Opis:
The algorithm for measuring unemployment rate can be formulated in many ways. Its basic variant is defined as the quotient of unemployed people number and the professionally active population (unemployed and employed). However, sometimes it is indicated that this relationship is based on the number of unemployed people and the production age population. Solving this alternative does not seem difficult. Adopting conventional definitions of unemployment rate components is much more complicated, i.e. the definition of an unemployed and an employed person. Different interpretations of meanings ingrained in these concepts result in an indicator value variation which, by assumption, is supposed to describe accurately the intensity of unemployment phenomenon in a given population. Therefore, it seems founded to pose a question – what should be done to make national and international unemployment statistics more credible? An attempt to solve this problem determines the logical sequence of the discussion presented in the paper (problem identification – recommended solutions).

Opis:
Indebtedness is undoubtedly one of the most significant economic problems in the countries of the EU. Despite the fact that the EU-28 have adopted criteria and measures that should regulate indebtedness, the majority of member states are not keeping up to these previously agreed rules. For many countries indebtedness has become a barrier to further development. The article’s aim is to provide an overview of the indebtedness of EU member states and to explore whether this indebtedness is linked to or even dependent on selected economic characteristics (GDP, unemployment rate and social benefits paid as a share of GDP). Data from the EU-28 countries, the Eurozone and the countries outside the Eurozone will be studied separately on the assumption that there will be differences between the countries in the Eurozone and those outside it. In the investigation of the issue only secondary data from the official statistics can be used. All the data are taken from Eurostat and then processed using the standard methods of descriptive statistics and correlation analysis. The analysis carried out showed that the average indebtedness of the EU-28 countries is higher than set by the EU criteria, and at the same time confirmed that there is a difference in debt levels between countries within and outside the Eurozone. The Eurozone countries show indebtedness that is overall higher than in countries outside the Eurozone, while at the same time they show a moderately strong linear dependence both between indebtedness and unemployment rates and between indebtedness and payments of social benefits. In the countries outside the Eurozone it was shown that while the relationship between indebtedness and the unemployment rate was weak that between indebtedness and the payment of social benefits was relatively strong.

Opis:
Research background: The present study takes the regional economics perspective to explaining new firm registrations. It focuses on the driving role of unemployment rate in the process of new business formation. Purpose of the article: The main goal of the study is to investigate the effect of regional unemployment (next to other regional characteristics) on subsequent new business formation in Polish regions for the period 2003?2018. The research hypothesis assumes that a rise in unemployment rate has a positive effect on subsequent new business formation. The positive unemployment push effect is expected to be stronger in operational services. Methods: In order to verify the links between unemployment rates and entrepreneurship, panel data methods (fixed effect Driscoll-Kraay and p-VAR estimators) were applied. The analyses were performed at the industry level (manufacturing, construction, wholesale and retail, hotels and restaurants, and financial services) using regional annual data for the period 2003?2018. Findings & value added: This study provides further insight into the unemployment push hypothesis by distinguishing between industry sectors and by considering regional specificities in post-communist economies (e.g. Poland). The findings provide value for policy-makers regarding the selection of policy instruments intended to stimulate regional development through entrepreneurship in lagged areas.

Opis:
Between 2014 and 2016 the number of foreigners on the Polish labour market increased by over 300 per cent. They were mainly Ukrainian citizens taking up seasonal employment on the basis of the so-called ‘simplified system’. According to the literature, such a large increase in labour immigration in a short period of time may be an important factor in the growth of unemployment and the reduction of the employment rate of natives. The main purpose of this text is to show the correlation between the increase in the employment of foreigners in Poland and to determine whether or not this has had an impact on the deterioration of the state of the labour market. For this purpose, data from the Central Statistical Office and the Polish Ministry of Family, Labour and Social Policy were collected. As a result of our analysis, it was found that the significant increase in the presence of foreigners on the Polish labour market, which the country has faced in recent years, was not correlated with the rise in unemployment, the increase in the rate of economic inactivity and the availability of seasonal jobs. On this basis, we can state that the increase in the supply of foreigners on the Polish labour market, compared to other factors influencing it, was weak enough for the negative effects of the increased employment of foreigners to not occur.

