This paper describes the problem of Project risk management, which certainly constitutes an important aspect of project management. Project risk is defined as an uncertain event or condition whose occurrence has a positive or negative effect on a project’s objectives. Project risk management remains a relatively undeveloped discipline, distinct from the risk management applied to Operational or Financial risk management. Good Project Risk Management depends on supporting organizational factors, having clearly defined roles and responsibilities, and technical analysis. Chronologically, Project Risk Management may begin by recognizing a threat, or by examining an opportunity. Finally, risks must be integrated to provide a complete picture, so projects should be integrated into enterprise wide risk management, to seize opportunities related to the achievement of their objectives.

Ubezwłasnowolnienie to instytucja o szczególnym znaczeniu dla konstytucyjnego statusu jednostki, dotykająca podstawowych praw człowieka w zakresie swobodnego decydowania o swoim życiu. Skutek ubezwłasnowolnienia ma ogromne znaczenie praktyczne także w kontekście zatrudnienia. Niniejsze opracowanie podejmuje problem ubezwłasnowolnienia z perspektywy prawa pracy. Zamiarem rozważań jest zwrócenie uwagi na poglądy dotyczące możliwości nawiązania stosunku pracy z osobą ubezwłasnowolnioną. Celem pracy jest także dostrzeżenie zachodzących w prawie zmian uregulowań dotyczących statusu prawnego osób z niepełnosprawnością, szczególnie intelektualną, a zarazem konieczność wprowadzenia nowych regulacji. Polskie prawo pracy niewątpliwie stoi na straży zasady niedyskryminowania w zatrudnieniu. Pracownik niepełnosprawny, w tym ubezwłasnowolniony, nie może być traktowany gorzej niż osoba zdrowa, o takich samych kwalifikacjach, wykonująca taką samą pracę. Pomimo to należy uznać, iż przyjęte obecnie rozwiązania w zakresie ubezwłasnowolnienia są nadal nieadekwatne do rzeczywistych potrzeb osób wymagających prawnego wsparcia.
This study propose look for the legally incapacitated from the perspective of labor law. The purpose of this consideration is to draw attention to the opinions concerning the possibility of establishing an employment relationship with a person who is legally incapacitated. It is difficult not to notice that it is a problem especially controversial and contentious still. The institution of legal incapacitation has enormous significance from the viewpoint of social, family, and above all persons who are legally incapacitated. The institution of legal incapacitation is a strong intervention in the sphere of the personal rights as an entity, and hence an impact on the fundamental rights of the citizen in the range of any administration he/she proceedings. For the proper functioning, this institution needs consistency of regulation within the different branches of laws for example substantive civil law, procedural right and guardianship right.

A rtykuł został poświęcony idei zwierzchnictwa narodu. Pojęcie zwierzchnictwa narodu zaliczane jest w nauce prawa do najbardziej kontrowersyjnych i spornych. F ormułowane są różne koncepcje dla wyrażenia sensu tej kategorii pojęciowej. Daje tu o sobie znać wielopłaszczyznowość analizy: dominujące podejście prawne zderza się z ujęc iem politologicznym, psychologicznym i socjologicznym. W iele trudności i n ieporozumień metodologicznych dostarcza fakt, iż p ojęcie suwerenności odnosi się do d wu różnych – choć ze s obą powiązanych – zjawisk, a mianowicie: suwerenności państwa, określanej często terminem suwerenności ze- wnętrznej (obszar zainteresowania prawa międzynarodowego, prawa europejskiego i nauki o stosunkach międzynarodowych) oraz suwerenności narodu, nazywanej też suwerennością wewnętrzną.
This paper is devoted to the issue of national sovereignty. The concept of national sov- ereignty included in the science of law is the most controversial and contentious one. Idea zwierzchnictwa narodu 28 Various concepts are formulated to express the t rue sense of t his conceptual category. A m ultidimensional character of a nalysis manifests itself here: the d ominant legal approach collides with political and scientific, psychological as well as sociological perspectives. Many methodological obstacles and misunderstandings arise due to the fact that the concept of sovereignty refers to two different but interrelated phenomena, namely: the s overeignty of t he s tate, often referred to as external sovereignty (the area of i nterest of i nternational law, European law and t he science of i nternational relations) and n ational sovereignty, also defined as internal sovereignty.

