Convergence study is related to several crucial issues. One of those problems is an individual character of every region in the selected area, as the regions established accordingly to the European classification system NUTS-2 are not homogeneous. Therefore, while analysing convergence in the European Union, regions with extremely dissimilar characteristics (for example GDP per capita) are taken under consideration. Absolute β-convergence means that all of the investigated regions tend to the same level of economic growth. Thus, among the regions with highly differential amounts of the examined variables the convergence hypothesis can be rejected. Due to the heterogeneity in the conducted investigation a classification based on the composite index will be used so that the convergence clubs could be established. Several approaches to convergence will be used according to those regimes. Moreover, there will be an attempt to indicate the determinants that differentiate the selected regions, such as: expenditure on R&D, HRST, quantity of patents, employment, participation of people in tertiary education among all employees. This will allow the analysis of conditional β-convergence to be conducted. In the investigation some methods and models offered by the spatial statistics and econometrics will be used. There are empirical proofs that geographical location has a great impact on the processes of economic growth. Consequently, spatial dependencies will be analysed as well.

In the period of economic transformation an intensive development of market services in ¸ódê was conducive to creation of their new spatial arrangement. This arrangement, in case of the majority of basic features of market service firms, as well as their workers, stand out- in the cross section of the geodesic areas- by means of enormous spatial differentiation. As a result, the problem of synthetic depiction of different spatial arrangements of such type of variables gains a special meaning. Its solution is enabled by complex spatial typology of market services.

Innovation and information combined with ICTs constitute a new framework which questions the theories on the functioning of classic space and stresses the need to think of new frames. The principle of acentrality proposed here highlights the role of politics in the structuring of space, as well as the role of temporality. The influence of religion on shaping the urban space has to be considered in at least two ways. Firstly, we have cities being created around the places of religious worship (Jackowski 2003, Beaujeu-Garnier, Chabot 1971). Secondly, we have places of religious worship created within the urban space. In both cases, we are dealing with the term of 2 religious space, which by analogy to S. Liszewski’s tourist space (1999) and A. Jackowski’s pilgrimage space (2004) can be defined as subspace of geographical space, created in relevance to its functions. It also seems that for the religious space of the city, its meaning defined by people is no less important than its functions. This article aims to analyze the changes of religious space in Łódź. The issue is presented in relation to the evolution of religious structure of Łódź citizens, from the early 19th century to present times. Various source materials have been used to create this article: census data, archive documents, interviews and questionnaires.

A specific spatial structure of Łódź’s residential resources was distinguished in Łódź in the age of political transformation. Different features of these resources (336,1 thousand apartments in 2008) create different spatial patterns, which are usually highly variable. A synthetic approach is justified in this case, as this issue was not frequently subject to independent study. The object of this study is valorization and spatial typology of Łódź’s residential resources in conditions typical for the transformation period. The multivariable analysis of these resources involves distribution and intensity of residential development, its dynamics (in years 1988−2002), its age, types of ownership, as well as size of buildings and apartments, technical facilities in the apartments and population density in the apartments. Specific features of residential resources were investigated according to data from 2002 national census. The city was divided into 61 housing estate units. During the valorization of residential resources, a synthetic variable, being the function of 13 diagnostic features which are the stimulants of residential standard, was used. In order to elaborate the spatial typology of residential resources, the K-mean method was used, as one of the most effective iterative optimization methods used in numerical taxonomy. There were 19 typological features distinguished.

Since coming to power in 1994 successive ANC-governments have engaged in a series of attempts at national spatial development planning in South Africa. These engagements have received scant treatment in the planning literature. In this paper a broad overview of these initiatives is provided, with an emphasis on the different instruments; the context in which they were developed; the institutions that were proposed and/or created in support of the instruments; and the extent to which the instruments were implemented and what their levels of success were. The paper concludes with a call for comparative research, including South Africa, in this arena.

The article is discussing both challenges and problems that emerge from an intensified cross-border integration, particularly in Europe, which is creating a sort of ‘cross-border regionalism’ that might be sought as a new constituent part of a complex, multi-level system of governance incorporating not only national, but also local/regional agents. Cross-border regionalism is thus not only a system of government, but also a system of ‘grass-rooted’ social and spatial (re)integration of borderlands. This process is closely related to the question of changing territoriality, preserving on the one hand the regional control and on the other hand re-acting societal and territorial co-dependence.

