This article reviews American policy toward Syria since the onset of its civil war there. It concentrates on debates and decisions about the use of American military power to influence events there. Before 2014, President Barack Obama consistently refused to use military power and, while he did initiate military action against the Islamic State in the summer of 2014, many in and out of the administration thought he should do more. This article identifies reasons for Obama’s hesitance and argues that some of his pre-2014 fears about using military power have been realized in later years.

Strained relations between the US and Cuba after the victory of the Cuban revolution were a permanent element of the destabilization of international security in the Western Hemisphere. During the Cold War, this destabilization was a function of the East-West confrontation. Since the end of Cold War the importance of Cuba as a Western Hemisphere entity hostile to the United States has diminished radically. Definite steps to normalize relations with Cuba have been taken only in 2014. The media named the change of policies of the US towards Cuba (and Iran) as the Obama Doctrine. This article will try to prove that the continuation of the confron-tational and hostile US-Cuban relations after the collapse of the Eastern bloc was an exceptional and "unnatural" phenomenon from the perspective of realistic school of international relations, both for Washington and Havana.

Political caricature has become a significant cultural text allowing us to deeply understand social emotions connected to the current, significant events. In this article, analyzing Kenyan political satire, I try to define Kenyans’ approach to Barack Obama at the time of his presidency, as well as presenting US and Kenya’s relations during that period. In this article my attempt is to show that Kenyan political caricature is a tool that allows the author to share emotions, judgments and opinions addressed to different social groups. Its main goal is to quickly react to the political events and to comment on them. Due to its simplicity, political caricature has an extensive audience.

This article uses Michael C. McGee’s concept of the ideograph to reflect Obama’s early foreign policy course regarding transatlantic relations. Specifically, the article draws on the ideograph “alliance” to demonstrate how the president redefined agents, acts, agencies, scenes, and purposes that fall within the rhetoric, thus informing how and why he changed US commitment to NATO. Analyzing Obama’s use of alliance serves to interpret his political choices as well as understand his ability to get the public to support them. By extension, a study of this nature offers a reading of the president’s perspective on US foreign policy and America’s global role.

US China policy has shown remarkable consistency throughout the past quarter century despite the ideological differences of US presidents. US presidents who subscribe to the liberal school of international relations have commonly sought to engage adversaries, to bring about positively change in the adversary. Realists are more likely to try to limit an adversary’s influence by containing its power. Since the early 1990s, US presidents have employed both containment and engagement. The most liberal US president in the past 25 years, Barack Obama initially pursued engagement policy with China. Sensing China’s challenge to US dominance of the Asia-Pacific, President Obama gradually adopted elements of containment policy. This article assesses the Obama administration’s China policy. Specifically, it asks if US President Barack Obama pursued a divergent China policy. It finds that the Obama Administration’s rebalance to the Asia-Pacific policy is consistent with the US China policies of earlier administrations.
Polityka Stanów Zjednoczonych prowadzona wobec Chin w ciągu ostatniego ćwierćwiecza, pomimo różnic ideologicznych występujących pomiędzy kolejnymi prezydentami USA, odznaczała się wyjątkową spójnością. Prezydenci Stanów Zjednoczonych, których polityka zagraniczna była zbieżna z liberalną szkołą stosunków międzynarodowych, z reguły starali się oponentów angażować, aby w ten sposób doprowadzić do ich pozytywnej przemiany. Realiści z kolei próbują ograniczyć wpływ przeciwnika i powstrzymują jego potęgę. Od wczesnych lat 1990-tych prezydenci USA stosowali zarówno powstrzymywanie, jak i zaangażowanie. Najbardziej liberalny spośród prezydentów USA na przestrzeni ostatnich 25 lat, Barack Obama początkowo prowadził wobec Chin politykę angażowania. Dostrzegając jednak, iż Chiny coraz wyraźniej stanowią wyzwanie dla dominacji USA w regionie Azji i Pacyfiku, stopniowo wdrożył elementy polityki powstrzymywania. Prezentowany artykule zawiera analizę polityki administracji B. Obamy wobec Chin, w szczególności rozważa się w nim, czy polityka ta była spójna. We wnioskach stwierdzono, że zrównoważenie polityki administracji Obamy wobec Azji i Pacyfiku jest zgodne z amerykańską polityką Chin z czasów poprzednich administracji.

This article provides an overview of the Obama administration’s policies in the Middle East. At the outset, its priorities were to reduce the American role in the region and promote peace between Israelis and Palestinians. The Arab Spring introduced a number of new and novel issues that the administration had to confront. For the most part, Obama failed to reach his goals, so the final section seeks to contextualize and explain those failures.
W artykule dokonano analizy polityk administracji prezydenta B. Obamy wobec Bliskiego Wschodu. Od samego początku ich priorytetem była redukcja roli USA w regionie oraz promowanie pokoju między Izraelczykami a Palestyńczykami. Arabska Wiosna przyczyniła się do powstania wielu nowych, wcześniej nie występujących wyzwań, z którymi musiała się zmierzyć administracja. Prezydent Obama nie osiągnął większości swoich celów, a wyjaśnienie kontekstu i przyczyn tych niepowodzeń zawarto w podsumowaniu artykułu.

