On 5 March 2009 a debate on higher education in France was held at the Universite Paris IV Sorbonne. Searching for new Solutions and copying patterns from other countries are elements which are regularly found in academic and political discussions. The author touches upon the most important issues that were discussed during the debate.

Opis:: Monarchy in search of a new status quo. The political situation in the Crown before the Union of Horodlo 1399–1413 After the death of queen Hedwig in 1399 the Polish political elites had to redefine the overriding interests of the Crown and the legal situation of its ruler Ladislaus Jagiello. The issue which required an immediate answer concerned the ideological and political right to ascend to the throne and this led to the need of discussing the changes of the resolutions passed at the Union of Krewo. The period marked by the years 1399–1401 constituted a breakthrough in Jagiello’s rule, as at that time the king obtained a greater freedom of maneuver. In the charter of the Union of Radom, the corpus of the highest state administration confirmed the accord negotiated between the ruler and his subjects. According to the author, the beginning of the 15th century marked a period of soft politics which avoided violating the interests of powerful family groups and regional factions while at the same time by degrees promoting the king’s trusted favorites. Jagiello’s strategic goal was to acquire a strong personal position both in the Crown and in Lithuania. Whereas the years following the triumph at Grunwald brought about a more expansive policy, accompanied by a series of provoked conflicts associated with the formation of close-knit ruling elites by the side of the monarch. At the same time, a balance could be observed between the personal goals of the Giedyminowicze family and the program represented by the Crown lords who accepted the former ones’ vision of the grand monarchy.

Opis:: Game of Rituals. The Activity of Pope Eugene IIIThe onset of the pontificate of Pope Eugene III (1145) abounded with dramatic events associated with the revolt of the citizens of Rome and battles waged in the streets. The papal entourage realized that the conflict could not be resolved exclusively by resorting to force or negotiations. This was the reason for the application of socio-technical undertakings intent on creating an image of the pope as a great statesmen and leader, superior to his opponents and monarchs across the Continent. Use was made of the triumphant entry of a victorious commander and a newly created ritual of kissing papal feet with adulation and thanksgiving. The title vicarius Christi was to recall the papal right to provide protection to all Christian subjects, rulers and people. The return of Eugene III to Rome referred to the model of the triumphant adventus regis modelled on the entry of Christ to Jerusalem. At the time of the pope’s arrival in Dijon, Louis VII kissed his foot, as did chosen patricians upon the papal return to the Lateran. The gesture of humility and adoration was performed by the monarch who transformed the welcome into a scene of recognition for supreme authority. From that time, the See tried to impose the ritual of kissing the pope’s feet as part of the official protocol. This tendency became particularly obvious during the pontificate of Alexander III, when it was applied frequently and upon the occasion of ceremonies conducted upon various scales. The ritual took place for the first time in 1162 when Henry II Plantagenet commenced a meeting with Eugene III by kissing the pope’s feet. It was repeated during an audience held at the Lateran, when an Arabian envoy first kissed the feet of Eugene III and then fell to his knees and bent his head. In 1177, after a peace treaty was signed in Venice with Fredrick I Barbarossa, kissing papal feet ceased being a mere gesture of entreaty and a sign of respect and changed into an act of subjugation.

Opis:: Contemporary development of information technology is this stage of civilization called information society in which human learns to transform information into the knowledge. An advantage of this stage is that it allows to effectively adapt to rapidly changing economical and political situations. However, its uncontrolled effect is the phenomena of creating the „virtual reality”. In such reality the information is constructs the illusions and artificial worlds in the human mind. The research on perceptual and memory processes uncovers the mechanisms of such construction which are often used to control the consumer and voter choice in economic and political market. The paper presents some examples of such control in both, the investment behavior on stock market, and the voter behavior under the influence of the negative political campaigns. The analyses of this controlled behavior in the light of cognitive mechanism of information processing allow to look differently on the classic notions of truth and freedom in decision making.

Opis:: The purpose of this article is to present the basic determinants as regards the use of the Territorial Defence Force (TDF) in the national defence system. The article focuses on issues related to security and defence as well as their impact on national security, and indicates the need to establish territorial forces in order to increase military potential in any country. What is more, it describes basic tasks which TDF can perform during individual stages of armed operations. Particular attention is paid to the fulfilment of the tasks by TDF as regards purely army-related activities, both military and non-military. It is indicated that TDF is a military formation that fills the gap as regards the security of a given area or territory, and that it can supplement the operational forces, thus constituting a vital element of the national defence system.
