    According to the latest edition of the Standards for Educational and Psychological Testing (AERA et al. 2014), validity is still the most fundamental construct in educational measurement. The new edition, like the previous versions of the Testing Standards, contains standards of professional practice in validation. These standards of validity will be presented in the fourth section of this article. The first three sections explore validity standards included in the Testing Standards published before the 2014 edition, in the period of the shift from the trinitarian doctrine validity to the unitarian view of validity. The closing remarks consider the issue of the role of consequences in the most recent validity recommendations.

    The zero attraction affine projection algorithm (ZA-APA) achieves better performance in terms of convergence rate and steady state error than standard APA when the system is sparse. It uses l1 norm penalty to exploit sparsity of the channel. The performance of ZA-APA depends on the value of zero attractor controller. Moreover a fixed attractor controller is not suitable for varying sparsity environment. This paper proposes an optimal adaptive zero attractor controller based on Mean Square Deviation (MSD) error to work in variable sparsity environment. Experiments were conducted to prove the suitability of the proposed algorithm for identification of unknown variable sparse system.

    Abstract: Results of the metallurgy study on three, two-edged swords from a cremation burial ground in Czelin, representing the Pompeii, Lachmirowice-Apa and Vimose-Illerup types indicate a variability in the material used as well as in technique of their production, and thus in the quality of the specimens. Two of them were made of a single piece of metal with low (specimen of the Lachmirowice-Apa type) or medium quality (specimen of the Pompeii type). A much higher level of craftsmanship is represented by the third sword of the Vimose-Illerup type, precisely forged from several pieces of diverse, high-quality material, representing the so-called pattern welding technique.

    Opis:
    Modern machine tools must achieve a high precision for a better surface texture and higher flexibility for wide range of machining requirements. To fulfill these requirements, a semi-active damping system for a new generation of machine tools is proposed. The new concept is partially based on the Amplified Piezo Actuators APA® from CEDRAT Technologies. With these actuators, the dynamic behavior (stiffness and damping) of structural body components of machine tools can be controlled and adjusted to the optimum parameters. To reduce the transfer of vibrations through the active elements, a viscoelastic material was used. This article presents test results performed on the APA® with viscoelastic material. A significant reduction of the vibrational amplitude at resonance frequency was observed with additional material. The optimized quantity of viscoelastic material reduces the full stroke of the actuator only by 10 percent. At the same time, the viscoelastic material has red the tests performed on the machine tool showed significant surface texture improvement with use of the amplified piezoelectric actuator.

    In this paper, three Coptic ostraca, which all most probably originate in the Theban area, are edited. The texts are all epistolary in nature. It is probable that all three stem from a monastic environment; ostensibly no. 1 relates to the Epiphanius Monastery, while no. 2 comes from the dossier belonging to the Monastery of Phoibammon. The latter piece concerns an argument about the appointment of a shepherd, thus providing another witness to the economic activities of the mentioned institution. No. 3 concerns a delivery of an unnamed commodity kept in sacks.

    In this article, based on regression analysis, an attempt was made to determine the relationship between sales and leasing of agricultural land belonging to the Agricultural Property Stock of the State Treasury and the valorization of the agricultural productive area. Authors analyzed the static and dynamic level of sales prices of the agricultural land and the amount of rents generated in the West Pomeranian Voivodeship. Research, in which statistical units were districts, covered years 2007–2008. As a result of the research it was found that the selling price of the agricultural land and the size of the rent for the property leased from Agricultural Property Stock of the State Treasury in the West Pomeranian Voivodeship is not dependent on the valorization of the agricultural productive area. The lack of dependence means that the quality and relevance of the agricultural soil is not a critical determinant of the selling price and the amount of rent gained.

    The work presents the idea of a valve equipped with an amplified piezoelectric actuator (APA® - Cedrat Technologies), designed for the use in an adaptive pneumatic shock absorber, which is considered as a landing gear of a small aircraft or unmanned aerial system. The idea of adaptation to impact conditions is based on the controlling the fluid flow between two chambers of the absorber. In the considered method flow intensity through the valve determines the absorber reaction. Utilization of the piezoelectric active element (APA) allows for fast acting of the system. A prototype of the valve and the absorber were created. The tests of the mass flow rate were performed.

    This article explains the technique of redistribution of public resources from the SAPARD programme under individual provisions and regions of the Slovak Republic. Moreover, the article clarifies reasons of failure of individual project plans. Profit-making projects and reasons of rejections of applications for financial support under the SAPARD programme were subject to deeper analysis. On the basis of analysed data there can be observed the flow of public resources to areas with profit-making agriculture (Nitra and Trnava regions). The disproportion of drawing the financial resources during the monitored period of 2003 and 2004 was only confirmed and probably will be deepening in next years in disadvantage of companies economising in worse natural conditions. The most surprising was the inability of agricultural subjects covering the breeding of the livestock as well as the production and processing of fruits and vegetables to submit a complete project under the provision no. 1, that could be acceptable from the formal aspect to the SAPARD Agency (up to 43 applications were incomplete).
    W artykule opisano techniki redystrybucji środków publicznych z programu SAPARD na podstawie poszczególnych przepisów i regionów Republiki Słowackiej. Ponadto, artykuł wyjaśnia przyczyny awarii indywidualnych planów projektu. Profit-tworzenie projektów i przyczyny odrzucenia wniosków o wsparcie finansowe w ramach programu SAPARD były przedmiotem głębszej analizy. Na podstawie analizowanych danych nie można obserwować przepływ środków publicznych na obszarach o zysk rolnictwa (regionach Nitra i Trnava). Dysproporcja rysunku środków finansowych w okresie podlegającym kontroli z 2003 i 2004 zostało to jedynie potwierdzone i prawdopodobnie będzie pogłębienie w najbliższych latach w niekorzystnej sytuacji przedsiębiorstw oszczędzania w gorszych warunkach naturalnych. Najbardziej zaskakująca była niezdolność rolnych tematy dotyczące hodowli zwierząt gospodarskich, a także produkcji i przetwórstwa owoców i warzyw do złożenia pełnego projektu w ramach świadczenia numer 1, które mogą być przyjęte z formalnym do Agencji SAPARD (do 43 wnioski były niekompletne).