the Visegrad Group (V4)
Opis:
Background: Active labour market policies (ALMP) are relatively new government programmes for Central European countries. The Visegrad Group (the Czech Republic, Hungary, Poland and Slovakia) have enjoyed economic growth since 1989, when Soviet Union influence decreased. Second event, which triggered their rapid growth, was the membership in the European Union of all V4 countries in 2004. The most important and still unsolved problem among these countries is the unemployment. In many economies, both developed and developing, we can assume that proper labour market policy can be a source of legitimacy for governments (King and Rothstein 1994, p. 291). This article addresses the question about the value of ALMP in relationship between government performance on the one hand and citizen satisfaction and trust in government on the other. Research aims: The aim of the study is to compare three main categories of ALMP (public employment services, training schemas, employment subsidies) in the V4 member states and analysis of their impact to legitimacy of governments according to the three hypotheses: (1) the trade-off hypothesis, (2) the synergy hypothesis and (3) the independence hypothesis. Methodology: The adopted research method was an analysis of the reports of the public sector in the Visegrad Group countries, as well as foreign and national literature studies. Key findings: The analysed research results clearly show a different approach in performance of ALMP in the V4 member states. Well performed active labour market policy (for example signified by low unemployment rate) is a source of legitimacy for governments according to the synergy hypothesis.

The aim of this paper is to present the differentiation of the situation in regional labour markets in Ukraine in the years 2004-2017. The analyses carried out for this purpose concern the diversity and dynamics of macroeconomic variables, such as labour productivity (measured by GDP per worker), wages, and unemployment rates. Moreover, using panel data from the Statistical Office of Ukraine, the authors estimate the parameters of a set of equations based on increments and levels by means of the system estimator of the generalized Blundell and Bond moments method from 1998. The estimates concern the parameters of equations describing the main determinants of the increase in unemployment rates and wages for the entire Ukrainian economy - both Left- and Right-Bank Ukraine.

The experience of power decentralization in Poland has been particularly emphasized. Purpose. The purpose of the article is to define strategies for the development of the Ukrainian labor market based on the experience of decentralization of power in Poland. Methods. General scientific and special methods of economic reality investigations have been used in the article. The dialectical method has been used to study theoretical positions of the labor market functioning. The method of theoretical generalization has been used for the formulation of proposals and conclusions. Results. The article provides an analysis of labor market in Ukraine. The features of development and problems of functioning of Ukrainian labor market have been exposed. They are labor migration, youth unemployment, long-term unemployment and others. It has been proposed to borrow Polish experience of decentralization of the organization of the labor market. The strategic directions of reforming the Ukrainian labor market in terms of power decentralization are the following: optimizing funding for professional training programs; acquisition of new competences; increasing the impact of social dialogue; introduction of additional guarantees for hired employees; encouraging entrepreneurs and households to finance the reproduction of human capital, etc.

This paper has two main objectives. The first is to show changes in the levels of unemployment and unemployment rates in Poland and other European Union countries and to explain why the Polish rates are relatively high. The second is to analyse the structure of unemployment by gender, age, levels of education, and duration of unemployment. In order to assess the Polish unemployment structure it is compared with the analogous structures in the other European Union countries. The analysis will indicate the groups of the labour force with high risk of unemployment. Among the groups of high risk of unemployment are women, youth, people with low skills, and the long-term unemployed.
Sformułowane są dwa główne cele opracowania: · po pierwsze, ukazanie zmian wielkości bezrobocia i stopy bezrobocia w Polsce i innych krajach UE27 wraz z określeniem przyczyn tych zmian; · po drugie, dokonanie analizy struktury bezrobocia według takich kryteriów, jak: płeć, wiek, poziom wykształcenia i czas pozostawania bez pracy w Polsce i innych krajach UE27. Przeprowadzone analizy wykazały, iż do grup szczególnie zagrożonych na rynku pracy należy zaliczyć: osoby młode, kobiety, ludzi z niskim poziomem wykształcenia i długoterminowo bezrobotnych.

