We współczesnej Polsce ponownie aktualny stał się problem odbudowy zespołów staromiejskich, zniszczonych podczas katastrofy ostatniej wojny lub w wyniku zaniedbań bądź celowej polityki władz poprzedniego ustroju. Zrealizowane formy rekonstrukcji lub modernistycznych zespołów staromiejskich, powstałe zarówno po pierwszej, jak i po drugiej wojnie światowej, stanowią przykłady zarówno pozytywnych, jak i negatywnych rozwiązań problemu odbudowy tak specyficznego krajobrazu kulturowego, jakimi są zespoły staromiejskie. Z uwagi na zachowanie charakteru układów staromiejskich projektowanie w tych obszarach powinno zawierać szereg obostrzeń – szczegółowo zapisanych w przepisach prawnych.
In contemporary Poland, problem of the reconstruction of historical old town districts reappear. Many of the old city centers were destroyed during the second world war and there were no enough financial means to rebuild those districts. Some were intention- ally destroyed due to the political decisions of communist regime, or by the modernist experiments in spatial planning and architecture. The law-basis to architectural design or spatial-plan making in Poland, not only in those special areas of the cultural landscape of the city which are old town districts, but also elsewhere, should be the actual local plan of spatial development. Yet in the old town areas it should have especially precise directives, based on the several analyses by art-historians, architects, archeologists and heritage conservators. Unfortunately large percentage of actual polish local plans of spatial development have designingdirections which allow to broad interpretations of legal principles in the designing. Modern reconstructions of the old town in Głogów, Elbląg, Szczecin and many more show how difficult is to reconcile the authenticity of recreated space of the city with modern experiments.

Public space is an important element of urban structure, playing various spatial, social and economic roles in towns/cities. Its quality influences the quality of life of the inhabitants and the attractiveness of the town as a whole. Public space located in town center is the most representative of its identity and image, and also serves multiple functions and activities. The quality of urban space depends on different factors, which have been discussed in professional literature for the last few decades. The author of this paper developed a model for assessment of the quality of public space in town centers based on studies of methods already used in Poland and abroad, and the analysis of trends and ideas which should be taken into consideration while constructing a set of criteria for assessment methods. The main goal of this paper is to present the methodology of research on the quality of public space in town centers using this model. An important element of the model is the proposed method of delimiting the research area – the town center – based on identification of key public space of a town. The model comprises three methods, which can provide valuable information on the quality of public space, and also serve as a basis for constructing ratings of towns in each of these methods and the model as a whole. The research conducted using this model in chosen medium-sized towns of the Łódź region showed that the results of ratings obtained using particular methods and the whole model coincide with subjective opinions on public space in town centers given by its users and professionals evaluating it.

Opis:
Socio-economic situation and development of a particular region, county, municipality depend on many factors. Their location (geographic, geopolitical) is of particular importance. It seems that the role of the factor grows in inverse proportion to the deficit of other developmental factors. In other words, if a certain local government unit is not rich economically (e.g. its budget, taxes, etc.), or otherwise privileged, not only it should but it is obliged to take advantage of its position. The issue is to turn what has been generally a limitation (the state border, peripheral character, the end of communication routes) into an asset. That was the historical and geopolitical challenge faced by the municipalities Bialystok and Grodno. The historically Polish cities became split not only by the Polish - Belarusian border but also by the external border of the European Union. The problem that naturally arises from the fact can be brought to determining whether existing institutions and procedures allow to alleviate cross-border barriers. In addition, it has to be determined whether the current potential in this regard will provide or may ensure effectiveness. Therefore, the paper covers the principles of local cross-border and euroregional cooperation, prospects on the European Grouping of Territorial Cooperation (EGTC), as well as geopolitical determinant factors of relations between Bialystok and Grodno.
