This paper aims to answer the question whether use of the designation of “global elite” to describe persons experiencing multiple migrations is theoretically justified. The author analyzes the situation on the examples of Polish students who study at universities abroad. Being in a privileged position among other migrants, students may be perceived as people aspiring to membership in the international community. The author discusses the attributes indicating their elite status and traits which makes use of the term doubtful if employed with regards to persons who repeatedly change their country of residence.

The problems investigated in the present study concern the way of how political elites are perceived in the lower chamber of the Polish Parliament, the empirical material (the subject of research) being the speeches delivered in the 8th term Sejm of the Republic of Poland. The image of political elites is definitely critical because only the historical elites were positively assessed (from the Constitution of the 3rd of May to the attitude of the elites during the Second World War), except for the “so-called” communist elites. Many accusations are leveled by representatives of the current ruling elite against the European Union elites (the so-called Brussels elites) and the elites of the Third Republic of Poland. The ruling elite after 2015, recognizing themselves (although reluctantly) as a political elite, very strongly emphasise that they are not the government of the elites and do not act in the interest of the latter but for the sake of ordinary citizens. The previous political elite should be replaced by the national elite. It is not merely a conceptual change but this emphasises that power should be exercised by people who correctly identify the needs of the nation. It is a reaction against the policies conducted by the governments of the Third Republic of Poland when, according to those now in power, the interest of the whole of society was not properly looked after, but only that of the elites. There are few statements by representatives of the opposition that would counter the critical assessment of the political elites which governed after 1989. The exception is the statements defending the judicial elites as authorities who are the only ones capable of opposing the actions of the current government. The process of replacement of elites is noticeable in all the spheres of social life.
Problematyka podjęta w niniejszym opracowaniu dotyczy sposobu, w jaki są postrzegane elity polityczne w niższej izbie polskiego parlamentu, przy czym materiał empiryczny (przedmiot badań) stanowią wystąpienia na forum Sejmu Rzeczypospolitej Polskiej VIII kadencji. Obraz elit politycznych jest zdecydowanie krytyczny, gdyż pozytywnie oceniano jedynie elity historyczne (od czasów Konstytucji 3 Maja po postawę elit w czasie II wojny światowej), z wyjątkiem „tak zwanej” elity komunistycznej. Wiele zarzutów przedstawiciele aktualnej elity rządzącej podnoszą w stosunku do elit Unii Europejskiej (tzw. elit brukselskich) oraz elit III Rzeczypospolitej Polskiej. Elita rządząca po 2015 r., uznając siebie (choć niezbyt chętnie) za elitę polityczną, wyjątkowo mocno podkreśla, iż nie jest rządem elit i nie działa w ich interesie, lecz dla dobra zwykłych obywateli. Dotychczasowa elita polityczna powinna zostać zastąpiona elitą narodową. Nie jest to jedynie zmiana pojęciowa, lecz podkreślenie, iż władzę powinni sprawować ludzie, którzy właściwie rozpoznają potrzeby narodu. Jest to reakcja na politykę prowadzoną przez rządy III Rzeczypospolitej Polskiej, kiedy – zdaniem obecnie sprawujących władzę – nie dbano o interesy ogółu społeczeństwa, a wyłącznie elit. Ze strony przedstawicieli elity opozycyjnej niewiele jest wypowiedzi dających odpór krytycznej ocenie elit politycznych, które rządziły po 1989 r. Wyjątkiem są głosy biorące w obronę elity sędziowskie jako autorytety, które jako jedyne mogą przeciwstawić się działaniom aktualnej władzy. Dostrzegany jest proces wymiany elit we wszystkich dziedzinach życia społecznego.

This study is an interdisciplinary examination of the relationship between religion and political liberation in an elite-arrested nation-state. The study is situated within the empirical context of the Nigerian socio-political system. The case-study state is accordingly, representative of others, currently under what the work denotes as domestic elite hegemony, which necessitates political liberation. Invariably, the study entails an elite theory analysis of the linkages between the research variables. Hence, a prognosis is occasioned by the analysis. The study finally found the possibility of a fusion of the two major religious persuasions in the country, in attempting to counterbalance the enduring and debilitating elite dominion of the Nigerian nation-state. The study is highly significant in its interdisciplinary methodology. Hence, it has succeeded in touching upon the subject areas of religion, sociology, political science and public administration. Consequently, the study possesses immense theoretical and empirical relevance.

Modern Algeria does not constitute a serious matter in Polish media. An occasion to hear about this country lately, was a terrorist attack occurred on the 11 April 2007 during which 33 people got killed and 200 got injured. The ruling party which has been in power since 1962 had decided to create a new Algeria as a socialist state. Typical problems for such countries like waste, corruption or nepotism have emerged immediately. The Algerian industry, aside from petroleum or gas extract was running a deficit. The low pace of economic development, unemployment and substantial growth of birth rate have generated social problems. The Islamic fundamentalists, with the consent of state authorities, seized an opportunity. An attempt of cutting their influence has led to civil war, which took place during the last decade of the 20th century. Many people expect that after parliamentary elections (17 May 2007) and long-awaited death of the ill president Abdul-Aziz Bouteflika the situation will improve.