Celem niniejszego opracowania jest zapoznanie Czytelnika z najważniejszymi zagadnieniami w obszarze zarządzania projektami, skoncentrowanymi przede wszystkim na definicji, charakterystyce i rodzajach projektów. Artykuł umożliwi Czytelnikowi rozróżnienie projektów od ogółu działań podejmowanych przez organizacje, a także wyjaśni, w jaki sposób, za pomocą znanych kryteriów, można uporządkować zróżnicowany zbiór projektów. Podstawową metodą badawczą jest analiza opracowań naukowych ( pozycji zwartych, studiów i artykułów naukowych) poświęconych problematyce zarządzania projektami, zarówno krajowych, jak i zagranicznych. Dodatkowo sięgnięto do źródeł internetowych.
The aim of this paper is to familiarise the reader with key issues related to project management, with particular stress on the definition, characteristics and types of projects. This paper will help the reader to differentiate projects from a whole range of other activities undertaken in organisations as well as explaining how a diversified collection of projects can be arranged accordingly with the use of particular criteria. An analysis of resource materials (papers, studies and scientific papers) discussing project management related problems, both in Poland and in foreign countries, constitutes the main research method used to achieve that purpose. The author has also consulted a number of online resources.

Artykuł został poświęcony genezie zasady suwerenności narodu. Analizując problem suwerenności, należy uwzględnić, że chodzi tu o termin, który występuje w wielu zna - czeniach i kontekstach, rodząc spory interpretacyjne. Suwerenność jest kategorią teoretycznoprawną, charakterystyczną dla różnych dzie - dzin prawa. Wraz z rozwojem cywilizacyjnym następuje jej reinterpretacja, redefini - cja oraz zmiana percepcji. We współczesnych, demokratycznych konstytucjach zasada zwierzchniej władzy narodu, albo inaczej mówiąc – suwerenności narodu w państwie, jest nie tylko po - wszechnie obecna, jest także punktem wyjścia wszelkich konstrukcji demokratycz - nych systemów władzy. Jednak jego interpretacja nastręcza wiele trudności i należy do szczególnie kłopotli - wych. Jaki jest charakter tej formuły, jaka jest jej treść, a przede wszystkim jej prawne i polityczne konsekwencje? Stwierdzenie tego jest utrudnione z uwagi na wieloznacz - ność samego pojęcia władzy suwerennej – koncepcja suwerenności ma za sobą kilka wieków rozwoju, w ciągu których rozwijały się, nie zawsze harmonijnie, poszczegól - ne jej elementy. Efektem jest sytuacja, w której hasło „suwerenność władzy” obejmuje różne problemy, zasadniczo wymagające odrębnego traktowania i odrębnej terminologii.
This paper is devoted to the origins of the principle of sovereignty of the nation. While analysing this issue, we should bear in mind that it is a term with multiple meanings and contexts, giving rise to its multiple interpretations. Sovereignty constitutes a theoretical category characteristic of various areas of law. In the course of the development of civilisation, it has been subjected to reinterpreta - tions, redefinitions and changes in perception. In modern, democratic constitutions, the principle of the superior power of the na - tion or, in other words, sovereignty of the people in a country, is not only widely present but also it constitutes a starting point for the construction of democratic systems of government. However, its interpretation poses many difficulties and it is extremely problematic. What is the nature of this formula, what is its content, and, above all, what are its legal and political consequences? The answers to the above questions are problematic due Agnieszka Kos 47 to the ambiguous nature of the concept of sovereign power. The concept of sovereignty has developed over centuries, during which it has evolved, not always harmoniously, into individual elements. This has led to a situation where the slogan ‘sovereignty of authority’ encompasses a variety of issues, generally requiring individual treatment and separate terminology.

