The Town Planning Team o f ZAMEK (The Castle) Designing Office (Designer-in-Chief: Olgierd Sawicki, Arch.; Teresa Rogowska, M. Arch., and Małgorzata Ciarka-Drzewiecka, Arch.) has taken up research and designing work on the plan for revalorization o f the so-called protected substance which is also understood as valuable formations of natural environment integrated with historical groupings. The method o f preparation of the plan, as proposed by the Team, provides for studies on the subject being carried on in the scale of four areas: the surrounding area (1:100 000—1:25 000) covers the linkages between the protected substance and factors which influence it in an essential way. The author’s analyses give the grounds for conclusions determining the functions of protected substance in town and the conditions whose satisfaction will provide for its further existence. The area o f the so-called conservation zones (1:1000—1:2000) embraces the protected substance and lay-out and the attendant valuable natural formations of the surrounding. In this area the zones subject to conservation and protection are demarcated and the conditions established of work on implementing the projects concerned. The adopted protection zones are as follows: A — protection of the historical grouping, В — protection of the historical lay-out, E ■— zone of exposition of the protected substance, К — landscape protection, W — protection of excavation sites and archaeological relics. The area covered by the detailed plan for revalorization (1 :5000— —1:2000) is in line with that of the structural town planning unit, in which the protected substance, e.g. the historical grouping is situated. It is for this area that a development plan is drawn up in the manner of a detailed plan. The decisions o f that plan are meant to ensure to the protected grouping and lay-out lasting existence within the urban organism. The area of the project for revalorization embraces only the historical grouping for which an overall (multi-branch) concept of implementation project is drawn up (1 :400 —1:100) for the grouping as a whole. Work on revalorization plan is carried out a t two stages: Stage I — at which assumptions of revalorization plan are prepared on the basis of the studies conducted in the scale of bout the surrounding area and that o f conservation zones. Stage II — work on the detailed plan for revalorization and on implementation project. The theoretical pursuits o f the Town Planning Team are translated by it into practice. The plan for revalorization o f the historical complex of Góra Kalwaria an d Czersk is the first one drawn up in consonance with the new method. The study of the development o f conservation zones (basing on that prepared for Góra Kalwaria) makes an attempt a t a somewhat different approach to the problem of further development of a historical organism, with industrial building materials being used for the purpose. As regards construction o f spatial lay-outs the binding principles are those of attractive appearance of streets and buildings and structures o f minor scale and of the search for multi-function patterns.

A difficult situation in house building in Poland, a great insufficiency of flats when compared to the needs, is, i.a., a result of the fact that due to many-years’ negligence the existing resources get decapitalized and demolished on a large scale, which brings about a further and ever growing increase in the demand for new housing; the demand that cannot be met by present work potentials, material possibilities and financial means. For a long time it has been getting more and more evident that it is necessary to halt a great loss of rooms in the so-called old housing resources ; with this in mind various concepts of saving these resources and their best adaptation to modern needs are being prepared. Generally, this trend is referred to as „modernization of buildings from before 1950” . This term applies to structures and complexes which are not included in the register of monuments. Still, it is closely associated with technical treatment and modernization processes in buiding complexes, already recognized as historic and covering an ever bigger number of buildings and complexes from the turn of the 19th and 20th centuries and even from the later period. Comprehensive work on the complexes that arc of interest to conservators is often called „the renewal of historic towns and complexes” . The programme of these works covers the following three major trends : 1. modernization of utility functions of complexes and individual buildings, 2. stabilization of technical structures and development of infrastructure such as waterworks, gas, electric, heating, power, telecommunication systems and others, 3. aesthetic arrangement of land structures and artistic elements. A proper use of cultural values in these complicated organizational, technical, social and financial processes calls for a detailed study of all elements going to make the cultural values of towns and complexes, often preceded by thorough specialistic examinations. The scope of these studies should cover such fields as general history, art history (including architecture and town-planning), archaeology, history of technics, etc. It should also envisage a revival of regional elements, not always found in official monuments present functions registers and often even contemporray elements. Such a study should be prepared before all necessary town-planning and architecture designs are drawn. The present article contains a general discussion on scope of studies and planning as well as on existing regulations and adopted organizational principles of renewal processes in Poland. Attention has also been drawn to „non-conservation” factors conditioning a proper course of the renewal and including different present functions of historic towns in various regions of Poland. Finally, the author puts forward twelve postulates aimed at improving the processes of programming, planning and executing the modernization and renewal works in Polish towns.

Lublin, the town with the population of over 300,000 in 1980, received its civic rights in 1317. The shape of the quarter known today as the Old Town was formed in the 14th century during the construction of town fortifications. During its long history Lublin played twice the role of the capital of Poland. Burnt and destroyed several times, the town lifted itself up from ruins and surrounded the Old Town complex with new districts. The Old Town, which underwent numerous reconstructions and repairs, has never been subjected to a thourough programmed total renewal. The idea to do it arose in 1971. Upon a recommendation of the Town Building Association in the Lublin section of the State Enterprise for Monuments Conservation ,,The Plan of the Renewal of the Old Town in Lublin” was worked out. The plan, prepared by a team headed by Jadwiga Jamiołkowska (architect), was approved on May 30th, 1974 by Decree No 44 of the President of the Town of Lublin. The plan envisaged changes in the role and function of the Old Town, which from a neglected housing region was to be transformed in a trading and servicing centre. The housing was to acquire a special character. At the same time renewal works should ensure that the Old Town could maintain all its historical and architectural values. The plan, having the features of a prototype, represented preliminary materials for further studies and designing. On February 8th, 1979 the Interbranch Commission headed by Vice-Minister of Culture and Arts Professor W. Zin approved the Plan of the Renewal of the Old Town in Lublin. This initiated a number of measures aimed at the execution of that great task.