This study analyzes empirically the relationship between land quality decline and the spatial distribution of per capita income observed in Italy at different spatial scales and geographical divisions. The aim of this contribution is to verify if a decline in land quality has higher probability to occur in economically disadvantaged areas and if scale may influence this relationship. Per capita income was considered a proxy indicator for the level of socio-economic development and life quality in the investigated area. Changes over time (1990–2000) of a composite index of land quality and per capita income in Italy were regressed at four spatial scales: (i) 20 NUTS-2 regions, (ii) 103 NUTS-3 prefectures, (iii) 784 local districts designed as Local Labour Market Areas (LLMAs), and (iv) 8,101 LAU-1 municipalities. Different specifications were tested, including first, second and third order polynomial equations. Linear models allowed the best fit for data examined at all spatial scales. However, elasticity of the dependent variable to per capita income varied considerably according to scale suggesting that developmental policies may have a limited impact on land quality in vulnerable southern Italian areas compared to northern and central Italy. This study suggests that geographically disaggregated data simulating different spatial levels of governance may offer further insights compared to cross-country datasets indicating targets for multi-scale policies possibly preventing a poverty-desertification spiral.

„Stolicą Rzeczypospolitej Polskiej jest Warszawa” – te słowa zawarte w Konstytucji RP powinny również odzwierciedlać znaczenie Warszawy w polskim systemie ładu publicznego, w tym jej znaczenie w systemie planowania przestrzennego. Zasadniczo, szczególnie w Europie, duże stolice w rozumieniu aglomeracji, czy też raczej metropolii, mają status ponad lokalny, najczęściej regionalny, niezależnie od ich wewnętrznej organizacji. Oznacza to, że takie obszary metropolitalne podlegają co najmniej dwóm reżimom planowania przestrzennego: lokalnemu (zasadniczo na poziomie gminy) oraz metropolitalnemu. Mimo bogatych tradycji w tym zakresie Warszawa nie posiada obecnie instrumentów planowania metropolitalnego. Artykuł przedstawia tradycję warszawskiego planowania metropolitalnego, obowiązujące regulacje prawne oraz próby przywrócenia niezbędnych mechanizmów planowania metropolitalnego.

By the case study conducted in the Greek UNESCO sites, it was revealed that, despite the fact that most of the monuments are subjects of multiple zoning, little is accomplished for their spatial protection. This is either because zoning and planning launched by the Ministry for the Environment is absent or taking too long to get approved or because zoning deriving from the Ministry of Culture is void of spatial regulations. This means that on the one hand the Ministry for the Environment should proceed at a faster pace to the elaboration of Local Spatial Plans that are necessary especially in the case of monuments in rural settings, while on the other hand the Ministry of Culture should immediately proceed to the revision of Protection Zones A and B, so they fall into the guidelines of the new Law 3028 and they acquire spatial restrictions and regulations; a condition that can only be achieved with the collaboration among Spatial Planners and Archaeologists and among competent bodies.

Issues related to the functioning of the healthcare sector always result in turbulent and endless discussions. Most of those voices concern: the reduction of costs, spending on healthcare, walk outs, multi-occupation of medical staff, operating and health sector entities’ debts. The criteria of economic analysis in the health sector require to look at the activities of medical units, from the perspective of the society and its char- acteristics that determine them, and taking into account the effects connected with the geographic diversification of the management, financing and organization of the health- care system. The aim of this paper is to apply the spatial shift-share methods that are based on information about of the structural changes of economic and social phenomena, developed in geographic space, within a specified period of time, to analyze the state of the health sector. The attempt to identify regional trends in the health care sector, depending on the sector's major characteristics, will be made. The analysis also aims to identify areas and determinants of health care sector that may play a key role in specialization and the development of the regions.

The number of cultural parks and heritage areas is increasing in Europe and the United States. Those are spreading over other areas where the economic sectors related to tourism and leisure gain weight. Heritage areas or parks are heterogeneous initiatives that place cultural heritage at the heart of spatial planning policy and economic development, aiming at the reinvention of large territories and local community participation in planning. Their relevance stems from their potential influence on the territorial configuration of broad regions and their impact upon the articulation of traditional protected areas. Notwithstanding this, they have attracted scant academic attention so far.

This paper discusses Social Services of General Interest, a political term of the European Union, which lies at the heart of the European Model of Society and Cohesion concepts. How and why is the organization and provision of services across Europe rooted in, and shaped by, the prevailing national constitutional components of social welfare and spatial planning systems? A high degree of interrelation between these two systems is confirmed and Social Services of General Interest are detected and conceptualized as a substantiation of components of both systems. In a concluding step, an analytical framework is introduced which enables us to research Social Services of General Interest from different angles for the purpose of deploying promising policy solutions.
