    The article deals with the complex investigation of the content of the draft Association Agreement with the European Union in the context of military collaboration proceeding from the theory of International Law. Special attention is focused on the issues regarding its influence on the military aspects of the state sovereignty of Ukraine. Four main questions are investigated: Does Ukraine have the obligations of an EU member state in the military sphere under the Agreement? What is the nature of Ukraine’s obligations in the military sphere under the Agreement? Does Ukraine have any legal guarantees that protect its own strategic interests in the military sphere in coordinating its defence policy with that of the EU? Are the sovereign rights of Ukraine in the military sphere taken into account in the institutional framework of cooperation under the Association Agreement? The author comes to the conclusion that the deepening cooperation with the EU under this international agreement does not lead to a limitation of the state sovereignty of Ukraine in the military sphere.

    The authors have taken in their article topic about the Presidency of the Council of the European Union because of the impending coverage for Poland the presidency in that organ. Briefly, the three countries have been characterized that are part of the so- called Second Presidency Trio (Federation of the French Republic, the Kingdom of Sweden and the Czech Republic). The article in authors opinion is aimed at selecting the most important and the most useful aspects and determinants of good Presidency. Each of the countries that are part of this Trio has been subjected to detailed analysis in terms of goals and their final implementation. According to the authors of the text, for the Polish Presidency of the European Union the most will be to stick to the pre- designated purposes such as European Union enlargement to Croatia, or take action for the Eastern Partnership and the Region of the Baltic Sea.

    Artykuł skupia się na analizie perspektyw rozwoju stosunków Ukrainy z Unią Europejską. Szczególną uwagę poświęcono omówieniu istniejących trendów współpracy, kwestii UE w deklaracjach i programach kluczowych aktorów politycznych na Ukrainie, jak również podsumowaniu zachodzących tam zmian systemowych. Podjęto również próbę wyjaśnienia wybranych wydarzeń i decyzji mających wpływ na kształt stosunków na linii UE-Ukraina ze szczególnym uwzględnieniem perspektyw ich rozwoju w kontekście ustaleń zawartych w umowie stowarzyszeniowej oraz w świetle wyborów parlamentarnych i prezydenckich z 2019 roku.
    The article focuses on the prospects for the development of the relations between the European Union and Ukraine. Special attention is paid to the existing trends in the cooperation, the question of the EU in the declarations and programmes of key politicians, as well as system changes in Ukraine. In addition, an attempt is made to explain selected events and decisions affecting the EU-Ukraine relations, with special emphasis on the prospects for their development in the context of the provisions contained in the Association Agreement and in the light of the 2019 parliamentary and presidential elections in Ukraine.

    Artykuł poświęcony jest uwarunkowaniom i zależnościom charakteryzującym relacje węgiersko-rosyjskie za rządów Viktora Orbána – od momentu objęcia przez niego funkcji premiera w 2010 r. W tekście przedstawiona została geneza nawiązania kontaktów z Moskwą oraz przyczyny, dla których Orbán zdecydował się ograniczyć więzi ekonomiczne z państwami zachodnimi. Opisano relacje węgiersko-rosyjskie po aneksji Krymu, kontakty z Ukrainą, napięte ze względu na problem mniejszości węgierskiej, a także problem relacji amerykańsko-węgierskich w kontekście stosunków Moskwa-Budapeszt. Poruszone również zostały kwestie kontaktów ekonomicznych między Moskwą a Budapesztem, stanowiących istotę obecnej kooperacji obu podmiotów, szczególnie w sferze energetycznej.
    The article is devoted to the conditions and interrelations characteristic of the Hungarian-Russian relations under the premiership of Viktor Orbán from 2010 when he took the position of prime minister. The study presents the genesis of establishing contacts with Moscow and the reasons for which Orbán decided to limit economic relations with Western states. There is also a description of the Hungarian-Russian relations after the annexation of the Crimea, contacts with Ukraine, tensed due to the problem of the Hungarian minority, and also an issue of American-Hungarian relationship in the context of connections between Moscow and Budapest. The text also sheds light on the questions of economic relations between the two states, being the very essence of their mutual cooperation, especially in the area of energy supply.

