The aim of the article is to indicate the role of the voivodeship government administration in the field of information and education of the region’s inhabitants in the area of security with the use of websites run by the sixteen voivodeship offices of Poland. The author formulates the following research questions: What contents on the topic related to security are posted on the websites of individual voivodeship offices? Are they valuable and helpful for the user who is seeking information and assistance? What are their educational qualities? Are the site and its navigation user‑friendly? In the age of information society, when information is a key value, we want to know quickly and with confidence, which is why we choose those sources of information whose reliability is guaranteed by the authority of the office and the function exercised. As a representative of the Council of Ministers in the area, the voivode isresponsible for security matters there. His or her tasks include information and education of the inhabitants of the regions, and the Internet is undoubtedly a tool for this purpose nowadays. Therefore, the focus was on the content of websites of sixteen voivodeship offices, in terms of the usefulness of the information and materials contained therein for the users seeking advice, and perhaps even help in the event of a threat to life and health.

Opis:
Adolescence is an extremely difficult stage in life. On the one hand, they are not children, because there are physical, psychological and social changes; on the other hand, they are not adults yet, because they do not make independent decisions, do not run a separate household and are not financially independent. And yet each of his parents trembles when his descendant enters the period of growing up, because he/she knows – from theory or practice – that the time of rebellion, negating power, testing various stimuli, checking their own skills begins. In order to safely pass this time and bring a young person into adult life, an educational system is needed to instill the necessary knowledge, develop skills and habits and educational influences that will prepare young people to face the challenges and threats of the 21st century.
Czas dorastania młodzieży (zwany okresem adolescencji) to niezmiernie trudny etap w życiu. Z jednej strony to już nie dzieci, ponieważ zachodzą w nich przemiany fizyczne, psychiczne i społeczne, z drugiej zaś to jeszcze nie dorośli, gdyż nie podejmują samodzielnie decyzji, nie prowadzą osobnego gospodarstwa domowego i nie są niezależni finansowo. Każdy z rodziców czuje obawy, gdy jego potomek wchodzi w okres dorastania, ponieważ z teorii lub praktyki zdaje sobie sprawę z tego, że zaczyna się czas buntu, negowania autorytetów, testowania różnych bodźców, sprawdzania własnych możliwości. Aby przejść przez ten okres bezpiecznie i wprowadzić młodego człowieka w dorosłe życie, potrzebny jest system edukacji mający na celu przekazywanie niezbędnej wiedzy, kształtowanie umiejętności i nawyków oraz oddziaływanie wychowawcze, które przygotują młodzież do życia wobec wyzwań i zagrożeń XXI w.

Objectives: The article considers the changes that occurred in bilateral relations between Russia and Austria in the period before and after the start of the military invasion of Ukraine in February 2014. Austria, as the subject of the study, was chosen because of its peculiarities as a perpetually neutral country and state - member of the European Union. The country to shape its bilateral relations with Russia in a particular way, which has changed since the beginning of military operations in Ukraine. Methods: The analysis and synthesis of knowledge, the case study method, the hard and soft power theory of Joseph Nye, a method of observing current political and military events. Results: 1. Until the conflict with Ukraine, which took the form of war in February 2022, relations between Russia and Austria were friendly, based on mutual benefits. 2. The Austrian government to take an unambiguous stance towards the conflict and to stand in solidarity with other EU countries. 3. The bilateral relations to rapidly weaken and deteriorate, which can be seen in the public statements of Russian politicians. Conclusions: Austria played a special role in bilateral and multilateral contacts in the international environment. Russian sought to influence Austria through diplomatic, informational and economic means. By publicly condemning the armed invasion in Ukraine and accepting the sanctions imposed on Russia by EU countries, Austria received a harsh reaction from Russia in the diplomatic forum. In the long run, this may dramatically change the arrangement of mutual relations between the two countries.

Kompetencje społeczne żołnierzy i kadry dowódczej kształtowały się, gdy powstawały armie narodowe, a w przypadku Polski – tworzyło się Wojsko Polskie. Troską dowódcy było takie przygotowanie i wychowanie żołnierzy, by w czasie wojny mogli bronić obywateli i państwa.
The social competences of soldiers and commanders were shaped when national armies were formed, and in the case of Poland - the Polish Army was being formed. The commander's concern was to prepare and educate soldiers so that they could defend citizens and the state during the war.
