This paper attempts to answer the question of for whom is security relevant, and whether security is a category which constitutes the point of reference to the idea of personal security. Until very recently, security was associated with threats originating from the political and military situation of the state, not individuals. The traditional system was based on the state-centric approach to security. The idea of human security, on the other hand, in contrast to the traditional system, expands the definition of security threats. Human security combines the security of individuals with that of the state. The article focuses on examining the relations between the security of the state the idea of human security. Analysing those relations allowed for the development of the term: personal security.

Personal security is a new perspective for the security research and description, which has grown in our times out of a human security concept developed by UN experts. The concept, which the English-language literature analyses mainly from the perspective of security studies, is now becoming a theoretical construct that stands a chance to become an independent subdiscipline of security studies in Poland because it is more and more often invoked as a basic category of national security, next to the security of the state. In this paper, the author presents the current status of the reflection on personal security in Poland and worldwide. He gives an overview of how this new security category is defined, identifies the entities that can be analysed from its perspective, and points out to further directions of research in this area.

In the middle of the 1990s the concept of human security is introduced as a  reflection of general change of the stress from the military state‑centric issues (assumed by the realist and neo‑realist orthodoxism) towards those non‑military. This new narrative consists in the transformation of the individual into the reference object of security, due to the fact that, under the pressure of globalization, the state is moved away (at least partially) from the epicenter of policy making. So, the concept of security is extended from the security of the nations to the security of the individuals, from the nation to the international system, is extending by supplementing the military perspective with the political, economic and environmental ones and thus, the range of security can basically receive human dimension. By the mechanisms and the normative principles of such a  perspective it is possible to identify some important arguments that human security can be fundamental in the justification of the ethics of interventions and by by‑passing the state to offer the ultimate argument for just war theory (used to address the moral and legal aspects linked with the use of military force).

The aim of this article is to attempt to present and evaluate the conception of human security, proposed by anarcho-capitalism – a radical trend of libertarianism. The content analysis method was used to realize this task, while the main source of works constitutes the main works of the leading anarcho-capitalists: Murray Newton Rothbard, David Friedman and Hans-Hermann Hoppe. The results of the work is the adoption of several conclusions, including, first of all, that the anarcho-capitalist conception of human security is undoubtedly an innovate idea, contesting commonly recognized solutions in this matter.

The demise of the Cold War and the fading risk of a global military conflict caused researchers to extend the notion of security to subjects other than the states. One of the alternative concepts that emerged in the 1990s was Human Security, which put individual human beings at the heart of analysis. In its narrow approach, called the “Canadian school”, human security seeks to provide all people with the basic political rights and ensure “Freedom from Fear”. The broad approach, advocated by the “Japanese school”, encompasses social and economic rights, as well as the need to offer people the ability to survive and develop. Thus, it has been labelled as the “Freedom from Want” concept. The broad approach to individual human security is closely linked to the concept of sustainable development. This paper looks at the approach taken by the Visegrad Group countries – Poland, Czechia, Slovakia, and Hungary – to the broad concept of Human Security. It presents the analysis of the main strategic documents that deal with social and economic rights of people, the internal security system, and the implementation of the concept of sustainable development.
Zakończenie zimnej wojny i oddalenie się widma wybuchu konfliktu zbrojnego sprzyjało poszerzeniu analiz dotyczących bezpieczeństwa o inne niż państwo podmioty. Jedną z rodzących się w latach 90. XX w. alternatywnych koncepcji było human security (bezpieczeństwo jednostki ludzkiej) stawiające w centrum zainteresowania jednostkę ludzką. W ujęciu wąskim (zwanym szkołą kanadyjską), human security nawiązuje do zapewnienia człowiekowi podstawowych praw politycznych oraz wolności od strachu. W ujęciu szerokim (szkoła japońska), human security obejmuje również kwestie praw społecznych i ekonomicznych oraz możliwość przetrwania i rozwoju każdego człowieka. Założenia japońskiej szkoły human security zostały zawarte w haśle „wolności od niedostatku”. Szeroki zakres bezpieczeństwa jednostki ludzkiej pozostaje w ścisłym związku z koncepcją zrównoważonego rozwoju. W niniejszym artykule przedstawiono podejście państw Grupy Wyszehradzkiej: Polski, Czech, Słowacji i Węgier do szerokiego zakresu human security. Analizie poddano główne dokumenty strategiczne dotyczące: praw społecznych i ekonomicznych obywateli, systemu bezpieczeństwa wewnętrznego oraz implementacji koncepcji zrównoważonego rozwoju.

