It seems obvious that corrupt behaviors revealed in the public space are supposed to undermine citizens’ political trust. This thesis has been empirically verified many times. The author of the paper presents the cause and effect model with institutional trust as the independent variable. The article is an attempt to analyze the possible directions of its influence on political corrupt behaviors, assuming political trust to be the starting point, not the consequence, of the “social disease” occurring in the public domain.

This study investigates the link between perceived discrimination and political trust among immigrants in European countries. Focusing on perceived discrimination, I emphasize the diversity of mechanisms through which discrimination is perceived by immigrants; in other words, perceptions of discrimination are multidimensional. This is in stark contrast to most of the research that uncritically assumes that the perceptions of discrimination are unidimensional. Employing the European Social Survey, I find that each of the diverse dimensions of perceived discrimination has different associations with immigrants’ political trust. Furthermore, the association between diverse dimensions of perceived discrimination and political trust varies depending on the immigrant’s generational status. For first-generation immigrants, their trust in political institutions is related to seven types of perception of discrimination, whereas, for the second generation, it is linked only to four types. This indicates that first-generation immigrants’ political trust is more responsive to the perceptions of discrimination in comparison to the second generation of immigrants.

The article analyzes the relations between political trust - one of the most important values in the life of political communities - and election-related behaviors in the narrow meaning of voting. Researchers investigate the phenomenon of decreasing turnout as one of the expressions of democratic crisis. When studying such a complex problem, it is essential to search for multi-theme causes which might be helpful in understanding the topic and possibly finding a solution for it. The author of this article, while assuming the correctness of analyzes conducted thus far, which indicate that the problem lies in weaker attachment to political parties, less interest in politics and inadequate tools, raises questions whether the decreasing turnout in individual states may be related to the level of trust that citizens put in political institutions and whether there is a relation between these both indicators. In order to answer these questions, the author employs a quantitative analysis of data which derive from reports containing percentage levels of political trust and turnout in the elections, a comparative analysis, as well as an overview of literature on the subject.

Research background: We are guided by concepts linking political trust with the perceived rank of people in the wealth hierarchy, their confidence in other people, and the means they use to learn about events at home and abroad. Purpose of the article: The aim of the article is to assess and analyse at the micro level the impact of subjective welfare, interpersonal trust and the intensity of usage of television & radio or the Internet to search for news on political trust in four levels of Russian government. Methods: The study is based on microdata from the Life in Transition Surveys provided by the European Bank for Reconstruction and Development. Ordinal logit regressions are constructed to evaluate the impact of test and control variables on political trust in the Russian president, federal, regional, and local governments in 2010 and 2016. Findings & value added: We identify a reverse of political trust in the upper levels of the Russian government between 2010 and 2016, when the impact of perceived welfare level changes from positive to negative. This phenomenon is explained by the focus of the policy of the federal centre on sup-porting the poor groups of the population, as well as its distancing from business. In contrast, the positive, albeit inconsistent, effect of subjective wealth on trust in lower-level governments is due to the benefits that businesses can gain from interaction with local authorities. We find the positive impact of controlled television and radio on trust in the upper echelons of power, along with the negative impact of the freer Internet on political trust in regional and local authorities. We also confirm the hypothesis of a positive and significant relationship between interpersonal and political trust, highlighting the role of social capital. Finally, our research shows that in systems of the hierarchical type, such as Russia, specific mechanisms for maintaining political trust are established. They are associated with the redistribution of public expectations and claims to different branches of government. The results obtained are applicable for managing political trust through building a democratic state and civil society.

Poles comparatively low political activity, continued from the first competitive parliamentary election in 1991, leads to take a reflection of the voters perception of politics and political parties. The article focus on the perception of political parties in Poland and the Poles’ attitude to politics. Research has shown that the political sphere of democratic Poland separates from the social life. The activities of political parties, political conflicts and their solutions, are a phenomena that the majority of Poles do not care about. Polish political institutions and democratic procedures act in a specific social void. Poles political behavior (especially the voters one), in the period of democratic system, is characterized by high level of ritualism. This method of adaptation of the citizens of Poland to the democratic political system leads to low level of trust in political institutions.

