Aim. The purpose of the work is to find, study, thematically, chronologically present, and analyse the place of education and especially school education in Georgian politics in the post-Soviet period in Georgia, as well as to determine the attitude to the issue, highlight the ongoing activities, and show the existing results and future perspective. Methods. The work is presented based on several researched-studied official government documents, empirical materials, analysis of scientific research papers, and the use of the comparative method in the Georgian reality of the post-Soviet period. Results. The paper identifies the current situation at the level of public education in Georgia following the goals of modern-sustainable development since the 1990s, which is known as the most difficult period of Georgia's history; it highlights the existing legal framework in the school education system and the implementation of the set plans; it shows effective steps of the state to develop and implement education policy. Conclusion. By studying a number of materials, it is confirmed that the political course of Georgia for the promotion of school education in Georgian reality, despite the existing difficult political situation, was characterised by great support when all political teams were in power because the mentioned issue is a part of the domestic policy in the country, which is always important and relevant.

The main goal of the article is to conceptualize a model of a state which would be adequate to the current situation in Ukraine. It seems that Russian aggression and the so called “anti-terrorist operation” allow us to observe a number of regularities which shed some light on what the Postsoviet Ukrainian state indeed is. It appears that a model of the state shaped in Ukraine is significantly inadequate to the patterns developed under the conditions of the West-European political culture. This issue was researched on the basis of two cases. The first was a case of the “forgotten” ammunition stored in Oktiabrsk harbor in Mykolaiv. It could be considered as an example of the inefficiency of the Ukrainian state. The second case concerns the provisioning of the volunteer battalion “Azov”. This one could be regarded as an example of the phenomenon of commercialization of state monopoly on the legitimate use of force. The analysis of these cases may lead to the conclusion that under post-Soviet circumstances an alternative model of the state arises. From the point of view of an “classical” (i.e. Weberian) approach, it could be named as “a state à rebours”.

Research background: Rural areas in Poland occupy more than 93% of the country's area. This high share somehow automatically becomes a source of causes and effects of differences both at the regional and local level. Development disproportions in rural areas become vividly visible in the places of accumulation of developmental barriers, which derive from the effect of social, economic, environmental and historical factors. The arguments which refer to the place-based policy stress the fact that making use of the unused potential of intermediate and poorly developed territories may actually influence the local and national level of development (Farole et al., 2011). Rural areas, especially peripheral areas, are undoubtedly the territories of unused potential. Purpose of the article: The aim of the research is to measure the socioeconomic development, including the spatial diversification leading to the development of rural peripheral areas. Methods: Development is a multidimensional phenomenon. There-fore, its level will be determined by means of the synthetic feature. The synthetic feature will be used as the starting point for identification of peripheral areas and their delimitation. The Jenks method was applied to group entities into classes characterised by similar levels of development (Jenks Natural Breaks Classifica-tion, Jenks, 1967). The spatial scope of the research comprises rural areas in Poland in the western borderland, i.e. West Pomeranian, Lubuskie and Lower Silesian Voivodeships. The research subject were rural and rural-urban communes of the regions under investigation. The empirical material were obtained from the following sources: the Local Data Bank of the Central Statistical Office, unpublished data of the Agricultural Property Agency. Measurements referred to 2015.The object of the study was the development of rural areas in the western borderland, which was identified by comparison of the synthetic features of the following factors: location rent, technical infrastructure, social infrastructure, human capital, social capital and local finance. Findings & value added: The results of the analysis showed significant differences level of socioeconomic development of rural areas in the western borderland. The research findings did not show a simple dependence between rural development and the share of former state-owned farms in the communes. Areas with a high share of former state-owned farms could be found both in the group of best- and least-developed communes. Due to the range of research, it is illegitimate to make other than intuitive inferences. Thus, we can intuitively indicate that the following group of factors triggered the process of development and helped to break the barriers resulting from the liquidation of state-owned farms: location in an urban agglomeration, natural and tourist values as well as the activity of local authorities. The research should be continued in order to identify the factors and pathways of development in individual areas under analysis.

