The objective of the paper is to analyze and assess the institutional conditions of the exhibition entitled Side by Side. Poland – Germany. 1000 years of Art and History, organized in Martin-Gropius-Bau in Berlin between September 23, 2011 and January 9, 2012. In terms of the number of works of art presented this undertaking was unprecedented in the history of Polish- German relations. The exhibition, and the catalogue that accompanied it, were a part of the Cultural Program of the Polish Presidency in the EU Council in 2011, becoming an exemplification of the issue of the politicization of exhibition discourse, where works of art are utilized for political purposes. The theoretical inspiration for considering this topic was provided by Peter Vergo’s concept presented in his text The reticent object of 1987. In Vergo’s opinion, exhibitions are a cultural fact which is relatively rarely investigated in terms of the means, efforts, conditions and reasons that are necessary for their execution. And yet these institutional conditions, including their financing, the procedures for selecting the entities in charge of the project, the mechanisms for appoint the program board and honorary patronage have a considerable influence on the nature of the exhibition. Concentrating on institutional contexts serves the purpose of answering the question of how the realms of politics and art exhibitions permeate one another. The decisions made by the authorities to become involved in certain exhibition projects constitute the instruments for creating and executing selected public policies, primarily cultural policy. It is therefore impossible to assess the success of a given initiative without considering the political objectives set and achieved by the organizers of the exhibition Side by Side.

This article outlines the issue of energy security of the European Union and its Member States. It outlines the course of work in the European Commission and the European Parliament on EU documents „third energy package” and the regulation concerning measures to safeguard security of gas supply. It also outlines the German and Polish attitude to the construction of the pipelines like Nord Stream, South Stream and Nabucco. Issues raised were considered for their impact on the Polish-German relations, on the basis of bilateral and European level.
Artykuł zarysowuje kwestię bezpieczeństwa energetycznego Unii Europejskiej oraz państw członkowskich. Nakreślony w nim został przebieg prac w Komisji Europejskiej oraz w Parlamencie Europejskim nad dokumentami unijnymi „trzeciego pakietu energetycznego” oraz nad rozporządzeniem w sprawie środków zapewniających bezpieczeństwo dostaw gazu ziemnego. Zarysowana została również postawa RFN i RP wobec budowy Gazociągu Północnego, Południowego oraz Nabucco. Poruszone kwestie rozpatrzone zostały pod kątem ich wpływu na stosunki polsko- niemieckie, zarówno bilateralne, jak i na arenie europejskiej.

The protection of natural environment became an important element of international cooperation between states. Due to the transborder character of many environmental threats, unilateral actions taken by states in this field are not sufficient, and therefore states need to become involved in international projects. The goal of the paper is presentation of Polish and German positions on the problems of International, environmental security. Due to the spatial limitations of the work and complexity of the question, the analysis focused on selected questions. The first part discusses the notion of environmental security as well as phenomena and processes that pose danger to this security. Further, the research focuses on the goals and priorities of environmental policy in Poland and Germany, with special attention paid to climate policy. Both Polish and German environmental policy is based on the principle of sustainable growth. The practical goal of this policy in the field of climate protection is reduction of greenhouse gas emissions. The presentation of the position of Poland and Germany related to the actions aimed at reduction of carbon dioxide emissions to the atmosphere follows. While presiding over the EU, German and became involved in urging high-flying goals in and environmental protection, namely reduction of greenhouse gas emissions and increasing the share of renewable energy in the general energy balance of European Union. Despite the initial negative attitude to these plans, Poland eventually agreed to reduce carbon dioxide emissions by 20% (as compared to 1990) by the year 2020 and to have a share of 20% held by renewable energy sources in the general EU energy balance by the year 2020. Germany tried also to make use of their presidency of the G8 group to rally other states to measures aimed at limiting climatic changes.

The purpose of this article is to present the German newspaper foreign correspondents, who are active participants in the German discourse about Poland and the Poles, and thus significantly affect the formation of the image of Polish in Germany, after the accession of Poland to the EU. This study was based on the results of analysis of contemporary German ąuality press and past performance of selected German press study, research on the management of information in the relations media-policy and the role of the foreign correspondent in the modern world. The analysis was based the issue of ąuality daily newspapers supra FAZ, SZ, TAZ and influential weeklies „Zeit”, „Der Spiegel”, „Focus” in the years 2004-2010. In the first part of the analysis provides generał information on the role and activities of German foreign correspondents and media market in Germany. In the second part was a detailed characterization of selected press correspondents, and a third of the work that is presented by the Polish image of them in the press, after 2004. To conclude that politically, economically and culturally confluent Europę turns out to be a sphere, in which the public space function in both highly visible and durable ineąualities and patterns of perception as well as the newly emerging and discovered similarities and symmetries. Relevat place of the settlementof their differences and similarities is the language which, through strategically targeted and subconsciously transported discourses centered primarily in Western Europę the print media world is reflected. The role of foreign correspondents here is not to be underestimated.

The Germans from GDR and the Polish were like brothers born into a Soviet family; they could quarrel, but they could not leave it. They were curring favours of the father, carrying out their own policy according to their own interests which conflicted with each other. The result of such activities was a “cold war” of misunderstanding and distrust. There were moments of both thaws and crisis, but there were incompatible national differences between communist party of the GDR and the Polish United Workers’ Party (PZPR). The true reconciliation of the two nations was not possible also because of the lack of legitimization of the Polish and DDR governments. The ups and downs of the Polish- DDR relationship were of course connected with the policy of the Soviet Union and the cold war events. Understanding the strategic meaning of the GDR and Poland for the Soviet Union, the Kremlin could not let the Polish-German relationship transform into the open struggle, which nearly happened in 1956. Communists from the GDR and Poland let alone would by no means lead to the situation similar to the Tito–Stalin conflict of the end of the fourties or collapse of the Soviet-Chinese alliance in the beginning of the sixties. The tensed relationship of Poland and GDR after the second world war is another proof for the fact that the communist parties of Eastern Europe could not exchange national loyalty for marxist internationalism. Even the leaders and the rank and file of SED and PZPR were sworn nationalists. The fast collapse of the Warsaw Treaty after the 1989 showed the malfunctions of the socialist fraternity. In the current article three of the most controversial issues are discussed: the matter of the border between Poland and Germany, the ideological differences connected with choosing the correct way towards socialism and the controversy of the approach towards the West Germany.
