    Research background: While entrepreneurship in transition economies is the subject of a growing body of literature, the debate on factors influencing entrepreneurial activity in such economies is still incomplete. This paper extends this debate by focusing on the effect of changes in the economic structure on entrepreneurship in Poland. The findings might be supportive for policymakers in pursuing policy aimed at boosting entrepreneurship in a transition economy. Purpose of the article: The aim of the paper is to investigate the extent to which changes in the economic structure impact entrepreneurial activity in Poland. The paper contributes to the literature by providing empirical support to the pending research efforts to recognize entrepreneurship dimensions in a transition economy. Methods: The hypothesis was tested with fixed effects panel regression with robust standard errors. Data were sourced from the Statistics Poland for all Polish NUTS?2 regions for the period 2003?2017. Panel data are balanced and include 3 600 observations. Findings & Value added: This paper extends previous research on factors affecting entrepre-neurial activity in a transition economy by focusing on the importance of changes in the economic structure for new firm creation. The findings provide evidence of the significant value of the service sector in boosting entrepreneurial activity in Poland. The findings might attract attention of policymakers. Fostering structural change towards smart specialization in services should be regarded when constituting programmes supporting entrepreneurship.

    Research background: Entrepreneurship issues in the transition economies have attracted growing attention from scholars in recent years. However, the debate over the value of entrepreneurship in reinforcing structural change is still incomplete. The need for a more thorough approach is noticeable, taking into account drivers which determine entrepreneurial activity in the transition economies. The findings may be useful for recognising opportunities and threats of the development of these economies. Purpose of the article: This paper extends research on entrepreneurship in the transition economies by considering drivers of entrepreneurial activity. The aim of the paper is to investigate what drivers have their consequences for entrepreneurial activity in the Visegrad countries. As the Visegrad countries represent a unique context, because they faced a similar structure at the beginning of the transition process, a valuable insight can be gained by focusing on them. Methods: Hypothesis development is based on the literature review. Fixed effects panel regression was employed for hypothesis testing. Panel data consists of 440 observations for the Visegrad countries for the 2004-2014 period. To control for autocorrelation and heteroscedasticity, Durbin-Watson test and Wald statistic were used, respectively. Findings & Value added: This paper contributes to the existing literature by presenting an analysis of drivers having their impact on entrepreneurial activity in the Visegrad countries. It provides new insights on understanding of the entrepreneur-ship issues in the transition economies. The main finding is that entrepreneurial activity in the Visegrad countries is determined significantly by the economy structure and human capital. However, the significance and the intensity of these effects are different. The findings may be interesting for policymakers in particular. Shifting from general entrepreneurship support towards a focus on promoting entrepreneurial behaviour among high-skilled workers should be considered. Fostering networking, collaboration and internalisation should be regarded for knowledge transfer and spillover enhancement.

    The paper contains the issues connected with the investments in real estate. The principal goal of the paper is to analyse the structure of investments in real estate in dolnośląskie voivodeship. The paper consists of two parts. The first part is related to theoretical consideration about the investments in question. The second part of the paper includes the empirical results regarding the structure of investments in real estate in dolnośląskie voivodeship.

    W artykule podjęte zostały rozważania związane z decyzjami inwestycyjnymi w spółkach giełdowych sektora lekkiego w Polsce.     The paper considers the investment decisions issues in Polish listed textiles and apparel companies. The principle purpose of the paper is to recognize and to analyse the investment decisions types in companies in question. The paper consists of two sections. First one includes the discussion over theoretical features of investment decisions. Second section is related to empirical research results over investment decisions made in Polish listed textiles and apparel companies.

