Opis:: The paper discusses the structural barriers to R&D in Poland, the Czech Republic, Slovakia and Hungary, emerging markets striving to build economies based on innovation and knowledge. In reality research and development in the above countries suffer from some structural faults including: deficiency in R&D investments, ineffective mstructure based on government funding and insufficient engagement of business in financing and implementation of R&D.

Opis:: Ukraine is suffering from low level of innovation activities and widening gap between the industry and research institutions, both in government and higher education sectors. This is reflected in shrinking of R&D financing, declining share of a number of graduates in natural sciences and engineering and some oth-er indicators. Orientation on development of traditional industries of the national economies, such as metallurgy, basic chemicals and agricultural products prevents the country from focusing on knowledge production sectors. Lack of demand for R&D results widens the gap between the remaining R&D establish-ments and the industrial enterprises. Ukrainian state innovation policy has not changed substantially in recent years. Up to now, the main focus of government policy mix is on direct support of innovation in the form of (partial) financing of S&T programs and provision of direct financing to selected innovation projects. The gap between the higher education sector and the industry is substantial. Current legislation does not allow universities or research institutes to be founders of a spin-off company with non-state ownership in Ukraine. At the same time, it is evident that problems of innovation development could be solved only within broader context of transformation of the national economy. Implementation of the Triple Helix (TH) concept for transformation of the Ukrainian national R&D and innovation system could open new opportunities for its development.

Opis:: Using a very small business (VSB) as a starting point the aim of the paper is to show the extent to which substantial and rapid technological, institutional and competitive changes can affect the emergence of new innovative ideas. Moreover, the paper attempts to identify a few general areas worth contemplating regarding the mechanisms of governance and the financing of young, innovative companies that stem from this research. In sectors that are subject to rapid competitive and technological changes, the structure of governance, the financing and the implementation are all key elements to their success. Results based on a case study show three distinct governance structures with related financing strategies. Hence, the personally crafted governance is reflecting by a personal or proximity (family, friends) type of financing, professional governance is accompanying by government financing (federal and provincial) and governance growth relies on institutional financing.

Opis:: EU strategy documents, including the Europe 2020 Strategy, emphasise the priority role of industry in the growth of EU economies. The aim of the presented research is to measure and assess the impact of expenditure on research and development (R&D) activities on the competitiveness of manufacturing divisions in Poland. Labour productivity, expressed as (1) a quotient of gross value added and employment, and (2) a quotient of sold production and employment in the analysed manufacturing divisions, was adopted as the measure of competitiveness. The empirical part of the paper is based on data published by the Central Statistical Office. The analysis covers the period 2009-2017 and provides a contribution to determining the role and importance of research and development as well as innovative activities in shaping competitive advantages of manufacturing enterprises. The obtained results for panel models confirm that R&D expenditure is a secondary factor in changes occurring in the Polish manufacturing industry.

Opis:: On the basis of the Polish law of entrepreneurs, a competency dispute arose between the Minister of Digitization and the President of the Office of Personal Data Protection. Both authorities deem it appropriate to interpret GDPR. The Minister of Digitization believes that he is authorized because of the rights to create a policy in the field of personal data protection. The President of the Office for Personal Data Protection believes that he is authorized as a supervisory body according to GDRP and the competent authority for the protection of personal data. Due to the fact that the GDPR is an act of a higher rank than the Polish law, it is necessary to admit to the supervisory body that it is the only person entitled to a binding interpretation of GDPR regulations.
