Opis:
The paper analyses the role of tax competition in global economy. How can tax systems respond to the challenge - by international cooperation or by national rules, by tax harmonisation or by tax competition? In this paper we approach the question as a matter of global governance. Tax competition is seen both as a means and as an object of global governance. Our conclusion is that there is no universal answer to the question: competition or harmonisation? Attempts to govern the processes of global economy on a national level may easily lead to tax competition. On the other hand, at least at the supranational level, i.e. at regional or global level, the goals and mechanisms of governance seem to emphasise harmonisation. Nowadays especially the OECD has become an important actor or forum for cooperation in taxation. It has succeeded in many ways in preventing and reducing harmful tax competition. The soft law mechanisms developed by the OECD have often been converted into the hard law mechanisms on national level. The governance activities have been based on both soft law and hard law mechanisms.

Opis:
Central ethical concepts in education should be interpreted in a global frame, beyond the conceptual confines of the nation state. My underlying claim is that globalisation’s effects and significance are profound, but that while new global practices, norms and structures are increasingly evident, developing our key ethical concepts and assumptions accordingly is limited by the narrow and outdated moral universe of the nation state. The intertwined demands of justice and democracy in education now require conceptual adjustment to meet a different world. First, the features and significance of globalisation are considered, with particular reference to globalisation in education, as well as political globalisation as indicative of the now outdated model of the Westphalian state. Secondly, a revised conception of justice based on recognition of global association is sketched and illustrated by the case of the global campaign for Education for All. Thirdly, possibilities for globally democratic decision-making after the monopoly of the nation state are outlined, advancing the discussion towards some concluding observations about the implications of the argument for the education of global citizens.

Opis:
The paper examines the development of education systems and international migrations in selected new Member States. The countries are Estonia, the Czech Republic and Slovakia. The paper focuses on various elements in the development of education systems making people able to cope with competition on global labour markets. The outcomes of these developments largely regulate the supply of labour and consequently its international demand. Some statistics on international migration and integration of migrants in global labour markets are presented. The aim of this paper is to raise questions about relevant issues to be paid attention to in studies focusing on education and international migrations rather than to try to give any straightforward solutions.

Opis:
This paper canvasses some of the limitations and possible negative consequences of globalization of criminal procedure. The references to specific examples in this paper assume generally the framework of the legal systems of the European Union and its member states. This, however, is done with the idea in mind that at least some of the remarks made here could be also relevant in a wider international context, when other legal systems are taken into consideration. In the paper, particular attention is paid to possible negative consequences of globalization tendencies. Assuming this perspective was intentional, in order to draw the reader’s attention, references are made to those issues which are especially important from the point of view of legal certainty of an individual but seem to attract less attention in the literature on the subject than general analyses of the phenomenon of synergy of legal systems and the benefits stemming therefrom.

The Author of the article sets as a research goal the diagnosis of the role of the ideological factor and objective structural conditions in the evolution of regulated capitalism on the European continent. In the text the European social model was characterized, the influence of globalisation on the regulated European capitalism was analyzed, the challenges of demography which are posed for the social structures, the job market and social security in Europe were discussed. The Author analysed the changes happening on the European job market since the 1980s in the field of institutional solutions, position of the employee, policy tools for the job market. The convergence and divergence dynamic in the development of the European social policy and the role of the EU institutions in managing the problems of modern Europe were analysed. Finally the influence of the Eurozone’s economic crisis on the EU social policy was diagnosed. In order to operationalise the research, historical and comparative methods will be used as well as institutional analysis and social index analysis.