    W badaniach dotyczących realizacji działalności inwestycyjnej w warunkach ograniczeń finansowych przedsiębiorstw zasadnicze znaczenie ma problematyka pomiaru tych ograniczeń. Jej istotna ranga we wspomnianych badaniach skłania do podjęcia rozważań w tym zakresie. Dlatego też głównym celem artykułu jest próba rozpoznania miar umożliwiających zbadanie ograniczeń finansowych przedsiębiorstw, z wykorzystaniem krytycznej analizy literatury przedmiotu. Artykuł składa się dwóch części. W pierwszej zaprezentowana została istota badań nad realizacją działalności inwestycyjnej w warunkach ograniczeń finansowych. W drugiej, na podstawie krytycznej analizy literatury przedmiotu, zweryfikowane zostały główne miary wykorzystywane w pomiarze ograniczeń finansowych przedsiębiorstw.
    In research concerning company investment realisation in circumstances of financial constraints the issue of measurement of the constraints in question has a fundamental significance. Therefore, the main goal of this paper is to recognize the measures of financial constrains. The paper consists of two sections. The first section contains the essence characteristics of research connected with company investment realisation in circumstances of financial constraints. Next, as based on critical analysis of professional literature, it verifies the principal measures of financial constraints.

    W pracy podjęta została problematyka wydatków inwestycyjnych ponoszonych przez gminy. Głównym celem było przeprowadzenie badań nad istotą wydatków inwestycyjnych w strukturze wydatków gmin, na podstawie gmin powiatu strzeleckiego. Konstrukcję pracy tworzą dwie części. Pierwsza z nich obejmuje rozważania dotyczące znaczenia wydatków inwestycyjnych w gminie. Natomiast w drugiej części zaprezentowane zostały wyniki badań empirycznych dotyczących kształtowania się wydatków inwestycyjnych w badanych gminach.
    The paper focuses on the issue of community investment expenditures. The main point of this paper is to study the essence of investment expenditures in community expenditures structure as based on the communities of Strzelecki district. The structure of the paper is as follows: the first part contains the considerations over the significance of investment expenditures in community whereas the second part includes the results of empirical research in the expenditures in communities in question.

    The article is devoted to a comparison of the American and European systems of data protection and the transfer of personal data from the European Union to the United States of America. The author outlines the problems and then analyzes the regulations in order to identify differences between the two systems. Then, based on the previous considerations, she assesses the effectiveness of the Safe Harbour Program, which was set up to serve as a tool to facilitate the transfer of personal data. The article ends by providing information about the directions of policy changes and work on the new EU Regulation on the protection of personal data.

    The goal of the paper is to identify the essential determinants of enterprises’ growth in a peripheral region, with regard to particular patterns of regional development. Literature studies have been conducted to recognise the patterns and determinants of the development in question. Characteristics of lagging regions have been provided in the first section, while another section contains a discussion on aspects related to enterprises’ growth in non-core regions. The main finding is associated with a crucial value of innovation, knowledge spillovers, as well as social and human capital as fundamental for enterprises facing scarcity of regional endogenous resources. Thus, necessary actions should be taken for promoting enterprises’ networking and internalisation. Entrepreneurial attitudes, notably of young generation, should be supported. The findings may be interesting for entrepreneurs and regional policymakers.
    Celem niniejszego artykułu jest zidentyfikowanie zasadniczych determinant rozwoju przedsiębiorstw w regionie peryferyjnym w odniesieniu do poszczególnych wzorców rozwoju regionalnego. Rozpoznanie wzorców oraz determinant rozwoju przeprowadzono na podstawie badań literaturowych. W pierwszej części artykułu przedstawiono charakterystykę regionów peryferyjnych, podczas gdy dyskusję nad aspektami związanymi z rozwojem przedsiębiorstw w tych regionach zawarto w części drugiej. Przeprowadzone badania prowadzą do konkluzji o fundamentalnym znaczeniu innowacji, transferu wiedzy, kapitału społecznego i ludzkiego w regionach, które nie dysponują wystarczającymi zasobami endogenicznymi. Dla rozwoju przedsiębiorstw zasadne wydaje się promowanie internalizacji i współpracy ukierunkowanej na wykorzystanie pojawiających się możliwości rynkowych. Istotne wydaje się również wspieranie postaw przedsiębiorczych, zwłaszcza wśród młodego pokolenia. Wyniki przeprowadzonych badań mogą stanowić przedmiot zainteresowania przedsiębiorców i decydentów regionalnych.