This article seeks to interpret the dispute between Christian and Jewish merchants that took place in Breslau (today, Wrocław in Poland) in the first half of the nineteenth century. The dispute arose in the eighteenth century and severely deepened after the reforms designed by Heinrich Friedrich Karl vom und zum Stein and Karl August von Hardenberg were being introduced in Prussia since 1807. Among other aspects, the conflict revolved around the rapid development of the local Jewish religious community and the fast expansion of its steam-gathering economic elite. The development of Silesian trade, with an enormous role of Jews in it, was accompanied by continuous attempts at regaining the Eastern markets, partly lost after Prussia annexed Silesia in 1740 as well as resulting from the decisions of the 1815 Vienna Congress. In order to restore Breslau as an intermediary in trade between the West and the East and make it an important stock-exchange hub, collective action was a must. However, conflicts between merchants of different religions, including keeping the Jewish merchants off the local exchange, obstructed the design. The dispute was partly averted when a Chamber of Commerce was set up in Breslau in 1849. However, only the gradual quitting by the Christian merchants, members of the merchant corporation, of their privileged position in the organisation of local trade gave way to a compromise. The construction in 1864–7 of a common ‘exchange’ can be perceived as epitomising the completion of a centuries-long dispute. The monumental edifice, the largest and the showiest of all exchange buildings east of Berlin at the time, testified to high aspirations of Breslavian economic circles and their keen willingness to develop trading business far beyond the then-frontier of the state.

Robin Rehm’s book entitled Das Bauhausgebäude in Dessau. Die ästhetischen Kategorien Zweck, Form, Inhalt (Gebrüder Mann Verlag, Berlin 2005) is a very interesting analysis of the Bauhaus building in Dessau and indicates a new methodological approach to interpretation of architecture in the circle of Modernism. The main idea was to present and analyse aesthetic values of the edifice. The basis were the three categories, thoroughly and multisidedly presented in three parts of the book: purpose (Zweck) – though not understood as a function, form (Form) and meaning (Inhalt). It is an excellent example of an architecture analysis arranged according to problems from the philosophical- and-aesthetic point of view, rarely taken in classical, monographic approaches to history of architecture. The book not only contibutes to new interpretation of the Bauhaus building itself and Walter Gropius’s oeuvre but it is also an excellent handbook that helps how to teach “reading architecure” in its varied aesthetic-and-formal contexts.

Malte Rolf’s book entitled Imperiale Herrschaft im Weichselland. Das Königreich Polen im Russischen Imperium [The Impirial Rule in the Vistula Land. The Kingdom of Poland in the Russian Empire] (1864–1915) (De Gruyter Verlag Oldenbourg, München 2015) deals with a difficult topic of the Russian presence in the Kingdom of Poland and their rule from the fall of the January Uprising to the escape and the abandonment of the annexed land during WW1 in 1915. The author explains not so well recognized, and exceptionally important in understanding by the German public opinion the current political situation in Central and Eastern Europe, the issue of Russification, de--Polonisation and the extent of the Russian Partition. The book is based on solid archive research and thoroughly studied German, Russian and English-language current states of research, Polish topic literature is mentioned relatively less. For art historians, especially those focusing on Warsaw and the metropolis development, this title may be an important support in their research, mainly in the context of the hitherto published, modest and piecemeal papers concerning architecture and urban planning studies of this city. Exceptionally valuable is opening of the new viewpoints, first of all the Russian ones, towards the development of “Paris of the East”. Warsaw, perceived by the Poles as an underinvested city, oppressed, suffocated in a tight ring of the fortifications, and also deprived of elementary civilisation devices as well as edifices of public utility, for the Russians was an example of a modern metropolis, or even a Western European city. Rolf’s thesis states that Warsaw and the Kingdom of Poland were for the Russians as an area of experiment and gathering experiences in order to transfer them onto the won and captured by the Empire lands. He does not claim however, that Polish lands of Russian Partition became “an inner colony” of Russia. They were rather a specific sort of “laboratory” where various concepts of integration were tried out or even elaborated. Vistula Land acquired, according to the author, a prominent status, which introduced incorporation and transformation of the peripheries practices, the possibilities, range and results of such actions were examined here by inscribing them in strategies of the entire empire operating system. A look at history of Vistula Land in the second half of the 19th century in this context is new and inspiring from the viewpoint of Polish history.
