The issues of green energy and sustainable development are one of the most discussed and most important today in face of the global challenges, such as global warming, greenhouse emissions, degradation of the ecology etc. In this regard, green energy is obviously a necessary part of the energy policy of a country. Still, economic crises and instability have led to the necessity to form a sustainable economy; hence the crossing of the two mentioned policies leads to the necessity to figure out what sustainable green energy is. The issues of green energy are very important for the developing economies, which are highly limited in financial resources. The countries of Latin America are among the ones which face significant issues in this sphere. The article is devoted to the formulation of this concept and to the proof that sustainable energy development is individual for every country. The scope of the research is the Latin American region, within the years since 2000. The authors conducted a regression analysis of the GDPs of several countries, namely, Brazil, Argentina, Peru and Colombia and their green energy sectors, and formulated conclusions on sustainable energy sources in these countries. The key findings include the proof of sustainable green energy sources for every researched country and the strategies for the improvement of these countries’ renewable energy sector performance. The novelty of the article encompasses the methodology used and the concept of sustainable renewable energy.
Zagadnienia zielonej energii i zrównoważonego rozwoju są dziś jednymi z najczęściej dyskutowanych i najważniejszych w obliczu globalnych wyzwań, takich jak globalne ocieplenie, emisje gazów cieplarnianych, degradacja ekologii itp. Pod tym względem zielona energia jest niezbędnym elementem polityki energetycznej kraju. Jednak kryzysy gospodarcze i niestabilność doprowadziły do konieczności stworzenia zrównoważonej gospodarki, a pogodzenie dwóch wspomnianych polityk prowadzi do konieczności ustalenia, czym jest zrównoważona zielona energia. Kwestie zielonej energii są bardzo ważne dla rozwijających się gospodarek, które są ograniczone finansowo. Kraje Ameryki Łacińskiej są jednymi z tych, które borykają się z poważnymi problemami w tej sferze. Artykuł poświęcony jest sformułowaniu tej koncepcji oraz wykazaniu że zrównoważony rozwój energetyki jest indywidualny dla każdego kraju. Zakres badań obejmuje region Ameryki Łacińskiej po 2000 roku. Autorzy przeprowadzili analizę regresji PKB kilku krajów, a mianowicie Brazylii, Argentyny, Peru i Kolumbii oraz ich sektorów zielonej energii, a także sformułowali wnioski dotyczące zrównoważonych źródeł energii w tych krajach. Podstawowe wyniki badań wskazują, że w każdym z badanych krajów istnieją zrównoważone źródła energii oraz strategie poprawy wydajności sektora energii odnawialnej w tych krajach. Nowością artykułu jest zastosowana metodologia oraz koncepcja zrównoważonej energii odnawialnej.

Research background: In order to tackle climate change and ensure Paris agreements are met, countries are forced to look for alternative ways of producing, consuming, and wasting and adopt a circular economy. Reduction of greenhouse gas emissions becomes one of the key elements. The demand for electricity is increasing, and most greenhouse gas emissions derive from the energy sector. Because of that, it is crucial to ensure the transition from fossil fuels to renewable energy. Renewable energy, as a part of the circular economy, also contributes to sustainable development. Only the efficient implementation of circular economy and renewable energy practices can ensure that sustainable development goals are achieved. Purpose of the article: The study aims at determining the efficiency of European Union countries implementing circular economy practices through renewable energy to attain SDGs. The study focuses on the significance of renewable energy as a tool for the circular economy to achieve sustainable development and highlights the progress achieved in SDG through renewable energy in the EU. Methods: For efficiency assessment of the circular economy represented by the renewable energy indicators, data envelopment analysis (DEA) was performed. Findings & value added: This study presents a relation analysis of the circular economy and renewable energy and the importance of efficiency in achieving SDGs through a circular economy. The study helps to understand the circular economy represented by renewable energy and how it transforms into sustainable development and contributes to necessary actions needed for countries to improve. Based on the results, Sweden, Luxembourg, Ireland, Latvia, Estonia, Malta, the Netherlands and Bulgaria are considered the most efficient countries, while Austria is the least efficient. Unused solar and wind power potential can slow down sustainable development; however, EU programs and renewable energy strategies help countries move towards clean energy and ensure efficient implementation of sustainable development goals.