Jednym z podstawowych celów realizacji sondaży o charakterze porównawczym jest wnioskowanie o międzykulturowych różnicach opartych na pomiarze pewnych konstruktów latentnych. Porównania takie są uzasadnione, jeśli tylko owe konstrukty mierzą w każdym kraju to samo oraz w taki sam sposób. Celem tego artykułu jest weryfikacja hipotezy o ekwiwalentności pomiaru skali zaufania politycznego w dwudziestu krajach uczestniczących w siódmej rundzie Europejskiego Sondażu Społecznego. Analiza stopnia dopasowania modeli pomiarowych opartych na równaniach strukturalnych pozwoliła przyjąć hipotezę o konfiguralnej oraz metrycznej ekwiwalentności pomiaru skali zaufania politycznego. Jednocześnie odrzucono hipotezę o pełnej inwariancji skalarnej tego konstruktu, przy czym najbardziej problematyczny okazał się pomiar wskaźnika zaufania do systemu prawnego. Na zakończenie ukazano możliwości wnioskowania o międzykrajowych różnicach w poziomie zaufania politycznego, pomimo odrzucenia hipotezy o pełnej inwariancji pomiarowej tego konstruktu.
One of the main goals of cross-cultural surveys is to compare countries on the basis of values of latent constructs. Such comparisons are only permissible, however, if the measurement process complies with cross-country equivalence. Using the data form the 7th wave of the European Social Survey, this article investigates whether the measurement of political trust is country invariant. The use of configural and metric equivalence tests demonstrate that this construct can be considered reliable and cross-country valid. However, if one applies stricter scalar equivalence test, the measurement of political trust is not fully invariant, and especially the item on trust in the legal system is posing major problems in a number of countries. This article is concluded by testing the concurrent validity of political trust scale and by offering some suggestions on how to compare European countries, even if the measurement of political trust is not fully cross-country invariant.

У статті розглянуто прояви опортуністичної поведінки у діяльності українських політичних партій, зокрема при формулюванні передвиборчих партійних програм. Із врахуванням економічних чинників та рис політичної свідомості українського суспільства, автор показує актуальність використання політичними партіями обіцянок, які стосуються збільшення соціальних виплат. Відповідно, спосіб їх формулювання у передвиборчий період є проявом політичного опортунізму у партійній діяльності, оскільки спирається на асиметричний розподіл інформації між лідерами політичних партій та виборцями. Зокрема прихованою є інформація про те, що реалізація декларованих популістських заходів, із мінімальним покращенням добробуту виборців у короткостроковому періоді, супроводжуватиметься негативними наслідками для економічного розвитку та подальшим зниженням добробуту переважної частини населення у довгостроковому періоді. У статті показано, що післявиборче невиконання політичними партіями передвиборчих обіцянок спричиняє зниження довіри суспільства до відповідних політичних інститутів.
The article analyzes the traits of opportunistic behaviour of Ukrainian political parties in the process of creating election programs. Taking into account economic factors and some features of political consciousness of the Ukrainian society, the author shows how political parties use promises of increasing social payments. The hidden effect of the programs’ realization depends on the “asymmetry” in the information about the differences between short-term benefits and long-term costs. The implementation of declared populist programs (aimed at voters’ welfare improvement in the short term) causes the negative effects on economic development and reduces the welfare of population in the long run. But at the same time, the paper shows that the failure of political parties’ campaign promises causes a decrease in public trust to the relevant political institutions which is a consequence of pre-election opportunism.

As usual during reforms, first of all the reformers are trying to develop a reform strategy and to find the right financial and human resources. However, the social support for reforms and public confidence in reforms and reformers are equally important resources in carrying out reforms. Therefore, public trust is an equally important resource for reform, such as finance or staffing. Instead a lack of public confidence in reform processes can be an invisible barrier, an indicator of their effectiveness or inefficiency. Public trust is not an abstract concept. Public trust is a condition for the integration of society around a number of socially significant problems, the successful reformation of the country. The article analyzes public trust in Ukraine and outlines the consequences of its shortage in the processes of reforming society. For this purpose, the theoretical foundations of the phenomenon of public trust were defined, the notion of «institutionalized trust», «political alienation», «externalization of trust», «social capital» were distinguished; analyzed the state of institutionalized trust in Ukraine; the consequences of a deficit of institutionalized trust for the reform processes in Ukrainian society are analyzed. Such research makes it possible to understand the problems of the development of social capital in Ukraine and, in the light of this knowledge, to adjust the development of social development strategies, that is, the actual processes of reformation. Summing up, the author stated a significant deficit of institutional trust in Ukrainian society. It concerns both the basic organs of state power and the instruments of democracy. The deficit of institutionalized trust in Ukraine is converted into three phenomena: 1) political exclusion (citizens try to distance themselves from the state as much as possible); 2) in the radicalization of society; 3) externalization of trust (hence the popular opinion in the society about the expediency of «external management», faith in the «collective action», in the «collective Saakashvili»). Also, a lack of trust in society exacerbates radical sentiment and radical actions in society. It should be understood that Ukrainian society after EuroMaydan and Ukrainian society during the presidency of L. Kuchma, are qualitatively different societies. This confirms the dynamics of institutionalized trust. That is, EuroMaydan 2014 and Russian military aggression became a kind of «moment of great upheaval», which confirmed the demand for the revitalization of democratic institutions and elementary social justice. This means that in the near future one should expect the growth of civic activity and a surge in the demand for a radical change in the rules of the game - political institutions. Therefore for Ukraine is very important to maintain a balance between intensive political and public participation, but necessarily in a conventional way, and with an adequate response from public authorities to social inquiries.