The article shows the democracy process in Armenia, based on the analysis of parliamentary and presidential elections from the transformation in the early 90’s of the 20th century until the present day. As an post-Soviet state, Armenia has been faced with numerous obstacle in this process, and subsequent elections in her territory are marked by numerous irregularities and diverges from the western democracy standards. The article shows the complexities of the situation of this state, especially the question of Nagorno-Karabakh. There is progress in the adaptation of the Armenian election law to international standards and yet there is a lack of public trust in the honest elections. In general, actions which undermine the democratic elections stem from the autocratic leadership style of Armenian authorities. The present regime in Armenia can be described as semi-democratic.

The article is focused on the postmodern paradigm and its uses in research on European international relations. It shows how postmodernism is understood in philosophy and how it can be adopted by political science methodology. Although, all aspects – positive and negative – as each paradigm postmodernism can’t be used to every kind of analysis. As a result of European philosophy and based on the European background, the postmodern paradigm seems to be the most suitable for European state research. That’s why the suggestion included in the text is described in the context of this kind of issue.
Szukając sposobów badania europejskiej przestrzeni międzynarodowej, z nieuzasadnionej przyczyny, wielu badaczy zarówno polskich, jak i środkowoeuropejskich, pomija postmodernistyczną perspektywę w swoich pracach. To zaniechanie, nieuzasadnione w opinii autorki, pozbawia badania nad stosunkami międzynarodowymi rozwinięcia nowych perspektyw poznawczych oraz ponownego sprawdzenia aktualności dotychczas utrwalanych i powielanych sądach m.in o państwach narodowych w Europie. Celem artykułu jest wskazanie tych obszarów, w jakich nie tylko możliwe jest  wykorzystanie postmodernizmu, jako paradygmatu badawczego, ale również podkreślenie jego wartości dla nowo prowadzonych badań nad europejską przestrzenią relacji międzynarodowych.

The subject-matter of the article is the identification and analysis of the constitutional foundations of the legal provisions regulating the administrative procedure of public administration bodies in the Slovak Republic and analysis of decisions made by the Slovak Constitutional Court and Supreme Court. The administrative procedure represents an immanent process in which state and public administration bodies make decisions on rights, legitimate interests as well as obligations and duties in the field of state and public administration. The author aims to identify the most important provisions of the Slovak Constitution and to demonstrate their significance for the decision-making activities of domestic public administration bodies and at the same time to find out if the constitutional and legal basis is sufficient enough to make amendments regarding the decision-making processes of Slovak public administration bodies. The author's research hypothesis, resting on an enquiry to identify if the constitutional amendment is satisfactory and acceptable, is followed by an investigation of mutual relations between the current state of our society and its conditions being in a state of its rapid development and the contents of the constitutional amendment. It is argued that the Constitution as the basic piece of legislation must be adopted with accepted text so that potential changes would not entail having to change the Constitution.

During the Arab Spring some MENA regimes were either forced to reform themselves or ousted and replaced by democratic opposition. Amidst half a dozen of cases of this revolution Libya is a specific one. Its Qaddafi era idiosyncrasy fuelled by “oil” state-formation ended up with the destruction of state apparatus and reinvigorated tribal affiliations. The impact of the 2011 events has changed it as a polity but cannot erase the past five decades of neo-patrimonial and repressive rule. Subsequently, the end of the Muammar Qaddafi regime does not promise post-conflict stability as a new Libya has yet to validate its move towards stabilisation or work out a national consensus. This paper identifies three possibilities of the future development of this country (gradual stabilisation, Jihadisation and fragmentation) and considers the likelihood of each in characteristics and the international context.
Wraz z wydarzeniami arabskiej wiosny niektóre reżimy z basenu Morza Śródziemnego zostały zmuszone do reform lub obalone i zastąpione przez opozycję demokratyczną. Spośród kilku przykładów takiej rewolucji Libia jawi się jako przypadek szczególny. Osobliwości systemu zbudowanego przez Muammara Kaddafiego, sponsorowane dochodami z eksploatacji złóż ropy, skutkowały destrukcją struktur państwa i nasileniem trybalizmu. Rewolucja z 2011 r. zmieniła wprawdzie konstrukcję polityczną Libii, lecz nie mogła przekreślić minionych dekad neopatrymonialnych i represyjnych rządów. Sam kres reżimu Kaddafiego nie jest zatem przesłanką pokoju po konflikcie, a Libia musi uprawomocnić swoją transformację i wypracować narodowy konsensus. W artykule analizowane są trzy scenariusze rozwoju sytuacji (stopniowa stabilizacja, „dżihadyzacja” oraz defragmentacja) w pokonfliktowej Libii. Celem autora jest rozważenie ich prawdopodobieństwa z uwzględnieniem splotu specyfiki wewnętrznej oraz sytuacji międzynarodowej.

