    Opis:
    1. Objective The objective of the article is to present the need to take action for the benefit of cultural security in view of its contemporary threats. The values cherished within the framework of cultural heritage are handed down from generation to generation and in this respect it is necessary to act ceaselessly for the benefit of cultural security, which is aimed not only at the protection of existing cultural achievements, but also at facilitating its constant development. 2. Introduction Cultural security has a significant influence on the security as a value and it is linked to continuous human development, which manifests itself, for instance, in development of culture. It has its roots in cultural threats, which have been present for thousands of years and which result from armed invasions, colonial conquests, meetings of cultures and mass migrations of population. Cultural security can be examined from two perspectives: the first one (national) is closely related to military, economic, ecological and political security, and the other one (social) appears as a group of elements expressing threat for the nation or its part, ethnic group, language, cultural achievements in material terms, and in terms of tradition and customs. 3. Methodology The author defines cultural security and identifies its threats, including, in particular, multiculturalism and related globalisation, migrations (especially from the east to the west) and refugeeism, economic diversification of societies, climate changes as well as pillage, theft and illegal trading in cultural goods. When describing each of the identified threats, the author not only presents the protective action taken (both preventive and consequent), but also tries to search for new methods of protection, emphasising the need for broad cooperation between national authorities, local government and non-governmental organisations. 4. Conclusions The author proves that cultural heritage and cultural security are both exposed to many threats, including, in particular, globalisation and demographic relations. To recapitulate, the author emphasises that action must be taken both by countries and government organisations to protect cultural heritage and cultural security, and that it is essential to actively support in this respect international activity (particularly the activity under the auspices of the United Nations) and non-governmental organisations.

    Opis:
    The aim of the article is to present the major issues related to the protection of the Polish border from the perspective of the tasks and functions of the Border Guard and border checkpoints. The present analysis is a result of research conducted with use of theoretical research methods used in the social sciences. The aforementioned research was carried out with the purpose of diagnosing the functioning of the state border protection and traffic control system. The result of the research leads to the conclusion that the Polish border protection and traffic control system is being gradually improved, which is a result of changes in the security environment, primarily related to the emergence of new threats and increasing levels of existing threats. This leads to the expansion of the range of functions performed not by the Border Guard in general, but specifically by border checkpoints, which are closely related to field government and local authority administration bodies. These bodies have a definitive influence on local security, and thus on the security of areas controlled by the Border Guard.

    The article continues the deliberations regarding the strategy design and assumptions of the national security system of the Republic of Poland, with particular emphasis on the organization of the security system of the Republic of Poland. This was reflected in the presentation of issues concerning the theoretical and practical aspects of systems and the specifics of the Poland’s security system. The article decomposes this system. On this basis, the place, role and meaning of its components were determined. As a consequence, the requirements set for the security system of the Republic of Poland were presented, emphasizing the issue of the requirements set before it and its improvement.

    Hybrid war represents one of the most used terms in the area of military and security affairs in the last years, especially after the outbreak of conflict in Ukraine. It appears still more frequently not only in scientific or specialized military or security publications, studies or articles, but also in various journals, news, reports or debates out of military or security community. It might be seemed that it is a new term or even new type of conflict, but it is not. Hybrid war is really no new phenomenon, it is known for many years; however, after the Russian annexation of Crimea, it is much more popular and used. On the other hand, the majority of wider public do not know what the mentioned term exactly represents, and that is the reason why an author of the article deals with this topic and, through gained results of the research, tries to explain the essence of examined problem.

    Intelligence may be defined as a sum of deliberately covert gathering and processing of foreign covert information. This involves both information “originating abroad” and also covert information gathered inside a state from its opponent, e.g. a mafia clan or an extremist organization jeopardizing the constitutional order in one’s own state, i.e. information which is foreign in a sense. The article presented here is focused on information obtained from inside terrorist groups. Intelligence information is such information which has been obtained, processed and focused on (limited to) the “necessity to know” by the entity making decisions. Such information, however, may differ in some other aspects as well.

    Target processes of institutions management (from the enterprise, through the administration, to the alliances) are dependent on the provision and reliability of information and knowledge. Total digitization and “cybernation” of most of the processes require durability and protection against attacks and incidents of a new type. To anticipate timely the new risks is more difficult than to react flexibly to new socially pathological and criminal attacks. Reactive approach can’t avoid the initial losses, but this approach is pragmatic. The paper deals with some cyber threats and trends of attacks in an environment of the security management of the organization.

    From 1 January 1999, in force in Poland a three–tier structure of local government : municipal government , county government , the provincial government . Tasks that perform individual units of local government are divided into their own tasks and commissioned .     This paper offers a critical study of the concept and issues of human security. Its usage, definition and applicability may differ since different authors explain issues related to security differently. Although there is still no common definition on what human security is, most authors agree that human security is related to individuals in terms of theirwellbeing. For too long, human security has been focused on the protection of state territory, regarded as the traditional perception of security. This kind of interpretation refers to a narrow security concept, not well constructed and incapable of addressing most of the important issues related to the security of the individual. The issue of security for a nation is quite different to the issue of security for individuals, because the first tends to protect the boundaries of the state where people live while the second aims to protect all human being from insecurities. Human security is a new challenge in today’s world; it presents new threats which are far away from the threats generated by the traditional concept of human security. The new concept of human security should be analysed in people’s daily lives, not in a country’s guns and weapons. To protect people’s lives means respecting all human rights prescribed in domestic law and international conventions; violating them means causing human insecurities and the failure of the state to fulfil its own responsibilities towards the law. Therefore, the protection and the welfare of the people should become first goal of the government. In cooperation with international organizations and NGOs, governments should find and promote appropriate policies to establish a political, economic and social security environment for all the people as citizens of that country.

    Undertaking a study on security issues, it is initially necessary to define the concept precisely, and to make it concrete. The term security, when used without any defining of its meaning, represents only a conceptual formation, which has no reference of existence in the material world. The aim of the article is to concretise this concept. To this purpose, it is necessary to indicate: to whom or what it may concern. In addition, in this article the author undertakes to indicate the perception of the situation for specific entities or objects with a possible insecurity or its opposite, i.e. safe situation. Possible threats caused by given subject, object and situation are also analysed. Podejmując rozważania nad bezpieczeństwem, trzeba na wstępie możliwie dokładnie określić znaczenie tego pojęcia oraz dokonać jego konkretyzacji. Słowo bezpieczeństwo używane bez określenia jego znaczenia jest tylko pojęciowym tworem, który nie ma desygnatu istniejącego w materialnym świecie. Celem artykułu jest konkretyzacja tego pojęcia. W tym celu konieczne jest wskazanie, kogo lub czego ma ono dotyczyć. Ponadto w artykule tym autor podejmuje się wskazania postrzegania sytuacji dla konkretnych podmiotów lub przedmiotów z możliwym brakiem bezpieczeństwa lub jego przeciwieństwem, czyli sytuacją bezpieczeństwa. Analizowane są także możliwości zagrożeń, które są uwarunkowane podmiotowo, przedmiotowo i sytuacyjnie.