Artykuł przedstawia wyniki empirycznego badania elity regionalnej. Próba liczy 400 osób i składa się z radnych obecnej (2014–2018) kadencji sejmików wojewódzkich i wielkich miast. Pytania badawcze skupiają się na wymianie elit i na różnicach strukturalnych oraz rekrutacyjnych między wyróżnionymi pokoleniami politycznymi w regionalnej elicie. Wyjściowa przesłanka zakładała, że generacje polityczne uformowane w różnych fazach zmiany systemowej i mające różne zadania do wykonania, będą znacząco odmienne. Wyróżniono trzy pokolenia: transformacyjne (wchodzili do samorządowej polityki przed 1997 rokiem), potransformacyjne (w latach 1997–2003) i unijne (od 2004 roku). Podstawowe wyniki wskazują na ograniczoną skalę wymiany elit (dwa pierwsze pokolenia polityczne przeważają) i na stosunkowo niewielkie róż nice między generacjami, tak strukturalne, jak rekrutacyjne. Hipotetycznie wiążemy to z faktem, że przedstawiciele pokoleń transformacyjnego i potransformacyjnego nie odzwierciedlają cech swoich generacji z czasów ich formowania, lecz tej ich części, która przetrwała na samorządowo-politycznych pozycjach do 2017 roku.
The article presents the results of the empirical study on regional elite in Poland done from the theory of elites perspective. The sample consists of 400 councillors of the 2014-2018 term of regional (voivodships’) assemblies and town councils of big cities. Research questions relate to the exchange of elites (circulation-reproduction thesis) and the differences in structural characteristics and the ways of the recruitment into the regional elite between three political generations. The initial premise was that political generations formed in different phases of systemic change and having various tasks to perform would be significantly different. A distinction between three political generations has been drawn: transformational (started political activity before 1997), post-transformation (in 1997–2003) and the EU generation (2004 or later). The key findings indicate that an exchange of elites is limited. Moreover, there are relatively small differences between generations in both structural properties and the ways of recruitment into the elite. We hypothetically associate this with the fact that representatives of transformational and post-transformational generations do not reflect the characteristics of their generations during these generations’ formation period (before 1997 and before 2004, respectively). They reveal the features of only those who survived in the regional-political positions until 2017.

Not only comparison, but even an attempt to describe them is a difficult task. First of all, because there is little research about the political elites of these two countries as such. To describe and understand the contemporary Belarusian and Ukrainian political elites, we have to study in detail their functioning in the Soviet period. It is necessary to compare current political elites in the post-Soviet area regarding their different characteristics (structure, origin, internal relations etc.) and including different levels (for example power elite and counter-elites).

Education of the elite is an important social problem; elites have been a part of every society since the primitive cultures until contemporary modern democraccy of the present day. Their place and functions have been changing throughout the ages. What is needed today is a new approach to the education of the elites within the democratic system in the context of global: political, social and economic changes which require new didactic and educational methods. In the course of the recent decades education was modified thanks to the introduction of the egalitarian system which gave access to learning also to those who, for different reasons, were denied its benefits. In Poland that was also the time of the decline of the intellectual elite destroyed first by the German occupation and then by the communist regime. The changes occurring in Central and Eastern Europe as well as some of the consequences of a concurrent process of globalization brought to light a diminishing position of the intelligentia in the social hierarchy. The system of education is a coherent entity including an intellectual, moral and social development. In order to educate elites it is necessary to have a pioneering group of educators, lawayers, doctors, academics and cultural specialists, that is, educators in the broadest sense of the word. Elitist education means education with a view to being able to accept resonsibility for oneself, for the country, for family and for the common good. What is taking shape now is the awareness of the need for a re-birth of this kind of education, because learning without morality can be dangerous. The two forms, egalitarian and elitist, are not in opposition, they merely open different perspectives for young people. The optimum system of education should indicate the direction from the egalitarian to the elitist.

At the outset the author shows the geographical and cultural background the country. Then he describes its creation and the most significant events of the independent state. In the presentation the author emphasizes that there are many opposing views on causes and the course of the civil strife in Chad from the first years of its independence. He summarises the most common explanations and points out that they are often based on stereotypes and subjective selected facts from the History of the country. He states that in these explanations there is much truth but they have to be taken into account in their totality and not on a selective basis. The author emphasizes the role played by France in creating colonial and independent Chad and continues to be involved by many armed interventions. He points to the changeable politics of Sudan and Libya towards the republic of Chad and also to the financial and other involvement of the USA and even Israel. He also discusses the role of „social class" and „professional classes" in the conflict, the role of Marxist ideology, cultural role of traditional communities and their segmentation. He underlines that these last ones from their nature have a limited role in the creation of state structures in the European sense. He explains many complicated interpersonal relations in the internal politics of Chad. Finally he puts the question as to whether this state is capable of existing and shows admiration for the many small local structures which allows the local people to survive.

