The aim of this chapter is to examine the way in which the EU has differentiated its relations with its Eastern and Southern neighbours, as well as the basis for such differentiation. The analysis shows that differentiation lies at the heart of the EU relations with these countries, and also describes factors that have led to ‘differentiation’ in the context of the ENP. The deepening of the cooperation with the ENP countries is not always and only due to political conditionality; it is linked to ex post rather than ex ante conditionality. The high level of variable geometry in the ENP does not, however, concern EU restrictive measures. The EU has adopted a fairly uniform policy in this area and has imposed restrictive measures vis-à-vis neighbour countries, regardless of their different geopolitical position and specifi c relations with the EU. In the near future, the level of variable geometry in the ENP is likely to grow: new contractual arrangements will be offered to Armenia and Azerbaijan; and differentiation and fl exibility are the hallmarks the 2015 review of the ENP. The question arises: Can the ENP remain a single policy framework, considering the high degree of differentiation? It is submitted herein that the ENP should remain the overall framework for the EU-ENP relations, since this counters the risk of a re-nationalization of this policy. A different issue is whether the EU’s choice of engaging with countries which have rejected EU values, in whole or in part, can be reconciled with a value-based foreign policy.

After 10 years in action, the European Neighbourhood Policy is in shambles. The region of ENP, seen in 2004 as a future place of democratic transformation, appears to be in 2015/16 a hotbed of wars, ethnic – religious violence, terror and massive migration. Not a single factor contributed to ENP’s success – bad luck from the start! However, there were also internal clashes within the EU which madeENP less effective: – appeal to common values as a base of cooperation, was politically correct but hardly workable; – “conditionality” method revealed weaknesses while applied without a promise of membership; – process of ENP’s strategy planning was disturbed by transatlantic tensions over Iraq war, what had a negative impact on the quality of ENP’s strategic dimension. Russia counteracted openly, secretly and actively and continues to keep the political/military control over the region. ENP remains an essentialpillar of EU’s security but – definitely – time has come to reset the policy.

The aim of the European Neighbourhood Policy is to search for a new quality of cooperation between the EU and the states whose membership in the European Union is not presently considered. After preparation in 2004 of basic assumptions of the policy, activity of the ENP states in the framework programmes became a matter of interest of this policy. The paper presents the place of the framework programs in the European Neighbourhood Policy and the changes in participation in subsequent framework programmes, starting from 2002. It focuses on the analysis of instruments available in the seventh framework programme presentation of main assumptions on cooperation between ENP partner states in the Horizon 2020 programme.

The national security strategy adopted in 2007 provided a detailed definition of security and identified its threats. The key threat to the Armenian state was considered to be the Nagorno-Karabakh conflict. The document indicated the Collective Security Treaty Organisation main guarantor of security, with Russia being Armenia’s main partner in bilateral relations. The second position in the strategy was assigned to cooperation with the NATO and the OSCE. One of the priorities identified was to intensify the economic and trade connections with the European Union and participation in the European Neighbourhood Policy as a step towards integration with European structures. As to bilateral relations, the most significant were Armenia’s contacts with Georgia and Iran. If we compare the assumptions of the strategy with the policy pursued by Armenia after 2007, it is clear that the measures taken are in line with the provisions of the document. By the end of 2016, the most serious threat to Armenia – the Nagorno-Karabakh issue – remained unresolved. Russia reinforced its position as Armenia’s strategic ally. The talks conducted between Armenia and the NATO are of little significance in view of the obligations assumed by Armenia. The same goes for the talks with the European Union after Armenia’s withdrawal from signing the association agreement, accession to the Eurasian Economic Union on 01 January 2015 and signing bilateral agreements with the Russian Federation.

Opis:
The global financial crisis 2008+ and the euro area crisis highlighted how fragile the institutional set-up of today’s world is. Moreover, these crises reminded us that questions of international collaboration and multilateralism as well as questions of security, in all its dimensions, remain as valid as ever. Taking these observations as a point of departure, this paper asks the question of how these twin-crises and their implications influenced the ENP and its effi cacy. To this end, an integrated two-pronged approach to the study of the ENP is employed to gain a more comprehensive insight into the ENP, its evolution and the impact it can actually exert on the EU’s neighbourhood.