This paper analyses the change of public trust in journalists in the Czech Republic and investigates the main characteristics of mistrusting audiences. Comparative analysis based on two representative surveys of the Czech population reveals that public trust in journalists declined by a third between 2004 and 2016. Mistrust is on the rise especially among: (a) socio-economically deprived media consumers (b) with leftist political orientation c) belonging to the youngest cohort. The analysis also indicates a split of the ideal-typical image of a journalist as a highly-educated advocate of socially vulnerable groups, and suggests the return of a perception of journalists as establishment representatives which prevailed during the previous “real socialist” regime.

Low trust to politicians, political and public institutions in Ukraine is a widely discussed problem. Basing on comparative data that came from Hungary, Poland and Russia, the authoress explores the reasons of cross-national similarities and differences in the level of trust. Results show that low trust to some institutions (like Parliament) and high trust to others (like Church and Army) is rather a common feature of post-communist countries that can be taken either as a proof of cultural as well as institutional theory of trust.

The concept of trust in the context of voting behavior is difficult to define, because it is not a factor specific solely to this domain. Firstly, trust is an essential element of social life. It is the essence of social capital that has significant impact on many issues – education, economic growth, crime level, quality of functioning of the democratic institutions, community of the citizens. Secondly, in large partly due to the multiple contexts of use of this concept, there are difficulties as regards distinguishing it from related concepts such as empathy, community, respect, kindness, brotherhood, esteem, unity. Despite the many shortcomings and imperfections in the concept of trust, it appears that the concept is well understood intuitively – individuals answering questions in surveys on trust seem to understand the concept very well, and their expressed trust level is proportionate to their individually observable behaviour.

The article analyzes the crisis of political and medical elites in the context of honesty, reliability and diligence. The starting point is the notion of “professional elite” and the differences between representatives of both groups. The text emphasizes the public resonance and interpretation of both professions. According to E. Freidson’s theoretical model, the physician`s and politician`s authorities have different reasons, functions and legitimization. Both professions are based on public trust in interaction practices. The public expectations are focused mostly on instrumental and axiological trust. Obeying various rules and norms is expected from both professions but the social control and sanctions are different. Both physicians and politicians have their own ethical codes; the problem is that they are not always respected. The article concludes with discussion on the notion of risk in both professions and presents suggestions about what elites should do to maintain or regain public trust.

Analyses on sources of legitimization bear, mostly, on theoretical reflection. The author aims to assess underpinnings of legitimacy in a quantitative way. This is an empirical study which examines determinants of subjective legitimization of government and social system in 21 European societies. Data comes from the first edition of European Social Survey carried out on national random samples in 2002. Legitimization is defined in terms of support for government, democracy, and economic policy of a given state. He aims, first, at assessing relative “levels” of legitimization throughout analyzed societies. Second, various sets of individual measures of social characteristics and attitudes are employed in order to establish some universal requirements of legitimacy. Third, an attempt is made to define macro-structural determinants of variations in legitimacy related to economic development, political system, degree of corruption and social structure. Finally, these findings are discussed in reference to most recent hipotheses concerning the relations between legitimization, welfare state and decreasing confidence and trust.
Rozważania poświęcone legitymizacji formułowane są na ogół w języku hipotez. Pewnym krokiem naprzód byłaby próba ich ilościowego ujęcia. Jest to celem analiz, które przedstawiam poniżej. Empiryczną bazą tych ustaleń są wyniki międzynarodowego badania European Social Survey zrealizowanego w 2002 roku w 21 krajach na reprezentacyjnych próbach, dobranych metodą losową. Legitymizacja definiowana jest jako postawa wyrażająca określony stopień poparcia dla polityki ekonomicznej, rządu i demokracji. Opierając się na tych danych spróbujemy ustalić generalne prawidłowości, jeżeli chodzi o poziom i czynniki legitymizacji w tych krajach.

Democratic consolidation is a complex problem area. In this article it is analyzed, first, from the perspective of the concept of support for democracy, originally conceptualized by David Easton and then elaborated by Hans-Dieter Klingemann and Russell Dalton. Second, since democratic institutions and procedures do not operate in a void, the social context of civil society, social engagement and political parties are analyzed. As far as possible, the empirical analyses are conducted according to a complex and ramified theoretical model based on these concepts. Eleven European countries are analyzed including seven established democracies, three of which are historically Catholic countries (Spain, Italy, Ireland). In light of the importance of the communist legacy, the data for Germany are presented separately for western and eastern lands. The data presented in this article are derived from the most recent, publicly accessible research containing comparable information on all 11 countries, with a few minor exceptions.