In the present age of globalisation, the threats to mankind not only arise from weapons of mass destruction and other conventional challenges but also arise from other serious issues, e.g. terrorism, secret cuts activities, homosexuals, trafficking in women and drug abuse. These issues can cause adverse effects on national security and the sustainable development of any nation in the age of globalisation. The present study examined the interwoven issues of human security and development in Nigeria. The paper asks and answers questions concerning to why the standard of living most Nigerians continues to shrink and the reasons why successive governments have been unable to lead the nation on the path of human security and development. The study analysed the changing concept of security parameters with special emphasis on the issues of human security and its relation to development. The data analysed during this research was gathered qualitatively from secondary sources, which included journals, books and publications from international and governmental organisations. The present study identified that the success of Nigeria’s economic re-engineering, depends on the government’s ability not only to push through macroeconomic reforms but also to address deeprooted socio-political issues. The study also recommends and suggests some suitable steps in promoting human security and in bringing all-round development to Nigeria. This research is carried out using critical analysis.

Modern governments in modern states in third world countries are overwhelmed with social circumstances that have forced citizens to resort to self-help. Also, prevalent unclear demographic and globalization issues are sometimes neutral lines of justification for either transit or destination posture of the West African states. Concisely, poverty issues have continuously permeated the West Africa region’s fabric, and the challenges seem protracting. It has implications for mobility, (women) trafficking, and human security, among others. The quantitative approach adopted profiled index while evaluating and descriptive methods explained the content. Among other findings, lack of national data and proper immigration service is obvious. Thus, adequate data for national planning is recommended. Further, ongoing regional and national initiatives for possible integration and collaboration to address challenges are advocated.

The task to ensure security in contemporary world is a complicated political, scientific-technological and socio-economic problem. As the security itself is complicated, multifactor and hierarchized phenomen also its investigation has to be of an interdisciplinary character. The character of security environment, the character of security risks and threats and also the character of tools for their elimination are essentially changing. The basis to security of social subject consisted in arrangement of the conditions for their existence, to surviving in the present time and advancement into the future. Assurance of this condition means it provided ability to the social subjects to eliminated threats that are defined. In situations of asymmetrical security, the threats are not always clearly defined. They often consist of their own structure systems, in relationships and status the subjects of internationals relations. Asymmetrical of security, by our opinion, presents a discrepancy, unbalance, non-parity between subjects of the international security environment. The unbalance, discrepancy, non-parity has political, military, economic, law, social and societal dimensions.

The goal of this paper is to look at immigration in the context of the realisation of both national and international interests. Undoubtedly, the concept of human security is close to the work of international institutions – such as the UNHCR, which aims to provide transnational solutions to the problems of immigrants, not only in terms of ensuring their survival in a state of crisis, but also in terms of a dignified life. The contemporary challenge in this sphere is the instrumental use of migration issues in the international policy as a factor of pressure or in the internal policy of individual states. As shown in the example of Turkey, Syrian immigrants are directly treated as an element of pressure on the EU in the political, economic and visa policy spheres. In the case of Poland, the migration issue has been securitised as an existential threat to internal security in the context of a clash of cultures but also of terrorist threats. It has also become an element of political games between the Community authorities and the right to shape the internal policies of individual states. As can be seen, despite the momentous ideas of the concept of human security, it loses to the realistic concepts of power, and particular interests of the individual states.
Postawione w tytule niniejszego artykułu pytanie ukazuje problematykę imigracji w kontekście realizacji interesów narodowych i międzynarodowych. Niewątpliwie idee koncepcji human security bliskie są instytucjom międzynarodowym takim jak UNHCR, którego celem jest ponadnarodowe rozwiązywanie problemów imigrantów nie tylko w sferze zapewnienia im przetrwania w stanie kryzysu, ale również godnego życia. Współczesne wyzwanie w tej sferze stanowi instrumentalne wykorzystanie kwestii migracyjnych w polityce międzynarodowej jako czynnika nacisku czy też w polityce wewnętrznej poszczególnych państw. Na przykładzie Turcji wskazano, że imigranci syryjscy są wprost traktowani jako element nacisku na UE w sferach politycznych, gospodarczych czy polityki wizowej. W przypadku Polski kwestia migracyjna została sekurytyzowana jako egzystencjalne zagrożenie dla bezpieczeństwa wewnętrznego w kontekście zderzenia kultury, ale i zagrożeń terrorystycznych. Stała się też elementem rozgrywek politycznych pomiędzy władzą Wspólnoty a prawem do kształtowania wewnętrznych polityk poszczególnych jej państw. Jak widać, mimo doniosłych idei koncepcji human security przegrywa ona z realistycznymi koncepcjami siły, władzy i partykularnych interesów poszczególnych państw.

Both security sciences and security studies have traditionally mainly focused on the state as the most important security subject; however, as anthropology of security and the idea of human security assert, it is the security of a human individual that should be highlighted as well. The authors start from discussing the typologies of threat and security. This leads them to focusing on the idea of human security, a concept first proposed by researchers and then taken up by international organizations. The concept of human security, combined with anthropology of security, constitutes a scientific basis for the shift from the state-centric to the anthropocentric approach to security. The authors corroborate this stance by discussing a range of definitions of the concept of security, which focus on either more general or more specific aspects of security. They favour the more universal understanding of the concept and conclude that security, being the same type of anthropological social construct as other humane values such as beauty, happiness, love, etc., and a phenomenon relating to a great extent to the quality of human existence, should possess its universal essence.