This article aims to analyze the process of energy transformation in Germany and renewable energy state support as an example of a strategic and effective policy. Energy transition in Germany, which leads to replacement of conventional energy with renewable sources and increase of energy efficiency is a long-term project requiring a strong state intervention. This project is supported with European Union green energy policy giving favorable legal and institutional framework for green technologies development. The process of energy transformation in Germany started more than two decades ago and nowadays this economy benefits from growing number of new jobs and export of high-tech products. The article analyzes the concept of "green growth" in the EU, which is both determinant and the effect of energy transformation in Germany. It discusses support mechanisms and instruments for German green energy sector, transformation goals in that area, financing sources and the most important economic effects.

  Aim: In the 21st century, energy security is one of the most important elements of contemporary politics and economy. The German turn in energy policy is the first attempt on a global scale to move away from nuclear energy to the use of renewable energy (RES -Renewable Energy Sources), albeit with a temporary increase in the use of conventional energy sources (in particular coal). The authors undertook to analyze the course of the German policy turn as well as new opportunities and threats to the stability of its energy system, notably electricity sector.   Design / Research methods: In order to analyze the course of the German turn in energy policy as comprehensively as possible, the authors recurred to various studies, often presenting divergent points of view on changes in the German energy industry in recent years. The research process was based on the analysis of the content of the materials subject to consideration.   Conclusions / findings: The analysis carried out shows that the efforts to increase the share of renewable energy will be continued in the near future, while limiting the role of traditional energy sources, with the exception of lignite. The policy will also directly lead to a continued importance of natural gas for the global economy. The changes taking place in the German energy balance to a certain extent limit the country’s energy security. This is due to the fact that supplies from wind and solar power plants that are to become dominant in the German energy system are of high volatility and thus constitute a significant threat. Progress in generating energy from renewable sources is not accompanied by similar progress in its storage, and without such storage capacity renewable energy sources will never be stable.   Originality / value of the article: The doctrinal assumptions of Energiewende (German energy transition) are fully consistent with the assumptions of the European climate and energy policy, which is also very important from the point of view of Poland. However, attention should be paid to the fact that too rigorous approach to its implementation may - still for a long time - threaten the economy and energy security of Germany and of other European Union states.   Implications: The conducted analysis unambiguously indicates the direction of the energy policy turn in Germany and in other EU states, as well as a change in the way the energy security system operates. The example of Germany, a highly industrialized country seeking to actively participate in the fulfillment of the commitments regarding the international mechanisms designed to combat the climate change, in particular by the transition of its energy sector towards a near zero emission economy, may provide model solutions which could potentially be adopted in other countries.

For the last couple of years it has been time of dynamic growth of renewable energy in the global market, and photovoltaics in particular. This development is fueled by the extraordinary plummet of PV production costs, increasing economies of scale and the introduction of support systems for renewable energy sources in many countries worldwide. Poland in the light of PV world market is still at the beginning of the development path mostly due to low nominal prices of electricity. Current efficiency of PV panels and their prices, coupled with the new renewable energy act in Poland, let the energy consumers (prosumers) unprecedentedly and economically produce electricity for their own purposes without subsidies, under certain conditions (so called grid parity). The goal of the paper is to measure the levels of profitability of the PV power plant with 5 kW capacity for residential customers in Poland (households in C11 and C12 tariffs) in thirty three largest electricity distribution regions. The paper answers the question, where and under which conditions in Poland the production of electricity from PV is economically viable, provided that all the energy is used for the own consumption of customers. The methodology of the work is based on the standard model of cash flow for an investment project for building a PV installation, where revenues are avoided costs of purchase and distribution of electricity, thanks to 100% electricity production from PV for the own purposes of the customer. As costs in turn the insurance of the PV and operation and maintenance were assumed. Profitability of PV is expressed as the internal rate of return IRR. Based on the calculation, the conclusion has been formulated that investing 1 440 PLN/kW of PV CAPEX (capital expenditures), most of the electricity regions benefit from profitable 5 kW PV investments, provided that all the electricity produced in PV is used for own purposes of the customer. Best IRRs appear in lubelski region, with 9,8% IRR and distribution system operator (DSO) of ENERGA at G12 tariff – 8-9% IRR. The only region with low profitability turned out to be DSO RWE Polska in Warsaw city, with IRR values not higher than 6%. Not sufficient values of IRR show up as well at G11 tariff for DSO Enea, for Gliwice region at DSO Tauron and for Łódź city at DSO PGE. The only one difficult condition to meet for a customer is a necessity to consume all the energy from PV for its own purposes. It is a tough task taking into account an average household energy consumption due to the fact that in most cases the consumption is relatively low during the day period. Thus, in sake of optimization, there is a need to choose such households which consumption profile suits best to the production profile of PV (or there is a need to lower the PV capacity to 2-3 kW, so that PV would produce all the energy for own purposes of the owner). In order for meeting this requirement, large houses will be taken into account, with above average consumption of electricity, possessing many household appliances, which work is necessary to properly run a household during the day. To sum up, PV micro installations may be profitable already today without a subsidy system, provided that they are installed in large houses with above average electricity consumption. This tendency is going to be strengthened over time also for average houses, together with improving PV technology. This in turn will cause capital expenditures’ decrease for unit installed, together with rising electricity costs for households in long term perspective on the market.

