The steady increase in public sector spending on the purchase of goods and services in public procurement is more noticeable. The aim of this article is to present the possibility of optimization of the public logistic and to show its potential areas of application. The examples of the application of public logistics presented in this paper show its great importance and justify its rapid growth. The development of the public logistics is a consequence of the increase in range of public duties realized by local authorities and the growth private sector involvement in this sphere of activity.

Economic crimes generates losses both for state budget and private sector. Losses for state budget are primarily reducing revenues, obtaining undue revenues, and phishing subsidies. In private sector losses are connected to lowering income and decrease of competitiveness. Honest entrepreneurs have difficulties staying on market, because prices of their products cannot compete with the prices of goods by criminal groups, which does not pay taxes allowing them to offer lower prices. Economic crime concerns not only security and public order, but also state economic safety connecting to business profitability and security. Economic crime is multifaceted, including lowering of public law climes, capital, banking and insurance market crimes, as well as public procurement crimes, copyright law and all profit-oriented crime taking into account market mechanisms. This article presents the problems of tax crime in Poland and the results of police activities in counteracting this crime.

Opis:
The objective of this paper is the identification of the main systemic and organizational barriers to the improvement of the quality of services provided by local government administration with special emphasis on the processes of administrative services provision. The article is based on the results of literature analysis as well as the results of audits conducted in local government offices (in the process system). The research indicates that there exist a number of barriers connected with the functioning of quality management systems. The most significant ones include the following: absence of identified customer requirements, neglect of quality requirements reviews, absence of proper supervision over external processes, limited awareness of the importance of preventive and corrective measures, misinterpretation of ISO standard criteria, performance of activities which do not create added value, mistaking quality audits for inspections. The main organizational barriers comprise the following: absence of the process approach and absence of knowledge of the so-called key processes, which is visible in the incorrect designing of organizational structures and an excessively developed bureaucratic document circulation system.

In accordance with the legal regulations in Poland, local government administration is obliged to share responsibility for ensuring public order and security. However, the law does not take into account an appropriate system of preparation of the local government administration which emerges from democratic elections, to implement the statutory obligations to ensure this security. Due to the above, the role of the Police Academy in Szczytno in the support of local authorities in the implementation of tasks in the field of ensuring security and public order remains extremely important. The scope of this support should concern, among other things, the organisation of course trainings, the development of methodologies, instructions and training courses for the e-learning method, and other materials in the field of subject security, and to support local authorities in organising conferences and seminars. The above proposals to support local government administration by the Police Academy in Szczytno would result in the use of uniform forms and principles of training, and would allow for the coordination of this training at the level of municipalities and counties. The above would allow for more effective integration of all elements of the internal security system in the area of security and public order, would improve the organisation of cooperation and coordination of activities, and thus would consistently improve the efficiency of operations.

The paper looks into the issues related to the monitoring of land use change by voivodeship marshals in Poland. The author intended to provoke the academic circles to devote more attention to this matter as well. The analysis involved the publicly available materials and the information from websites of 16 marshal offices and Polish acts of law made available in the Online Database of Legal Acts. The paper includes an analysis of the changes in land use monitoring legislation in Poland and when the obligation was first introduced. It was further verified whether all the offices publish the documents relevant to the monitoring. It was found out that half of the voivodeships failed to publish the materials related to the performance of this statutory task. This results in a varied availability of the documents and prevents potentially interested parties from familiarising themselves with the land use change monitoring issues.

Opis:
This article is a case study of a regional level government administration unit. Its objective is to show that mistakes in the applied personnel policy of the analyzed office may contribute to a drop in employee motivation to work as well as in employee project involvement. Thus, existing HRM policies foster the unfavorable attitude of unit officers, reinforcing the negative stereotype of the public administration employee. The article begins with a description of the influence of intangible aspects, such as changes on the national and regional political scene, on human resource management in government administration. The next part of the case study presents an analysis of HRM fields such as recruitment, remuneration, assessment, training, and development. The study was conducted on the basis of both internal office information and legal acts governing the civil service. The article ends with a summary containing conclusions and recommendations that might be useful in rebuilding the image of government administration employees.

