When a municipal council enacts local spatial development plan or its changes, the result may be an increase in real property value. And if such property is sold by an owner or its perpetual usufructuary in five years since the zoning plan or its changes are in force, a head of the commune or a city mayor are obliged to levy the so-called zoning fees. It is a one-time payment related to increase in real estate value due to resolution or change of local development plan, determined by the provisions of the Spatial Planning and Development Act of 27 March 2003. This study aims at presenting theoretical and practical aspects concerning zoning fees. The proceedings carried out in Kraków with regard to real properties under two local development plans: Opatkowice West and Opatkowice East have been analysed. Moreover, the article examines the impact of the amendment to the Spatial Planning and Development Act adopted on 10 August 2011, to embrace the judgement of the Constitutional Tribunal of 9 February 2010, file no. P 58/08. The analyses are based on data acquired from The Geodesy Department of the Kraków City Office.
Uchwalenie przez radę gminy miejscowego planu zagospodarowania przestrzennego lub jego zmiana może spowodować wzrost wartości nieruchomości. Wówczas zbycie nieruchomości przez właściciela lub użytkownika wieczystego w terminie 5 lat od dnia, w którym plan miejscowy albo jego zmiana stały się obowiązujące, obliguje wójta, burmistrza albo prezydenta miasta do pobrania tzw. renty planistycznej (ew. opłaty planistycznej). Jest to jednorazowa opłata z tytułu wzrostu wartości nieruchomości spowodowanego uchwaleniem bądź zmianą planu miejscowego, ustalana zgodnie z przepisami ustawy z dnia 27 marca 2003 r. o planowaniu i zagospodarowaniu przestrzennym. Niniejsze opracowanie ma na celu przedstawienie teoretycznych i praktycznych aspektów dotyczących renty planistycznej. Analizie poddano postępowania prowadzone w Krakowie dla nieruchomości objętych ustaleniami dwóch planów miejscowych: Opatkowice-Zachód i Opatkowice-Wschód. W artykule przeanalizowano również wpływ nowelizacji ustawy o planowaniu i zagospodarowaniu przestrzennym, która weszła w życie z dniem 10 sierpnia 2011 r., mającej na celu uwzględnienie treści wyroku Trybunału Konstytucyjnego z dnia 9 lutego 2010 r. sygn. akt P 58/08. Podstawę analiz stanowiły dane uzyskane z Wydziału Geodezji Urzędu Miasta Krakowa.

Opis:
Land consolidation procedures are an attempt to comprehensively change the existing spatial structure of land in rural areas. This treatment also brings many other social and economic benefi ts, contributing to the development of consolidated areas. Land consolidation in mountain areas differs in many respects from those implemented in areas with more favorable conditions for the functioning of agriculture. The unfavorable values of land fragmentation indices, terrain conditions and lower than the average soil quality affect both the dominant forms of agricultural activity and the limited opportunities to improve the distribution of plots in space, parameters of shape, and the area as a result of land consolidation. For this reason, the effectiveness of land consolidation in mountain areas can be achieved by improving the quality of transportation network and the accessibility of the plots, arranging ownership issues and improving the quality of cadastral documentation. This article presents the evaluation of the measures of effectiveness of land consolidation realized in mountain areas on the example of Łetownia Village in the Małopolska Province, located in the southern part of Poland. Selected village is an area with unfavorable conditions for the functioning of agriculture and high values of land fragmentation indices.

The stability constants and enthalpies of formation of silver (I) complexes with histidine and imidazole were determined. Two types of complexes were found: AgL⁺ and AgL⁺₂. The second is much more stable that is evidenced by the higher stability constants and enthalpies of formation. For the two systems, the respective constants and enthalpies are very close one to another that suggests similar complexation mechanisms. Most probably, the linear complexes through the N-3 pyridinic atoms are being formed. The calorimetric and potentiometric methods gave virtually the same results for the system silver + imidazole. However, the potentiometric method failed for the histidine system. The molecule of histidine has three protonation spots, two of these probably do not take part in the complexation but their protonation equilibria may shift upon joining the ions of silver and influence the pH of the system in that way.

The increase in cases of food borne illnesses related to street vended fruit salad in developing countries is of serious public health concern. This study was, therefore, conducted on street-vended fruit salad, to determine their microbial quality. A total of twenty (20) fruit samples, comprising five each of fresh Apple (Malus domestica Borkh), Pineapple (Ananas comosus L.), Pawpaw (Carica papaya) and Watermelon (Citrullus lanatus) were collected from 3 different locations (Watt, Marian and Goldie) in Calabar and were evaluated by way of standard plate techniques, for microbial contaminants. The specific microbial genera were enumerated on appropriate selective media and identified using standard identification parameters with the aid of identification and taxonomic manuals. The results revealed that the mean total bacterial counts of all the fruit samples ranged from 1.07 × 103 to 3.4 × 103CFU/g, whereas, the mean total coliform counts ranged from 0.9 × 103 to 2.05 × 103 CFU/g, respectively. The differences in the mean total heterotrophic counts and coliform counts recorded for the fruits collected from the respective food vendors was statistically insignificant (P>0.01). Bacteria isolated include Staphylococcus aureus, Pseudomonas aeruginosa, Salmonella sp, Shigella sp, Proteus mirabilis and Escherichia coli. The presence of coliform bacteria and other microbial contaminants in numbers exceeding the recommended microbiological standards is a reflection of unwholesome product, hence the need for proper microbiological safety analysis of fruit salad prepared for human consumption. Therefore, consumer’s awareness on the dangers of consuming pathogen contaminated foods and the need to insist on properly processed/stored sliced produce, needs to be re-awakened.