Opis:
Unemployment is one of the most significant social issues. It is a multidimensional phenomenon, exerting mainly a negative impact on the crucial spheres of political, economic, and social life. Unemployment has been acknowledged as a well-known and persistent public concern. Emerging from a period of systemic transformation, it has evolved into one of Poland's macroeconomic and macrosocial problems. The aim of the study is to analyse the dynamics of unemployment and its structure within the administrative system – in the Mazowieckie Voivodeship, individual subregions and counties – in the period 1999–2022. The study defines unemployment and its structural components as well as changes observed over the analysed period on the basis of available statistical data of the Central Statistical Office and Provincial Labor Office in Warsaw. A breakthrough change was observed after Poland's accession to the European Union, when the unemployment rate started to decrease. The analyses presented in the study indicate an improvement in the labour market and a reduction in the disparities between voivodeships and counties.

Regions and other administrative division units have various labour market condition. In Poland, due to e.g. historical legacies, past investments, the structure of production, availability of resources, diversified productivity, peripheral location, the worst situation on a labour market is observed in regions of Eastern Poland. The aim of this article is to identify the impact of demand and supply unemployment rate fluctuactions in this particular area. Therefore, the changes in unemployment rates in years 2006-2012 were decomposed into two categories: (1) demand contribution and (2) supply contribution. The decomposition of changes in unemployment rate, carried out with the equation developed by Elsby, Hibijn and Sahin has led to the conclusion that dominant impact on changes of unemployment in regions of Eastern Poland and the economy as a whole had demand fluctuactions, which were subsequently (apart from supply factors) analysed in detail.

Opis:
The paper seeks to determine the occurrence of economic and social cohesion between German Länder. To achieve this aim, the author used the following methods: analysis of the literature, descriptive statistics, dissipation and clustering analysis. The research is based on data downloaded from the Federal Statistical Office (Destatis). Four variables were taken into consideration: GDP per capita, gross wages per worker, the employment rate and the unemployment rate. The study covered the period from 2000 to 2015, including a breakdown into two sub-periods: 2000-2008 (before the global financial crisis) and 2008-2015 (after the start of the crisis). The results of the research show that the disparities in the level of economic and social development between the Länder of Germany (East and West) decrease very slowly, before and after the outbreak of the crisis. In the analyzed period, the process of the GDP level catching up was relatively quick, followed by the level of wages, while the employment and unemployment levels were the slowest to catch up. However, despite catching up in development, there is still a large gap between the Eastern and Western Länder in terms of the basic economic indicators
W analizowanym przedziale czasowym stosunkowo najszybciej przebiegał proces nadrabiania dystansu w poziomie PKB, następnie w poziomie wynagrodzeń, a najwolniej w poziomie zatrudnienia i bezrobocia. Jednak pomimo nadrabiania zaległości rozwojowych, nadal landy wschodnie i landy zachodnie dzieli wyraźny dystans w podstawowych wskaźnikach ekonomicznych.

The study aims to estimate empirically the relationship between economic growth and unemployment rate in Limpopo Province of South Africa. The analysis used quarterly data covering the period 2008-2018 which was obtained from Statistics South Africa. The study employed, difference model, dynamic model, and granger causality test for data analysis, in order to consider both, short term and long term possible relationship Based on the difference model estimation of the coefficient was done and the coefficient was found to be -0.22. From Granger causality test, causal relationship between these two variables doesn’t exist meaning that change in the growth rate of real GDP doesn’t cause change in the rate of unemployment and vice-versa. Inapplicable of the law indicates that a cyclical recovery will not be accompanied by reduction of unemployment. Furthermore, this might reflect the sizable structural and/or frictional component of unemployment in Limpopo Province. Lastly, the country's economic policies have not been suitable for fostering development that can reduce unemployment and this could be due to lack of appropriate composition of public sector and private sector.
