Celem artykułu jest odpowiedź na dwa pytania badawcze, będące obiektem refleksji I Konsorcjum akademickich zakładów studiów strategicznych (i bezpieczeństwa). Po pierwsze, czy rywalizacja potęg światowych w drugiej dekadzie XXI w. podnosi ryzyko wybuchu klasycznego konfliktu zbrojnego między nimi? Po drugie, do jakich środków mogą się one odwoływać w celu zabezpieczenia swoich interesów w środowisku międzynarodowym? W tym kontekście autor wskazuje, że rywalizacja między słabnącym Zachodem a Rosją oraz Chinami staje się coraz bardziej intensywna, co stało się szczególnie widoczne w wymiarze wojskowym. Ponadto, ze względu na problemy doświadczane współcześnie przez USA i potęgi zachodnioeuropejskie, nowe lub aspirujące mocarstwa stają się coraz bardziej asertywne wobec nich. Wynikające z tego napięcia nie oznaczają jednak, że uprawnione jest stwierdzenie o zbliżającej się nowej "dużej" wojnie. Katastrofalne implikacje takiego scenariusza wymuszają na potęgach światowych użycie innych, niestandardowych środków rywalizacji w środowisku międzynarodowym, poniżej progu wojny. Obejmują one m.in. proxy wars, wojny hybrydowe, cyberataki, operacje informacyjne, jak również wykorzystanie ruchów migracyjnych. (abstrakt oryginalny)
This article aims to answer two questions. First, whether the rivalry between global powers in the second decade of the 21st century increases the risk of classic military conflict between them; second, what kind of tools (including violent and non-violent methods) are to be used nowadays by powers in order to compete with other international actors. The paper argues that rivalry between the weakening West and Russia/China is getting more intense, which is especially evident in the military dimension (e.g.: rising expenditures, incidents, as well as recent troops build-up abroad). Moreover, new or aspiring powers are more assertive in achieving their goals in the international environment due to the problems experienced by the West. These increased tensions do not mean, however, that the world is on the road to the next 'big war'. Due to the catastrophic implications of such a scenario, global powers will likely use other, non-standard methods of competing with their rivals, below the 'threshold of war'. These include: proxy wars, hybrid warfare, cyberattacks, information operations, as well as exploitation of migration flows. (original abstract)

Opis:
Domaniów is a small town in the Oławski region in Lower Silesia. After the Second World War a large group of former residents of Usznia, a small village in the Eastern Borderlands of the Second Polish Republic, settled down in Domaniów. The author presents the accounts of five people who participated in the relocation process. The memories also include the time of their childhood and teenage years. The interviewees described how they remembered their family village, the most significant events from the time of war (German and Russian occupation), the preparation for relocation and the journey to the West – into the unknown. The accounts also show why Domaniów, which was known as Domajewice at that time, was selected as the settlement place, how it looked and what were the relationships with the Germans who still lived there. The author also describes the culture and traditions brought from the East and how they are continued to this day. The memories were set in a historical context based on the subject literature and archival materials.

The article focuses on Andrew J. Borkowski’s collection of short-stories Copernicus Avenue published in 2011 and awarded the 2012 Toronto Book Award. Written by the son of a Polish war veteran, Copernicus Avenue shows how deeply the trauma of the Second World War has affected the Polish diaspora in Canada. The article begins with an analysis of the stories located in Poland, illustrating the ambivalent moral choices of the protagonists during the war. The traumatic memories of war haunt the protagonists in their New World homes and influence the lives of their descendants as well. On the example of three characters, I illustrate the different approaches to diaspora and homeland in the Polish post-war community in Toronto. I also trace the complex itineraries of the characters, showing that the concept of roots shapes their identity as much as the complicated routes of migrations. As a result, the Polish diaspora in Copernicus Avenue appears a heterogeneous space of community and antagonism, solidarity and exclusion.

As a result of the war – Russia’s invasion of Ukraine, which began on February 24, 2022 – a huge number of refugees began to flee to the countries bordering with Ukraine in the west – including mainly to Poland. This regarded women, children and the elderly, because due to the ordered mobilization of men aged 18–60–years old, they could not, with some exceptions, leave Ukraine. This is a completely new situation – no such large European nation has been forced to migrate so violently since World War II. The aim of the article is to present and analyze the migration of Ukrainian citizens to Poland caused by the Russian invasion – the course of this migration and the places where refugees stayed on the territory of Poland. Since Russia’s activities had increased anxiety already before the invasion began, the analysis also covers the earlier period. Therefore, migration has been presented in detail since 1 January 2022, while 31 July 2022 has been adopted as the end date of the analyzed data.

The subject of this article is the fate of the Greek political refugees – specifically personsforcibly resettled in Poland and other countries of the Soviet Bloc, evacuated from territoriesengrossed in the Civil War of 1946-1949. After a long period in exile, some returned to theirhome country and began a new life, struggling with economic, familial, social, linguistic and cultural problems. The history of the Greek refugees and their re-immigration illustrates the irreversibility and irreparability of the social and psychological damage done by forcedmigration. Returns to the homeland did not reinstate balance, and did not ease the dilemmasinitiated by the first resettlement. History is stuck in the memories as well as the everyday lives of the return migrants and their social milieus; this creates divides, mutual strangeness, and social tensions. Compulsory movement of populations – leading to the severance of connections with one’s fatherland, hometown, mother tongue, and home culture – causes subsequent conflicts and identity problems which continue to haunt those who returned to their birthplace.