Opis:
High-energy mechanical alloying method was used to prepare Al-12Si-xZrC (x = 0, 5, 10, 15 wt. %) nanocomposites. Cylindrical preforms were prepared with an initial preform density of 89% by using a suitable die and punch assembly. The preforms were sintered in a muffle furnace with an inert gas atmosphere at a temperature of 550°C, followed by cooling until room temperature has been attained. Scanning electron microscope (SEM) and X-ray diffraction (XRD) techniques were used to characterize the composites. Pin-on-disc wear testing machine was used to determine the tribological properties of the prepared composites. The results show that the wear loss reduced with increasing the reinforcement content and coefficient of friction increases gradually.

Opis:
In this paper we focus on the implementation of a process flow of SB-MOSFETs into the process simulator of the Synopsys TCAD Sentaurus tool-chain. An improved structure containing topography is briefly discussed and further device simulations are applied with the latest physical models available. Key parameters are discussed and finally the results are compared with fabricated SB-MOSFETs in terms of accuracy and capability of process simulations.

Background and objective: The benefi cial effect of Resisted Exercise (RE) in Knee Osteoarthritis (OA) rehabilitation is often hamstrung by the presence of other comorbidities affecting exercise implementation, hence the need for comparative alternative therapies. This study compared the effect of Burst Mode Alternating Current (BMAC) and RE in the management of patients with knee OA. Methods: Forty-seven consenting patients with primary knee OA participated in this study. The participants were recruited from the outpatient physiotherapy department of a Nigerian teaching hospital. The participants were randomly assigned into either RE plus BMAC (RBMAC) or RE Only (REO) groups. The effects of intervention were assessed in terms of physical function, pain intensity and quadriceps strength at the 4th and 8th week of intervention. Descriptive and inferential statistics were used to analyze data at p<0.05 alpha level. Result: RBMAC and REO led to signifi cant mean changes in physical function (RBMAC – p=0.001: REO – p=0.001), pain intensity (RBMAC − p=0.001: REO – p=0.001), and muscle strength (RBMAC − p=0.001: REO – p=0.001) scores. However, there was no signifi cant difference in the mean change in physical function, pain intensity or muscle strength scores between RE plus BMAC and RE only groups (p>0.05). Conclusion: In conclusion, resisted exercise alone had signifi cant effects on physical function, pain intensity and quadriceps strength in patients with knee osteoarthritis. However, burst mode alternating current did not show additional effects.
Cel pracy: Pozytywny wpływ ćwiczeń oporowych (ang. Resisted Exercise, RE) w przypadkach rehabilitacji osteoartrozy stawu kolanowego (ang. Knee Osteoarthritis, OA) bywa często ograniczany przez choroby współistniejące, które wywierają wpływ na wykonanie ćwiczeń, stąd potrzeba stosowania porównywalnych alternatywnych terapii. W niniejszej pracy porównano wpływ prądów Kotza (ang. Burst Mode Alternating Current, BMAC) i ćwiczeń oporowych na leczenie pacjentów cierpiących na osteoartrozę stawu kolanowego. Metody: W badaniu wzięło udział czterdziestu siedmiu pacjentów z pierwotną postacią OA. Uczestnicy zostali wybrani spośród osób leczonych ambulatoryjnie na oddziale fi zjoterapii nigeryjskiego szpitala klinicznego. Zostali oni losowo przydzieleni do jednej z grup, której: 1) zalecono ćwiczenia oporowe plus prądy Kotza (RE + BMAC, RBMAC) lub 2) aplikowano jedynie ćwiczenia oporowe (RE Only, REO). Efekty interwencji oceniane były ze względu na sprawność fi zyczną badanych, intensywność bólu oraz siłę mięśnia czworogłowego uda w 4. i 8. tygodniu badania. Za pomocą narzędzi statystyki opisowej i inferencyjnej dokonano analizy danych na poziomie p<0,05 α. Wyniki: Terapie RBMAC oraz REO doprowadziły do znaczących średnich zmian w wynikach sprawności fi zycznej (RBMAC p=0,001; REO p=0,001), intensywności bólu (RBMAC p=0,001; REO p=0,001), i siły mięśni (RBMAC p=0,001; REO p=0,001). Odnotowano jednak brak znaczącej różnicy w zakresie średniej zmiany wyników sprawności fi zycznej, intensywności bólu i siły mięśni pomiędzy grupami RBMAC i REO (p>0,05). Wnioski: Stwierdzono znaczący wpływ ćwiczeń oporowych na sprawność fi zyczną, intensywność bólu i siłę mięśnia czworogłowego uda u pacjentów cierpiących na osteoartrozę stawu kolanowego. Działanie prądami Kotza nie wykazało natomiast żadnych dodatkowych efektów.

