Opis:
The purpose of this paper is to investigate the challenges of expanding into an emerging market for multinational enterprises (MNEs) and the strategies they adopted to overcome these adversities. While interest in the expansion of MNEs into the Vietnamese market is increasing, there is a lack of research on this process from the Polish businesses' perspectives, which may differ from existing literature. The analysis of information obtained by a semi-structured interview method shows that the psychic/cultural distance is the most critical challenge the Polish enterprises must face when entering the Vietnamese market. The study also shows that the key success factor for the expansion of the Polish enterprises into this market is a local partner, i.e., acquiring an appropriate Vietnamese partner, good cooperation with him/her, and building mutual trust. As a result, among the available forms of internationalization, the Polish enterprises most often choose export and various forms of cooperation with local partners as the main ways to enter this market.

Opis:
Recently, many local governments have tried to improve their efficiency and effectiveness by establishing partnerships with stakeholders such as citizens and third sector organizations, and not only with private companies as it was the case in the 1980s. Nevertheless, to foster productive partner relations between the local government and the local community some conditions must be fulfilled. The article focuses on citizen activity, as well as its forms and dimensions, as one of the most important prerequisites for an effective partnership. The analysis is based on the preliminary findings from the Self-Government Activity Project (Pol. Projekt Aktywności Samorządowej – PAS) that has been realised by seven local governments since February 2011. The article concludes that with regard to Poland citizens’ indifference might be one of the most significant obstacles towards any close cooperation with local authorities. The analysis proves, however, that attempts at establishing partner relations also face other obstacles, inter alia, a  poor awareness of local issues, lack of trust in local authorities, different perspective on local problems and objections raised by the elected representatives.

Opis:
The aim of this article is to introduce non‑budgetary methods of financing public investments. The author bases her insights on professional experience from Poznań City Hall. In the first section the alternative forms of funding and implementation for public services are discussed. Next, the author presents the approach which was adopted by the city of Poznań regarding public‑private partnership projects. The examples of municipal investments implemented in Poznań within the public‑private partnership formula, such as Thermal Recycling Facility for Municipal Waste are given. The author also discusses legal basis, financial schemes and identifies challenges to such investments.