The European Neighborhood Policy (ENP) was launched in 2004 with the aim of building new political and economic relations between the EU and its Southern and Eastern neighboring states through support for introduction of reforms and systemic changes in the partner states. In the South, the initiative covered ten countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and Tunisia. It was associated with better political and economic relations with the EU, which should result in a wider access to the European market for Mediterranean goods and a larger foreign direct investment in$ow to the partner countries' markets. The aim of the paper is to analyze the effects of ENP on the Southern Mediterranean neighbors in the context of economic liberalization and pro-democratic changes. The paper analyses two problems: economic development and trade liberalization offered by ENP through deeper integration with the EU and marketoriented regulations. The second problem analyzed in the paper concerns the process of democratic changes that the EU committed to promote. Due to the highly controversial nature of democratization for the Mediterranean states, it was replaced by the idea of good governance. For this purpose, general trends within the Mediterranean societies in their approach to that notion of governance are presented.

This article presents the common foreign policy in the context of the European Union's Eastern policy. It shows that the neighbourhood policy has become a tool for strengthening international cooperation and with the help of economic and political and financial support, one can see the changes that occur in the countries of Eastern Europe.

The good neighbourliness principle is one of the most important principles in interna-tional law which designates a model of peaceful cooperation and mutual tolerance among neighbouring states. Its violation in the past, however, very often led to military conflicts and many international disputes and may lead to serious disputes among neighbouring states in the future. Thus, the good neighbourliness principle has a clear legal value54. This article analyses the good neighbourliness principle as a key principle that obligates neighbouring states to develop and to maintain peaceful interstate relations. The focus is twofold: firstly, on the scope, content and nature of the good neighbourliness principle in international law and secondly, on the impact of the good neighbourliness princi-ple on the relations between the European Union and its Eastern Neighbours within the framework of the neighbourhood policy and the enlargement policy.

The European neighbourhood policy (ENP) was developed in 2004 to avoid the emergence of a new division between the enlarged European Union and its neighbours. The aim of the European Union’s activities in the framework of the European neighbourhood policy is to ensure the prosperity, stability and security. The European neighbourhood policy is primarily conducting bilateral activities between the European Union and its partner countries. Within the framework of the European neighbourhood policy work initiative for regional cooperation is the Eastern partnership and the Union for the Mediterranean. The European Neighbourhood Policy of the European Union refers to the ten countries neighbouring the European Union on the eastern and southern shores of the Mediterranean: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and Tunisia1. The policy consists of bilateral strategies implemented by the EU and individual partner countries. The most important bilateral EU instruments in this region are the Association Agreements, signed with Morocco in 2000, and action plans. They define the reform programmes taking into account the political and economic short- and medium-term priorities for a period of three to five years. During the meeting of the Association of the European Union - Morocco on 13 October 2008, the European Union and the Kingdom of Morocco adopted a joint EU-Morocco document on strengthening bilateral relations / granting a special status. Morocco is one of the most stable EU neighbours to the south. This is the result of many years of pursued policies built on a multi-polar strategy and close relationships with the European Union. With this strategy, Morocco could become a key political and eco-nomic partner of the EU in North Africa. Morocco is seen as a more stable and democratic country than other North African countries.

Officially, the European Neighbourhood Policy was born in 2004. After the eastern enlargement of the European Union, it became necessary to come up with a coherent strategy with regard to the neighbouring states of the EU. However, although the problem seems to have been caused by the fall of the Iron Curtain, the underlying issue is in fact much older. Already during the 19th century European economists wondered how Europe’s position could be ensured in a world where players like the Russian Empire and the USA made their appearance. Establishing a safe environment and international market European countries have access to has preoccupied economists for more than 160 years. Evidently, Europe has been – and still is – an international player active in security and peace – just not a successful one.

