The vessel traffic system (VTS) operator is an important role in the monitoring and supervision of maritime traffic. The main objectives of the VTS is to improve security in the coastal areas. VTS efficiency depends on the quality of the operators. Certain conditions of work should be provided if the system service is to be reliable as this facilitates proper and effective task performance. This article analyzes the factors affecting the performance quality of VTS operator’s. The aim of this study is to examine the methods that indicate negative factors affecting the efficiency of the VTS operator. The result of the study is primarily a reliability analysis of VTS, which underlines the importance of a thorough understanding of the factors associated with human reliability. These methods are crucial to determining VTS operator errors, and gaining an understanding of the consciousness of the operator’s actions in the workplace. Future negative factors can potentially be eliminated by answering questions about the guiding forces, actions and reactions of the operator to external stimuli in a specified scenario.

This paper examines the factors affecting the performance of VTS operators. A general review of the human factor as a determinant of navigational safety is presented. The elementary nature of the system and its structure are defined, and the ability of a VTS operator to perform planned tasks within a specified timeframe and in a specific manner is analyzed. A reliability assessment scheme is proposed, which is based on the interpretation of factors affecting the VTS operator’s efficiency. The effective performance of VTS operators, along with the specific nature of the maritime environment and reliability of the vessel traffic management support, are key determinants in the process of ensuring the reliability and security of the entire system.

Opis:
Increasing of the navigation safety level, especially in difficult and heavy traffic areas, is the main reason of VTS creation. The Navi-Harbour 5000 is the one of the newest systems created for VTS system management and it fulfils requirements included in IMO Resolution A.857(20). Main system functions of the vessels traffic movement monitoring are characterized in this article. The effectiveness of the VTS operator work should be increased by proper configuration and use these functions in everyday service.

Opis:
Safe two-way vessel traffic may have some limitations. Fairway width, vessel dimensions, weather conditions, traffic density and other factors must be considered crucial and constraining safe passage of the vessel. The possible sea traffic regulation made by a Vessel Traffic Service (VTS) shore centre, is often based on criteria included in harbour regulations. This may not always be an optimum solution. This paper presents a concept and elements of a method for assessment of safe two-way traffic, based on experts' (pilots') knowledge and experience. The goal is to support the decision making process in a VTS centre. For this purpose tools of knowledge acquisition and representation as well as tools of statistical inference are used. The method is based on the results of the expert research which was performed with the participation of pilots who handle vessels on the Świnoujście-Szczecin fairway.

Opis:
Stacje radarowe są podstawowym elementem systemów nadzoru i regulacji ruchu statków (VTS) do monitorowania i kierowania ruchem statków na akwenach portowych. Informacja o pozycjach statków na takich akwenach pozwala na poprawę bezpieczeństwa nawigacji aspekcie zapobiegania zderzeniom. Jednak porty charakteryzują się gęstą zabudową ograniczającą radarowe wykrywanie i śledzenie ech. W artykule przedstawiono analizę problemów związanych z radarową kontrolą ruchu statków na akwenach portowych. Rozpatrzono kryterium oceny lokalizacji stacji radarowych w aspekcie ich optymalnej lokalizacji w celu uzyskania informacji o ruchu statków.
The radar stations are basic elements of vessel traffic systems in monitoring and managing of ships traffic on port water area. The information about positions of ships on such areas permits to improve of navigational safety in aspect of avoid the collision. Generally, the port water area is characterized by dense port structures caused restrictions in radar detection and tracking of targets. The paper presents an analysis of problems connected with radars control of ships movement on port water areas. The criterion of assessment of optimal radar stations location in aspect to achieve of ships movement information is analyzed.

In the paper we propose two ways of reliability calculation of radar system in Vessel Traffic Services Zatoka. Reliability and availability of the system were calculated on the base of reliability of the system components. In the first approach there was assumed that system is series, in the second approach system is treated as a series-“m out of n”. We obtain different results. Conclusion is that choosing proper method of approach to system reliability and availability analysis is decisive in appropriate evaluation of those properties.

The problem of the safety navigation considered only in terms of position error measurement, seems to be solved on a global scale. Thus, the operational characteristics of radio navigation systems such as availability are equally important. The integrated navigation system operate in a multisensor environment and it is important to determinate a temporal validity of data to make it usable in data fusion process. In the age of digital data processing, the requirements for continuity, availability, reliability and integrity information are already grown. This article analyses the problem of time stamp discrepancies of dynamic AIS class B position reports. For this purpose, the statistical summary of Latency Position Reports, derived from class B units has been presented. The navigation data recordings were conducted during 82 days of August, September and November 2014 from 20 vessels located in area of VTS ‘Zatoka Gdańska’. On the base of Latency Position Reports class B it is possible to designate the availability of AIS information system. For this purpose, the model of availability of AIS binary data transmission and research outcomes have been presented.
Problem bezpieczeństwa żeglugi rozważany w aspekcie pomiaru błędu wyznaczenia pozycji wydaje się być rozwiązany w skali globalnej. Istotnego znaczenia nabierają zatem charakterystyki operacyjne systemów radionawigacyjnych i radiokomunikacyjnych, takie jak na przykład dostępność systemu. Zintegrowane systemy nawigacyjne pracują w środowisku multisensorycznym, dlatego też istotne jest szacowanie poprawności w czasie rzeczywistym przesyłanych danych w celu wykorzystania ich w procesie fuzji. W okresie digitalizacji rejestrowanych danych wymagania odnośnie ciągłości, dostępności, niezawodności i wiarygodności informacji stale ulegają zmianie. Artykuł prezentuje problem rozbieżności w odbiorze danych dynamicznych pochodzących z urządzeń AIS klasy B. W związku z powyższym przeprowadzono analizę statystyczną opóźnień w odbiorze raportów pozycyjnych z urządzeń klasy B. Zarejestrowane dane z 82 dni sierpnia, września i października 2014 roku pochodzą z dwudziestu jednostek zlokalizowanych w rejonie odpowiedzialności VTS Zatoka Gdańska. Na podstawie wyznaczonych opóźnień w odbiorze raportów pozycyjnych z urządzeń klasy B istnieje możliwość wyznaczenia dostępności systemu informacyjnego AIS.