Aim:  In this paper we demonstrate an outline strategy for Indonesia to move its electrical generation from fossil fuels to renewable sources in order to reduce carbon dioxide emissions whilst avoiding excessive costs. The modelling here is based on assumed present fossil fuel generating plants. Design / Research methods:  We have modelled a representative electrical generation system based on burning coal, oil and gas, and by replacing retiring stations with photovoltaic cells and wind turbines we have considered the cost and carbon dioxide implications over a 30 year period. Additionally the modelling is extended to increasing the Indonesian installed electrical capacity. Conclusions / findings:  The results show that Indonesia could meet its carbon dioxide emission reduction targets in an economic way by a phased strategy of introducing renewable energy sources. These results are preliminary and will be refined in a future article where we will include the detail of actual existing power stations, with their capacity and anticipated end of life date. Originality / values of the article: There has been, and continues to be, a general resistance to the adoption of renewable energy. This paper shows  the economic benefit that accompanies carbon dioxide reduction thus presents a new aspect to the consideration of carbon reduction,  Implications of the research: Indonesia faces difficulties in providing electricity whilst meeting its climate change obligations. This research points to a viable economic strategy which may not only meet those obligations, but actually increase electrical provision across the country. Since 1997, when the Kyoto Protocol was signed, the era of renewable energy has begun. Due to the growth of its share in the total energy production and consumption, the world community is making efforts towards the transition to sustainable development. Developed and developing countries have significantly increased production and consumption of renewable energy in absolute terms trying to join this initiative. The purpose of this work is to study the impact of changes in the share of total production and consumption of renewable energy on the economic growth and CO2 emissions. Secondary data of the World Bank, the countries that invest the most in renewable energy (the USA, China, the European Union) is used and a comparison with Ukraine, Russian Federation and general global indicators covering the period 1990-2015 is made. Modeling of the influence of the share of production and consumption of renewable energy sources in the total volume in the studied countries on the level of economic growth and CO2 emissions using economic and mathematical modeling is carried out. Linear regression models of the studied countries and the world are estimated. The hypothesis on a link between economic growth and development of renewable energy has been confirmed. The results reveal that depending on the country under the research the level and nature of the impact of increasing the share of production and consumption of renewable energy on economic growth differs significantly and depends on a number of political and economic factors.

The idea of sustainable development is increasingly being introduced into the energy management of many municipalities. This trend can be seen in the countries of the European Union, in particular, in Germany, Austria and Denmark, where the integrated policy for development of local energy and economy with social progress is implemented. In Poland, these solutions are still in the phase of intentions; however, attempts are made to take action in this respect. The paper discusses innovative solutions for the local energy management based on renewable sources with regard to their adaptation to the local conditions in Poland. The parameters affecting the development of the local energy sector are discussed. An emphasis is placed on the initiatives undertaken with the purpose of engaging local communities in the development of the renewable energy production and implementation of solutions, making use of examples of other schemes currently in force in Europe.
W pracy omówiono innowacyjne rozwiązania w zakresie lokalnej gospodarki energetycznej opartej na aspektach ekonomicznych, społecznych i ekologicznych. Przeanalizowano główne elementy zrównoważonego gospodarowania energią, w tym możliwości rozwoju lokalnej infrastruktury energetycznej ze szczególnym uwzględnieniem wykorzystania odnawialnych źródeł energii. Omówiono innowacyjne rozwiązania energetyki lokalnej w aspekcie ich możliwości adaptacyjnych do adaptacji do warunków polskich. Omówione zostały czynniki wpływające na rozwój lokalnej energetyki. Szczególną uwagę poświęcono inicjatywom angażującym lokalną społeczność w rozwój energetyki odnawialnej oraz sposoby implementacji rozwiązań na przykładzie rozwiązań istniejących w Europie.

