    Istotą prezentowanego artykułu jest wskazanie uwarunkowań realizacji zadań przewozowych związanych z bezpieczeństwem transportu lądowego i morskiego trójnitrotoluenu (TNT) w kontenerach zamkniętych. Na podstawie analizy wykonanych zadań i uwarunkowań oraz wymogów realizacji przez Pol-Mare usług transportowych zaprezentowane zostały czynniki wpływające na bezpieczeństwo TNT w transporcie. Pol-Mare posiada ponad 10-letnie doświadczenie i specjalistyczną wiedzę w zakresie usług dotyczących bezpiecznej obsługi ładunków niebezpiecznych wszystkich klas, w tym też TNT.
    The purpose of the article is to present the conditions relating to the implementation of the requirements for safety-related land and sea transport of containerised trinitrotoluene (TNT) . Based on analysis of the tasks performed, and the conditions and requirements of execution by Pol-Mare Ltd. transport services, factors affecting the safety of TNT transportation are presented. Pol-Mare Ltd. has over 10 years’ experience and expertise in the field of services relating to the safe handling of dangerous goods of all classes including TNT.

    Opis:
    Hazardous materials transportation should consider risk equity and transportation risk and cost. In the hazardous materials transportation process, we consider risk equity as an important condition in optimizing vehicle routing for the long-term transport of hazardous materials between single or multiple origin-destination pairs (O-D) to reduce the distribution difference of hazardous materials transportation risk over populated areas. First, a risk equity evaluation scheme is proposed to reflect the risk difference among the areas. The evaluation scheme uses standard deviation to measure the risk differences among populated areas. Second, a risk distribution equity model is proposed to decrease the risk difference among populated areas by adjusting the path frequency between O-D pairs for hazardous materials transportation. The model is converted into two sub models to facilitate decision-making, and an algorithm is provided for each sub model. Finally, we design a numerical example to verify the accuracy and rationality of the model and algorithm. The numerical example shows that the proposed model is essential and feasible for reducing the complexity and increasing the portability of the transportation process.

    W warunkach obecnie funkcjonującej funkcjonalnej gospodarki przewozi się wiele materiałów niebezpiecznych. Jak w każdej działalności, dochodzi do wielu wypadków w ruchu drogowym i kolejowym. Indywidualna analiza wypadków przyczyniła się do tezy, iż potrzebni są specjaliści, pod nadzorem których powinny być transportowane materiały niebezpieczne. W artykule wskazano skalę wypadków komunikacyjnych z udziałem materiałów niebezpiecznych w ruchu drogowym i kolejowym. Omówiono status funkcjonowania doradcy ds. przewozu materiałów niebezpiecznych. W końcowej części przedstawiono ogólne założenia ubezpieczenia odpowiedzialności cywilnej dla tej grupy zawodowej.
    Under the conditions of the present day economy transport of hazardous materials is increased. As in any business, there is a lot of accidents in road and rail traffic. Individual analysis of the accidents contributed to the thesis, that specialists are needed someone who will supervise transport of hazardous materials. The article indicates the scale of traffic accidents involving hazardous materials in road and rail. We discuss the status of functioning of advisors transportation of hazardous materials. In the final part we present the general assumptions of liability insurance for this professional group.

    Since 2005, the transport of dangerous goods can be distinguished as a special group of goods called “large risk goods”. There are goods which can be used for terrorist purposes or contrary to their intended use, demonstrating a high risk of danger to people, propertyor the environment, eg. explosive substances and articles, poisonous, flammable or infectious.Special procedures must be used during the carriage of these goods. The carrier is required to develop and to implement a Protection Plan of Dangerous Goods of High Risk, in accordance with the rules of chapter 1.10. of ADR

    A lot of substances and items are transported by road, sea, rail and air every day. The biggest hazard is created by the transportation of hazardous substances with flammable, caustic or toxic properties. The hazard level increases if such sub-stances are transported through densely populated areas. Traffic intensity, the technical condition of vehicles, drivers’ errors or ignorance and non-compliance with legal regulations are examples of factors that can lead to potential failures in the transport sector. Accidents can cause an uncontrolled release of dangerous gases or liquids, resulting e.g. in environmental degradation or a hazard to humans. The article presents the issues related to the hazards presented by road transportation of hazardous materials. Examples are shown of potential effects of accidents and hazard zones arising due to a release of selected hazardous substances, such as chlorine, ammonia, petrol, diesel oil or LPG.

    Materiały niebezpieczne różnego pochodzenia, np. paliwa, produkty chemiczne czy odpady biologiczne, stanowią rosnącą grupę ładunków w towarowym transporcie samochodowym. W związku z lokalizacją zakładów produkcyjnych, a także potrzebami indywidualnych odbiorców, ładunki takie często są przewożone przez tereny zurbanizowane. Stwarza to potencjalne zagrożenie dla ludności i powinno być uwzględnione w logistyce dostaw w miastach. W artykule syntetycznie przedstawiono zasady przewozu ładunków niebezpiecznych, wynikające z międzynarodowych i krajowych uregulowań prawnych. Celem artykułu jest analiza istniejących ograniczeń i wymagań stawianych wobec dostaw ładunków niebezpiecznych w miastach.
    Dangerous materials of various kinds, eg. fuels, chemical products or biological waste are a growing group of cargo in freight road transport. Due to the location of plants, as well as the needs of individual consumers, these goods are often transported through urban areas. This poses a potential threat to the inhabitants and should be therefore included in the delivery logistics. The article briefly presents the rules for the carriage of dangerous goods, under international and national legislation. The aim of the article is to analyze the existing requirements for the delivery of dangerous goods in cities.

    Opis:
    Propensity of cargoes to self-heating is determined by many factors which can be divided into two main types - properties of the cargo and environment/storage conditions. Some agricultural products are susceptible to self-heating which can cause many serious problems during handling, storage and sea transportation of such commodities. Palm kernel shells (PKS) have been shipped in bulk since 2007 but they are not a currently listed cargo in the IMSBC. PKS are a natural by-product of palm oil processing and differ materially from the palm kernel expellers currently regulated by the IMSBC Code. However, their specific characteristics and negative external influences may cause them to behave like a substance from Class 4.2 (Substances liable to spontaneous combustion) or MHB cargo. Due to the importance of spontaneous combustion, particularly with respect to the storage and sea transportation of PKS, an investigation has been conducted.