In the group of Central Asian countries, the Republic of Kazakhstan appears to be scientifically best communicated with Europe. Thus it has raised an increasingly strong interest – also on the part of comparative law researchers. The subject matter of this article is an attempt to reform territorial administration and to establish territorial self-government in Kazakhstan. The reforms have not been implemented without any resistance or mistakes, it is important, however, that the need to change and modernize local government structures is discerned. The debate over the constitutional reform of the local political system favours the construction of social awareness of the fact that a clear distinction between the territorial government administration and territorial self-government as well as the latter’s independence, determines the construction of civil society and democratization of social life.

Zagadnienia konstytucyjne stanowiły istotny wycinek prowadzonej przez Polską Partię Socjalistyczną kampanii wyborczej do Sejmu w 1947 r. Socjaliści zwrócili się do specjalistów o analizy określonych tematów. Profesor J.S. Langrod nadesłał opracowanie zatytułowane: Uwagi o problemie administracji rządowej i samorządo-wej w Polsce, w którym odpowiada na następujące kwestie: jaka jest rola samorządu w administracji, jaka jest w samorządzie i w administracji rządowej pozycja rad na-rodowych według obowiązującego ustawodawstwa, jaka jest dla samorządu rola są-downictwa administracyjnego, jakie się nasuwają wnioski do reformy? Opracowanie to przeleżało przez 70 lat ad acta. Jego edycja jest potrzebna. Nie jest znane piśmien-nictwu ani też judykaturze, choć zawiera wiele myśli ogólnych, mających podbudo-wę historyczną i komparatystyczną; myśli ponadczasowych, zachowujących aktual-ność. Każdy kto zajmuje się prawem konstytucyjnym i prawem administracyjnym powinien się z nim zapoznać.
Constitutional issues constituted an important sector conducted by the Polish Socialist Party election campaign for Parliament in 1947. Socialists turned to specialists to analyze specific topics. Professor G. Langrod sent a study entitled: Remarks on the problem of gov-ernment and self-government administration in Poland, in which he answers the follow-ing questions: what is the role of self-government in administration, what is the position of national councils in local government and government administration according to the legislation in force, what is the role of the administrative judiciary for the self-government, what are the conclusions for the reform? This study was over 70 years of ad acta. Its edition is needed. It is not known to the literature or judicature, although it contains many gener-al thoughts, having a historical and comparative foundation; timeless thoughts, retaining current. Everyone who deals with constitutional law and administrative law should read it.

In his article, the author presents the data anonymization procedure introduced in the Act of 15th July 2011 on audits in the government administration. He discusses the issue from numerous aspects, analysing anonymization of data on persons who give evidence, explanations or provide documents during the audit proceedings. This is a very useful tool, however, due to the lack of comprehensive legal regulations in the area, it has not been applied in this kind of proceedings. This situation may be changed if regulations based on European laws are introduced.

This article’s aim is to examine a dependency between local government administration at a municipal level and the level of local entrepreneurship. This paper attempts to answer the question of whether the size of the local government administration has features of stimulant or de-stimulant in the process of setting up a business. In other words, does the size of public administration at a local level (municipal level) have a positive or negative impact on creating new business entities? This is important due to at least a couple of reasons. First of all, the current research achievements are not extensive, when it comes to the publications that link entrepreneurship and the size of local government administration. Secondly, the problem of entrepreneurship determinants constitutes still topical and not fully investigated (or explained) aspects of local economy development. Thirdly and finally, the authors of this article have proposed and copyrighted an approach to the quantification of the size of local government administration, modifying commonly used measures of local public administration. Thus, this article fits not only into the explanation of the entrepreneurship phenomenon and its determinants, but also contributes to the development of knowledge about dependencies between the size of local self-government and the entrepreneurship level. It expands the knowledge resource on analyzed dependencies and re-orients current approaches to similar research.

The Government Administration Service Center in Warsaw is the leading example of application of a legal institution – an institution of the budget economy. This entity is part of the administrative apparatus and performs public tasks. At the same time, this entity conducts business activity, which allows it to be considered an entrepreneur. The basic question discussed in the article is the mutual relationship between the two roles of the subject. The practice indicates that combining them is not a simple matter, because there is a tendency in the activity of this institution to increase the role of the entity as an entrepreneur. Consequently, it may pose a threat to the basic role which the entity is designed to perform, that is implementation of public tasks.