Wojna domowa w Syrii znalazła się w centrum uwagi mediów i polityków za sprawą wykorzystania w czasie walk broni chemicznej. Prowadzona przez Baracka Obamę polityka zagraniczna zdecydowanie unikała poważniejszego zaangażowania w tamtejszy konflikt, choć prezydent Obama wyraźnie wskazywał, że reżim Asada nie może przekroczyć „czerwonej linii”, którą było właśnie wykorzystanie broni chemicznej. Mało zdecydowana reakcja Stanów Zjednoczonych, pomimo wcześniejszych deklaracji tak prezydenta, jak i sekretarz stanu, Johna Kerry’ego, doskonale ilustruje słabość amerykańskiej wizji polityki zagranicznej. Przy tym zaniechaniu aktywności przez Stany Zjednoczone na znaczeniu zyskuje Rosja, która w bardziej realny sposób może przeciwdziałać umocnieniu sojuszu między Syrią i Iranem.

The American president, Barack Obama, is considered to be one of the most charismatic figures of the 21st century. His speeches are the best asset through which he emphasizes this quality. Although, he hasn’t always been considered to be a successful politician, he made his entrance on the political arena in 2004, when he delivered one of his best speeches. The aim of this paper is to reveal the most important elements of a political discourse that can contribute to creating a good image of a political actor. Using the critical discourse analysis method, we are trying to see if there is a connection between a good, coherent discourse strategy and the charisma of the American leader. The sample will include his 2004 speech, delivered at the Democrats’ Convention, the speech that put him in the eyes of the media as a future American leader

This article explores President Barack Obama’s management of public opinion regarding his policy towards the Islamic State of Iraq and the Levant (ISIL) by analyzing the content of the address delivered on 10 September 2014 concerning the US strategy to defeat ISIL. Set in the context of the Obama administration’s approach to American foreign policy and with particular reference to videos released by ISIL showing the execution of US journalists, James W. Foley and Steven Sotloff, the analysis offers insights into how external events affect presidential attention, agendas, and public opinion management.

The purpose of this article is to outline a twofold change in the American global leadership concept that has been taking place under the Obama Administration: the redefinition of its purpose and of its character. The purpose-transformation has been illustrated in a case study of the American “pivot to Asia”. It means, basically, that the American world leadership, defined as the political and economic order developed by the USA, and grounded in its power and unique position after the Second World War (and/or the Cold War), has turned during Obama’s administration into a instrument aiming at retaining the American privileged position that does not emanate directly from the U.S. power anymore. The charactertransformation implies that the role conceptions of the American world leadership, have been modified or, as in one case, abandoned, in order to adjust to new circumstances. As a result, the US leadership has become more inclusive, international-institutions-centered, and reluctant to military engagement.

I the article I conduct analysis of Barack Obama's political speeches delivered by him in the 2008 and 2012 election campaigns in the USA. The primary focus of the analysis is put on different American cultural topoi and the way these serve as means of persuasion. The contrastive analysis of the speeches from the two election campaigns allows me to pinpoint the common areas between them, as well as points of contrast; also, I can observe how Obama adjusts his rhetoric to the changing expectations of the audience.
W artykule przeprowadzona została analiza przemówień politycznych Baracka Obama, wygłoszonych w ramach kampanii prezydenckich w USA w 2008 r. i 2012 r. Analiza skupia się na rozmaitych amerykańskich toposach kulturowych, które używane są w retoryce Obamy; szczególna uwaga jest poświęcona strategiom perswazyjnym, których są one częścią. Skontrastowanie przemówień z dwóch kampanii pozwala wykazać punkty kontrastu oraz punkty wspólne między retoryką dwóch kampanii, w szczególności to w jaki sposób Obama dostosowuje swoje przemówienia by sprostać zmieniającym się z czasem oczekiwaniom publiczności.

In this article the author writes about the features of a strategy of retrenchment and how it can be applied to the analysis of the foreign policy of the United States during the presidency of Barack Obama. Many of the decisions made by the United States in the international arena resulted from a desire to limit involvement in world affairs, to reduce military spending, and to persuade allies to take a greater responsibility for their own security. Such a policy was motivated by strengthening the weakened position of the USA, but it also contributed to the growth of chaos in the world.

Abstract: The presidential election campaign in 2008 was dominated by two issues – foreign policy and the growing budget deficit. Barack Obama’s announcement of a complete reversal of the aggressive policy of his predecessor proved to be an effective tactic, allowing him to win the presidential election. From this point on, instead of military force, the superpower was to use dialogue and diplomacy. Renewal of the US image in the world required from Obama the ending of foreign policy based on hard power, preventive and unilateral action, in favor of close cooperation with other participants in international relations.
Prezydencką kampanię wyborczą w 2008 r. zdominowały dwie kwestie – polityka zagraniczna i rosnący deficyt budżetowy. Zapowiedź Baracka Obamy o całkowitym odwrocie od agresywnej polityki poprzednika okazała się skuteczną taktyką, umożliwiającą mu wygranie wyborów prezydenckich. Od tej pory supermocarstwo zamiast siły militarnej miało wykorzystywać dialog i dyplomację. Odnowienie wizerunku USA na świecie wymagało od prezydenta Obamy odejścia od polityki zagranicznej opartej na hard power, samodzielnych, prewencyjnych i jednostronnych działaniach, na rzecz bliskiej współpracy z innymi uczestnikami stosunków międzynarodowych.