    The victory of Viktor Yanukovych in the presidential election seemed to have normalized the relations between official Kyiv and Moscow. Yet, a number of strategic issues in bilateral relations were not solved. The Ukrainian leaders were deeply concerned about the Russia’s rigid position in the energy sector. The Russian leadership made little concession in Ukraine’s moving toward European integration. Moreover, at the turn of the summer and autumn of 2013, the Russian Federation totally blocked the movement of goods between the two countries for an uncertain period of time, thus forcing official Kyiv to refuse to sign the Association Agreement between Ukraine and the EU. The growing Russian pressure initially provoked resistance from Viktor Yanukovych. The steps he took proved that the pro-European statements of the Ukrainian leadership were about to be carried out. However, the aggravating tension and increasing pressure from Russia and, to some extent, the reluctance of EU leaders to provide financial guarantees to the corrupt Ukrainian leadership, pushed Yanukovych to abandon the European integration altogether.
    Zwycięstwo w wyborach prezydenckich Wiktora Janukowycza sprzyjało normalizacji stosunków między oficjalnym Kijowem a Moskwą. Jednak wiele strategicznych zagadnień w stosunkach dwustronnych nie zostało rozwiązanych. Przywódcy Ukrainy byli niezadowoleni ze sztywnego stanowiska Rosji w sektorze energetycznym. Rosyjskim przywódcom, w przeciwieństwie do tego, nie odpowiadał realny postęp Ukrainy w dziedzinie integracji europejskiej.Na przełomie lata–jesieni 2013 roku Federacja Rosyjska faktycznie całkowicie zablokowała na jakiś czas wymianę gospodarczą między dwoma państwami, zmuszając oficjalny Kijów do tego, aby odmówił podpisania Umowy Stowarzyszeniowej między Ukrainą a UE. Rosnąca presja rosyjska początkowo spowodowała opór ze strony Wiktora Janukowycza. Inicjowane przez prezydenta kroki wskazywały, że proeuropejskie deklaracje ukraińskiego kierownictwa mogą zostać zrealizowane w praktyce. Jednak wzmocnienie i dywersyfikacja presji ze strony Rosji, a do pewnego stopnia niechęć przywódców UE do przyznania skorumpowanym władzom ukraińskim gwarancji znacznej pomocy finansowej, popchnęły Janukowycza do odejścia od kierunku europejskiego.

    Autor artykuły dowodzi szkodliwości podporządkowania specyficznemu programowi polityki wewnętrznej interesów Polski w stosunkach zewnętrznych. Polityka wewnętrzna rządy PiS polega na budowie państwa autorytarnego na fundamencie ideowym nacjonalizmu i populizmu. Doprowadziło to nieuchronnie do konfliktu Polski z jej europejskim otoczeniem, tzn. przede wszystkim z UE i jej głównymi państwami. Unia Europejska oraz Rada Europy mają obowiązek oraz instrumenty reagowania w sytuacjach zagrożenia dla demokracji w państwach członkowskich. Efektem tego konfliktu jest postępująca marginalizacja Polski w łonie Unii. Utrata pozycji w UE nie mogła być zrekompensowana budową Międzymorza, ponieważ ta idea jest od początku pozbawiona realizmu. Doszło także do pogorszenia relacji z USA ponieważ administracja B. Obamy jest uwrażliwiona na regres demokracji w Polsce, szczególnie gdy polega to na faktycznej eliminacji ustrojowej pozycji Trybunału Konstytucyjnego. Obóz rządzący nie posiada również pozytywnej wizji stosunków z Europą Wschodnią. W sumie, jesteśmy świadkami szybkiego pogarszania się pozycji międzynarodowej Polski ze szkodą dla zdolności do realizacji jej interesów, ze szkodą dla racji stanu.  
    The author of this paper proves the damaging effects of subjugating Poland’s interests in external relations to a specific programme of domestic policy. The domestic policy of the Prawo i Sprawiedliwość (Law and Justice) government is to build an authoritarian state on the foundation of nationalism and populism. The conduct of this policy has led to an unavoidable conflict between Poland and its European neighbours. The European Union and the Council of Europe have obligations and the means to react in situations when democracy in the Member States is threatened. The effect of this conflict is the progressive marginalisation of Poland in the EU. The loss of the position within the EU cannot be compensated for by creating an Intermarium because this idea has been unrealistic since conception. The relationships between Poland and the US worsened when Obama’s administration became sensitised to the setbacks in democracy in Poland, especially since they meant the virtual elimination of the political position of the Constitutional Tribunal. The ruling bloc does not have a positive vision either of relationships with Eastern Europe. All in all, we are witnessing a rapid deterioration in Poland’s international position to the detriment of its ability to pursue its goals and its national interests.