At the beginning of Poland's post-socialist economic and political transformation, the then President of Poland and icon of Poland's struggle for democracy, Lech Wałęsa, declared, referring to Poland's economy, that we should build "a second Japan". The statement has since been ridiculed on a number of occasions, as Japan represented a great economic success, but nevertheless achieved in an entirely different historical, systemic and, most importantly, cultural environment. The Poles looked West at a narrow range of systemic arrangements and policies as the solutions to their post-socialist underdevelopment and never really considered other options.
Na początku polskiej post-socjalistycznej transformacji gospodarczej i politycznej ówczesny Prezydent Polski i ikona polskiej walki o demokrację, Lech Wałęsa, zadeklarowali, odnosząc się do polskiej gospodarki, że powinniśmy budować "drugą Japonię". Stwierdzenie to było od czasu do czasu wyśmiewane, ponieważ Japonia reprezentowała wielki sukces gospodarczy, ale mimo to osiągnęła zupełnie inne, historyczne, systemowe i, co najważniejsze, kulturowe otoczenie. Polacy patrzyli na Zachód w wąskim zakresie systemowych ustaleń i polityk jako rozwiązań dla ich postsocjalistycznego zacofania i nigdy tak naprawdę nie rozważali innych opcji.

Artykuł poświęcony jest zastosowaniu chińskiego modelu transformacji i rozwoju w posocjalistycznej Azji Południowo-Wschodniej, w tym w Mjanmie, Laosie i Wietnamie. Główną tezą jest stwierdzenie, iż w okresie transformacji systemowej wszystkie wyżej wymienione kraje szeroko posiłkowały się powyższym modelem. Pierwsza część artykułu opisuje istotę posocjalistycznej transformacji; druga analizuje chiński model transformacji i rozwoju oparty na koncepcji posocjalistycznego państwa rozwojowego; trzecia jest opisem transformacji w krajach kontynentu azjatyckiego; czwarta obrazuje adaptację modelu chińskiego w posocjalistycznej Azji Południowo-Wschodniej.
The article discusses the implementation of the Chinese model of transformation and development in post-socialist Southeast Asia, namely, Myanmar, Laos and Vietnam. It argues that during the systemic transformation, all the above-mentioned countries have widely used the model. The text consists of four parts; first, it describes the essence of post-socialist transformation; second, it analyzes the Chinese model of transformation and development based on the concept of post-socialist developmental state; third, it overviews the transformation in Asia; fourth, it illustrates how the Chinese model was adapted in post-socialist Southeast Asia.

