    Artykuł przedstawia analizę procesu tworzenia innowacji, ze szczególnym uwzględnieniem w nim współpracy nauka- biznes-administracja. Jako metodę badawczą zastosowano analizę porównawczą literatury. W rozdziale pierwszym autorka dokonuje analizy i charakterystyki nowego podejścia OECD do innowacyjności, przedstawia również ujęcie historyczne tego zagadnienia. Następnie przedstawia korzyści trójstronnych kooperacji, w kontekście wymogów gospodarki innowacyjnej, roli wiedzy w nowym modelu biznesowym. W zakończeniu autorka odnosi się do barier współpracy nauka- biznes-administracja, wyznaczając tym samym przyszłe możliwe obszary badawcze.
    The article presents an analysis of the process of creating innovations, with particular emphasis on cooperation between science, business and administration. A comparative analysis of literature was used as a research method. In the first chapter the author analyses and characterizes the OECD's new approach to innovation and presents a historical approach to this issue. Then she presents the benefits of trilateral cooperation, in the context of the requirements of the innovative economy, the role of knowledge in the new business model. In the end, the author refers to the barriers of science-business-administration cooperation, thus determining future possible research areas.

    Theoretical background: The present article focuses on the assessment of the readiness of representatives of science, business and local administration in Poland to establish mutual cooperation in the areas of leadership, management style, competences and technologies. Subject literature refers to the cooperation of these three spheres as the triple helix. The literature, however, still lacks an assessment of readiness to cooperate from the perspective of science, business and administration. This article belongs to the area of institutional economics.Purpose of the article: The main purpose of this article was to present the functioning of cooperation between representatives of science, business and administration in Lublin and Warsaw. The methodological purpose was to develop the proprietary methodology of readiness to function according to the Triple Helix Readiness concept as a tool for assessing the level of readiness of the scientific, business and administration environment for mutual cooperation in Polish cities. The empirical purpose was to evaluate Polish cities in terms of their preparation for cooperation, as well as to formulate recommendations for the science, business and administration environment focused on increasing the effectiveness of mutual cooperation.Research methods: Qualitative and quantitative research methods were selected. Among the qualitative methods, a diagnostic survey was used. The Computer-Assisted Self Interviewing (CASI) online survey technique was also used, which is in line with the quantitative methodology of market and opinion research. The tool used to conduct the research was an Internet questionnaire addressed to stakeholders. For the present article we adopted the assumption that the adaptation of the modified Net Readiness methodology will enable us to assess the level of readiness of the science, business and administration environments in Poland to establish mutual cooperation. The author modified the original Net Readiness methodology for the purposes of conducting the research.Main findings: The adopted research hypothesis: cooperation between science, business and administration is determined by various factors. Diversification of the level of cooperation depends on the management style, leadership, level of competence and technology advancement used. The results of our research indicate that the readiness to cooperate with external entities depends on many factors. From the perspective of enterprises, these include the level of advancement of information systems, modern tools supporting knowledge management, their research and development activities, registered and transferred patents, trademarks and training expenditure. On the other hand, universities pay attention to the possibility of commercializing their solutions and later marketing them. Still other factors determine the readiness to undertake such cooperation on the part of cities and towns. The main added value of this article is that it adds to the scientific output an assessment of the readiness of the scientific, business and administration communities to cooperate under the triple helix model and recommendations focusing on increasing the effectiveness of their mutual cooperation.

    Opis:
    The paper describes the problems of a knowledge-based economy and the creation of new knowledge and technology as a result of cooperation between science, business and local administration. These entities, working together, form the so-called triple helix of science, business and administration. The key issue is the process of managing the triple helix by universities and the local administration, and therefore public entities. Therefore the research aim was to determine the quality of management of collaboration of science, business and administration in Polish academic cities by local entities of the public sector. In this area, a survey was conducted in 20 large academic cities of higher education institutions, city councils and local innovation centres that coordinate the triple helix. The respondents were the entities of city halls, universities and innovation centres and were examined using a questionnaire. The final conclusion was preceded by a comprehensive presentation of the quality of management, including all four management functions.
    W artykule opisano problemy gospodarki opartej na wiedzy oraz tworzenie nowej wiedzy i technologii w wyniku współpracy nauki, biznesu i administracji lokalnej. Te podmioty, współpracując ze sobą, tworzą tak zwaną potrójną helisę nauki, biznesu i administracji. Kluczową kwestią jest proces zarządzania potrójną helisą przez uniwersytety i administrację lokalną, a zatem podmioty publiczne. Dlatego celem badań było określenie jakości zarządzania współpracą nauki, biznesu i administracji w polskich miastach akademickich przez lokalne podmioty sektora publicznego. W tym obszarze przeprowadzono badania w 20 dużych miastach akademickich w szkołach wyższych, urzędach miast i lokalnych ośrodkach innowacji koordynujących potrójną helisę. Respondenci z urzędów miasta, uniwersytetów i centrów innowacji zostali poddani badaniom za pomocą kwestionariusza. Ostateczny wniosek został poprzedzony kompleksową prezentacją jakości zarządzania, w tym wszystkich czterech funkcji zarządzania.

    Purpose: Innovation strategies and the cooperation between three groups of entities contribute to the development of the institutional environment, e.g. business incubators or science parks. The existing relations within the framework of joint project implementation by science, business and administration environments, including investments in development, technology and research, facilitate the process of knowledge transfer, network connection and innovations. The objective of the present paper is to assess the readiness of foreign investors investing capital in Poland to initiate cooperation with the scientific and administrative environment, as well as formulate recommendations for business representatives in order to improve the efficiency of external cooperation. Design/methodology/approach: This is a research paper and the author utilized survey method and elements of descriptive statistics. Findings: Before writing the paper we put a hypothesis stating that there will be a dynamic inflow of foreign investments to Poland, and investors will participate in the cooperation networks, thus creating a coherent ecosystem of innovation in the economy. Originality/value: The research was carried out in foreign enterprises in provincial capitals (seats of Voivodeships) of Poland.