This study investigates how the realization of capital expenditure budget relates to the performance of local government administration. Findings of this study show that realization of capital expenditure budget is positively associated with the performance of the high-performance subsample. Contrary to the results, the realization of capital expenditure budget is negatively associated with performance of the low-performance subsample. The implication of the findings is that the realization of capital expenditure budget as an indicator of local government’s success needs to be used more carefully because the high realization of capital expenditure budget does not necessarily relate the high-performance. This is contingent on the subsample (the high versus the low-performance subsamples) where the local government is included.
W niniejszym opracowaniu zbadano, w jaki sposób realizacja budżetu wydatków inwestycyjnych odnosi się do wydajności administracji samorządowej. Wyniki tego badania pokazują, że realizacja budżetu wydatków kapitałowych jest pozytywnie powiązana z wydajnością podpróbki o wysokiej wydajności. W przeciwieństwie do tego, realizacja budżetu wydatków kapitałowych jest negatywnie powiązana z wydajnością podsystemu niskiej wydajności. Wnioski płynące z ustaleń wskazują, że realizacja budżetu nakładów inwestycyjnych jako wskaźnika sukcesu samorządów lokalnych musi być ostrożniejsza, ponieważ wysoka realizacja budżetu nakładów inwestycyjnych niekoniecznie wiąże się z wysoką wydajnością. Jest to uzależnione od podpróbki (o wysokiej lub niskiej wydajności), w której uwzględniono samorządy lokalne.

Niniejszy artykuł naukowy opisuje rozwiązania instytucjonalne i kadrowe, które decydują o specyfice funkcjonowania szwedzkiej administracji rządowej (w szczególności na poziomie centralnym). Omówiono w nim system służby cywilnej, koncentrując się na charakterystycznych cechach wybranych aspektów zarządzania zasobami ludzkimi (m.in. jawność i wysoki poziom decentralizacji procesu rekrutacji, istotna rola związków zawodowych). Przedstawiono także kwestię etyki urzędniczej. Artykuł opisuje również pozycję członków politycznego kierownictwa ministerstw w ramach istniejącego dualizmu administracji rządowej.
This research article describes the institutional and personnel solutions, which determine the uniqueness of the way the Swedish government administration functions (especially at the central level). It covers the civil service system with a special focus on the characteristic features of selected aspects of human resource management (i.a. transparency and high level of decentralization as regards recruitment process, important role of trade unions). The issue of administrative ethics has also been presented. In addition the article discusses the position of political leaders at ministerial level within the existing dualism of government administration.

Zarządzanie zasobami ludzkimi w urzędach administracji samorządowej bez wątpienia ma swoją specyfikę. Zarządzanie zasobami ludzkimi rozumiane jako strategiczne, spójne i wszechstronne spojrzenie na problemy związane z kierowaniem i rozwojem zasobów ludzkich w ramach struktur urzędu, wciąż nie jest jeszcze w pełni doceniane. Element ludzki w przypadku funkcjonowania administracji publicznej ma kluczowe znaczenie. Wartość zasobów ludzkich w administracji stanowi wartość indywidualnych członków jej kadry. ZZ L w administracji dotyczy pozyskiwania i gospodarowania tymi zasobami, a także zapewniania ich rozwoju zmierzającego do jak najsprawniejszego realizowania celów i zadań administracji publicznej. Do podstawowych komponentów ZZ L w jednostkach samorządowych zalicza się planowanie pracowników, ich rekrutację i selekcję oraz motywowanie i ocenianie.
Human Resoures Managemnet in local government administration has undoubtedly its own character. Still, Human Resoures Management known to be a strategic, coherent, versatile outlook on problems connected with administration and a development of human resources in terms of office structures remains unappreciated. In case of functioning of public administration, human factor plays the key role. The rank of human resources in administration depends on individual quality of each staff member. Human Resources Management (HRM) in administration refers to enlisting and managing of these resources. Moreover, it ensures their proper development in order to achieve the most effective aims and, what is more, fulfills tasks of public administration. The basic elements of Human Resources Management in the local government units include employees planning, their recruitment and selection as well as motivating and evaluating them.

2018 local self-government elections in Poland were special ones. Brought to light mismatching of provisions of the Electoral Code and Act on Local Self-Government Employees and attempt to use it to obtain an advantage in fight for political power caused political emotions and legal controversies. The aim of this article is presents limits imposed by criminal law on right to be elected in this type of elections and more general, role of criminal law as a tool in politics. The article presents a problem of conflict of legal regulations regarding the right to be elected and perform a public function in a local self-government unit as a problem of conflict between will of voters and attitude of politicians to creation of law and aim they try to obtain.