Sustainable energy development implies an effective use of economic, human, technological, renewable and non-renewable natural resources. The gradual process of natural environment degradation and the inevitable exhaustion of natural fossil fuel deposits force the search for alternatives. A comparison of alternative opportunities to generate energy allows to identify their advantages and drawbacks. The article attempts a systematic review of factors ‘in favour of’ and ‘against’ the use of renewable energy sources (RES) in accordance with the principle of sustainable development. The study applies descriptive methods, including comparisons. CSO and ERO were the sources of data for 1988- 2018. According to sustainable development principles, investments in RE need to be widely promoted and supported by the state, especially in rural areas. The attempt to systematise factors contributing to the use of renewable energy resulted in the identification of: the importance of economic circumstances and the traditional approach to the energy sector; the need to protect the natural environment by the reduction of pollution and mitigation of the greenhouse effect; the need for continuing the education of society on the implementation and fast development of technology and the desire to enhance self-reliance and independence in energy supply with a special consideration of rural areas.
Fundamentalną zasadą zrównoważonego rozwoju energetycznego jest efektywne wykorzystanie zasobów odnawialnych i nieodnawialnych, ekonomicznych, ludzkich i technologicznych. Postępujący proces degradacji środowiska naturalnego i nieuchronne wyczerpywanie się surowców kopalnych wymuszają poszukiwanie alternatywnych rozwiązań energetycznych. Konieczność porównania różnych możliwości wytwarzania energii, pozwala wyłonić ich zalety i wady. Celem artykułu była próba dokonania systematyki czynników przemawiających „za” i „przeciw” wykorzystaniu źródeł energii odnawialnej w aspekcie zrównoważonego rozwoju. Do prezentacji wyników badań zastosowano metodę opisową i porównawczą. Źródło materiału stanowiła literatura przedmiotu oraz dane Głównego Urzędu Statystycznego (GUS) i Urzędu Regulacji Energetyki (URE) za lata 1988-2018. Zgodnie z założeniami zrównoważonego rozwoju inwestycje w odnawialne źródła energii (OZE), szczególnie realizowane na obszarach wiejskich, powinny być szeroko promowane i wspierane przez państwo. Na podstawie dokonanej próby systematyki czynników przyczyniających się do wykorzystania OZE wskazano na istotę znaczenia uwarunkowań ekonomicznych i tradycyjnego podejścia do energetyki; zbieżnego z założeniami zrównoważonego rozwoju ochrony środowiska, przez zmniejszenie zanieczyszczenia i ograniczenie efektu cieplarnianego. This article provides a cause-and-effect analysis of the impact of carbon emissions on climate change and on the sustainable development of European countries. Despite the consolidated efforts of the world community, the global amount of greenhouse gas emissions is not decreasing, leading to irreversible climate change. The objective of this paper is to explore Europe’s progress towards climate neutrality in the context of ensuring sustainable development and achieving the goals of the European Green Deal. The article aims to establish an econometric relationship between the amount of carbon emissions and the energy intensity of GDP based on statistical data from European countries, and using the example of Ukraine during a full-scale invasion to demonstrate factors that influence greenhouse-gas- emissions growth despite GDP. A significant aspect of this study is an analysis of data from 2012–2022, which indicates that Europe has reduced CO2 emissions and is successfully moving towards climate neutrality. Key efforts of EU countries in preventing climate change and transitioning to renewable energy sources are reflected in the context of the Green Deal. Based on econometric calculations, the direct relationship between the amount of carbon emissions and energy intensity of GDP in European countries was confirmed with a probability of 0.95. The obtained interdependence allows one to predict the amount of CO2 emissions based on known values of energy intensity of GDP during stable economic development. Special attention was paid to Ukraine and the increase in CO2 emissions due to the war. The authors concluded that the war disrupted the relationship between GDP and CO2 emissions, leading to a 23% increase in emissions in 2022. Overcoming the climate crisis and ensuring sustainable development requires a global decarbonisation strategy. However, effective climate policy is impossible without achieving peace.