The moss grass Coleanthus subtilis (Tratt.) Seidl is a rare, diminutive grass which grows on wet muddy bottoms of drained water bodies displaying a high degree of water level dynamics, such as fishponds or water reservoirs. Due to the temporal character of its habitat, C. subtilis has a very short life cycle of only a few weeks. Therefore, the species and its habitats are legally protected on both national and international levels. This paper focuses on habitats and the conservation of C. subtilis in Central and Western Europe. For the period of 2000–2013, the Czech Republic with more than 200 sites represents the main distribution area of this species in Central and Western Europe. During the same period, C. subtilis was recorded from 45 sites in three regions of Germany (33 Lusatia, 11 Ore Mountains, 1 Mid-Elbe River), 16 sites in France, 13 sites in Poland, and four sites in Austria. Since 2000, the number of records within these seven regions seems to have followed different trends: whereas two regions (Lusatia, Germany and southern Poland) became newly colonized and many populations established, in one region (Ore Mountains, Germany) the number of records diminished. Owing to its specific life cycle, both reproduction success and maintenance of C. subtilis populations are closely linked to the prevailing water level regime, mainly dependent on the management of the water body. Management for the conservation of C. subtilis populations should consider the entire complex of water bodies, as well as individual ponds. For the preservation of the species, at least one pond in each complex should be drained every year and each pond should be drained at least once within 5 years. Depending on local climatic conditions, ponds should be drained for 8–10 weeks during the time period from mid-March to mid-November.

In highly competitive shipping market environment, container network operators-Freight forwarders, shipping companies etc. are concerned about design, development and deployment of optimized allocation model to achieve cost savings through improved container storage yard operations, crane productivity, outbound container allocation/distribution to seaport terminals and hence reduction in ships’ waiting times. In this paper, we developed two models, the Dynamic programming model and optimal allocation policy (model), for the optimal allocation of units of outbound laden cargo containers of sizes: 20ft and 40ft to six (6) major seaports in Nigeria. The distributions of the laden containers were allocated as follows: Port-Harcourt, Tincan Island, Onne, and Calabar seaports were allocated with 1,064 units of stuffed containers each. Apapa seaport was allocated with 2,128 units of laden containers, and zero allocation was made to Warri seaport. These results were arrived at through the implementation of the optimal allocation policy. The zero units allocation made to Warri seaport could be attributed to poor shipper patronage and hence the low frequency of ship visits. Apapa seaport was allocated double the number of containers moved to the remaining ports because it attracted more shipper patronage and hence more ship visits. Hence, freight forwarding companies will be assured of cargo spaces and make more profit by allocating more containers. Policy implications of the developed models were discussed.

Introduction This study was undertaken to determine the mean peak filter resistance to airflow (R filter) encountered by subjects while wearing prototype filtering facepiece respirators (PRs) with low Rfilter during nasal and oral breathing at sedentary and low-moderate work rates. Material and methods In-line pressure transducer measurements of mean R filter across PRs with nominal R filter of 29.4 Pa, 58.8 Pa and 88.2 Pa (measured at 85 l/min constant airflow) were obtained during nasal and oral breathing at sedentary and low-moderate work rates for 10 subjects. Results The mean R filter for the 29.4 PR was significantly lower than the other 2 PRs (p < 0.000), but there were no significant differences in mean R filter between the PRs with 58.8 and 88.2 Pa filter resistance (p > 0.05). The mean R filter was greater for oral versus nasal breathing and for exercise compared to sedentary activity (p < 0.001). Conclusions Mean oral and nasal R filter for all 3 PRs was at, or below, the minimal threshold level for detection of inspiratory resistance (the 58.8–74.5 Pa/l×s⁻¹), which may account for the previously-reported lack of significant subjective or physiological differences when wearing PRs with these low R filter. Opis:
This paper aims to investigate the corrosion behavior of zirconium carbide (ZrC) reinforced Al – Si metal matrix composites (MMCs) in a mixture of acidic solution using weight loss method. The composites are prepared by powder metallurgy method. Al-12Si-xZrC composites containing 0, 5, and 10 weight percentage of ZrC particles are compacted in a die set assembly and sintered in an inert gas muffle furnace. The acidic solutions used for corrosion are 1 N HCl, 1 N H2SO4 and 1 N HNO3. The corrosion characteristics of Al-12Si-xZrC composites and the pure Al were experimentally evaluated. The corrosion test was carried out at different weight proportions of the samples in various concentrations of the acid such as 1 N HCl, 1 N H2SO4 and 1 N HNO3 for different exposure time (i.e., 24 h, 72 h, 144 h and 216 h), respectively. The results specified that corrosion rate of composites was lower than that of base metal Al under the corrosive atmosphere, regardless of exposure time and acidic solutions used as corrodents. Al-12Si-xZrC composites become more corrosion resistant as the ZrC content is increased. This is because of the development of stable oxide layer above the specimens. Scanning electron microscopy (SEM) confirms the degree of attack of acidic solution on the surface of the examined material.