Poland’s Eastern policy is the result of the lack of a coherent concept, a return to the tradition of martyrdom and heroism, an ideologization in the form of missionarism and Prometheanism, and a confrontational attitudes towards Russia. The lack of a critical reflection over the chances for the normalization of relations with the largest country in the East is largely a result of ignoring our own national interest. The Polish political elites uncritically acquiesce to U.S. visions related to the encirclement and fragmentation of Russia. In this way, Poland becomes, at its own request, a hostage to foreign geostrategic concepts. Obstacles on the way to the normalization of Polish-Russian relations are subjective and objective. They find expression in each other’s attitudes, emotions and psychology, as well as the asymmetry of power and interests advanced by each party. Opportunities for the normalization of Polish-Russian relations should be sought in taking advantage of the mechanisms and experiences of Europeanization, i.e. Poland’s participation in the team play within the European Union. The condition for success is cooperative thinking, based on an accommodative strategy, and not a confrontational one, allowing for a re-evaluation of the negative ideological past to reach positive and pragmatic cooperation.

Polityka zagraniczna stanowi podstawowy instrument realizacji zarówno interesów państw, jak i organizacji międzynarodowych. Unia Europejska, jako twór składający się z dwudziestu siedmiu państw leżących na być może najważniejszym kontynencie świata, musi odgrywać coraz większą rolę w obliczu dominacji potęgi Stanów Zjednoczonych i rodzącej się potęgi państw Dalekiego Wschodu — Chin i Indii. Stworzenie monolitu z odrębnych polityk zagranicznych państw członkowskich wydaje się być nie lada wyzwaniem w sytuacji wciąż trwającej transformacji organizacyjnej Unii Europejskiej. Polityka zagraniczna wobec najbliższych sąsiadów wydaje się być rzeczą kluczową dla funkcjonowania bytu, jakim jest Unia Europejska. Fakt okresowego poszerzania UE oraz olbrzymi jej obszar powoduje, że polityka wobec sąsiadów musi być niezwykle elastyczna, dostosowana indywidualnie do określonej grupy partnerów, z jednoczesnym uwzględnieniem interesów Unii.
The European Neighborhood Policy (ENP) was developed in 2004, with the objective of avoiding the emergence of new dividing lines between the enlarged EU and our neighbors and strengthening the prosperity, stability and security of all. In order to realize the vision of building an increasingly closer relationship with our neighbors, and a zone of stability, security and prosperity for all, the EU and each ENP partner reach agreement on reform objectives across a wide range of fields within certain ‘common’ areas such as cooperation on political and security issues, to economic and trade matters, mobility, environment, integration of transport and energy networks or scientific and cultural cooperation. The EU provides financial and technical assistance to support the implementation of these objectives, in support of partners’ own efforts. During the Barcelona Conference in November 1995, the foreign ministers of the 15 member states and the 12 TCMs, from then on ‘partners’ (Maghreb and Mashrek countries including the Palestinian Authority as well as Israel, Turkey, Malta and Cyprus) officially approved the principle of the creation of a Euro-Mediterranean free-trade economic zone. This article shows how this cooperation is connected with The European Neighborhood Policy.

The objective of the present paper is an attempt at viewing the European Neighbourhood Policy, and especially the Eastern Partnership, from the EU’s standpoint and from the international perspective as well. The situation in the EU’s eastern neighbourhood (Russia-Ukraine war) drives EU decision-makers to focus merely on stabilisation and de facto stagnation. The decision-makers are not willing to undertake decisive actions towards a change in relations with the countries of Eastern Europe and the South Caucasus. The paper will also consider the following research questions: Will the lack of clear EU membership perspective (even a remote one) for countries such as Ukraine, Moldova, lead to the opportunity for a change of their situation to be forfeit? Will Russia-Ukraine conflict (and Russia-the West conflict in a broad sense) result in the EU being pushed out of the region and enable Russia to reintegrate the post-Soviet space? Was the recent 2015 Eastern Partnership Summit in Riga the beginning of the end of the policy? The paper does not attempt a comprehensive discussion of the issue, but constitutes an outline of particular problems which the EU and Eastern Partnership are faced with.