The biogas production constitutes one of renewable energy sources (RES) . In addition, wastes are preferred for energy production. In the case of some wastes, e.g. poultry manure, it is difficult to conduct anaerobic digestion in monofermentation. The aim of this work was to plan the biogas plant, in which the main substrate is the waste from a poultry farm. The scope of work included: preparation of a biogas plant technological project, determining the amount of biogas and methane that can be produced annually on the example of the selected poultry farm, performing the energy and financial calculations for the current conditions prevailing on the renewable energy market in Poland. The installation project assumed the location of a biogas plant at an existing poultry farm – the source of the substrate. The micro-biogas plant includes a fermentation tank with a capacity of 500 m3 and storage of digestate pulp with a capacity of 700 m3. The assumed power biogas plant will generate 112 kW of electricity and 120 kW of heat. The installation will operate in a single-stage mesophilic technology (39 °C), which will avoid incurring additional costs related to heating and the construction of additional fermentation tanks. The use of poultry manure by anaerobic digestion provides benefits through biogas technology. It is necessary to examine the technology in terms of biogas production, which is carried out under better sanitary and environmental conditions. This work was undertaken to investigate the environmentally friendly removal of poultry manure through biogas technology to obtain the best economic effect, and employ it further, e.g. as a fertilizer.

Celem każdego rządu jest stworzenie dobrych warunków dla zrównoważonego rozwoju sektora energetycznego, co wiąże się z kolei z rozwojem gospodarki danego kraju. W poszczególnych państwach przyjmuje się indywidualne modele zarządzania sektorem energetycznym. W Polsce coraz częściej podejmowane są próby określenia nowego modelu strategii energetycznej, spełniającego oczekiwania odbiorców, przy jednoczesnym wypełnieniu wymogów stawianych przez Unię Europejską. W niniejszym artykule przeanalizowano klastry funkcjonujące na krajowym rynku. Wskazano ich wspólne i odmienne cechy, a także podkreślono ich rolę w zrównoważonym rozwoju gospodarki.
The purpose of each government is to create good conditions for the sustainable development of the energy sector, which in turn is linked to the development of a country’s economy. Individual models for managing the energy sector are adopted in individual states. In Poland more and more attempts are being made to define a new energy strategy model that meets the expectations of the consumers, while fulfilling the requirements of the European Union. This article analyzes the clusters functioning in the domestic market. They point to their common and different characteristics, and underline their role in the sustainable development of the economy.

The paper includes the issues related to sustainable development in the energy-using sectors in the European Union countries. The paper presents the analysis of participation of renewable energy in the total energy consumption in these sectors of the European economy. It was found that participation of renewable energy in the total energy balance continues to increase, differs in each country and is not dependent on the macroeconomic situation. Strong positive correlation between participation of renewable energy and afforestation rate was found, which is caused by largely involvement of biomass in renewable energy. The research indicates that the economic aspect for sustainable energy development is of low importance, the ethical field and the need to preserve resources for future generations are crucial.
Przedstawiono zagadnienia związane z rozwojem zrównoważonym w sektorach wykorzystujących energię na przykładzie krajów UE . Dokonano analizy udziału energii odnawialnej w zużyciu całkowitym energii. Stwierdzono, że udział energii odnawialnej w bilansie całkowitym energii ciągle wzrasta, jest zróżnicowany w poszczególnych krajach oraz nie zależy od sytuacji makroekonomicznej. Stwierdzono silną dodatnią korelację między udziałem energii odnawialnej a lesistością, co było spowodowane dużym wykorzystaniem biomasy w energetyce odnawialnej. Przeprowadzone badania wskazują, że aspekt ekonomiczny w przypadku zrównoważonego rozwoju w sektorach wykorzystujących energię miał małe znaczenie, a na pierwszy plan wysuwały się płaszczyzna etyczna i konieczność zachowania zasobów dla przyszłych pokoleń.
