of presenting information simultaneously. The combination of text, audio, images, animation, video, as well as hyperlinks has an advantage of using both of the two main channels – visual and verbal – for presentation in an efficient way. This paper also discusses the features of effective presentation and examples of computer programs which may be used for this purpose. Authors presented a ranking list based on quality and quantity assessment of chosen IT tools and they proposed some characteristics of good presentation as well as they analyzed frequent mistakes made by users elaborating presentations.

Tekst skupia się na celach oraz wybranych wynikach międzynarodowego projektu IRNet (www.irnet.us.edu.pl). Szczególną uwagę skoncentrowano na opisie narzędzi, metod i procedur badawczych wykorzysta-nych podczas realizacji Pakietu WP7 „Rozpowszechnienie wyników projektu”, to znaczy na celach, zadaniach, rezultatach, publikacjach oraz realizacji wyjazdów naukowych w kontekście kolejnych etapów oraz pakietów projektu IRNet.
