Theoretical background: Due to the growing maturity of Chinese market the country needs to adjust its policy regarding foreign direct investment (FDI), i.e. to increase openness for FDI, to keep control over them in key industries and to influence their inflow in desired industries and regions. Adopting the negative-list approach and changes in both the negative list and encouraged industry catalogue provides tools for this challenge.Purpose of the article: The purpose of this article is to present how changes in China’s Foreign Investment Encouraged Catalogue and Negative Lists both in free-trade zones (FTZs) and at the national level are used as a tool for managing country’s FDI inflow.Research methods: Analysis of legal documents and reports as well as literature review.Main findings: Starting from the adoption of negative-list approach in FTZs in 2013, the negative lists had been drastically reduced both in reference to FTZs and national level. Those reductions lead to a decrease in China FDI restrictiveness index. FTZs were used as a testing area for both the negative list composition and negative-list approach itself. Negative lists allowed the state to keep control over FDI in key industries allowing, at the same time, greater freedom for foreign investors. Encouraged catalogue is used not only as a tool for attracting FDI from desired industries but also for addressing regional inequalities.

Opis:
Vietnam is an FDI success story. Since the early economic reforms initiated 30 years ago under renovation policy or “Doi Moi”, FDI has become a major driver of Vietnam’s economic development. Competitive wages, stable political and economic environments, sound infrastructure, a favorable geographic location as well as a robust investment and trade policy framework have led to dramatic increases in FDI inflows. By any measure, the country’s FDI attraction achievements have been exceptional. In 2017, FDI into Vietnam exceeded inflows into other ASEAN countries, except Singapore. As a percentage of GDP, Vietnam’s FDI inflows already exceed those of China and India (and all large ASEAN countries, except Malaysia). The year 2018 also witnessed Vietnam post a record in FDI disbursement (US$17.5 billion), against a backdrop of global declines in FDI flows during 2018 of 23 percent (Source: UNCTAD 2018).

After the fall of the Soviet Union and regaining its independence, Armenia has begun a process of systemic transformation. The level and pace of socio-economic development has been influenced by internal situation as well as by country’s geopolitical position and its relations with foreign partners. The purpose of this article is to present general characteristics of foreign direct investment that has been present in Armenia since the 1990s. The author describes several key factors shaping the volume, geographical, proprietary and sectoral structure of the FDI inflows. A special attention is given to the influence of the Russian Federation on the Armenian economy.

On January 1, 2020 the new Foreign Investment Law of the People’s Republic of China (中华人民共和国外商投资法) entered into force to promote investments in China. The aim of the law is to foster cross border investments. This law was passed on March 15, 2019 by the National People’s Congress. The Chinese FDI legal framework is composed of a set of laws and regulations that are dynamically shaping the economic reality. What are the possible tensions between the new law and the complex system of values in China? Is the new law an agent of implementing de facto social development? In summary, the results show that there is a complex relationship between FDI and social development in China. The new Chinese law might be an inspirational source of non-European legal tradition for Central Europeans.

W niniejszym artykule zaprezentowano dwa istotne przejawy internacjonalizacji polskiego sektora usług, a mianowicie inwestycje zagraniczne lokowane w polskim sektorze usług oraz wchodzenie przez polskie przedsiębiorstwa usługowe na rynki zagraniczne. W obu przypadkach ukazano wartość bezpośrednich inwestycji zagranicznych w sekcjach zaliczanych do sektora usług oraz bariery i czynniki sprzyjające ich rozwojowi.
In her article, the author presented the two important manifestations of internationalisation of the Polish service sector, namely foreign investment placed in the Polish service sector and entering foreign markets by Polish service enterprises. In both cases, there is presented the value of foreign direct investment in the sections included in the service sector as well as barriers and factors conducive to their development.
В статье представили два важных проявления интернационализации польского сектора услуг, а именно зарубежные инвестиции, вводимые в польский сектор услуг, и выход польских предприятий сферы услуг на зарубежные рынки. В обоих случаях указали стоимость прямых зарубежных инвестиций в секциях, включаемых в сектор услуг, а также барьеры и факторы, способствующие их развитию.