Theoretical background: The article is devoted to the knowledge gap in understanding processes of growing state interventionism in a number of post-communist countries, Poland being one of the most notable examples. This evolution is still understudied in the literature, both in terms of evidence and proper theoretical framework. Existing theoretical perspectives have been created for studying other types of economies an do not fully fit the transition ones. Among these perspectives, the state capitalism (SC) one seems to be the most promising.Purpose of the article: The task of this paper is to study the growing state interventionism in Poland using the state capitalism approach which had to be refined by the authors in order to be more applicable for analyzing transition economies. Using this framework, the history of SC formation and its present state in Poland are studied, including specific features of Polish state capitalism, e.g. the importance of the state-owned enterprise (SOE) sector as the source of rents, as well as the varieties of the state control over the enterprise sector.Research methods: The article makes use of mostly qualitative methods, quantitative ones playing an auxiliary role by systematizing evidence used in qualitative research. The study was based on analysis of the existing literature and evidence of interventionist practices of the Polish government. The authors attempted to fine-tune the SC approach both through refining its definition and including areas previously mostly neglected by SC studies such as relationships between the state and the enterprise sector. They created a typology of SC phenomena in transition economies which made it possible to study the Polish case in a comprehensive way.Main findings: At this stage, the authors think that no strict definition of state capitalism is possible because of its highly contextual character. Thus, the outcome of the study may not be universal, but the authors believe that their concept of six basic features of state capitalism may be applicable not only to Poland, but to other transition economies as well. Besides, the article raises awareness of the importance of state-controlled enterprises in studies on state capitalism. The article also identifies challenges for further research and the still existing knowledge gaps. Among others, the questions remain, whether the statist trends in Poland and other countries lead to a system change and what are the roots of these trends.

State-owned enterprises still play an important role in many countries around the world. The aim of this research is to indicate which factors had a significant impact on the scale of state ownership in enterprises in the group of twenty eight post-socialist countries. The large scale privatisation indicator from the EBRD and the novel microlevel-based SOE measure were regressed on sets of cultural, political, economic and control variables. The results show that cultural factors-represented by the dominant religion-had a substantial impact on the scale of state ownership in enterprises while the role of political and economic factors was less pronounced. These results emphasise the importance of cultural factors in shaping the scale of state ownership in enterprises. This study contributes to the literature by analysing factors inuflencing the scale of state ownership in enterprises in contemporary economic conditions which has been missing until now. A discussion on the role of the state as an owner of enterprises has been an important part of contemporary economic literature. The importance of this topic is driven by the fact that the scale of state ownership in enterprises is substantial in many countries around the world. The author focuses on determinants of the position and place of the Catholic Church – mainly in Poland and from the perspective of recent years. He delivers an opinion – assessment confirming the close cooperation of the Catholic Church (as an institution) with the structures of the state. Additionally, he formulates a remark that we are observing the crisis of this religious association. These remarks – constituting the first part of the article – are completed with a general reference to the political situation in Poland (since 2015). He emphasizes how the history of the Catholic Church – its doctrinal and theological foundations influence the community’s situation (especially in the context of state-church relations). Presenting the so-called weak sides of the Catholic Church (mainly from the perspective of its activity as an institution, less – from the perspective of faith), the author indicates the necessity of undertaking the effort of renewal in the direction of “living in a Christian way in a post-Christian society.”

In 2014, Russia annexed Crimea and conducted insurgency operations in Eastern Ukraine resulting in a stalemate for the next eight years and followed by a full-scale invasion of Ukraine in February 2022. This has triggered an imbalance in international security worldwide as well as impacted small states such as New Zealand. To remain in the same circle of great powers, New Zealand suspended a Free Trade Agreement (FTA) with Russia and changed its international policies by introducing a sanctions programme against Russia. New Zealand also provided humanitarian and military aid to Ukraine and offered immigration support. The invasion served as a pivotal point for New Zealand’s diplomacy, security, and economy. The aim of this article is to identify what choices New Zealand needs to make in order to secure its position within the great powers’ domain. By providing a narrative of the possible future scenarios, the study will recommend strategies for New Zealand as a small state to find a right fit within the great powers’ dominion. The article suggests the necessity for New Zealand to follow international law and rules-based order as one of the guarantors of the country’s security and economic stability.

The article provides an analysis of the concept of post-growth, presented as an alternative to the current growth paradigm, which is considered the most fundamental in the modern economy. Due to its widespread implementation, natural resources are being used to an extent that destroys the balance of the Earth’s environment. The purpose of the article is to try to answer three questions concerning: the reasons for the destructive nature of the expansionism that characterises the world’s dominant (at least in the Western world) socio-economic system based on the concept of economic growth, the nature of the post-growth idea and the challenges it generates for consumers, entrepreneurs and the state.