Vessel traffic systems provide a high level of safety on coastal waters due to coastal radar stations and industrial cameras transmitting information to traffic supervision centers, as well. To improve a vessel traffic services is very important to ensure the speed and secrecy for the transmission of video images. The paper presents the basic issues of the multimedia data protection by digital watermarking and fingerprinting methods. Main applications for such digital marking were described in the paper as well as its requirements. Furthermore, the importance of multicast transmission for fingerprinting methods was presented by comparing the scalability of methods using only unicast transmissions and methods using multicast transmissions. The paper also presents the greatest threat to fingerprinting methods, which are attacks performed by more than one pirate. These attacks are called collusion attacks. The criteria that should be followed during identifying rogue users taking part in the collusion attack on the security systems has been presented. The paper also contains description of the extended Hillcast method, which belongs to the group of JFD (Joint Fingerprinting and Decryption) methods. The method provides a cryptographic security and digital fingerprinting of multimedia content, while maintaining high scalability. Main purpose of this method is VoD (Video on Demand) service, but it can also be used in vessel traffic supervision systems, such as VTS and AIS. In the last part of paper, there are results of studies which indicate high resistance to most common collusion attacks. Method proposed by authors can enhance the security of visual data transmission in vessel traffic systems.

Jednym z podstawowych zadań VTS jest przygotowanie planu przejścia statków oraz kontrolowanie jego wykonania. Regulacja ruchu statków dokonywana przez centrum lądowe VTS opiera się na kryteriach zawartych najczęściej w przepisach portowych. Rozwiązanie takie nie zawsze jest rozwiązaniem optymalnym. Warunki bezpiecznego ruchu statków określone mogą zostać w oparciu o wiedzę i doświadczenie pilotów.
One of the main tasks of the VTS is to prepare safe passage of the vessel and to control its execution. Sea traffic regulation made by shore centre of VTS is often based on criteria included in harbour regulations, which is not always an optimal solution. Conditions of safe vessel traffic can be based on the pilot's knowledge and experience.

This article presents the capabilities of a SAR module during rescue operation planning and control. The Navi-Harbour SAR module was used during an exercise, which enabled an operator to plan and monitor the rescue operations of selected water areas. To present the basic capabilities of this module, we prepared a case for the SAR action for a man overboard in the Baltic Sea using actual available SAR resources in this area. For the basic assumptions of the scenario, a research plan was developed that included an assessment of the most probable position of a threatened unit, taking into account the weather conditions in this area.

The main source of information on the situation across the sea basins used by operators of shipping monitoring systems is a network of coastal radar stations. Presently, it is possible to gather navigational information from many individual radar stations simultaneously, which may be used for improving the accuracy of vessel position fixing. However, without making other estimates, we obtain an inconsistent image comprising multiple echoes of the same ship, and as such it is impossible to say which echo presents the vessel on the move. Another problem is the method of performing radar observations, which significantly affects the accuracy of position fixing. The estimated radar distance is encumbered with a gross error in the case of large vessels, as the position of a large vessel is not the same as the position of the edge of the radar echo to which the estimation is made. In this paper, the authors present a method to adjust the measured radar distance. The proposed method may be automated easily, which would significantly enhance VTS positioning processes.

A fixed grid numerical methodology is presented for moving boundary problem in the modeling of primary microwave freeze-drying. The one-dimensional two-region model of process is formulated and solved using the Crank-Nicolson scheme. Simulation results are presented for Sorbonorit 4 as granular material. A superiority of variable time step method, resulting from its accuracy and computational efficiency, is shown in comparison with Landau s transformation method.
Przedstawiono metodologię stałej siatki numerycznej w modelowaniu etapu głównego mikrofalowego suszenia sublimacyjnego. Sformułowano jednowymiarowy dwuobszarowy model procesu i rozwiązano go wykorzystując schemat Cranka-Nicolson. Przedstawiono wyniki symulacji dla materiału ziarnistego - Sorbonoritu 4. Wykazano zalety metody zmiennego kroku czasowego, wynikające z dokładności i efektywności obliczeniowej, w porównaniu z metodą transformacj i Landau 'a.

Vessel Traffic Services (VTS) are to improve the safety and efficiency of vessel traffic and to protect the marine environment by interacting with the ship’s traffic in monitored coastal areas. Today, VTS operators are maritime professionals with nautical education from a university or technical college and practical experience on board. This experience and nautical background is a key element of the work as a VTS operator. It is to support understanding the daily work. The current situation in the maritime domain is undergoing substantial changes, such as introducing new technologies, implementing the e-Navigation concept based on sustainable digitalization and ambitions to realize unmanned and autonomous shipping. This paper will present preliminary results of a pilot study conducted in VTS Centres along the coast of North and Baltic Sea and discuss selected options and opportunities for education and training of future VTS operators, which might not have the advantage of practical sea experience anymore.
