The entity of the aesthetical representation of politics is studied basing on three ontological sources and three methodological views on this process: aesthetical, ethical, and psychological. The essence of the aesthetical presentation of the political sphere and the ways of representing political reality by aesthetical facilities are analyzed. The special concepts of a political symbol, the political metaphor, the political ritual, and the political myth are used in the research to discover the sensual parameters of the political aesthetization as the process and collection of the phenomena.

Political relevance is one of the most essential elements of political subjectivity. The process of its acquisition by political parties is not only a factor of their success, but also the foundation of their ability to influence the sphere of current politics. Only when parties are able to participate in all the three dimensions will they be able to perform the most important functions. The following article presents a specific dimension of acquiring political relevance, which is the management of political change.

Modern knowledge about politics draws from a variety of resources for which the academic environment of political scientists is not at all a nonalternative issuer of information. Not only cognitive egalitarianism is postulated, but also more adequate knowledge is chosen, because the criterion of evaluation is its suitability for practical use. In this way, we stop to recognize that knowledge, par excellence scientific, first permeates with the colloquial understanding and explaining of the politics, and in the next step loses its unique character, rooted in metapolitical scientific research. Empirical effects, so in the case of political analysis, are brought to influence the recipient. Because of this science of politics is gaining a profile of gainful employment, whose achievements little fit into the postulated political reality.

It is not without reason that we reflect more and more on the causes of the current state of political thinking in Polish society. Indeed, in modern times, difficult and uncertain, and turbulent times of great transformation, human thought is clearly not keeping pace. Given the rapidly changing external circumstances we have become increasingly confused and inept. We do not really know how to deal with the emerging threats and challenges of modern times, described by the eminent sociologist and philosopher Zygmunt Bauman as the era of “liquid modernity”. It is noticeable that our perception and image of social reality and our role in it, including its political dimension, is quite imperfect and restricted, and that our ideological life is in deep crisis or has perhaps even disappeared.

Today, the problem of political governance is one of the most important. There is an urgent need to create standards and institutions that would be effective and adequate to peculiarities of the contemporary society. One of the forms of socio-political governance is political manipulation of public consciousness. Modernization of the political system of society causes corresponding changes in the processes of management and manipulation. The influence on political consciousness and behavior is different at the traditional, modern and so-called postmodern stages of social development. The genesis of political manipulation of worldview values is the subject of this study. In the structure of political consciousness, which is a component of political culture, the value-worldview component is one of the most important. Values forms a motivational basis of political behavior. It is argued that values change in the predicted direction, and political manipulation could affect the value orientations of public consciousness. Analysis of the state of scientific development of the problem of political manipulation shows that the value-worldview component as an important component of political consciousness is poorly studied. The study of the peculiarities of political manipulation of the value component of political consciousness in the framework of this article is important, because the corresponding cultural dynamics affects the functioning of the political system.

Taking part in an election, political parties implement their planned strategic activities, which involve making choices regarding competitive goals and maximizing the usefulness of the resources they have. A significant context of party strategies is political uncertainty. The paper discusses the importance of political uncertainty in three areas. First, political uncertainty is an instrument affecting the character of political competition. In the second area, the article presents its role as a factor of competition in the process of campaigning for votes. It also points out that political uncertainty may be a mechanism of institutionalizing new political parties. Some of the implemented party strategies, influencing the level of political uncertainty, assume possible electoral manipulations.

The changes in political life in Poland in the period 2005–2011, which restructured the existing balance of power (dominance of post-Solidarity parties at the expense of the post-communist party) force us to consider whether the party system evolution involves changes in the sphere of ideological divisions. But there also arises another question about the crisis of the left, which could mean the end of the previous model, intergroup rivalry. But there is no doubt that it occurred after 2005 events. Initiated processes took a completely different direction than those in the 90s. The purpose of the article is to explain the ongoing political disputes, and also attempt to answer the question: what factors shape the profile of program-ideological political formations in Poland.