This work explores ecological and climate-related threats to Afghanistan and discusses support approaches from a European Crisis Management (ECM) perspective. It goes beyond the much-debated troop withdrawal, COVID-19 crisis and peace negotiations and opens an underestimated topic: ‘Climate Change Assistance’. The article aims to advance knowledge on the effects of climate change on human security in Afghanistan and advocates a conflict-sensitive approach. To this end, a climate-related assessment of the human security situation was undertaken and several threat scenarios, options and solutions for enhancing state resilience were developed. The bases for this research were several field trips undertaken by the author since 2004, workshops and an extensive literature review. As a result, it can be stated that the negative impacts of climate change and pollution on Afghanistan’s security and development architecture are massive and make ECM efforts very complex. However, several capacity-building initiatives for military, diplomatic, humanitarian and local stakeholders were identified. On the regional level, this includes the support for early warning systems and hydro-diplomacy with Pakistan, Iran and India. On the local level, the support for community water management and environmental protection matters, while building upon traditional Afghan mechanisms for handling water crises or disasters. Another outcome is the need for more in-depth research in this field as some findings are also useful for other fragile states. The paper argues that there is an urgent need for ECM to respond to the devastating effects of climate change in Afghanistan and identifies several smart opportunities to tackle some root causes of the conflict.

Cities have been researched mostly in terms of its economic, technological, and social value and significance. Despite some changes in this respect, there is still a need to research cities as a fascinating phenomenon, also in respect of its capabilities to increase human security on a local and global scale. In this context, the article examines the new paradigm of urban development within the human security, namely the right to the city. The author indicates to the growing role of cities for human security and to mutual relations between the right to the city and the concept of human security. The subject matter is indeed as fascinating as fascinating are cities themselves. They are dynamic, energetic, innovative and constantly evolving. The general thesis of the article is that cities adopting the adequate model of urban development such as the one envisioned in the right to the city may and do greatly contribute to human security.

Część 1 przedstawia pojęcie bezpieczeństwa ludzkiego, jego genezę i treść. Część 2 analizuje relacje między bezpieczeństwem ludzkim a prawem międzynarodowym i krótko rozważa najbardziej reprezentatywne aspekty prawa międzynarodowego, w tym międzynarodowego orzecznictwa, które w opinii autorki odzwierciedlają imperatywy bezpieczeństwa ludzkiego. Wreszcie wnioski końcowe dostarczają odpowiedzi na postawione pytania i wskazują na wartość dodaną koncepcji bezpieczeństwa ludzkiego. Pytania brzmią następująco: W jaki sposób bezpieczeństwo ludzkie może wzmocnić działania międzynarodowe (działania oparte na prawie międzynarodowym)? Gdzie w prawie międzynarodowym odzwierciedlone jest bezpieczeństwo ludzkie? Jaka jest rola prawa międzynarodowego dla bezpieczeństwa ludzkiego? Biorąc to wszystko pod uwagę, jaka jest wartość dodana przyjęcia koncepcji bezpieczeństwa ludzkiego? Artykuł ten jest nieuchronnie interdyscyplinarny, ponieważ łączy perspektywy prawa międzynarodowego i stosunków międzynarodowych.
The author examines the nexus between international law and the concept of human security that emerged in the 1990s. The article proceeds in three parts. Part one outlines the concept of human security, its genesis and contents. Part two examines the nexus between human security and international law and briefly considers the most representative aspects of international law, including international jurisprudence, that, in the author’s opinion, reflect human security imperatives. Finally, conclusions provide answers to the questions posed and indicate the increased value of the human security concept. The questions read as follows: How can human security strengthen international actions (actions based on international law)? Where in international law is human security reflected? In other words, what aspects of international law reflect a human security-centered approach? What is the role of international law in human security? Taking all this into account, what is the added value of adopting the concept of human security? This article is inevitably interdisciplinary, as it combines the perspectives of international law and international relations.

Changes in security environment after the end of Cold War and 9/11 have strongly affected our security concepts and paradigms. In the field of counter-terrorism, a serious conceptual and practical debate on the relationship between security and human rights and freedoms has begun. The goal of this paper is to reflect on this complex relationship at the conceptual level and introduce the empirical debate on this relationship in the field of civil aviation (case of introducing body scanners). The paper’s results show that the concept of human security usefully integrates the care for human rights and security of individuals. The debate on the potential introduction of body scanners on the European airports was actually a debate on the ways of providing individual human security on the airports with simultaneous concern for other human rights. The output of this debate was a compromise: body scanners can be used at the discretion of individual airports and member states, but are not an obligatory measure on all European airports.