Frantz Fanon in The Wretched of the Earth (1961) asserted the importance of colonial education for the emergence of “native intellectuals” who will be able to represent the masses and participate in the national agenda against colonisation. Likewise Benedict Anderson’s Imagined Communities (1983) draws attention to a secondary school in West Africa during French colonialism that offered colonial education to the local boys who eventually became nationalist leaders. Both Fanon and Anderson opined that colonial education was vital for the emergence of an elite indigenous group who possessed the key to mobilise the masses, contributing to the rise in nationalism. With the emergence of the Subaltern Studies in South Asia, the significance of the elite group and the ways non-elite members of a nation have been represented in nationalist discourses have been highly debated. This paper examines the relationship between British colonial education and the rise of nationalism in This End of the Rainbow (2006), a Malaysian life-writing in English by Adibah Amin, a female writer of Malay ethnic origin. Also, this paper looks at how as a nationalist writing, the narrative has deployed colonial education to distinguish the elites as decolonising agents from the masses, placing the latter at the margin as the subalterns.

This publication presents selected theories relating to the elites who have released their relationship with individuals performing professional roles logistics officers of the Polish Army. Importance of play in the article content relating to the method of recruitment to the military elite. The issue has taken place in areas of interest to researchers in various fields, including social sciences. It seems that factors such state of affairs be found in the constant changes affecting the institution that is the army. The interest is also affected by such external factors, which include situations caused annexation must be part of the territory of Ukraine, as well as the creation of an Islamic state. Presented to demonstrate the necessity of considering the existence of adequate power in societies, boil down to making the most important decisions and related occupied by members of the elite position.

The governing group, along with the wealthy, educated and famous elites of the social elites. They combine their common institutions, standards of conduct, social bond and awareness of group membership. The elites are unstable – they collapse as a result of wars, revolutions, but also as a result of degeneration. The elites remain at the top of the social pyramid only when they have developed the ability to get rid of the degenerate elements and the inflow of fresh qualities that are useful in the next epoch of social development. At the same time degeneration is ongoing and continuous. Degeneration accelerates with the elimination of the elite for exchange with the environment. In the 20th century, the process of degeneration of the elite intensified through its participation in the lie of communism and in the system of fascist crimes. The rebirth of the elite requires education of conscience and increased responsibility for all social activities undertaken.

The article analyzes the major factors that have led to a lack of professionalism and competence among some of the politicians in power in Ukraine in recent years. One such factor may be the ability of a large part of citizens to come to power with financial and administrative resources in the conditions of broad access to public administration and local self-government, and many of these figures do not have a clear idea of governance and are driven by interested motives. The desire of Ukrainian society to replace the old ruling elite with new political forces by voting in parliamentary and local elections for newly created parties should also be considered, but it should be noted that most of their party list has never had political or managerial experience. Therefore, the emphasis is placed on the organization of stafftraining for professional political activity, primarily on the basis of leading higher education institutions that train civil servants, as well as political parties and public organizations aimed at educating future political leaders. The National Academy for Public Administration under the President of Ukraine plays a leading role in staffing public administration activities, while among non-governmental organizations, the “Young Batkivshchyna” NGO, the First Ukrainian Academy of Politics, the Ukrainian Leadership Academy, and the School of Democratic Governance for Youth should be singled out.

The main object of analyses provided in the paper is one of the key problems of contemporary Poland’s democracy, i.e. the “destructive” model of political rivalry. Action aimed at discrediting a rival in direct “confrontation” proves more beneficial than long-term planning resulting in realization of positive reform plan. As a result political elites cater to their own political needs forgetting about their social role in regard to citizens. As a consequence the gap between the society and politics grows even bigger. The society becomes more and more depoliticized. Indicators of associating oneself with political parties are the lowest in the whole of European Union. Most of the citizens admit they have no-one to vote for, they do not associate themselves even with the party they are voting for the general perception of politicians is extremely critical. It seems that it is important to put clearer emphasis on the fact that the whole of the political stage is responsible for said negative phenomenon.

The purpose of the study was to measure anthropometry, isometric force, balance, functional movement quality and asymmetries and peak oxygen uptake of prospective Rio 2016 Olympic Games Eventing horse riders (five males and two females: age 26-41 years, height 173.0 ± 8.9 cm, weight 66.4 ± 11.1 kg, BMI 22.0 ± 1.8, FEI ranking 33-409). Mean and maximal isometric of the hands were approximately 45 kg, and 50 kg, respectively. Total maximal isometric force of the lower limb resulted 372.6 kg for the extensor muscles, and approximately 58 kg for the adductor muscles. Mean composite functional movement score was 14.1, mean Bunkie score 3.4. Y-balance score 93.1 ± for the left side and 90.9 for the right one. V̇O2peak values ranged between 2.4 and 4.2 l·min-1 and 46.8 and 59.7 ml·kg-1·min-1. The oldest and more experienced athletes had a greater postural control on the anterior direction. The athletes with a superior FEI ranking had a greater postural control. Subjects had high maximal isometric strength of the hands and lower limbs, good physical functions parameters, balance and maximal aerobic power and few muscular strength and balance asymmetries.