Artykuł koncentruje się na wybranych zagadnieniach z zakresu inwestycji zagranicznych w klastrze. Oprócz wstępu i zakończenia składa się z dwóch części, w których scharakteryzowano strategiczny wymiar inwestycji zagranicznych oraz zakres zaangażowania zagranicznych inwestorów w rozwój Doliny Lotniczej, posiadającej status Krajowego Klastra Kluczowego. Na podstawie wyników badań wykazano, że przedsiębiorczy ekosystem klastra, stwarzając dogodne warunki do rozwoju biznesu, kształtuje atrakcyjność inwestycyjną i przyciąga inwestorów. W artykule zwrócono uwagę na fakt, że pozyskiwane inwestycje zagraniczne stymulują różnorodne zmiany klastra i wspierają proces jego internacjonalizacji. Ponadto podkreślono, że stanowią przykład wyzwania strategicznego w zarządzaniu klastrem, gdyż wymagają m.in. sprawnej współpracy klastra z władzami samorządowymi, spójnej z polityką regionalną i koncepcją marketingu terytorialnego.
The article focuses on selected issues related to foreign investments in a cluster. In addition to the introduction and conclusions, it consists of two parts, which characterize the strategic dimension of foreign investment and the scope of involvement of foreign investors in the Aviation Valley development (high technology cluster), which has the status of the Key National Cluster. Based on the results of research, it was shown that the entrepreneurial ecosystem of cluster, creating favourable conditions for the business development, allows to effectively shape investment attractiveness and attract investors at the same time. The article draws attention to the fact that acquired foreign investments stimulate various cluster changes and support the process of its internationalization. In addition, it is emphasized that foreign investments are an example of a strategic challenge in cluster management, as they require, among others, effective cooperation of the cluster with local government authorities, consistent with regional policy and the territorial marketing concept.

This article focuses on the determinants of inward foreign direct investment (FDI) in Russia. The article briefly describes the historical context of foreign investment policymaking in Russia since the beginning of the economic transition to an open market economy after the dissolution of the Soviet Union. When compared to other developing countries, Russia's FDI stocks continue to lag despite a set of proactive measures undertaken by the national government. Following the literature review, the most commonly cited determinants explaining inward FDI in Russia include market size, labour productivity, trade and investment barriers, domestic exchange rate, rule of law and institutional framework.

W ostatnich latach obserwujemy coraz bardziej intensywną ekspansję kapitałową przedsiębiorstw pochodzących z Chińskiej Republiki Ludowej. Przejawem tego procesu są akwizycje europejskich przedsiębiorstw, których wartość i liczba stale wzrasta. Głównym celem chińskich inwestycji w Europie jest uzyskanie dostępu do technologii produkcji, które są w posiadaniu zaawansowanych firm Starego Kontynentu. Jest to konieczne w związku z reformami prowadzonymi obecnie przez władze chińskie. Ważnym motywem podejmowanych przejęć jest również chęć pozyskania renomowanych marek, w celu poprawy wizerunku wytwarzanych w Chinach produktów. Wraz ze wzrostem wartości i liczby przejęć europejskich podmiotów gospodarczych można zaobserwować dywersyfikację sektorową prowadzonych działań. Może to być oznaką pozytywnego trendu i wskazywać na duży potencjał chińskich inwestorów. Pomimo tego że przedsiębiorstwa pochodzące z Państwa Środka są nowymi graczami na europejskim rynku inwestycji zagranicznych, dla wielu pogrążonych w kryzysie firm z krajów zachodnich są ważnym źródłem kapitału niezbędnego do dalszego funkcjonowania, a w przyszłości ich znaczenie może jeszcze wzrosnąć.
In recent years we have observed a more and more intensive capital expansion of Chinese companies. A manifestation of this process are the acquisitions of European companies whose value and number is constantly growing. The main objective of Chinese investment in Europe is gaining access to production technology that is in the possession of advanced companies. This is necessary in connection with the reforms currently undertaken by the Chinese authorities. An important motive of acquisitions is also the desire of acquiring well-known brands, in order to improve the image of the products manufactured in China. Together with the increase of the value and number of acquisitions of European enterprises, there is a visible diversification of sectoral activities of the acquired businesses. This may be a sign of a positive trend and indicate a high potential of Chinese investors. Despite the fact that companies from the Middle Kingdom are new players on the European foreign investment market, for many crisis-ridden companies from western countries they are an important source of capital necessary for further operation.

An economic regime might take the form in which extractive institutions do not allow for the proper development of foreign direct investment. In consequence these countries cannot fully benefit from economic aspects of globalization and increasing standards of living. This is the case of Ukraine, a country with very good location advantages and a well-educated workforce that attracts only the murky type of FDI. It is a country that is troubled by corruption and political instability but at the same time a country that began the path to finding its national identity by fighting against extractive institutions.

The quality of institutions is important for economic growth and inflow of foreign direct investment. Business environment institutions may introduce certain adaptations of the conditions as a response to foreign investors’ expectations. The main objective of the research was to evaluate business environment institu-tions, exemplified herein by Investor Service Centres, in terms of their active par-ticipation in the process of attracting foreign investors. The empirical investigation (using questionnaire forms, carried out in the first half of 2013) was completed by employees of 10 centres (62.5%). COI employees use most of the available sources of information about foreign investors. COIs are very active in their information search, and do not resort to the simplest possibilities, for example the Internet. Foreign investors contacted offices having previously found relevant information about chosen investment locations. COIs actively cooperate with other institutions in order to attract foreign investors. They undertake various activities to reach this aim, most of which demand a high degree of engagement. Most often COI employees promoted available investment sites themselves rather than delegate this task to agencies. In order to improve the efficiency of COIs, they should strive towards building relationships between institutions.
