The MONALISA 2.0 (ML 2.0) project aims to define the Sea Traffic Management concept (STM), where information is shared amongst all stakeholders in the maritime transport chain, including nautical officers, ports, administrations, etc. Thus, a communication and information centered approach for data exchange by System Wide Information Management principles changing from surface-based- to voyage-based-operations has been proposed. Amongst others, testing and verifying the feasibility and benefits of STM and its solutions shall be done in the European Maritime Simulator Network (EMSN), a macro simulation environment for ship handling simulators. This is an open IEEE 1278 standard network protocol enabling interactive communication between distributed simulation environments. Based on an introduction into ML 2.0, the proposed STM concept is introduced, its expected impacts are listed and Key Performance Objectives are derived. The backgrounds on the EMSN are given and it is shown how it can assist in assessing the impact of STM’s Key Performance Indicators.

Opis:
This paper will give an intro into the technical backbone of the EMSN and derive necessary specifications to allow for objective testing in large scale. Further, it will demonstrate the potential of EMSN as a maritime safety test-bed on the STM case. Therefore, the simulations executed within the EMSN are evaluated regarding their safety level in order to demonstrate the effects of various measures to improve safety. Based on a fuzzy logic approach, numerical Data from the EMSN Data-Tracker is used as an input to assess a present traffic situation from the perspective of a specific ship and outputs a comprehensive safety index developed by expert opinions. The safety index is used to further analyze navigators’ behavior and decisions in different maritime traffic scenarios that are executed within the EMSN.

The Strait of Istanbul, 17 nautical miles long, is one of the main routes of international maritime trade. Connecting the Black Sea countries with other countries of the world, the Strait is the second busiest waterway in the world in terms of international ship traffic. In addition to busy sea traffic, limited geographical conditions also make it difficult to navigational safety. The Strait of Istanbul is the only chokepoint that stands out with the risk of maritime accidents on the primary routes of world maritime trade. This situation poses a risk for both the transiting ships and the city of Istanbul, which has a dense population around it. Some of the accidents that took place in the recent history have caused worldwide concern due to the environmental pollution they cause. Considering the advantages provided by the developing shipbuilding technology and today load capacity of the ships, a disaster that will occur in a possible accident today will cause much greater destruction than in the past. In this direction, it has become a necessity to examine the accident profile in the strait in order to develop effective accident prevention measures and to strengthen the level of navigational safety in the region. In this study, maritime accidents that occurred in the Strait of Istanbul over a 16-year period were discussed in terms of their types and the response time of tugboats to a possible accident was examined.

This paper presents developed optimization methods for sea waterway systems. Objective function of optimization of sea waterway systems have been formulated and its detail form for fairways has been determined. Three probabilistic methods for determining safe bed-breadth of fairway are described. Limitations of the presented methods are also discussed. The developed optimization methods for sea waterway systems have been applied to determine parameters of a modernized fairway between Świnoujście and Szczecin as well as its navigation systems.

These authors have analyzed actions taken in this field and some aspects related to the operations of maritime autonomous surface ships (MASS). The presented case study refers to a ship with a skeleton crew on a deep sea voyage, where the ship’s autonomy is narrowed to the fourth stage of transport task – sea voyage and its navigational aspect.

Ship collision is a hazardous event within the chain of maritime transport. Collisions may result in human losses, adverse economic consequences, and environmental damages causing significant impact to local societies and related activities. A major factor in any risk analysis concerning ship collisions is the probability of these collisions occurring. The purpose of this study is to assess the probability of ship-to-ship collision in the Aegean Sea. The basic concept of the developed model is to (statistically) simulate traffic flow in the area of interest and determine the collision candidates; this will be implemented in a pilot study in a segment of the Aegean Sea. The input of this effort is based on values that are extracted from statistical analysis of the international fleet in combination with the study of maps depicting traffic flow in the studied area. Hence, it does not employ detailed AIS data. The obtained results are presented and their agreement with actual incidents is discussed in depth. The paper concludes with interesting insights of the aforementioned tasks.

Strong expansion of cruise ships traffic and cruising destinations in the Adriatic makes the region ideal for cruise ships routing analysis. The aim of this paper is to detect real cruise ships traffic movement in order to understand how present cruise ships routes are navigationally and environmentally sustainable and safe. Cruise ships characteristic operational demand and navigational routine in relation with regions indented coast line with high level of environmentally preserved areas in landscape of high national value, emphasise importance of real cruise ships routing awareness. The research is based on one year cruise ships traffic monitoring and routes analysis in the Central Adriatic East coast. The results offer detail insight of cruise ships navigational routines in navigationally less defined area that has not been frequent cruising region before. Cruise ships routes comparison is carried out between North Adriatic region, which is well defined with traffic separation schemes and navigational aids and less defined Central and South Adriatic regions. The results show that principle of cruise ships routing differ from standard maritime practice and that operational demand for attractive cruising and passenger experience bring cruise ships close to shores in various demanding navigational situations. That routing practice does not meet criteria of sustainability as it often present high navigational, safety and environmental risk.

Vessels’ traffic in the area of Southern Baltic has not been organized yet. Therefore a risk of potential grounding or collisions is imminent. Organization the traffic by means of passive methods like determination the ships’ routes or traffic separation schemes is one of the better measures to improve navigation safety. Although such activities should take into account interests of coastal countries. The whole area should be considered, and the needs arising from traffic at present and in the future should be met. Due to complexity of above problem, solutions that are fragmentary may lead to deterioration of existing situation and cause new threats for all Baltic countries.

Once again, the study covered the role of road transport in combination with air, sea and rail transport and shared zones for pedestrians and vehicles. Two diverse ports located in Portugal have been chosen, first Marina de Albufeira and second Cascais Marina. Due to their specifics, the ports address the issues concerning traffic connections in a completely different way. The summary highlights and identifies the key features, pointed out by users, considered as advantageous or disadvantageous for selected European marinas from the point of view of transport and architectural and urban design solutions. Transport connections including car traffic, sea-lanes, rail traffic, pedestrian communication are presented in the paper. Appendix III of MARPOL´s Annex VI sets out the criteria and procedures for designating an emission control area (ECA).These criteria includes: a clear delineation of the proposed ECA; types of emissions proposed for control, land and sea areas at risk; emission quantification and impact assessment; prevailing weather conditions; data and quality on marine traffic; land based measures concurrent with the ECA adoption and the relative costs of reducing emissions from ships. This paper analyses the climate parameter together with traffic conditions: prevailing weather conditions as a parameter to be kept in mind for the adoption of a future ECA in the Mediterranean Sea. Preliminary results would show how marine emissions coming from existing traffic will impact the sea and land ecology in the Mediterranean area.