Political will acts as a key component of the political process, the understanding of the essence of political events and the development of mechanisms for the modernization of socio-political life. The systematization of the motivational factors for implementing political will in decisions of the ruling elite and consolidation of the social outlook within the framework of the national identification process will allow establishing the essence of the determination of the political process, as well as identifying the key problems of balancing the socio-political environment and rationalizing the methodology of public policy development. Of particular importance is the above-mentioned problem within the Ukrainian socio-political space. The complexity of modernizing management institutes, regulating channels of power-public interaction and leveling up the confrontation of social initiatives requires the urgent development of algorithms for the transformation of a political system based on the materialization of social political will and the reconciliation of public expectations with the functional guides of key political actors. A prerequisite for these progressive advances is the theoretical understanding of the processes of practical implementation of the political interests of civil society in political decisions of the ruling elite, which is possible on the basis of studying the motivation of political will as the basis for reforming the socio-political sphere and the driving force of the gradual improvement of the political arrangement of the state system. Understanding the will as a regulator of human behavior and activity is expressed in the ability to overcome internal and external difficulties in the process of the implementation of purposeful actions and actions. It is the will to control the incentive to act and act in accordance with the purpose. Will and her motivation are the most important components of the deliberate behavior of a statesman. If the motivation is primarily responsible for initiating behavior (the formation of intentions), the will is responsible for their implementation. Considering the essence of the concept of «political will» through the prism of the practical measurement of the political process, the extraordinary value in the context of the search for the root causes and the development of mechanisms for modernizing public administration is to prevent the negative phenomena of politics - the centralization of political power and authoritarianization of the political system. After all, the greatest potential and opportunities for the implementation of motivated political will are fixed by the political actors endowed either by democratic procedures or through the form of organization of the political regime of power preferences. As with the functioning of representative democracy of the Western model with the prevalence of the legislative institution and the presidential form of the organization of political power inherent in certain countries of the post-Soviet political space, the implementation of a functional program for modeling state policy is de facto consolidated by representatives of the authorities. In any case, the political will of a separate political actor in the implementation of national policies should not prevail over the collective initiatives of civil society. Only then, representative democracy, based on the articulation of public interests by democratically oriented politicians, will not turn into a state system of an authoritarian type, where the definition of the course of foreign and domestic policy of the country will be in the plane of individual beliefs of one or more political actors. Expansion of the motivational paradigm of political will becomes especially relevant for defining the content of democratization processes in the post-Soviet political space, including in Ukraine. The long process of formation of Ukrainian statehood was accompanied by the arrival of a number of political forces, which were marked by different political views and a change in the constitutional matrix of the organization of political space. However, not always the political will of the country’s elite to form the course of state policy was in the field of national benchmarks of the Ukrainian public. As a result, the dissonance of the political will of the authorities and public institutions has led to political activation of the public and reformatting political power on the basis of popular will. The coincidence of various factors of a subjective and objective nature put the Ukrainian state in front of the choice of a vector for further political development. Challenges are not only in the field of consolidation of public landmarks, but also in rationalizing the administrative and management system and improving the program of political actions of the ruling elite. So, as a general conclusion, we note the following. Whatever the active role played by the will in the activity of a statesman, one can not completely deny that it is determined by a set of objective conditions and subjective factors, the material relations in which a person is. Will, as a driving force, is the concentration of energy that the subject receives from society, a form of manifestation of political activity, which includes the political consciousness and behavior of the subject of politics, and is directed, first of all, to the realization of interests and needs, related to the achievement of power, its maintenance, strengthening and use. An essential characteristic of political will is the ability of a political entity, through the appropriate volitional effort, to consistently pursue its goals and objectives in the field of political life, which involves the development, clear and clear articulation of political requirements and programs, the ability to adjust its goals and actions in relation to certain circumstances. The main motivational factors and at the same time the semantic core of the realization of political will are political values and the installation of social and individual consciousness, the political and legal culture of the subject of political activity. Volitional efforts can be related to biologically determined predispositions of the individual. Along with this, the motivation of political leaders in resolving political problems by volitional efforts is often caused by external factors, which indicates a significant reduction in their role of internal moral control. External motives can drive a policy maker in favor of a solution that will bring immediate benefits, but its long-term consequences will be negative. Therefore, when making decisions, one must always take into account the voice of conscience and think about how one or another solution will affect other people. Ideally, volitional activity of subjects of political activity should be limited not only to moral values, but also to the corresponding rules and norms. Only in this case, it will meet the idea of achieving the public good.

Poles comparatively low political activity, continued from the first competitive parliamentary election in 1991, leads to take a reflection of the voters perception of politics and political parties. The article focus on the perception of political parties in Poland and the Poles’ attitude to politics. Research has shown that the political sphere of democratic Poland separates from the social life. The activities of political parties, political conflicts and their solutions, are a phenomena that the majority of Poles do not care about. Polish political institutions and democratic procedures act in a specific social void. Poles political behavior (especially the voters one), in the period of democratic system, is characterized by high level of ritualism. This method of adaptation of the citizens of Poland to the democratic political system leads to low level of trust in political institutions.

According to the Constitution or laws, individuals today have extensive political rights closely associated with the right to vote. Here is meant the active and passive right of voting. Membership in a party is not only because of the desire, but also for the fact that the party gives individuals the possibility of career progress, further realization of their political rights. The purpose of this paper is to present the development of political parties and individual rights, not only in Albania, but also combined with the European experience. In this paper we will focus on how political parties have evolved as well as the political rights of individuals after the independence in 1912. The development of political parties in Albania has passed in two stages in the communist system where only one party was known and in the democratic system where was recognized political pluralism. Highlighting the role of political parties, as an important promoter of the functioning of state and of the coverage of the political rights of individuals, makes this study important.

Alongside the breakdown of authoritarian regimes and the restitution of democratic order in Poland and other Central East European countries, the fi rst open election campaigns accom- panied by political consultants emerged. Since the beginning of the transition, the role of consultants as well as consultants themselves have been going through constant changes bound up with modernizing the political scene and system and ways of leading political campaigns. The present article seeks to interrogate the categories of political consulting models we have been facing in Poland and refers them to worldwide tendencies. This study analyses the ways in which political consultants have arisen, their institutional adherence, methods of action, roles in the political communication process, as well as changeovers and development tendencies to this extent. The article provides a comparative analysis of three campaign models defined by Farrell, Kolodny and Medvic and the types of political consultants reviewed by the scope literature. This study concludes with a prognosis of the development of political consulting tendencies in Poland in a worldwide context.