Family roles clearly affected the information people shared in their correspondence: things parents would not tell children, language children would not use with parents, and so on. Likewise, in cases of dictatorship or wartime, situations where the correspondents anticipated censorship, letter writers shaped their texts with this in mind. The Hine Collection illuminates how individual, generational, gender, and ethnic concerns coalesced and sometimes collided. Through the writings of the Hasterlik family, a bourgeois Viennese family of Jewish roots, whose members fled to various locations around the time of the Anschluss, it explores self-censorship based on internal as well as external motives.

The purpose of this article is to present the origins and assumptions of the Russian concept of coercive migration engineering and its practical application with particular emphasis on the role of special services in such activities. The engineering of coercive migration has become an unprecedented form of leverage through which the Russian Federation pursues its geopolitical interests. The country’s use of this tool is a fact and not a conspiracy theory devoid of empirical evidence, as some analysts associated with European Union institutions believe. A comparison of the course of the exodus of Cubans from Mariel to Miami in 1980 and the Finnish-Russian migration crisis in 2015-2016 proves that at least since the Cold War, the Union of Soviet Socialist Republics and then the Russian Federation - on the basis of innovative approaches to security problems and conflict theory in military science - have developed effective means and methods of engineering coercive migration, making it a tool for destabilizing states and forcing political concessions favorable to themselves.

Since the beginning of the war in Syria, massive numbers of Syrian citizens have fled their homeland to escape death and secure a better life for themselves and their children overseas. The Syrian refugees have sought asylum in many countries, although Europe was their main destination. These vulnerable families crossed rivers, mountains and plains and faced every danger imaginable to reach Europe; many died along the way. Heading toward the unknown, the refugees had little to no expectation of what they were going to face where they were heading. But for them, going back is not an option. On the other side of the equation, the European countries were also under substantial pressures to receive and deal with the refugees. The European countries’ reaction and response to the refugee movement varied significantly, with some countries, such as Germany, welcoming and receiving large numbers of Syrian refugees, and others, such as France, the Czech Republic and the UK, being more reluctant to openly welcome them. In this article, the European states’ approach to dealing with the Syrian refugee crisis and the challenges they currently face will be discussed and explained in light of the events on the ground. This article deals with the issue of the relationship between the Syrian refugees and the European countries in terms of the efforts that Europe has made to help these refugees, as well as the impact that the refugees have had or will have on various aspects of life in Europe.

Armed conflicts are an integral part of a globalized world. And although their frequency, intensity and duration are varied – just like the motives for their occurrence – their common elements are suffering, pain, fear and death of innocent people. The victims of armed conflicts are then forced to make efforts related to the struggle for survival, and some of them decide to migrate to safer places, even beyond the borders of their country. The article is a review, pointing to one of the sources of migration crises, which is the armed conflict. The author briefly refers to the conflicts and their consequences in recent history, focusing mainly on the current topic of aggression by the Russian Federation against Ukraine, launched on February 24, 2022. The aim of the article is to present selected forms of support to refugees from Ukraine, both by the government in Poland and non-governmental organizations.

Migration is a process inherent in the development of civilization and results from many factors, but most often thanks to it people will be able to meet their most important needs. One of the major migration problems faced by Poland and other EU countries was recorded in 2021 on the Polish-Belarusian border. Migration manipulated by the Belarusian dictator is intended to destabilize the functioning of the state. This conflict is also caused by Russia, which may indicate that it is a hybrid war. The publication presents the issue of migration and hybrid warfare as a new challenge for European Union countries

The article addresses the structural–temporal changes in the characteristics of the labour market in the oblasts of the Carpathian region of Ukraine (Lvivska, Zakarpatska, Ivano-Frankivska and Chernivetska) due to the large-scale Russian military invasion of Ukraine. Regional, sectoral and market condition–related changes in the labour market and employment in the region during the war are identified. The article defines the threats to the functioning of the regional labour market, which are related to growing unemployment, increasing pressure on social infrastructure and the domestic labour market, reduction in human resources and the growing trend of relocation of business and skilled workers from the western oblasts of Ukraine to other countries. The policy for social-labour stabilisation of the oblasts in the Carpathian region of Ukraine in conditions of war and post-war recovery is substantiated.

This article examines the potential risks of permanent population loss in Ukraine on account of Russian military actions dating back to 2014, which has hindered the ability of the stronghold territorial communities to recover. It outlines the context of displacement in Ukraine over the past eight years, assesses displaced people’s direct needs and considers both national and local policies to meet them. Finally, it forecasts factors that will impact the reluctance of displaced persons to return to the stronghold territories and details the necessary national and local responses.

The article contains a regional analysis of the Ukrainian labour market risks and its minimisation recommendations in the war period. The war’s consequences were the forced migration spread, the labour force reduction, the unemployment increase, and the decline in real incomes. The analysis of regional disproportions of labour market risks during the war showed that jobs declined, wages decreased, labour supply-demand imbalance and labour competition increased in the regions with the most consequences of military actions. The migration, unemployment, and wages trend became a base for developing the labour markets advantages matrix for Ukraine’s regions.
